본 연구의 목적은 전라남도 해양수산 분야의 정책 사업들에 대한 기반기술을 호남지역 Sea Grant 사업단(이하 호남 SG)에서 확보하기 위한 연구개발 전략방안을 수립하는데 있다. 호남 SG의 목적은 과학적인 기반을 토대로 연구와 대민활동 및 교육을 전개하여 지속 가능한 호남지역 연안자원의 보존과 발전을 도모함에 있다. 전략수립을 위하여 우선, 80건의 전라남도 정책 자료와, 40건의 호남 SG 연구 자료를 입수한 후, 다섯 가지 해양수산 분야로 분류하였다. 그리고 각 분야별 자료에서 핵심단어를 발췌한 후, 핵심단어에 내포된 의미를 '실용위주', '이론위주', '미래지향', '현재지향' 등 네 가지 척도를 갖는 4분법적 의미 분할 방법을 적용하여 평가하였다. 그리고 평가결과를 기반으로 전략방안을 제안하고, 제안한 전략방안의 현장적용에 관해서 검토하였다.

본 연구는 시각예술창작산실 공간·전시지원 사업 추진상의 쟁점과 대안 모색을 하고 이를 통해 문화예술 지원사업의 방향성을 제시하고자 하는 것이다. 본 연구를 위해 문헌고찰 후, 지원사업 관련 직접 수혜자 집단과 지원사업 담당자, 그리고 시각예술 전문가 집단의 FGI 및 심층인터뷰를 하였다. 연구 결과, 지원사업의 특수성을 고려하여 지원심의와 선정이 실제 지원시기보다 충분히 여유를 두고 실행되어야 하며, 비영리전시공간과 사립미술관의 사회적 역할과 차별성에 대한 이해를 바탕으로 한 두 사업으로 구분하여 진행할 필요가 있다는 점을 공유하였다. 지원 방법과 평가에 관해서는 지원사업의 효과성을 고려한 장기지원이 요구되며, 지원 주체와 수혜자 사이의 신뢰성을 회복하는 건강한 파트너십 형성의 필요성, 그리고 평가기준과 e나라도움 시스템이 보다 효율적이고 합리적 구축되어야 하며, 해당 지원사업의 정체성에 부합하는 예산의 효율적 배분 및 항목의 유연성, 그리고 예산부족에 대한 쟁점이 도출되었다. 이러한 분석을 통해 시각예술지원사업의 특수성 이해, 지속가능한 시각예술창작 산실 정책의 수립, 예산활용이 자율성 부여 및 예산확충 등의 시사점을 도출하였고, 더 나아가 문화예술지원사업은 통제보다 효율성을 중시하는 방향성, 공급자 보다 수요자 입장을 고려한 방향성, 단기적 관점이 아닌 장기적 관점의 사업기획을 해야 한다는 방향성이 도출될 수 있었다.

최근 중소기업 혁신 지원 전략이 시장 중심의 혁신을 유도하는 방향으로 전환되면서 중소기업이 수행하는 정부 R&D의 세부과제 지원 유형 중 자유공모형 과제의 비중이 높아지고 있다. 본 연구는 이처럼 증가하고 있는 자유공모형 과제의 특성과 효과성에 대해 이론적으로 살펴보고 실증분석을 통해 어떤 조건에서 자유공모형 과제가 될 가능성이 높아지는지, 성과 측면에서는 어떠한 차이점이 있는지 알아보았다. 먼저 시장수요 중심으로의 국가 R&D전략 전환과 수요견인 혁신 관점에서 세부과제 지원 유형 중 자유공모형 과제의 특성과 의미에 대해 살펴보고, 자원기반 관점으로 자유공모형 과제가 성과측면에서 유리할 수 있다는 것을 이해하였다. 그 후 로짓분석과 성향점수매칭법 등 실증분석을 통해 자유공모형 과제가 될 확률이 높아지는 과제 특성과 수행기업의 특성을 밝히고, 자유공모형 과제가 연구비 1억원 당 더 많은 혁신 성과를 나타낸다는 결과를 얻었다.

This study aimed at proposing an policy improving directions of the rural empty homes grant scheme in Korea. The implementation procedures and results of the relevant schemes / projects on optimum use of rural empty homes at home and abroad were reviewed by literature and internet searches. From the reviewing results, an tentative set of policy directions for project improvement were proposed ; extension of project scope to all the redundant resources, dual focussing of project objectives on housing innovation and economic regeneration of communities, and systematization of project plan and implementation especially in the statutory aspects.

After participation in the Colombo Plan in 1954, Japan has provided Official Development Assistance (ODA) to 185 countries and areas, and the accumulated amount of Japan's ODA is approximately US$ 221 billion for 50 years. Japan is the second largest ODA donor country in the world now. The country is contributing to the peace and development of the international community. However, the recipient government and the parties concerned are not always satisfied with the Japan's ODA system.. Especially the grant aid system is strongly based on the domestic public work system. This paper analyzes the problems and figures out solutions from the viewpoint of donor and the participant.

The World Space Observatory Ultraviolet (WSO-UV) is the space mission that will grant access to the UV range in the post Hubble epoch. WSO-UV is equipped with instrumentation for imaging and spectroscopy and it is fully devoted to UV astronomy. In this talk, we outline the WSO-UV mission model and present the current status of the project. Also, the NEO observing mission SODA (System of Observation of Day-time Asteroids) is also presented.

이 글은 2010년 균특회계의 광특 지역회계로의 전환과 지역개발계정의 포괄보조금화 및 기초생활권 발전계획의 도입에 즈음하여 상주시와 서천군의 사례를 통하여 기초생활권 단위(시군)에서 국고보조금, 균특회계, 자체사업별로 어떤 사업이 실시되고 있고, 개선과제는 무엇인지를 살펴보았다. 장기적으로 지역개발사업의 지역적 통합(territorial integration)을 위해서는 차별성이 모호한 국고보조금과 균특회계가 통합될 필요가 있으며, 아울러 현행 7개군 24개 사업으로 되어 있는 포괄보조금 방식이 다원적 농촌개발의 개념에 걸맞게 기능적으로 재분류되어야 한다는 것이 이 글의 주요 주장이다.

Effective implementation of private subsidy projects requires comprehensive expertise in the aquaculture and construction sectors to be provided to private subsidy operators, local government officials and others involved in budget execution and settlement. Due to the strengthening of laws and systems related to the execution of state subsidies since 2015, the efficient implementation of private-sector grant projects has been difficult for delays in projects, cancellations, and conflicts with local governments from lack of prior awareness and understanding of related regulations. It is expected that the government will be able to activate the project by analyzing the current status and problems of each phase of project implementation for improving quality internalization of the project effects, as well as quantitative growth of the private sector subsidy project for environmentally friendly aquaculture development projects.

본 논문에서는 기업의 경영목표에 따른 실행계획 수립을 통하여 프로젝트별 진척도와 달성도를 성과관리와 연계하여 효율적으로 관리 할 수 있는 프로젝트 관리 시스템을 개발하였다. 목표관리 기반의 중소기업형 고도화 프로젝트 성과관리시스템은 기업의 전략적 프로젝트 관리 및 체계적 성과관리를 위한 통합 및 개별 적용이 가능하도록 구현하였다. 기업 조직의 전략 수행을 체계적으로 관리할 수 있도록 투명한 목표관리, 다면평가, 인사고과가 반영된 통합 관리 시스템을 구현하여 단위조직간의 세부적 성과지표에 대한 책임과 권한을 부여하여 업무를 구체화 할 수 있는 장점이 있다.
