Alternatives for Establishing Green Logistics System in Ulsan Port (울산항의 녹색물류체계 구축 방안)

  • After reviewing the concept and previous studies related to green ports, this study analyzes the implications of green port policy of advanced ports in foreign countries and analyzes problems in terms of environmentally-friendly green port policy for Ulsan port, and to present sustainable green logistics establishment measures. The literature survey and Benchmarking methods are adopted as research methodology and the results are as follows. First, the pan-government climate change response management system, legislation of relevant laws, implementation of fiscal support policies, and roadmaps should be established. Second, the foundation for eco-friendly green growth should be established through the discovery of business models in conjunction with leading industries in the Southeastern Metropolitan Economic Area. Third, the Ulsan Port Greenport, such as AMP, in-port LNG propulsion ship, and ESI vessel incentive, should be built. Fourth, a low-carbon, high-efficiency sea-shuttle service shall be established through the introduction of the sea-shuttle service along the sea route. Fifth, energy self-reliant ports, including all institutions in the metropolitan Ulsan port area that have exceeded the level of Ulsan port Authority, should be built. Finally, water-type ports need to be built through the creation of coastal forests, the purification of marine water quality, and the introduction of colors to port.

Improvement Scheme on Green Construction Cost & Benefit through Analyzing Trends and Case Studies (해외사례조사를 통한 녹색건설 비용 및 편익 정보 체계의 개선 방향)

  • As a green construction is a world-wide hot issue, Korean government is also putting forth a multilateral effort into reducing energy usage with setting aggressive goal under green growth policy. It is essential to analyse cost raised from designing and building green construction and benefit derived from the built facility for the sustainable green construction. However, compared to advanced countries in terms of green construction, there is lack of data and a systematic way for data collection and analysis in Korea. Without analyzing the cost-benefit of green construction, investors will hesitate to put his/her money into green construction and we can not expect its growth in construction industry. In this paper, cost of green construction was defined and categorized. Through case studies and various reports on cost-benefit analysis in advanced green construction countries, problems in terms of data collection and analysis in domestic green construction sector and improvement ways were suggested. The results of this study will contribute in classification of cost and benefit of green construction, data collection in systematic way, and increasing the feasibility of green construction via appropriate analysis on cost-benefit of green construction.

A Study on Policy Trends and Location Pattern Changes in Smart Green-Related Industries (스마트그린 관련 산업의 정책동향과 입지패턴 변화 연구)

  • Digital transformation industry contributes to the improvement of productivity in overall industrial production, the smart green industry for carbon neutrality and sustainable growth is growing as a future industry. The purpose of this paper is to explore the status and role of the industry in the future industry innovation ecosystem through the analysis of the growth drivers and location pattern changes of the smart green industry. The industry is on the rise in both metropolitan and non-metropolitan areas, and the growth of the industry can be seen in non-metropolitan and non-urban areas. In particular, due to the smart green industrial complex pilot project, the creation of Gwangju Jeonnam Innovation City, and the promotion of new and renewable energy policies, the emergence of core aggregation areas (HH type) in the coastal areas of Honam and Chungcheongnam-do, and the formation of isolated centers (HL type) in the Gyeongsang region, new and renewable energy production companies are being accumulated in non-metropolitan areas. Therefore, the smart green industry is expected to promote the formation of various specialized spokes in non-urban areas in the future industrial innovation ecosystem that forms a multipolar hub-spoke network structure, where policy factors are the triggers for growth.

The Effects of Green Technology Patent on the Financial Performance of Specialized Green Enterprises (녹색전문기업의 녹색기술 특허가 기업의 재무성과에 미치는 영향)

  • This paper empirically examines the effects of green technology patent on the financial performance of SMEs and venture specialized green enterprises. In particular, this paper is focused on analysing the financial performance difference by comparing the financial condition of 1st year before and 1st year after the application of green technology patent, and the one of 1st year before and 2nd year after it using sales, operating profit, net income, ratio of operating profit to net sales, and ratio of net profit to net sales. The statistical significances were accepted on sales after 1st and 2nd year, operating profit and ratio of net profit to net sales after 1st year, and ratio of operating profit to net sales after 2nd year. This paper proposes the vitalization of green consumption market, the reinforcement of green financial policy, the installation of financing windows, the improvement of unfair business conducts of large enterprises, and the reinforcement of win-win partnership between large enterpsises and SMEs as policy issues of Korean government in order to promote SMEs and venture specialized green enterprises.

  • Recently, the world faces a global environmental crisis by the increase of energy consumption and global warming. Since the crisis directly affects political, economic, social, and environmental areas, many countries prepare Green ICT policy to overcome it. However, although Green IT policy provides many benefits by solving environmental pollution and increasing energy efficiency, Korean government did not prepare measures by the policy. The purpose of this study is to suggest priorities of political goals for maximizing the efficiency after introducing Green ICT policy in Korea. Major variables are drawn for the analysis, and they are eco-friendliness, technology evolution, economic efficiency, energy efficiency, and stable supply of energy. The variables are suggested based on 'Low Carbon, Green Growth Act', then the survey was conducted to policy expert using AHP(Analytic Hierarchy Process) and ANP(Analytic Network Process) for prioritizing variables. As a result of the AHP, it is derived in the order of eco-friendliness, technology evolution, economic efficiency, energy efficiency, and stable supply of energy. The ANP result shows in the order of technology evolution, energy efficiency, economic efficiency, eco-friendliness, and stable supply of energy. The research is conducted to analyze the priorities of goals for Green IT policy, and the analysis results are possible to use as a practical guideline for establishing associated policies in the future.

Carbon control and environmental policy in the U.K. : A reappraisal of strategies for the green state (영국의 탄소규제와 환경정책 : 녹색국가 전략의 재평가)

  • The government of the UK since the 1990, especially under the new Labour Party, has pursued sustainable development or carbon control as a core strategy for its national development. The seemingly prominent environmental policy for 'greening the government' of the UK as well as considerable achievements in energy and environment indices have attracted much attentions of policy makers and researchers for the 'low carbon green growth' in Korea. This paper tries to see the character of carbon control and environmental policy in the UK not merely as the integrating or mainstreaming policy but a new strategy for national development, that is, for the 'ecologically modernized' state, eco-state, or green state. It defines the environmental policy for carbon control in the UK as the strategy for the green state which has provided it as a principal guide for integrating national policies as a whole, and which has pursued it through market-dependent neoliberal measures. From this point of view, this paper introduces the development process of carbon control and environmental policy mainly under the new Labour Party government in the UK, and gives a reappraisal of both its policy and of energy-environment indices.

A Development and Application of the Environmental Report for Children (어린이 환경백서 개발 및 적용)

  • The purpose of this study is to develop an environmental report for children and to examine the learning effects of the environmental report on elementary school students. This study is carried out by the survey. The results of this study are as follows. First, the Environmental Report for children, which consists of 8 subjects related to the environmental policy in Korea. 1) Green Growth and Sustainable Policy, 2) Climate Change, 3) Water Supply and Sewage Policy, 4) Sustainable Watershed Management, 5) Conservation of Biodiversity, 6) Resource Recirculation, 7) Environmental Health for Children, and 8) Environmental Dictionary, was systematically developed. Second, the Environmental report developed was examined the effects to third and fourth grade elementary school students in Incheon and Daegu. By dividing elementary school students into two groups: A Control group and an Experimental group, the lessons were respectively executed. In conclusion, the Environmental Report leads to good effects when it is applied to both Environmental Education and the public relation of the Environmental Policy in Korea. Finally, it would be expected to be efficient in learning Sustainable Development and the Environmental Policy.
