  • The purpose of this study is to develop BSC model of social enterprise. Performance analysis tool of BSC have been brought over from the business world, designed and created from the perspectives of profit-based businesses. The BSC is a strategic performance measurement and management tool designed for the private sector acting as a communication/information and learning system, to measure 'where we are now' and 'where to aim for next'. It prescribes a plan for translating 'vision' and 'strategy' into concrete action across four perspectives at different stages, depending on the business. These perspectives are 'financial', 'customer', 'internal processes' and 'learning and growth', each of which is connected by cause-and-effect relationships that reflect the firm's strategy. Social aims of social enterprise are to accomplish desired outcomes which are to employ vulnerable people and to provide social services. The measurement factors of financial perspective are stable funding, efficiency of budgeting, stakeholders' financial supports, and trade profit. • It is true that traditional markets have become a great foundation for changes in today's production and distribution. However, with the development of science and information communication gradually, the perspective of distribution has been newly developed. In particular, the digital economy system and the pursuit of perfect competition in the global era have placed a great burden on the traditional market. Accordingly, the government has made numerous efforts to revitalize traditional markets, which has led to the present day. However, the change in production, distribution, and transactional perspectives of newly introduced e-commerce in the position of not being able to deviate from the characteristics of the traditional market, that is, the traditional market, poses another major crisis. Therefore, while maintaining the tradition of the traditional market, the introduction of a new method of electronic trading has a good advantage to become an advanced market, but it has not pursued major changes due to fundamental management methods and small-scale operation. Therefore, I believe that it is urgent to introduce and apply new e-commerce to secure transitional competitiveness in order for the traditional market to be reborn and to pursue change and development into a new advanced market.

  • Recently, the public design plays a role in improving the residents' quality of life and activating the local economy as an axis of the regional development. However, during the development process led by the local government, the public space has been changed to a place where only the function is emphasized without considering the local history, culture, and life. Since the opinions of the regional residents are not reflected, the public place lacks public benefits and has difficulties in continuous improvement and development. Here, we studied on the participation of residents in public design. Firstly, we discussed public design that residents can participate voluntarily and actively as users, managers, and beneficiaries. Secondly, it is necessary for the residents, who are not experts in the public design, to have easily understandable and well tractable communication media which facilitate communications with a group of the design experts and the public service personnel. We explained the types and specialities of the communication media. Thirdly, it is necessary for the residents to contribute much to the local development by active participation in the sustainable and consistent public design through using the easily accessible communication media.

  • Food goods traded between Korea and Japan during the first term of the Cho Sun era included Omija (fruit of the Maximowiczia chinensis), Jat (pine nuts), Insam (Jinseng), rice, and beans as exports ; and pepper, sugar, and medicinal stuffs as imports. The trade between Korea and Japan was a result of Japanese envoies' visiting. The official number of Japanese envoies who had exchanges with Koreans were two thousand people a year. Once the Japanese entered Korea, they did not need to pay for their living expenses for the length of their visit because the Cho Sun government bore the whole expense. The Cho Sun government gave formal receptions to them, which included daily meals as well as banquet style meals. The daily meals included Jo-ban (breakfast), Jo-seok-ban (breakfast and dinner), and Ju-jeom-sim (lunch). Meals were served four times a day. The banquet style meals included Sam-po-yeon (a banquet that was held in Sam-po), Kyong-joong-young-jeon-yeon (a farewell banquet, and a welcome banquet that was held in Seoul), Jyu-bong-bae (to offer a guest a drink by day), No-yeon (a banquet that was held on the street), Kwol-nae-yeon (a banquet that was held within the Royal Court). It also included Ye-jo-yeon (a banquet that was held in Ye-jo), and Myong-il-yeon (a banquet that was held on a national holiday). The banquet style meals were composed of Ceon-tack (to set a table for dinner), Sang-hwa (a flower that was put on the food), Kwan-hwa (to offer a flower when a banquet was held), Ju-5-jan (the fifth wine glass), Dae-seon (meat), and music.

  • The Fourth Industrial Revolution is the super-connected-based intelligent revolution, which is triggered by intelligence information technology such as AI and IoT. Radical changes in industrial structure being expected, major developed countries are counteracting it by preparing strategies to enhance industrial competitiveness for taking the lead in the Fourth Industrial Revolution. Korea's national preparations, however, are considered to be insufficient, as it ranks only $25^{th}$ in the world. In compliance with the issue, preparing relevant policies and strategies such as establishment of the Fourth Industrial Revolution Committee, government diagnoses the pending issue of information and communication industry and arranges countermeasures so that it intends to gain competitiveness in the industry and lays a foundation for leading the market.

  • Cultivation of competent manpower is recognized as one of the important factors in the development of fisheries as well as of other industries. For reference to the development of education of fisheries high schools in the Republic of Korea, the author carried out a study on the education in Japan. The reason is why the education on fisheries had been initiated in Japan and her educational system has played the role of a model for neighboring countries. Even though the education on fisheries tends to shrink a little in recent years by diffusing the unwilling tendency to engage in 3D (dirty, difficult and dangerous) jobs, there are fifty-one high schools educating fisheries in Japan. Thirty-eight of them are specialized fisheries high schools and the others are comprehensive high schools to put common course and fisheries course together. In the first step of study, the goal of education on fisheries, organization of department and arrangement of curriculum are analysed. 1. In the newly arranged curriculum which will come into effect from 1994, the goal of education on fisheries is set up as "By educating fundamental knowledge and technology on the production and circulation in the field of fisheries, have students understand the significance and role of fisheries, and so cultivate ability and active attitude to the development of fisheries". The goal means that the circulation of fishery products are regarded as important as the production itself, and active attitude to the development of fisheries is also stressed, different from the present goal. 2. Standard departments directed by the Government are set up as five-Departments of Marine Fishing, of Fisheries Engineering, of Information Communication, of Fish Culture, of Sea Foods. But they are actually organized and named by the founders of schools-local government. Then there are many unique-named departments and the management of schools are somewhat flexible according to the situation of local district. 3. Special subjects are revised to twenty-four in the new curriculum from twenty-two in the present curriculum. Among them the contents are widely revised in the subjects such as Introduction to Fisheries, Fisheries Engineering, Communication Engineering, Communication Technology, Fish Culture. On the other hand, five subjects such as Information Treatment on Fisheries, Information Technology on Fisheries, Subjective Study, Fisheries Economics, Circulation of Sea Foods are newly set up to meet the changing phase of the time.

  • Until now, Korea carried out disaster management under the perception that the central government or the local government bodies are totally responsible. However as the size of disasters become larger, the capacity of the public disaster management did not live up to the expectations. To analyze this issue, this research conducted interviews on disaster response readiness by "individual resident-residents cooperation-public/private collaboration" according to each preparedness-response-recovery stage, as resident representatives (Head of Ri, Head of Tong) as subjects. Based on the interviews, surveys were conducted to deduct the necessary factors needed for the general residents to exhibit disaster prevention capabilities. The surveys consist of 6 factors-risk perception, evacuation inductively, individual evacuation response, disaster prevention system, lookout & precaution, information communication.
