국내 정보보호 교육기관 현황에 대한 분석 (Analysis on Information Security Educational Institutions in Korea)

  • As the side effects of information society, for example hacking, virus, etc., diffuse, the information security becomes one of the most important issues over the world. Information security manpower are critical factor to complete secure information society. In spite of many plans formulated and implemented by government and civil sector, there is no systematic analysis on the current status of information security educational institutions in Korea. This article aims to analyze the current status of information security educational institutions - colleges, universities, graduate schools and civil academies with Statistical Yearbook of Education and the research of KAIT[11].

공공도서관의 주 40시간 근무제 대응 전략에 관한 고찰 (A Study on the Strategies for Implementing 40 Working - hours Each Week at Public Libraries in Korea)

  • 우리나라 공공도서관은 행정기관의 주 40시간 근무제 시행과 관련하여 근무환경의 개선을 통해 사서들의 삶의 질 향상을 염두에 두면서, 동시에 이용자에게 만족스런 정보서비스를 지속해야 하는 문제를 갖고있다. 이를 해결하기 위해 본 고에서는 도서관에서의 주 40시간 근무제에 대한 문제점 도출 및 대응 전략을 고찰하는 데에 연구목적을 두고자 한다. 이러한 연구목적을 달성하기 위해 사서, 이용자, 일반국민에 대한 의식조사 등을 수행하면 더욱 나은 결과를 기대할 수 있지만, 논리를 전개하는 과정에서 기존 자료를 활용하여 다음과 같은 사항을 세부적으로 조사?분석하고자 한다. 첫째, 우리나라 정부가 수립하여 시행하고 있는 행정기관 주 40시간 근무제 추진 계획의 구체적인 내용을 살펴본다. 둘째, 미국을 비롯한 외국의 공공도서관은 주 40시간 근무제 실시와 더불어 어떻게 도서관을 경영하고 있는지를 파악한다. 셋째, 우리나라 공공도서관은 주 40시간 근무제 실시에 따라 각각 시행중인 도서관 경영 실태를 분석한다. 넷째, 향후 정부가 금년 7월부터 주 40시간 근무제를 전면 실시할 경우에 대비하여 문화기반시설로서 공공도서관에서의 주 40시간 근무제 대응 전략을 모색한다.

소련 초기의 기록관리제도와 그 변화 (The Organization of the Archival Systems and Their Transformations in the first period of the Soviet UnionAn Essay for Reconstruction on the Classification System of Government-General of Chosun)

  • This paper aims to research the historical development of the archival systems in the Soviet Union from 1917 to the 1920's. The Russian revolution was the turning point not only for the political and social changes but for the archival administration in Russia, as it provided the new Soviet regime with the chances to reorganize the archival institutions under Bolshevik rule. However, we must not forget the fact that the Russian Archival Workers' Union had taken part in the organization of the archival systems together with the Bolshevik revolutionaries. The Soviet government intended to transform the decentralized and poorly organized archival systems in the prerevolutionary years into the centralized and bureaucratized ones. In this meaning, the decree signed be V. I. Lenin on 1 June 1918 was estimated as the real basis for the Soviet archival centralization. Lenin's archival decree of 1918 encompassed the entire national documentary legacy, which was gradually extended to all types and categories of manuscripts and archival records by successive legislation. The concept of state proprietorship of all documentary records was designated "Single State Archival Fond"(Edinyi Gosudarstvennyi arkhivnyi fond), which was renamed as "Archival Fond of the Russian Federation" after the collapse of the USSR. The independent state administrative agency, that is, "Main Administration of Archival Affairs"(Glavnoe upravlenie arkhivnym delom) was charged with the management of the entire "Single State Archival Fond". While the Soviet Union reorganized its archival systems in the twenties, the archival institutions became under the severe control of the government. For example, M. N. Pokrovskii, the well-known Marxist historian and the political leader, headed the organizational work of archives in the Soviet Union, which resulted in the exclusion of the prerevolutionary specialists from the archival field in the Soviet Union. However, the discussions over the concept of "the Archival Fond" by B. I. Anfilov helped to develop the archival theories in the USSR in the twenties. In conclusion, the Soviet Union, having emphasized the centralization of the archives, developed its archival systems from the early period, which were the basis of the systematic archival institutions in Russia.

농업기상 예측 및 정보전달 시스템 (AgroMeteorological Prognosis and Information Communication System)

  • This paper is to introduce recent collaborative activities in agricultural weather information services among institutions in Korea as well as key concepts for understanding agrometeorological services. KMA and RDA have agreed upon the establishment of the Joint Committee for Agrometeorolgy at national level to strengthen the national agrometeorological services in data collection, information production, research, and services to end-users of agrometeorological information in Korea. Several on-going joint projects in agrometeorology by RDA/KMA are introduced in brief. The projects being developed are : Strengthening of the Joint Committee of agrometeorology, Extension of observation network for agricultural weather, Production of the detailed agrometeorological information based on numerical weather forecasts, Development of seasonal and interannual weather forecasts for agricultural applications, Information network system for supporting agrometeorological research, and Improvement of agrometeorological information services at national and regional level. Strengthening of programs for the education and training of agrometeorologists will be impending responsibilities of the government. The government must consider establishment of organizations dedicated to and in charge of national agrometeorological services to end-users. RDA and KMA should play a major role to obtain this goal, based on a close cooperation with universities, scientific societies, and other relevant institutions. If this plan is successful, major infrastructures and services in agrometeorology shall be established in the next 5 years, and we can contribute to regional and global societies through sharing experiences and know-hows.

A Comparative Analysis of the National Innovation Systems of China and Australia

  • This paper presents the findings of a visiting scholarship research that was carried out at the Faculty of Engineering, University of Technology Sydney, Australia. Based on the extensive literature review, government databases and international statistics, it introduces an analytical framework for comparison of the national innovation systems (NIS) of China and Australia in regards to their strengths and weaknesses. This is done through individual examination and comparison of functions of typical institutions involved in innovation to reveal the structural characteristics and performances of the two systems. The interactions among these institutions are then analysed to illustrate their dynamics and efficiency. The comparison has shown clearly that China's NIS has several weaknesses and gaps due to its developing and transition stage. There are positive signs that Chinese Government has recognised the nature and scope of the problem and seems to work in the right direction. This paper aims to support this process by providing some recommendations that could help bridge the gaps between the NISs of China and Australia. Due to the fact that both, China's and Australia's NISs, have their unique characteristics but share numerous complementary features, there is a large potential for further cooperation between the two national innovation systems.

Who are the Beneficiaries and Stakeholders of Blockchain Commercialization in the Shipping Industry?

  • In the field of logistics, the maritime shipping industry plays a critical role as the backbone of global trade activities. Nevertheless, previous studies on the commercialization and benefits of blockchain technology are limited in the field of marine logistics. Thus, the purpose of this study was to predict the benefit for each group involved in marine logistics when blockchain technology is applied. As such, 21 factors of benefits were selected for seven major logistics groups (financial institutions, freight forwarders, inland transportation, ocean carriers, port operators, port-related government authorities, and shippers) to study the benefit expected for each through the commercialization of blockchain technology. Based on the results, a different benefit level is expected for each group when blockchain technology is used. In order, ocean carriers (0.155), inland transportation (0.150), financial institutions (0.153), port operators (0.145), freight forwarders (0.142), port-related government authorities (0.129), and shippers (0.126) were found to benefit most from the use of blockchain technology. This study has industrial implications in that it presents the benefits expected when blockchain technology is realized and used in marine logistics by groups involved in logistics transactions.

Public Private Partnerships in Chinese Port as Infrastructure

  • Purpose - The purpose of the paper is to look into and review the management and operation of Chinese infrastructure process, especially focusing on port industry. Research design, data and methodology - The research methods to be applied is to examine PPPs that is a key way of cooperation in many infrastructure investment, financial matters, and then port industry as well. Results - It is well noticed that Chinese government has well managed with project, planning and investments in national infrastructure matters. Especially, this is clear message that government institutions for infrastructure planning has been well organized with systematic structure. However, even if it is involved with some risky business, PPPs should be asked for cooperation in the areas of financial, institutional and logistic part of infrastructure development in China. Conclusions - Every country has been in promoting its infrastructure development and it is not an exception in China. In order to get over inefficiency done by public sectors, Chinese government has invited a private sector in the form of PPPs, which gives more competitive opportunities, especially in port industry.

노인장기요양보험 등급외 판정자의 관리현황과 개선방안 (A study on the present status and improving management of the non-eligible people in Korean long-term care insurance system)

  • To vitalize the link program of Korean long-term care insurance system to community-based services for non-eligible people, we analysed the claim data from the Korean National Health Insurance Corporation (NHIC), and conducted a questionnaire survey to charging employees of elderly service department at local governments. The subjects were all 81,377 people, 57,454 of them were arranged to community-based services. The link program was more necessary among the missed subjects rather than the arranged people due to the need for physical or psychological assistance. By the result of the survey to the local government employees, 59.5% of subjects responded their proportion of link service was over 10% and under 20%, and 54.3% of them responded their job boundary are not clear. Major type of linking was notification the subject list to local government, 91.4%; proportion of periodical notification on the status of their service link were 57.1%, only 7.1% were followed to manage after the link. Difficult factors at the link process were pointed out the overload by other side work, deficiency of resources, rigidity of priority of link, and so on. Considering these results, to vitalize the community-based services to the non-eligible people, it may be essential the active participation of the subjects, construction of parts working in coordination among the institutions including NHIC, local governments, and service providers; development of various services for maintenance or promotion of the non-eligible peoples' health and functional status; and active participation of institutions from the third sector, and so on.

임상시험 지정병원의 "의약품 임상시험 관리기준(KGCP)" 수행 가능성 평가에 관한 연구 (Evaluation of Good Clinical Practice(GCP) Implementability at the Designated Clinical Trial Hospitals)

  • Clinical trials of drugs on humans is the final and most important stage in evaluating the safety and efficacy of the drugs. Good Clinical Practice(GCP) standards were announced in 1987 to protect testees' rights as well as to ensure validity of the clinical trial results, but its implementation has been delayed until now. The purpose of this study is to evaluate the preparedness of the designated institutions to abide by GCP standards during clinical trials, and thereby to determine GCP implementability at the institutions. Survey on the status of clinical trials was conducted for the designated 83 clinical trial hospitals. Response rate was 95.2%. Donabedian's quality assessment model was applied as the basic framework for the study. And the relative - weights for the evaluation items were determined by expert's evaluation. Among the designated 83 hospitals, 39 conducted clinical trials to obtain drug manufacturing approval from 1990 to 1994. Only 19 institutions are found to be able to meet the requirements of KGCP. Structure variables - manpower, organization, and facility -, which are the basic elements for GCP, are evaluated as unsatisfied in many hospitals. Institutions which established IRB accounted for 41 or 51.9%, but those who have a protocol evaluation guideline, or Adverse Drug Reaction(ADR) reporting system were only 12 and 21 institutions, respectively. Also, the institutions providing educational programs on conducting clinical trials are few - 20. The study results indicates that the level of conducting KGCP is unsatisfactory. However, more institutions are expected to be able to meet the standards soon because GCP standards does not require so much regulation on facilities, but stress importance on research methodology and human right. At present as the institutions for clinical trials are primarily training hospitals with residency programs, such efforts as education will accelerate the implementability of GCP in Korea. Institutions must build the appropriate infrastructure and government must prepare to strongly enforce KGCP before it can successfully take place.

정부출연연구기관의 기록분류 현황과 개선과제 (A Study on Current Status and Improvement Tasks of Records Classification in Government-funded Research Institutes)

  • 법률상의 기록분류체계인 정부기능분류체계를 운용하는데 있어 여러 문제점이 확인되고 있는 상황에서 현재 정부출연연구기관 기록분류체계의 수준은 어떠한지를 확인하고 공공기관이자 연구기관인 정부출연연구기관이 어떤 분류체계로 정련되어가야 하는지 앞으로의 방향을 모색하고자 하였다. 이를 위해 23개 정부출연연구기관의 분류체계와 이를 뒷받침하는 관련 규정을 분석한 결과, 대다수 기관의 기록물관리규정이 기본적으로 공공기록물법, 더 나아가 공공기록물관리법 이전에 존재하던 규정에 근거하고 있다는 점을 확인하였다. 또한 공공기록물법을 반영한 기록생산시스템이 도입된 기관도 많지 않아 기록의 생산과 분류가 별개로 이뤄지고, 조직분류와 기능분류가 혼합된 분류체계는 보존기간 책정시 참고도구로서만 기능하는 경우도 많았다. 이런 상황을 극복하기 위해서는 제도, 체계, 시스템 측면에서의 개선전략이 필요하다. 국가차원에서의 법률 개정과 기관차원에서의 기록관리규정 제정이 이뤄져야 하며 연구기관의 핵심기능인 '연구'에 대해 특성화된 분류체계가 설계되고 이 분류체계는 반드시 기록의 생산등록 단계부터 적용되어야 할 것이다. 기록관리의무를 외면하고 생산기록을 제대로 관리하지 않는 것은 해당 연구 분야 기록의 가치를 스스로 부정하는 것이다. 빠른 기간 내에 정부출연연구기관의 기록관리가 제자리를 찾고, 실무적 이슈가 학계로 전달되어 더 나은 방향으로 발전할 수 있는 좋은 아이디어가 다시 실무영역으로 환류되길 기대한다.
