This paper examines empirically if the increase of funding uncertainty in government supported R&D institutes(GSRIs) in Korean cause managers to use more effective management control practices. Recently government introduced a new government R&D budget management system, based on competition, named PBS(Project Base System). Government requires GSRIs to be self-supporting and compete for funding from government. The introduction of new budget management system named PBS, has resulted in the increase of funding uncertainty in GSRIs. According to institutional theory, government organizations gain legitimacy by conforming to external expectations regarding management control practices, In contrast, contingency theory proposes that management control practices are driven by the fit between the technical features of the environment and the management control practices. The contingency literature provides that one external factor expected to motivate government managers to use more efficient control practices is the presence of competition and funding uncertainty. This paper use both theoretical perspective to develop hypotheses and examine the influence of funding environment on management control practices. Results show that the more institutionalized environment, the more managers in GSRIs rely on bureaucratic mode of control for conforming to external requirements, and the greater the funding uncertainty, the more managers use results and personal modes of control to improve research team performance.

This article investigates the impact of SMEs' R&D expenditure, government R&D funding, the number of funded by Government R&D programs on the employment growth rate. This study also explores whether government R&D funding and the number of funded by Government R&D programs have interaction effects between SMEs' R&D expenditures and the employment growth rate. The results show that SMEs' R&D expenditure and government R&D funding have a positive effect on the employment growth rate. The rest of variables have no significant direct effects on the employment growth rate. The government R&D funding has a interaction effect between SMEs' R&D expenditures and the employment growth rate. Especially, the firm group of high-level innovation capabilities has a positive effect on the employment growth rate. The results explain that the government R&D funding influences SMEs' employment positively and the impact of the government R&D funding on employment is more effective in the firm group of high-level innovation capabilities. Therefore, Government provides differentiation strategy of R&D funding by innovation capabilities of SMEs and can maximize the employment.
This study focuses on the knowledge-transfer activities of Korean universities at the organisational level. Considering the idiosyncratic characteristics of the Korean university system, as well as those of universities in other recently developed Asian countries experienced a rapid economic catch-up, this study is more interested in the relationship between the scientific capacity of universities and their knowledge-transfer activities, and between universities' funding sources and their knowledge-transfer activities. According to the results of the study, scientific capacity in a specific discipline, such as engineering, is important for universities in both other developed countries and in Korea, while scientific capacity (regardless of the discipline) is apparently not important for Korean universities, particularly in the area of domestic publication. Furthermore, this result supports the proposition suggested that strategically chosen industrial sectors in rapid catch-up countries are closely related to the scientific capacity of universities in specific disciplines. In terms of funding sources, the amount of funding from industry is strongly related to the knowledge-transfer activities of universities, whereas the proportion of funding from industry relative to the total amount of funding is not as significantly related to knowledge-transfer activities. The failure to identify a significant relationship between central government funding and knowledge-transfer activities may be due to less strict requirements for commercialisation in central government R&D programmes. Otherwise, central government funding fails to generate meaningful knowledge-transfer activities in universities.

Since the advent of conceptual prototype and seminal application, the notion of national systems of innovation(NSI) has drawn an increasing recognition. Although the morphological entanglement is still ubiquitous and the theoretical underpinning is fragile, NSI seems to be the last step toward an increasingly complex and encompassing concept of innovation research. Inevitably, NSI necessitates the comparative analysis in that it normatively attempts to draw best practices. Unfortunately, national profiles are too complex and diverse to derive a unified, concrete representation of the system, posing the problem of defining and modelling NSI for international comparison. This paper aims at providing an inductive taxonomy of NSI based on R&D structure of OECD member economies. Based on the similarity among national profiles, clustering method was applied to identify seven clusters such as (1) enterprise-government funding and enterprise-education performing group, (2) enterprise-government funding and balanced performing group, (3) balanced funding and enterprise-education performing group, (4) balanced funding and performing group, (5) enterprise-dominating group, (6) government-education dominating group and (7) government-education funding and education performing group. This paper by nature is descriptive and exploratory. R&D structure represents a static snapshot of innovative performance since it accounts for only the input side of NSI and thus may not offer convincing explanations of the holistic innovation system. A more detailed and extensive analysis on the economic/technological performance across clusters will shed light on the promising avenue to future research.

As the importance of venture firms has increased as a new growth engine, the South Korea government makes various efforts to establish healthy ecosystems for ventures and start-ups. Especially in order to foster the competitiveness of venture firms, various support policies such as financial and R&D expenses are being expanded and promoted. In this study, the author analyzed the impact of government funding on venture firms' internal competencies and management performance by using the resource-based theory. Moreover, this study tested the moderation effect of firm's growth stages. Unlike previous studies, this study focused on qualitative rather than quantitative aspects of internal competencies and the financial and non-financial performance are used to measure the management performance of the ventures to examine the effects of government funding for venture firms in more details. For the purpose of verifying the hypothesis of this research, "The Research On The Precision Status Of Venture Firms" in 2017 from the Ministry of Small and Medium Business was utilized, which has been compiled since 1999. According to the results of this study, the government funding experience did not significantly affect the company's internal competencies and financial performance, but had a significant impact on the non-financial performance, which in turn seemed to have a significant effect on the financial performance. In addition, it was found that the technology, price, design, and quality competencies affected non-financial performance, while the organizational management and marketing competencies did not. However, the price, design, organizational management, and marketing competencies affected financial performance, while the technology competency was not. Finally, there were no differences in the effectiveness of government funding, depending on the growth stages.
Since the global financial crisis, funding for startups or ventures has been diminished seriously. In this situation, crowd-funding has attracted worldwide attention as a viable means to financing startups/ventures. After reviewing existing laws in other countries, this study investigated the current status of crowd-funding legalization in Korea and surveyed requirements from three groups of participants to crowd-funding. Investors already recognized the high risk of crowd-funding into startups and asked for the protection of their investment. But, their priorities were on the enlargement of tax benefits and the establishment of a trading market for selling their equity. In addition, investors wanted to shorten the compulsory holding period. Issuers as fund raisers hoped fast legalization, convenient process of crowd-funding, and expansion of government support. Crowd-funding platform operators requested policies for establishing paths to become new growth companies from startups, tax benefits, and the setup of separate fund for startups. Currently, the National Assembly in Korea is holding the discussion on the submitted law. For desirable outcomes to all participants, it would be better to proceed in the following sequence. First, legalize the crowd-funding with clauses protecting investors; Second, encourage investment through tax benefits; Third, develop communities among participants for reducing information asymmetry; And fourth, establish diverse trading markets for selling equities of startups.
Recently, the Moon administration established the Ministry of Small and Medium-sized Enterprises (SMEs) and Startups, as part of its national strategy for start-up and innovation growth led by small and medium-sized venture companies. In a slowing economy, as venture companies with excellent internal competencies are seen to be favorable to growth, the government funding for technology development is becoming increasingly important. Previous studies examine the internal competence factors that can strengthen competitiveness through self-efforts and the influence structure of growth stage, which is an important factor in industrial environment, on business performance. As the government support for venture firms has been strengthened, the effect of government funding on the management performance and technological innovation performance of venture firms have been recently discussed in various ways. However, there is a lack of precedent research on the moderating effect of the utilization of government funding on the existing influence structure in which firm's internal competence and growth stages affects business performance. Therefore, this study examined whether the internal competencies of the venture firms and the stage of growth have direct effects on business performance and analyzed the moderating effect in connection with government funding utilization under these influence structures. The results of the study are as follows. First, the utilization of government funding in the venture firms whose R&D personnel ratio is relatively low, not to have own brands and showed an increase of employees has a significantly positive influence on business performance. Second, the moderating effects of the government funding utilization at the high growth stage of the venture firms are shown significantly. These results suggest that the venture policy linked to the job creation of the present government requires not only the support considering R&D personnel but also the necessity of supporting human resources policy to a greater extent and further study on the effectiveness of venture firms in the high growth stage.
The dominant perspective on institutional change of the GRI is the environment-dependence. GRI's institutions are, however, prone to change due to the endogenous factors. Therefore, we need a dynamic alternative model to analyze the interaction between the exogenous and endogenous factors around the GRI's institutions. In this paper, authors examined the changes in GRI's funding system. The results were verified in the layering which is a one of the dynamic institutional change forms. Owing to the interaction between the exogenous and endogenous factors, institutional reform's layers of the institution funding expansion have been continuously accumulated in order to modify the Project-Based System(PBS). Eventually expansion layers of the institution funding have grown more quickly than the Project-Based System(PBS), as a result, GRI's funding system has been changing centered on the Block funding.
The aim of this study is to analyze the relationship between fluctuations of a government subsidy and research outputs on the basic research field. An analysis of this study was conducted on basic research projects specifically on the field of information technology (IT) filed at university and Individual Research Programs of Korean ministry. Using various project characteristic variables, relationship between dependent variables and independent variables was controlled. To summarize results of a regression analysis, from looking at the correlation between fluctuations of a government subsidy and basic research outputs (weighted papers and patents), the result showed a positive relationship. The maximum effect of increased research funding projects on research outputs was 8 times greater than an effect of maintained funding projects. Moreover, the maximum effect of decreased research funding projects on research outputs was 4 times greater than an effect of maintained funding projects. Base on this result, we suggested implications from academic and practical aspects.
Background & objective: The Korean government has expanded its benefit coverage to enhance patients' access to orphan drugs and cancer medicines. However, the number of new drugs whose indications were not applied to reimbursement in health insurance was increased. This study aimed to understand the perspectives of experts and various stakeholders on the introduction of a new funding program for cancer treatment and orphan drugs. Methods: We conducted email surveys comprising 19 questions, from September 9 to 26, 2016. We distributed questionnaires to members of the Pharmaceutical Benefit Appraisal Committee and Cancer Assessment Committee. We also conducted a qualitative study through group interviews with stakeholders, including pharmaceutical companies and some patient groups for diseases. Results: A total of 35 survey respondents recommended the introduction of a funding program for orphan drugs, whereas 66% recommended the launch of funding for anticancer drugs. In addition, most pharmaceutical companies and patient groups recommended the introduction of new funding programs targeting patients with cancer and rare diseases. However, some participants asserted that it would be more appropriate to modify the existing reimbursement scheme than launch new funding. Conclusion: This study concluded that introducing new funding needs a social consensus to relieve financial hardships at the patient level.
