Factors Affecting the Performance of National Human Resource Development Projects: Focusing Energy HRD Projects (국가 인력양성사업 성과에 영향을 미치는 요인 분석: 에너지인력양성사업을 대상으로)

  • The purpose of this research is to analyze the performance of national R&D projects and to find out measures to improve the performance indicators, focusing on energy HRD projects. The main analysis target is 86 energy manpower projects supported since 2010. The performance indicators of the energy HRD projects are related to the research capacity, the number of emission workers, industry-university linkage, job creation and so on, and analyzed by using the 11 indicators of human resource performance index called KPI index. As a result of analyzing the attainment level of the proposed target by task, the index with the highest achievement level is the corporation linkage rate, and the index with the lowest achievement level is the participating company employment. As a result of examining the effects of job creation in company - linked activities, it was found that the greater the number of participating companies in the business, the greater the employment creation effect of the number of internships. As a result of the above analysis, the following policy alternatives are proposed. First, it is necessary to consider adding indicators that can express the quality performance of the business and performance indicators that can express actual business linkages. Second, it is necessary to strengthen the management of differentiated performance indicators according to policy performance targets and major target groups. Third, it is necessary to improve information input and accumulation system along with improvement of performance index.

  • 지식기반 경제 사회의 진입과 더불어 조직에서 가장 중요한 요소는 인적자원이며 인적자원의 효율적인 활용이야말로 기업 경영에 있어서 핵심이라고 할 수 있다. 이러한 인적자원의 역량을 향상시킬 수 있는 방법으로 대부분의 기업들은 교육훈련을 실시하고 있다. 교육훈련의 효율적인 활용이야말로 인적자원의 개발이고, 인적자원의 개발이 기업의 지속가능한 경영에 가장 중요한 부분이라고 할 수 있다. 인적자원 개발을 위한 교육훈련이 조직의 발전에 최우선이 되어야 함은 아무리 강조해도 지나침이 없다. 기업에 있어서 사람이 자산인데 자산을 키우기 위한 최선의 방법으로도 기업들은 효율적인 교육 훈련에 많은 연구를 실시하고 있다. 인적자원이 기업의 성패를 좌우할 만큼 중요한 핵심요소이고 기업의 핵심인 인적자원을 개발하기 위해선 교육 훈련이 핵심이고 핵심인 교육훈련은 기업의 인적자원개발에 대부분을 차지하고 있다고 해도 과언이 아닐 것이다. 따라서 본 연구의 목적은 기업교육의 효율성을 제고하기 위하여 HRD 요소들에 있어서 조직원 직무향상을 위한 교육효과에 초점을 맞추었다. 교육훈련에 관한 요인분석 결과 교육의 중요성인지, 교육 참가횟수, 교육내용 등의 사전인지가 교육의 효과를 높이는 요인으로 나와 있고, 이러한 결과를 토대로 회귀모형 분석을 제시하였다.

A Study on the Job Application of Postal Distance Training (우편원격훈련의 현업활용도에 관한 연구)

  • When it comes to the training program conducted by company to improve job performance ability, it would be not a investment but a waste if the training contents is not practically applied to the business accomplishment. Even though some people raise a question on the job application of postal distance training, funded by employment insurance, the study on the job application of postal distance training shows that the components of the training program have a positive effect on it and the model has 60.5% validity. Moreover, its control effect on environmental support and individual characteristics has been partially established. The study has been conducted by questioning survey with the employees who completed a postal education 3 months ago. With the result, we can find that the postal distance training benefits employees to improve their job performance abilities and expect that it continuously plays a crucial role in the field of company training through the development of high-quality training programs.

A Study on the Online Project-Based Learning (PBL) Applied Extra-curricular Program Development (온라인 프로젝트 기반학습(PBL) 적용 비교과 프로그램 개발 사례 연구)

  • This study aims to develop and implement extra-curricular program applying project-based learning (PBL) and to find out its effectiveness. The research was conducted from March 2021 to December 2021 according to the ADDIE model. Surveys, t-test and descriptive statistics were also conducted. The results of the study are as follows. First, project-based learning was applied to the extra-curricular program by reflecting the characteristics of students of University A and the requirements of the person in charge of the teaching and learning center. Second, project tasks related to education of universities were proposed. Third, the programs were designed as three common courses and four consulting courses. Fourth, the program was conducted with 32 students for two months. Fifth, the post-test results of problem-solving skills rose to 0.9 points compared to the pre-test but there was no significant difference, while the post-test results of communication skills were 0.5 points lower than before and statistically significant. Sixth, the satisfaction survey result was high with a rating of 4.59. Lastly, educational implications are also discussed.

  • The purpose of the research is to investigate the perception of corporate and e-Learning institute on ubiquitous society and learning environment in the context of human resource development. In addition, the study aims to analyze their recognition of u-Learning's components into the level of significance and actualization. The total of 118 institutes were participated in the research survey among the 144 e-learning certified institutes from the Ministry of Labor. The research includes the results of survey and implications on the area of human resource development.

  • 'IT skills framework' provides a common reference model for the identification of the skills needed to develop effective information system making use of information and communications technologies. It is a simple and logical two-dimensional framework consisting of areas of work on axis and levels of responsibility on the other. It uses a common language and a sensible, logical structure that can be adapted for the HRD(human resources development) For example (1) gather labour market intelligence coherently and consistently (2) quantify the skill requirements of the ICT market (3) set up the career path for IT workers and so on.

  • The purpose of this study is to determine the effect of organizational culture, job involvement, and emotional intelligence on employee performance through job satisfaction, organizational commitment at commercial banks in the Great Malang. This study applied the purposive sampling method to obtain data from 240 out of 600 workers working in four commercial banks, which was then analyzed using the SEM. The results showed that organizational culture, job involvement, emotional intelligence have no significant effect on employee performance through job satisfaction. Organizational culture, emotional intelligence, job involvement, satisfaction significantly affect employee performance through organizational commitment. Organizational culture, job involvement, emotional intelligence significantly affect employee performance through job satisfaction, organizational commitment. By investigating the impact of organizational culture, job engagement, emotional intelligence on job satisfaction, organizational commitment, employee performance simultaneously in this study, this study expands the existing literature by providing a better understanding of organizational culture, job engagement, and emotional intelligence. Given that articles on organizational culture, job involvement, and emotional intelligence are limited in the HRD literature, the findings of this study may offer reliable information for HRD practice, encourage researchers to explore research related to organizational culture, job involvement, and emotional intelligence.

  • This Study aims to present the guidelines for the activation of the domestic GS certification market through the assessment of the characteristics of the demands of the domestic SW companies pursuing to acquire GS certification. As the results of the factor analysis of the guidelines for the activation of the domestic GS certification market, (1) strictness of the certification standards, (2) level of satisfaction on the certification services and (3) certification effects were deduced as the specific variables. This study is highly significant in that the fact that the certification market is more effectively activated when the 3 factors, namely, strictness of the certification standards, level of satisfaction on the certification services and certification effects, have been intensively reinforced although there exist countless number of specific variables including certification system, certification cost, certification expertise and certification marketing, etc. in order to activate GS certification market has been statistically verified.

Policy Analysis on AI SW Human Resources Development Using Cognitive Map Analysis (인지지도분석을 활용한 AI SW 인력양성 정책분석)

  • For the government of president Moon's AI SW HRD policy, he proclaimed AI democracy that anyone can utilize artificial intelligence technology to spread AI education for the people of the country. Through cognitive map analysis, this study presents expected policy outcomes due to the input of policy factors to overcome crisis factors and utilize opportunity factors. According to the cognitive guidance analysis, first, the opportunity factor is recognized as accelerating the digital transformation to Covid 19 if AI SW HRD is well nurtured. Second, the crisis factor refers to the rapid paradigm shift caused by the intelligence information society, resulting in job losses in the manufacturing sector and deepening imbalance in manpower supply and demand, especially in the artificial intelligence sector. Third, the comprehensive cognitive map shows a circular process for creating an AI SW ecosystem in response to threats caused by untact caused by Corona and a circular process for securing AI talent in response to threats caused by deepening imbalance in manpower supply and demand in the AI sector. Fourth, in order to accelerate the digital circulation that has been accelerated by Corona, we found a circular process to succeed in the Korean version of digital new deal by strengthening national and corporate competitiveness through AI-utilized capacity and industrial and regional AI education. Finally, the AI utilization empowerment strengthening rotation process is the most dominant of the four mechanisms, and we also found a relatively controllable feedback loop to obtain policy outputs.

Effects of Collaborative Learning in a Virtual Environment on Students' Academic Achievement and Satisfaction (가상 학습 공간에서의 협력 학습이 학업 성취도 및 만족도에 미치는 영향)

  • This experimental study was to examine the impact of collaborative learning in a virtual environment on students' learning outcomes and satisfaction. The collaborative virtual learning environment was created for a Korean history class for high school students. A total of 119 participants were recruited and were randomly assigned to either "collaborative group" or an "individual group." Students' academic achievements and satisfaction were collected as measurement tools to examine the effect of collaborative learning in the virtual learning environment and collected data were tested by independent sample t. The results showed that participation in collaborative groups had a significant positive effect on academic achievement and satisfaction than individual groups.
