A Study on Problems and Improvement of Government's Real Estate Policy (정부의 부동산 정책 문제점과 개선방안)

  • This paper studies the problems and improvements of government real estate policies. Moon Jae-in government shifted toward regulation and pledge to curb the tax imposed by speculators. It strengthened regulations on reconstruction and bank loans rather than supply, and raised capital gains taxes. As the government implemented measures, emphasizing political logic rather than the economy, the market is unstable and the economy is in a recession. Land has increased the vicious cycle of problems due to population growth, industrialization, urbanization, and wealth growth. Mis-established land policies not only accelerate land prices, but also accelerate the use of disordered land and lead to disruptions in the trading order. In addition, real estate is so difficult to recover from the land problem that it is difficult to contain water that has been spilled once. This is called the irreversible nature of land. Once the land price rises, it is difficult to regain control and reckless development leads to the destruction of the ecosystem, making it difficult to return. This is why such a complex real estate issue should not be implemented as if it were a punishment in a short period of time with government policies. This paper aims to examine the problems of real estate policies and to examine ways to improve them.

  • As the government announced Real Estate Policies on August 02, most areas except for Seoul cities face increasing business risks. Moreover, the government control over financial sectors' loan leads to the highly possible contraction of new distribution markets. The market trend could bring about the reduction of new demand in PF (Private Financing) business that large construction companies mainly concentrate on, and even the business already obtained has a high risk of being distributed, which could result in substantially low profitability. The currently unstable financial structure of most construction companies is caused by the hike of the prime cost of foreign plants except for that of a few construction companies. If PF (Private Financing) business also faces a difficult situation in such a financial condition, even large construction companies come to have the high possibility of a deficiency in credit rating. Accordingly, the major business that large construction companies concentrate on needs the sufficient business review. It is desirable to make a bid for business guaranteeing stability rather than business solely in consideration of profitability, when participating in a competition for a new construction contract.

A Study on the News Frame Analysis of Real Estate Policy (정부의 부동산 정책에 대한 언론의 보도 프레임 분석)

  • The public mostly get the information regarding real estate policy not from the press release of the government but from news articles. This type of information, though, might be delivered in a different frame depending on inclination of media or press. The media runs the articles within its own frame, so that it often conveys either expectation or concern depending on its inclination. This study analyzed the articles regarding 'Agreement to revise three major real estate regulations to perk up property market' and examined how the real estate policy imprinted in them depending on the disposition of the press. The results showed that the conservative press ran articles within a positive frame expressing favorable expectation. On the other hand, progressive press mostly kept neutral or unfavorable tone on the same regulations within the negative frame. Therefore, it was confirmed that there exist different frames within articles depending on their disposition.

Analysis of Real Estate Market Trend Using Text Mining and Big Data (빅데이터와 텍스트마이닝을 이용한 부동산시장 동향분석)

  • This study is on the trend of real estate market using text mining and big data. The data were collected through internet news posted on Naver from August 2016 to August 2017. As a result of TF-IDF analysis, the frequency was high in the order of housing, sale, household, real estate market, and region. Many words related to policies such as loan, government, countermeasures, and regulations were extracted, and the region - related words appeared the most frequently in Seoul. The combination of the words related to the region showed that the frequencies of 'Seoul - Gangnam', 'Seoul - Metropolitan area', 'Gangnam - reconstruction' and 'Seoul - reconstruction' appeared frequently. It can be seen that the people's interest and expectation about the reconstruction of Gangnam area is high.

  • In recent times, there has been a surge in media coverage regarding fraudulent real estate lease scams. These scams have been attributed to speculators who made imprudent gap investments, in response to the sudden decline in real estate prices. The government has established new measures to safeguard tenants and prevent fraudulent real estate lease schemes in response to the growing incidence of tenants falling victim to such scams. Although there have been active research efforts on laws and regulations aimed at protecting tenants, such as the Tenant Protection Act and leasehold registration orders, there is an urgent need for research on the consistency of information across public ledgers, as real estate fraud has surged due to information asymmetry among these ledgers. This study aims to explore matching methodologies using matching keys for building information from real estate-related public ledgers, such as the building register and the road name address ledger, as well as to examine ways to integrate these ledgers with other public ledgers.

  • In preparation of the increase in the domestic debts and the rise in the US interest rate, the Korean government has started to strengthen the regulation on the property market since 2017. So, it is likely that the sales in the domestic construction market would be decreased. Even in the overseas plant projects market, as there has been the continuous increase in the cost and the resulting increase in the losses, it looks hard for the large construction companies to keep their credit ratings as they are now. This study is designed to check Korean government's property policy and any possible problems caused by the overseas and domestic economic environment, which include the property market policy, interest rate, rise in the property price and lackluster sales in housing market. It showed the change in the credit ratings by finding out the sales, work capability, sales in non-governmental projects, operating profits and PF contingency liabilities. For this study, the questionnaires were sent to 30 practical experts to analyze the effect of the risk factor on the outside credit rating of large construction companies.

  • In 2018, the real estate markets have hardly been transacted according to the government's tight regulations of real estates, and have the high possibility to reach a low hit due to the hike of loan interest rates following the U. S rise of base money rate. The key profits for the large construction companies mainly come from the overseas plant projects and the domestic non-governmental construction projects. They suffered a lot such as the lowering of their credit ratings due to the large losses caused by the frquent design changes and work delay. Even in the domestic non-governmental construction projects, the general business risks are on the rise due to the property marketing moving over to the decreasing phase. The small and medium sized security companies has realized a lot of operaring profits as they participated in the PF market to make up for the losses in the securities trading business. But, now as the housing market is not so good around the nation except Seoul and the financial states of large construction companies are not good enough, they can face the liquidity crisis if there happens the problems in the PF backed securities which they have handled. As Korean economy experienced the crisis in the savings banks before, it is recommended that Financial Supervisory Service proposes the preemptive control method and supervision direction to overcome the crisis.

A Study on the Forecasting Trend of Apartment Prices: Focusing on Government Policy, Economy, Supply and Demand Characteristics (아파트 매매가 추이 예측에 관한 연구: 정부 정책, 경제, 수요·공급 속성을 중심으로)

  • Despite the influence of real estate in the Korean asset market, it is not easy to predict market trends, and among them, apartments are not easy to predict because they are both residential spaces and contain investment properties. Factors affecting apartment prices vary and regional characteristics should also be considered. This study was conducted to compare the factors and characteristics that affect apartment prices in Seoul as a whole, 3 Gangnam districts, Nowon, Dobong, Gangbuk, Geumcheon, Gwanak and Guro districts and to understand the possibility of price prediction based on this. The analysis used machine learning algorithms such as neural networks, CHAID, linear regression, and random forests. The most important factor affecting the average selling price of all apartments in Seoul was the government's policy element, and easing policies such as easing transaction regulations and easing financial regulations were highly influential. In the case of the three Gangnam districts, the policy influence was low, and in the case of Gangnam-gu District, housing supply was the most important factor. On the other hand, 6 mid-lower-level districts saw government policies act as important variables and were commonly influenced by financial regulatory policies.

Effect of the Attributes of Corporate Knowledge on Knowledge acquisition, Transfer, Application and Management Performance (기업 지식의 특성이 지식획득, 이전, 활용과 경영성과에 미치는 영향)

  • In today's knowledge-based industries, knowledge can be said to be a significant factor that has a decisive impact on corporate competitiveness. Recently, Korean construction companies have been going through a difficult period of time because of various negative domestic and foreign factors, such as economic decline and a continued sluggish domestic construction market, mainly due to the Korean government's real estate regulations and increasing competition from overseas companies with improved technologies. To help domestic construction companies navigate such an environment, this study empirically analyzes how the nature of corporate knowledge impacts the acquisition, transfer and deployment of knowledge within the organization of a company. Through such empirical analysis, we looked into how internal attributes of corporate knowledge affect the acquisition, transfer and application of such knowledge for domestic construction companies, with the application of the structural equation modeling (SEM). According to the results of this study, it is clear that the attributes of corporate knowledge have a significant impact on the acquisition, transfer and application of corporate knowledge, and therefore on the managerial performance of domestic companies.

A Study on the Environmental Enhancement of the Development Restricted Zone(DRZ) Management Plan (개발제한구역관리계획의 환경성 강화방안 연구 - 수도권 개발제한구역관리계획을 대상으로 -)

  • Under the 「National Land Planning and Utilization Act」, Development Restriction Zones(DRZ) is one of the designated use district where the Minister of Land, Infrastructure and Transport deems it necessary to control urban development in order to prevent urban sprawl and conurbation and ensure a healthy living environment for citizens by conserving the natural environment surrounding metropolitan cities. DRZ was first designated around the Seoul Metropolitan city in 1971, and had been expanded to the 14 metropolitan areas across the country since 1977. The designated areas were accounted for about 5.4% of the total national land and its importance was demonstrated by contributing to control urban sprawl, curbing real estate speculation, and providing green space to citizens. However, DRZ has been repeatedly relaxed its regulations and allowed development under government. As a result, much of the green areas was damaged and several cities were merged and extended(conurbation). In particular, deregulation implemented for the purpose of securing land as part of national projects and local outstanding business(i.g. constructions of national rental housing, industrial complex, and international stadium) have caused continuous environmental damage around the metropolitan cities. In addition, the habitat fragmentation is in serious situation. Thus, the systematic plans for managing DRZ are necessary, since it is concerned that urban environment become deteriorate in the mid- to long-term. This study aims to continuously protect the urban environment from lifting DRZ. Therefore, firstly, we examined the environmental status through analyzing DRZ Management Plan which shall be drawn up by the Special Metropolitan City Mayor, the Metropolitan City Mayor or the Mayer/Do governor having jurisdiction, every five years to collectively manage DRZ. Secondly, we investigated the actual condition in DRZ based on the case study of Management Plan in Metropolitan areas(i.e. Seoul Metropolis, Gyeonggi-do, and Incheon Metropolis). Finally, we suggested the seven feasible improved political plan for managing DRZ.
