광주지역의 산업내무역 분석을 통한 수출마케팅 전략 (Export Marketing Strategy through the Analysis of Intra-Industry Trade in Gwangju Region)

  • 본 연구는 광주와 주요 교역대상국인 미국, 일본, 중국 간 산업내무역을 분석하였다. 산업내무역 분석은 먼저 수평적 산업내무역과 수직적 산업내무역으로 나누고 다시 수직적 산업내무역 중에서 임계치를 0.25로 선정하여 저품질 수직적 산업내무역과 고품질 수직적 산업내무역을 하는 제품으로 나누어 살펴보았다. 광주는 중국과 저품질 수직적 산업내무역을 하는 제품이 거의 없으며 일부 품목에서는 수평적 산업내무역을 하고 있는 것으로 나타나 광주가 중국에 고품질의 제품을 많이 수출하고 저품질 제품을 수입하고 있다는 것을 알 수 있다. 반면 일본 또는 미국과는 주로 저품질 산업내무역을 하고 있어 저품질 제품을 수출하고 고품질 제품을 수입하고 있는 것으로 나타났다. 하지만 중국과는 다르게 고품질 수직적 산업내무역도 하고 있는 것으로 나타났다. 이러한 분석결과에 따라, 수출마케팅 방안으로는 고부가치형 수출체제로의 전환, 성숙단계별 차별화 전략, 현지진출 네트워크 구축, 지역 내 중소기업의 네트워크 구축, 무역전시회에 대한 정부의 지원, 지방 중소기업에 대한 특화 프로그램을 제시하였다.

노인장기요양보험제도의 문제점 및 개선방안에 관한 고찰 (A Study on the Problems and Improvement of Long-Term Care Insurance for the Elderly)

  • 우리나라는 경제발전과 보건의료의 발달로 인한 평균수명의 연장과 저출산 등으로 세계에서 가장 급속도로 인구구조의 고령화 문제에 직면하고 있다. 정부는 이러한 사회적 구조 및 노인문제를 해결하기 위하여 장기요양대상 노인의 삶의 질 향상과 가족부양 부담의 완화 등을 목적으로 노인장기요양보험법을 제정 시행 중에 있다. 하지만, 노인장기요양보험제도의 시행결과, 시설의 민영화와 난립으로 서비스의 공적 책임과 시설의 질 제고에 대한 요청이 확산되고 있다. 이 밖에, 저임금 요양인력의 양산, 질 개선에 관한 과제, 재원조달 방식에 관한 문제, 등의 대비가 다각도로 필요하다. 이에 노인장기요양보험제도가 장기 지속적으로 유지 발전하기 위해서는 시대적인 사회환경의 변화에 따라 법 제도적 측면의 개선방안의 모색과 더불어 노인복지서비스가 신체적 건강뿐만 아니라 노후 생활의 안정을 위한 정신적 심리적 조치를 강구하는 방안을 검토한다.

의료기관 QI 담당자의 목표추구몰입에 관한 연구 (A Study on the Goal-Orientation of QI Performers in the Medical Centers)

  • The purpose of this research is to provide the data base for the activation of Quality Improvement operation through investigating the status of Quality Improvement operation, and finding out factors influencing on the goal-orientation of QI performers in the medical centers of more than one hundred beds where are practicing Quality Improvement operation. In order to reach the purpose, document study was carried out grounded on the proceeding researches and formulated statistical data in relation with the status of Quality Improvement performers, and proof study was carried out through questionnaire survey. The subjects of the survey were the Quality Improvement performers working in seventy three medical centers in Pusan-Gyeongnam, Daegu-Gyeongbuk, and Ulsan. Among eighty three Quality Improvement performers, fifty, five were questionnaire surveyed, on the result of which Reliability Analysis, Factor Analysis, and Multiple Regression Analysis were made, using statistical program. The the results of the proof analysis on this research are as follows. First, in the factors influencing the devoting to goal pursuit of QI performers, organization-goal contribution(0.44) had significant positive effects, while organization conflict(-0.25) had significant negative effects. In other words, the higher the organization-goal contribution was, the higher the devoting to goal pursuit was, while the less the organization conflict was, the higher the devoting to goal pursuit was, which was statistically significant.(p<0.05). Second, in the aspect of goal performance types of QI performers, the process-centered type showed high level of the devoting to goal pursuit, which was statistically significant.(p<0.05). Third, in the aspect of QI performance degree, the higher the devoting to goal pursuit was, the higher the QI performance degree was, which was statistically significant.(p<0.05). In addition, the performers who perceived their workplaces organic structure showed much higher QI performance degree, which statistically significant.(p<0.05). Generalizing the results of this research, it is possible to offer a few suggestions as follows. First, as the competition among the medical centers is more severe recently owing to medical center evaluation system, medical centers are practicing various Quality Improvement operation in all of medical services such as clinical performance and management performance, to reach the purpose of both cost-cutting and medical quality improvement. Thus in order to practice Quality Improvement operation more efficiently in medical centers, it is essential to nuke use of problem-solving methods and statistical members. This as the willingness of chief executives and positive attitude and recognition of organization members. This requires the installation of divisions in charge and disposition of persons in charge, not to speak of persistent training of Quality Improvement. Second, the divisions in charge of QI carry out Quality Improvement operation at the medical center level, and take the role of generalizing and adjusting QI performances of various departments. Owing to this role, the division in charge of QI is considered indispensable organization in the QI operation of medical centers along with medical QI committee, while it contributes to the government's goal of reducing quality level gaps among medical centers. Therefore it is necessary for government and QI organizations to give institutional support and resources for the sake of QI operation of medical centers, besides to supply systematic trainning and informations to the divisions and persons in charge of QI. Third, it is certain that disposition of persons in charge should be determined in view of the scale and the scope of QI operation in medical centers.

  • The Korean government embarked upon ambitious economic development plans in the 1960's the goals of development policy at that time were the elimination of absolute poverty and the alleviation of unemployment. With scant natural resources, the government had to push for industrialization based upon borrowed foreign raw materials with surplus local labor. Preoccupation with the economic goals of industrialization and export expansion left little room for considering environmental protection. It is evident that Korea's exported industrialization strategy of the past three decades has been a success in terms of income, production, and other macroeconomic indicators, but it cannot be denied that a host of undesirable side-effects have been created. These include environmental problems. congestion in several large cities, poor wealth distribution, and regional disparities. The environmental problems were recognized even in the early stage of development, but preoccupation with the pending economic goals of industrialization and export expansion left little room for considering environment protection. The perceived and actual seriousness of the problems, however, has reached such a level that further negligence may imperil political stability and developmental problems facing the world arise from a world economic order characterized by ever expanding consumption and production, which exhausts and contaminates natural resources and creates and perpetuates gross inequalities between and within nations. It will be necessary to develop new culture and ethical values, transform economic structures, and reorient, our lifestyles. Changing lifestyles can not be promoted by government policy initiative alone but through self=generated educational efforts and mutual training by people themselves. The citizens group for environment (NGOs) should assume these educational and training responsibilities starting from grass-root level of people. It must be reawakened to the reality that the environmental preservation for better quality of life is based on the development of human relationships, creativity, spirituality, reverance for the natural world and celebration of life, and is not dependent upon increased consumption of non-basic material goods. To carry on such environment education social movements and NGOs should (1) provides educational methodologies, which focus on values clarification and moving beyond clarification and moving beyond blame to constructive action. (2) provide training for leaders of business and industry, government, union and others on consumption and production. (3) initiate and support the training and work of environmental counselor who encourage responsible consumption. (4) cooperative with media to initiate and strengthen educational programs on the social environmental programs on the social environmental impacts of consumption and production and to build awareness of consumer responsibility and potential. Economic and social development can be compatible with environment protection : both can be achieved simultaneously. Effective environmental management depends on the various factors : political will, institutional arrangements, appropriate legislation, and availability of the requistite financial and technological resources, which is possible with a strong public awareness of the importance of environmental preservation.

인천경제자유구역 국제중재센터 설립 및 운영방안 (A Study on Establishment and Operation of International Arbitration Center within Incheon Free Economic Zone)

  • Northeast Asia is increasingly making a transition to distinctive and crucial region in the 21st Century and growing into one of world's top three economic spheres along with the EU and NAFTA. In 2003, Korean government announced the Northeast Asian economic hub country plan as an important agenda. As a means of coping with the changing global environment, Korean government designated Incheon in 2003 as the country's first Free Economic Zone ahead of Busan and Gwangyang Bay in the south of the country because Incheon has a geographical advantage linking North America and Europe with Incheon International Airport and Incheon Seaport. The purpose of this paper is to make research on establishment and operation of an arbitral body entitled ${\ulcorner}International Arbitration Center{\lrcorner}$ (IAC) within Incheon Free Economic Zone(IFEZ). For the purpose of this, the writer in this paper, reviewed the necessity of the IAC's establishment and its legal basis as well as the role and function of the Center. Also, the writer presented plans for how to operate the IAC and how to cooperate with the key arbitral organizations of foreign countries for the settlement promotion of commercial disputes including trade and investment. With development of the IFEZ, world-renowned enterprises will invest in the Incheon economic bloc and conduct economic activities, business operation, marketing, logistics, financing, etc. In this connection, diverse types of commercial disputes are expected to occur between foreign companies entering the IFEZ and Korean firms. In this connection, the Korean Commercial Arbitration Board(KCAB) has been operating its liaison office in the IFEZ since 2004. However, in view of the increasing arbitration demand, the IAC should be set up in the IFEZ in the near future by the positive support of the government in the respect of both administration and finance because the free economic zone-related law provides for the installation of arbitration organization. For the success of the IAC, the Center will have to provide not only good quality of arbitral services that can satisfy arbitration parties but also need to conduct researches and make efforts so that arbitration can be utilized well in the IFEZ. If the IFEZ can provide advantageous business environments to those multinational enterprises intending to the Incheon economic bloc, the IAC will also contribute to the settlement of commercial disputes arising from the Gaeseong Industrial Complex in North Korea in view of the geographical advantage and logistic benefit of the IFEZ. Finally, this paper also suggests a new model for a joint dispute resolution system by the initiative of Korean government and Korean arbitral organizations for the settlement of commercial disputes within Northeast Asia, for which the CAMCA(Commercial Arbitration and Mediation Center for the Americas) of NAFTA can be a good example.

울릉도 현포항 개발 거버넌스 인식에 관한 연구 (A Study on the Developmental Governance of Hyunpo Port)

  • 본 연구는 울릉도 현포항을 대상으로 지속가능한 공간환경 재생을 위한 새로운 패러다임으로서 지역주민, 중앙과 지방정부의 거버넌스에 기초한 어항개발방안을 모색하였다. 연구목적을 수행하기 위해 울릉도 주민을 대상으로 설문조사를 실시한 결과 첫째, 현재 울릉도 주거환경의 가장 큰 문제로 접근성 불량, 병원 보건소, 상가 부족 등 생활환경 취약이 높게 지적되었고, 둘째, 현재 정부와 지방자치단체의 울릉도 관련 개발 사업이 실제로 지역경제 활성화 및 울릉도 주민의 삶의 질 개선에 기여하지 못한다는 인식이 많았고, 셋째, 울릉도 관련 개발사업 추진의 애로사항으로 울릉도가 보유하고 있는 각종 자원에 대한 중요성이나 활용에 대한 인식 부족, 중앙정부와 지방자치단체의 지원 부족을 큰 문제로 지적하였고, 넷째, 현재 현포항의 관리수준을 미흡하게 인식하였다. 이상의 조사결과를 바탕으로 개발주체의 지속성, 현포항 개발의 비전제시, 주인의식 전환을 위한 노력, 지역현실을 고려한 단계적 추진, 거대한 테마보다 소규모로 알찬 콘텐츠를 제공할 수 있는 개발이 중요함을 보여주었다.

멘토역량과 멘토링기능이 창업멘토링 만족도에 미치는 영향에 대한 연구: 창업가특성의 조절효과를 중심으로 (A Study on the Effect of Mentoring Skills and Mentoring Functions on Start-up Mentoring Satisfaction: Focused on the Moderating Effects of the Characteristics of Entrepreneurs)

  • 고용 없는 성장이 뉴노멀(New normal)로 자리 잡고 평균 수명이 늘어남에 따라 양질의 일자리를 찾는 것이 어려운 상황이다. 이러한 악조건에서 양질의 일자리 창출기능을 담당할 수 있는 창업은 정부의 주목을 받기 시작하였으며, 그 결과 다양한 창업 지원 프로그램이 도입 운영되고 있다. 한국도 정부 주도의 다양한 창업 지원 프로그램이 2000년대 후반부터 운영되어 창업 건수가 증가하였으나, 전문성과 경험이 부족한 상태에서 창업한 경우가 많아 오래 사업을 유지하지 못하는 경우가 많았다. 이러한 문제점을 해결하고 창업자들에게 도움을 주는 방법으로 최근 창업멘토링이 주목을 받고 있으나 만족도에 대한 편차가 크며 창업가 특성을 고려한 맞춤형 멘토링이 효과적으로 이뤄지고 있는지에 대한 연구는 미진하다. 따라서 본 연구는 창업멘토링 만족도를 종속변수로 보아 실증분석을 하여 창업멘토링의 효과를 살펴보았다. 이를 분석하기 위해 SPSS 25.0 프로그램을 이용하여 가설을 검정하였으며, 멘토역량과 멘토링기능이 창업멘토링 만족도를 높이지만 창업가특성의 조절효과는 유의미하지 않다는 결론을 도출하였다. 유의미한 창업가특성 조절효과가 나오지 않은 이유에 대한 해석은 다양할 수 있지만, 선행연구를 고려해본다면 표본을 수집한 창업멘토링 기관이 높은 경쟁률로 인하여 면접과정을 거쳐 지원자 중 일부만 멘티로 선발하기 때문에 예측변수의 범위 제한(range restriction)이 발생하여 실제보다 작은 상관계수가 구해졌다고 볼 수 있다. 본 연구는 창업가특성을 고려한 창업멘토링이 운영될 필요가 있다는 시사점을 주었다는 점에서 향후 창업 지원 정책자료로 활용될 수 있을 것이다.

무엇이 AI 프로젝트를 성공적으로 이끄는가? (What factors drive AI project success?)

  • 본 논문은 인공지능(AI) 프로젝트를 성공적으로 이끄는 주요 요인을 도출하고 중요도의우선순위를 두는 것을 목적으로 한다. 이를 위해 우선 기존 유관 연구들을 검토하여 성공요인을 선정하고, 전문가 인터뷰를 통해 17개 요인을 최종 도출하였다. 이어 TOE 프레임워크를 활용하여 계층 모형을 개발하였다. 이후, AI 활용 기업 소속 전문가와 AI 자문 및 기술, 플랫폼, 어플리케이션을 지원하는 공급기업 소속 전문가를 대상으로 설문 조사를 실시하고, AHP 방법을 활용하여 분석하였다. 분석 결과, 환경적 요인보다 조직적 요인과 기술적 요인이 모두 중요한데, 이 중 조직적 요인이 조금 더 중요한 것으로 나타났다. 조직적 요인 중에서는 전략/명확한 비즈니스 니즈와 AI 구현/활용 역량, 그리고 부서 간 협업/커뮤니케이션이 가장 중요한 요인으로 나타났다. 기술적 요인 중에서는 AI 학습을 위한 충분한 데이터 양과 데이터 품질이 가장 중요한 요인으로 도출되었으며, 이어서 IT 인프라/호환성이 중요하게 응답되었다. 환경적 요인에서는 AI를 직접 사용할 고객의 준비와 지지가 중요한 요인으로 나타났다. 각 17개 개별요인의 중요도를 살펴보면 데이터의 가용성과 품질(0.2245)이 가장 중요하고, 이어 전략/명확한 비즈니스 니즈(0.1076), 고객준비/지지(0.0763) 순으로 중요한 것으로 분석되었다. 이러한 결과는 AI 도입을 검토 중이거나 실행중인 기업, AI 도입을 지원하는 서비스 공급기업, AI 산업을 육성하고자 하는 정부 정책 입안자들에게 성공적인 실행, 육성을 위한 가이드로 활용될 수 있다. 또한 AI 프로젝트의 성공 모델을 연구하고자 하는 연구자들에게도 기여할 것으로 기대된다.

지역사회 시민운동단체(NGO)의 실태와 발전방안 (The Actual Situation and Development Strategies for Community Based NGO Movement)

  • The purposes of this study were to draw out the situational problems of the community based NGO (Non Governmental Organization) movement and to suggest development strategies for NGO movement in Korea. The study was conducted through extensive review of literature and analysis of the related data. The major findings of this study were as follows; As the development of democracy and localization process were in progress, the community based NGO movement was also developing quantitatively, however not yet qualitatively. The NGO Times Net, a internet newspaper for NGOs revealed that the number of community based NGO was 3,397 as in 2004, which was 5 times larger than 597 central based or Seoul located NGOs. However, some of the problems identified were lower participation of local people, quality of the movement compare to the original purposes of the movement, and the problems in local leadership, etc. In order to overcome various problems, this study suggested some strategies for development such as enhancement of civil education, expansion of voluntary spirits, financial support for NGOs, better mutual understanding among the GOs (Government Organizations), POs(Profit Organizations) and NGOs. Self evaluation and innovative strategies will be needed for further development of NGO movement in Korea.

공동주택단지의 여가시설 선호에 관한 연구 (A Study on the Preference of Leisure Facilities in Apartment-Complex)

  • To design common facilities that support residents' leisure activities is one of the comtemporary issues in Korea. People became interested in the leisure facilities in near-home environments. The purpose of this study was to analyze the uses and needs of leisure facilities of residents living in apartment complexes The questionnaire survey was conducted in the selected apartment complexes, and 676 responses were used for data analysis. The statistical techniques used for data analysis included frequencies, percentage, mean, and $x^2$-test. The major finding were as follows: 1) Subjects needed the diverse leisure facilities such as sports center and resident's self government facilities. And they needed divers facilities for sports. 2) In terms of location, they needed leisure facilities which was closer to their house. 3) It was found that the respondents preferred safe and various leisure facilities, and the leisure facilities were exclusively used for the residents only, and the use by non-residents should be charged at the expense. Also, respondents were willing to pay additional fee for the better quality of leisure facilities, and sports leisure facilities congregated in one building were highly desirable.
