Nutrition Policies in the Republic of Korea : Expert Opinions and Recommendations

  • Considering the increasing global burden of disease attributable to nutrition, the demand for national nutrition policies is growing stronger and stronger. The Republic of Korea is beginning to respond to this growing demand and there have been numerous recent achievements in the area of nutrition. The purpose of this paper is two fold. In the first part of the paper, an overview is provided about existing nutrition action in Korea. In the second part, information is elicited from Korean experts in the field of public health and nutrition. A structured questionnaire was sent directly to renowned Korean experts and was disseminated through the list serve of the Korean Nutrition Society. It asked about existing nutrition related policies, obstacles to nutrition policies in Korea, which professions are 'responsible' for the prevention of nutrition-related diseases and for example about existing nutrition programs within settings. Twenty-two questionnaires were returned. Based on the results, the following actions were considered crucial to develop and implement a nutrition policy in Korea: having a clear advocacy strategy for nutrition to raise awareness about the importance of nutrition, increase transparency of nutrition-related action and make the information easily accessible for all stakeholders, ensure the enforcement of regulations regarding misleading and incorrect food advertisements, strengthening the (public health) nutrition workforce, strengthen the settings-based approach and build and maintain partnerships, and last not least: educate and empower the citizens and ensure that healthy choices are 'easy choices'! Acknowledging the past and ongoing efforts in Korea, it is pivotal that the nutrition workforce grows stronger and the voice of nutritionists even louder, in order to promote and ensure the health and quality of life of the country's citizens. Investigating the Anatomical and Physical-Mechanical Properties of the 8-Year-Old Superior Teakwood Planted in Muna Island, Indonesia

  • Muna teakwood, especially from old stands, has been popular as raw material for timber industries in Indonesia for the past ten decades. Due to the scarcity of this wood, superior-grown seedlings of Muna teakwood have been developed and widely planted. Since there is no information on its characteristics, therefore, the aim of this research was to investigate wood characteristics of the 8-year-old superior-grown teak from Muna Island to ensure their proper utilization as raw material for wooden furniture. Wood discs and boards from basal area of three different trees were used as the samples. Macroscopic and microscopic anatomical characteristics were observed following the IAWA's list, while their physical-mechanical properties were measured following British Standard 373-57. Results showed that anatomical characteristics of this wood sample are similar to regular teakwood, but its heartwood portion is higher. Differences among trees are found in regards to wood texture, growth ring width, as well as early and latewood portion. The green moisture content was lower than that of fast-growing teak of a similar age. The wood is more stable than the old teakwood, but its specific gravity is lower. In general, mechanical properties of this wood were higher than those of the regular fast-growing teakwood, but lower than the old one. Based on its specific gravity, this superior Muna teakwood was categorized as a Strength Class of III. The wood is suitable enough for wooden furniture manufacturing.

The effect of plant spacing on several agronomic traits of a soybean variety under the tropical environment (열대환경하에 있어서 대두재식밀도가 각종형질에 미치는 영향)

  • This experiment was conducted to determine the optimum row width and plant spacing within row under the tropical environment for a leading soybean variety Palmetto and it was carried out at Eakmat Experiment Station in Vietnam. The experiments were arranged in a split plot design with four replications and the test was repeated twice in two years. Variations for seed yield due to the distance between rows were significant at 1 per cent level in 1967 test(dry season growing) and at 5 per cent level in 1968 test. Significant differences for plant height, lodging, maturity, number of branches per plant, and number of pods per plant due to the row width were not found in both tests, while significant differences in difference spacing within row was found in all traits studied. Interaction between width of row and spacing within row for seed yield and plant height were found at five percent level in 1967 test. These results indicate that close planting may increase in seed yield and plant height in both seasons, and decrease in loadging. From these studies, one could be understood that the plant population, particularly in dry season, plays decisive roles on seed yield in soybean culture, and the maximum plant height and minimum value of lodging index were also observed in closest spacing plots. The highest soybean yield in late planting would be expected by a combinations of 30 cm(between rows)${\times}$5cm(between hills) plot, while 40cm ${\times}$ 5cm planting method would be suggested for rainy season growing. Highest seed yield was obtained at closet spacing in both dry and rainy season, and these results led to drilling method in seeding where about 20 seeds per meter of row could be recommended. Besides the seed yield, the close planting may produce some advantages, such as increase plant height and decrease lodging, weeds and erosion of surface soil.

  • Nowadays, air pollution by increasing consumption of fossil fuels resulting from rapidly growing population and industrialization has caused the adverse effects on terrestrial ecosystems and become one of the most serious problems causing environmental discriptions. Air pollution such as $SO_2, HF, NO_X,$ fly ash, ozone and PAN might influence plant growth, reproduction, nutrient cycling, photosynthesis and predisposition to entomological and pathological stresses on plants. Furthermore, accumulation of those toxic substances in forests might cause subtle or serious changes in the structure and function of forest ecosystems. Since 1970s, a number of large industrial complexes had been constructed as a part of industrialization plan in Korea. Accordingly, the forest exosystems around them has been under chronic influences of air pollution and effects of air pollution on plants became a matter of concern. In Yocheon Industrial Complex which consisted of lots of petrochemical plants and a phosphatic fertilizer manufacturing plant, forests has been exposed to chronic air pollution, mainly HF and $SO_2$ gas, Various reports were available to investigate the potential effects of air pollution on crops and forest trees in Yocheon. Kim and Kim surveyed vegetation by naked eye method and reported 71 families, 150 genera and 158 species were growing within a 2 km from air pollution sources in 1981. Needle injuries on Pinus spp. in the polluted area water reported by Kim, et al. and Kim, et al. Kim, et al. investigated the primary production of Pinus thunbergii forests in the polluted area and verified that growth inhibition of Pinus thunbergii was attributable to air pollution. Thus, previous reports suggested that forest ecosystems around Yocheon Industrial Complex were influenced adversely by air pollution. The objective of this study was to investigate the subtle ecological changes in forest community exposed to chronic air pollution in Yocheon.

Legitimate Public Policy Objectives of and Exceptions to Digital Trade Agreements (디지털 무역협정의 예외 조항 및 사례 연구: 정당한 공공정책 목표를 중심으로)

  • The growing impact of cross-border movement of information is increasing interest in information policy through digital trade agreements in major trading countries. Major trading partners are calling for the inclusion of their digital policies in trade agreements to strengthen market dominance and protect personal information. This study analyzes the meaning and disputed settlement cases of the WTO's public policy objectives and examines the tendency of stakeholders to standardize legitimate exceptions to public policy objectives in digital trade. The study also examines the desirable direction of digital trade standardization suitable for the changing international trade environment. There is still debate about the specific objectives that should be included and the extent to which they should be allowed to restrict trade, however this study finds that there is a growing consensus on the need for legitimate public policy objectives to be included in digital trade agreements. The study concludes that the desirable direction of digital trade standardization is to strike a balance between the need to protect legitimate public policy objectives and the need to liberalize digital trade. This balance will need to be adjusted as the international trade environment continues to change.

Development of Light Distributed Solar Modules for Growing Sprout Ginseng and Overseas Empirical Research on Natural Lighting Cultivation System (새싹인삼 재배를 위한 투광 분산형 태양광 모듈 개발 및 자연채광 재배시스템 해외 실증연구)

  • To create an environment for growing ginseng sprouts, we developed a solar module that partially transmits and disperses light. A G to G type light transmission and dispersion solar module was developed using glass with a mist pattern applied, and the light dispersion effect of the developed module was confirmed through illuminance measurement. The output of one module is approximately 260 W, and the configuration consists of 48 cells in series in 4 strings. The cultivation system where the developed module will be installed was developed in the form of a container, and three units of 2.6 kW (260 W x 10 EA). The inside of the cultivation system consists of a shading screen, air conditioner, ventilator, plastic pot, etc. to create an environment for cultivating sprout ginseng. As a result of actually planting sprout ginseng, it was confirmed through verification that the plants were grown without any problems.

Evaluation of Dry Matter Intake and Average Daily Gain Predicted by the Cornell Net Carbohydrate and Protein System in Crossbred Growing Bulls Kept in a Traditionally Confined Feeding System in China

  • Two separate animal trials were conducted to evaluate the coincidence of dry matter intake (DMI) and average daily gain (ADG) predicted by the Cornell Net Carbohydrate and Protein System (CNCPS) and observed actually in crossbred growing bulls kept in a traditionally confined feeding system in China. In Trial 1, 45 growing Simmental${\times}$Mongolia crossbred F1 bulls were assigned to three treatments (T1-3) with 15 animals in each treatment. Trial 2 was conducted with 60 Limousin${\times}$Fuzhou crossbred F2 bulls allocated to 4 treatments (t1-4). All of the animals were confined in individual stalls. DMI and ADG for each bull were measured as a mean of each treatment. All of the data about animals, environment, management and feeds required by the CNCPS model were collected, and model predictions were generated for animals on each treatment. Subsequently, model-predicted DMI and ADG were compared with the actually recorded results. In the three treatments in Trial 1, 93.3, 80.0 and 73.3% of points fell within the range from -0.4 to 0.4 kg/d for DMI mean bias; similarly, in the four treatments in Trial 2, about 86.7, 73.3, 73.3 and 80.0% of points fell within the same range. These results indicate that the CNCPS model can accurately predict DMI of crossbred bulls in the traditionally confined feeding system in China. There were no significant differences between predicted and observed ADG for T1 (p = 0.06) and T2 (p = 0.09) in Trial 1, and for t1 (p = 0.07), t2 (p = 0.14) and t4 (p = 0.83) in Trial 2. However, significant differences between predicted and observed ADG values were observed for T3 in Trial 1 (p<0.01) and for t3 in Trial 2 (p = 0.04). By regression analysis, a statistically different value of intercept from zero for the regression equation of DMI (p<0.01) or an identical value of ADG (p = 0.06) were obtained, whereas the slopes were significantly different (p<0.01) from unity for both DMI and ADG. Additionally, small root mean square error (RMSE) values were obtained for the unbiased estimator of the two variances (DMI and ADG). Thus, the present results indicated that the CNCPS model can give acceptable estimates of DMI and ADG of crossbred growing bulls kept in a traditionally confined feeding system in China.

Distribution of Pesticide Applied with Different Formulations and Rice Growing Stages in Paddy Fields (벼 재배환경에서 생육단계에 따른 제형별 살포농약의 분포특성)

  • To elucidate the exposure of pesticide in agricultural environment and to investigate distribution of pesticide in paddy fields. This experiment was carried out to clarify pesticide distribution in paddy fields applied with different formulations and growing stages. Initial dissipation rate of applied butachlor EW and oxadiazon EC before rice planting were more than 90% within 3 days in paddy fields. The distribution of a.i. in the pesticide formulations tested depended upon the elapsed time at each growing stage of rice plant after application. Most of pesticides applied within 15 days after transplanting of rice seedlings, more than 95%, were located in the surface water and soil regardless of pesticides; butachlor, thiobencarb and molinate GR. The distribution of iprobenfos GR, tricyclazole WP and phenthoate EC, after application 2 hours in middle growing stage (46 days after rice planting) were shown as 16.1, 48.9 and 38.9% in surface water, 83.6, 15.4 and 10.7% in soil, and 0.3, 35.7 and 50.4% in rice plants of paddy fields, respectively. Also tricyclazole WP and phenthoate EC, after application 2 hours in the late rice growing stage (90 days after rice planting) were distributed to 7.8 and 9.8% in surface water, and 21.7 and 5.1% in soil, and 70.5 and 85.1% in rice plants of paddy fields, respectively.

Factors Associated with the Occurrence of Fruit Skin Stain during Growing Period in 'Niitaka' Pear (배 '신고'의 생육기에 나타나는 과피얼룩과의 발생 요인)

  • BACKGROUND: Caused by cultural environment, the fruit skin stain results in serious damages to pear fruit. Particularly susceptible to this damage, 'Niitaka' pear accounts for 82% of pear cultivation in Korea and many farmers growing the pear trees have suffered economic losses due to fruit skin stain. This study investigated the effect of different treatments of 'Niitaka' pear during growing period on the occurrence of fruit skin stain. METHODS AND RESULTS: The treatments in the field included gibberellin (GA) paste, spraying with amino acid tree fertilizer, functional bagging, and coating of the inner paper bag with agents. The relationships between tree vigor, mineral nutrition concentration and fruit skin stain occurrence were also investigated. The fruit skin stain symptoms occurred from young fruit (May 25) until harvest. There was no exposed fruit flesh. The occurrence of fruit skin stain was significantly reduced in normal tree (shoot length 110 cm), as well as using GA paste treatment, and bagging in calcium and lime sulfur coated bags. However, spraying with amino acid tree fertilizer made no difference in comparison to control. In addition, bags in which the inner paper was coated with lime sulfur and soybean oil resulted in chemical injury to the fruit skin caused by bagging. The K concentration of shoot wood and fruit skin were higher than those of the control. Also, there were lower T-N, K concentration of leaf. CONCLUSION: These results suggest that occurrence of fruit skin stain in 'Niitaka' pear fruits during the growing period can be reduced by GA paste and bagging in calcium and lime sulfur coated bags. The symptoms of chemical injury to the fruit skin caused by bagging in lime sulfur and soybean oil coated inner paper were different compared to skin stain occurring in fruit during the growing period.

Methodological Consideration for Estimating Growing Stock of Young Forests based on Early Growth Characteristics of Standing Trees in Korea (우리나라 입목의 초기 생장 특성에 따른 유령림의 임목축적 산출방안 고찰)

  • The growing stocks of young forests that are less than10 years of age have been excluded from the Korean forest resource statistics, despite the existence of standing trees; however, sustainable forest management and carbon removals in the forestry section require complete information regarding forest resources. This study developed a method to estimate the growing stocks for young forests from National Forest Inventory (NFI) data. After reviewing previous research on growth characteristics for young forests, we conducted stem analysis of major species, and examined stand characteristics by site index, based on real yield tables. Our statistical analysis results showed that there were few standing trees with diameters at breast height (DBH) above 6 cm in young stands, and that it would have taken 12 years, on average, to reach 6 cm DBH. This suggests that mean tree height by diameter should be assessed at the root, in order to assess growing stocks for young stands through the NFI. Moreover, the database system should be improved to differentiate tree species, since diverse shrubs, including trees, have been surveyed.
