  • Since 2004, the government has changedthe cost estimate system to one of an actual cost basis in order to calculate the optimum construction cost by reflecting changes in circumstance on the construction site in a timely manner. Currently, this is being applied to public construction work forover a billion won of actual cost data in estimation by contract unit cost. However, directly reflecting actual cost, which for large-sized construction work was originally an average unit cost, to a small building, entails the application of a low discount rate for the cost of materials, labor, etc. and therefore can frequently give rise to cases in which the actual cost of work performed exceeds the contract sum, which in turn causes problems such as decreased revenues, bad effectson business operation, productivity, etc. Therefore, to apply actual cost to small-sized construction work (less than a billion won), there should be a plan to modify unit cost in a manner that can reflect project scale, etc. in order to resolve the problem of unit cost application of actual cost to small-building construction projects. The unit cost modification model for proper actual construction cost in small-scale construction projects developed by this study will help to increase the relevant productivity and proper gain, preventing the aggravation of business operations. Organizations placing orders are also expected to be able to secure a more realistic construction cost in arranging the budget.

Four pregnancy woman, who receive medical care at the maternity clinic of M public health centers in seoul and understand the purpose of this study, and one nurse who works at the were the objects of this field study. Participating observation and intensive interviews were conducted to collect data. All of them were performed as necessary from time to time since December, 1994, and not during a specific period. Through an data analysis in the order of sector analysis and classification analysis, the data were classified into specific patterns and the results are the following; 1. All of the subjects were using both private hospitals and public clinics, but managing activities prior to delivery were not carried out in accordence with theories for those activities. 2. The subjects showed two types of response to utilizing maternity clinic. they answered that the advantages of the clinic were 'short waiting time for medical treatment', 'medical treatment by female doctors' and 'economical benefit.' Meanwhile, they gave negative response to the problems of 'non-implementation of delivery' 'uncleanness and insufficient facilities', 'limited time of treatment', 'lack of expertise' and 'want of public health education for materity.' 3. Problems related to operation of maternity clinic were 'lack of experts', 'irrational facility structure' and 'absolutely lack budget'. In terms of the status of managing the subjects, 'programs only aimed at attaining the central-government-assigned objects' and 'limited management before and after delivery by non-implementing delivery' were pointed out to be problems. Regarding public health education before delivery and PR relations, 'superficial public health education for maternity' and 'absence of PR programs' were named. In planning and evaluation, 'absence of autonomous planning and evaluation by the clinic itself' was a major problem in operating the clinic. 4. 'Substantial health education and PR', 'supplementation of facilities and eqipment', 'development' and supply of demanded service by the subjects', 'implementation of autonomous programs', and 'reinforcement of supplementary education' were presented as alternatives for efficient opration of maternity clinics.

  • The year 2008 was a hard year for Korea's construction companies. The real estate downturn resulted in halting new construction and stopping existing work, and inflation of global oil prices caused price hikes in rebar and concrete materials. As a solution to reducing the budget, the newly appointed government announced plans to increase low cost bid contracts from 10 billion to 30 billion won. When such economical and political factors negatively impact the construction market, projects based on low cost contracts are the hardest hit. Many problems already inherent in low cost bid contracts become accentuated. Consequently, this provides an opportune time to actually study and analyze the issues in these projects. This paper introduces the findings made from investigating four projects struggling to make ends meet in the year 2008. Results show that flow of cash (i.e., liquidity), or lack thereof, was the root cause which in turn was hampered by failed mechanisms for design changes, material inflation. Attributing cash flow risk to the bottom of the production structure (i.e., small business subcontractors) was also a problem within the industry. Contractors need a better way to prepare against material price fluctuations, and owners need to assist in expediting payment during times of extreme downturn.

  • The performance of Enterprise Architecture (EA) in the Korea's public IT domain produces mixed results and responses. On the one hand, EA earns positive remarks and enthusiasm as a central government-wide IT governance framework with its significant IT budget saving records. At the same time, however, the response to EA at the department and agency level is tainted with disappointment, fatigue, and reluctance. This essay suggests that this is perhaps caused by the sterile lackluster concept of EA Business Architecture employed in the current EA practice of the enterprise. The possibility for liberating and reviving the concept of EA Business Architecture is explored. Various conceptual axes and branches of EA Business Architecture are identified based upon extensive EA field experience and observations, and discussions are made on how the concept of EA Business Architecture can be expanded and amplified on those conceptual axes and branched. The resulting EA Business Architecture conceptualization is consolidated into an illustrative typology for EA Business Architecture. In the end the theoretical and practical implications of the research are discussed along with its contribution and limitation.

  • Intellectual output, such as research papers and patents, has increased due to the consistent investment of the government R&D budget, however, the economical outcome leaves much to be desired. These unsatisfactory results originate from the lack of information sharing about the technology's business compatibility and enterprise's business capability between technology supplier and technology user. This study aims at investigating the decision making process of technology commercialization by proposing an assessment model of the technology's business compatibility and enterprise's business capability. The assessment model was completed by selecting the key index through a literature survey, field survey and consultation with experts. The technology assessment model can be effectively utilized for technology licensing, technology start-up and technology selection in R&BD projects. However, the assessment indexes required for the basic science are not investigated in this study and some assessment indexes are differently interpreted by the individual appraisers. The assessment model will be improved through field application and additional studies will be conducted to develop the assessment model of basic science.

  • Attempts were made to analyze the national policy of soil contamination prevention and management of inactive or abandoned metal (IAM) mines in Korea. This approach focused on legal systems and legislation, remediation technology development, and the arrangement or distribution of budgets pertaining to national policy since the mid 1990's. Prevention of Mining Damage and Recovery Act enacted. Defines the roles, responsibility and budget of the government when recovering mine damages. However, in 2005 there still remains to improve the national policy of soil contamination prevention and management of IAM mines. Analysis of national and industrialized foreign countries including the United States, the United Kingdom, and the Netherlands suggest the following improvements: i) arranging distinct regulations between strict and non-strict liability criteria for potentially responsible parties; limiting innocent and non-strict liability depending on the period of incurred mining activity, ii) enhancing participation of local communities by enforcing law and legislation, iii) establishing a national database system of (potentially) IAM contaminated sites based on the Website-Geographic Information System, iv) carrying out site-specific risk assessments and remediation of IAM contaminated sites, v) preparation and distribution of clean-up fund at mine sites adequately, and vi) technology development for the cleaning of IAM contaminated sites; awarding positive incentives of a legal nature for participants applying newly developed technology in IAM mines.
