An emperical study on a cause of the gap between technological success rate and commercialization success rate on the government-funded R&D projects of SMEs (정부지원 중소기업 R&D과제의 기술적 성공률과 사업화 성공률 간 격차요인에 관한 실증연구)

  • In this study, we analyzed causal relationships between technology orientation and technological performance, between technological performance and commercialization speed on the government -funded R&D projects in 2009 for searching the cause of the big gap between technological success rate and commercialization success rate. In the result, technology orientation affected negatively on the technological performance, but the technological performance affected positively on the commercialization speed. These results mean that low technology oriented projects are easy to reach the selling step of products faster but they are not easy to attain a balanced income and outgo in contrast to the firms' own R&D. we found it was caused by a defect in the government's R&D support and management system.

  • This paper identifies success factors influencing technology commercialization, develops a framework for technology commercialization model among factors, commercialization, empirically investigates the framework, and suggests policy alternatives for more effective technology commercialization in the areas of information and communication technology industries in Korea. To facilitate commercialization of government-sponsored R&D projects, the following policy implications are suggested; manager's willingness and support on commercialization, and more abundant commercialization fund, former experience on commercialization, strong linkage with present business and technology, more information about government commercialization programs and technologies, and improved environment of commercialization including market protection and penetration support.

Comparative Study of R&D Performance by Government Funding Methods for ICT SMEs (ICT 중소기업에 대한 정부 지원방식에 따른 R&D 성과비교)

  • This paper summarizes the results of the government R&D funding for ICT SMEs over the past five years, and compares the differences in R&D performance of the government funding methods (grant and loan). Two major ICT SMEs funding programs were examined, and the data used in the comparison were based on the performance analysis report published by the MSIP (Ministry of Science, ICT and Future Planning) every year. Considering that the projects' conductors were SMEs and that the R&D stages were in development research, the comparison categories were the number of patents and employment (or jobs) positions created, and commercialization success rate and its sales. Comparative analysis results proved that the SME R&D programs were funded with grants had excellent technological achievements in terms of the number of patent applications and registrations. On the other hand, SME R&D programs that were funded by the government loans had relatively higher economic and social achievements, such as employment effects and commercialization sales. However, it was difficult to come to a comparative conclusion on the category of commercialization success rate between the two programs. As the result, this paper provides suggestions for the direction and policy of the government financial support for ICT SME R&D.

  • Regional innovation capabilities have been regarded as essential in developing regional economy. Many regional governments all over the world have been pouring great efforts to increase their regional innovation capabilities. In these days, this trend has been prevailed among Korean regional governments. In line with the active support of the central government, Korean regional governments have started their own regional innovation policies. This paper aims at discussing a regional government`s efforts in enhancing its innovation capabilities. As a representative region, we select Kyunggi Province, because it is one of the most advanced regions in Korea. We discuss Kyunggi Province`s innovation promotion efforts in terms of organization, budget, and programs. According to our analysis, the Kyunggi`s provincial government increased its innovation capabilities to a large scale. It has extended its S&T promotion organization, increased its R&D budget to a large scale, and increased its R&D promotion programmes and even initiated its own programs.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises.   • This study is a study to systematize the R&D activities of social enterprises to derive a logical model of the R&D support policy, and aims to systematize the R&D activities based on the R&D demand survey and R&D activity analysis of social enterprises. R&D activities of social enterprises are at an early stage or are not systematic compared to general enterprises, so the process modeling method is used to group detailed activity elements to standardize and systemize them. As a result of the research, social enterprises are aware of the necessity and importance of R&D activities to secure competitiveness of products and services to increase social value, and because of their lack of R&D experience and capabilities, R&D specialized institutes (R&D planning institutes, government-funded research institutes), Universities, etc.) and are expected to improve R&D capabilities. The performance indicators of social enterprise R&D activities are derived in units of input-process-performance indicators through demand survey, activity analysis, and in-depth interview (FGI), and the logical model of R&D support policy is in the areas related to business strategy and performance.

  • Research and Development projects sponsored by the government are one of the main production sectors of academic and research information in domestic area. The access control and information service of R&D outcomes should be considered as a critical factor of nation-wide knowledge-based IS management. This study focused on the practical utilities of three IPR legislations of the government projects and analyzed if they are good enough to support the information service in recent digital network environment. Some suggestions in different perspectives were provided for the improvement of the existed IPR legislation.

An Empirical Study on Adoption of Open Technological Innovation for SMEs based on Information and Technology (국내 IT중소기업의 개방형 기술혁신 수용에 관한 실증연구)

  • Recently, with the diffusion of a new paradigm named as the creative economy, the government's interests and efforts regarding support of SMEs' R&D have been concentrated. In particular, due to the dominant perception that the fundamental science and original technology from government-funded research institutes can further enhance the capabilities of SMEs' R&D, the importance of performance's diffusion on national R&D is further emphasized. In fact, the domestic SMEs don't have enough budget and workforce, so that all of self-contained technologies, product's competitiveness as well as the R&D capabilities, are very vulnerable, and thereby SMEs' commercialization is very likely to fail. For this end, SMEs need to adopt the concept of open innovation as the use of external R&D resources by licensing. In this study, we conducted a survey on a total of 286 domestic IT SMEs, and analyzed empirically to compare the degree of their acceptance on technological innovation between two groups divided by open/not-open innovation. As a result, we drew some of the key factors influencing the acceptance of the SMEs' open technological innovation, and found a variety of implications through them.

Intellectual Capital of Government Sponsored R&D Institutes (국가출연연구기관의 지식자산 모델)

  • This study is to make clear the knowledge-based management perspective for knowledge companies and to find a way to measure intellectual capital of R&D organizations. Based on the state-of-the-art findings from business sectors, the intellectual capital is divided into three categories: human capital, structural capital, and customer capital. The fourth capital, infrastructural capital, is added in this study specifically for government sponsored R&D organizations, of which the main objectives are to foster technological innovation nationwide and to support its diffusion effectively, The result of this study can offer basic concept of under what categories they can be classified, which also can be used further to find the right indicators of intellectual capital specific to each organization by combining the items found in this study.

Revision of Biotechnology Support Act for Accelerating the Bioeconomy

  • The Biotechnology Support Act has provided a legal basis for promoting the biotechnology field as the highest legal authority in the biosciences since its enactment in 1983, and has contributed to enhancing Korea's biotechnology research and development (R&D) capabilities and to revitalizing bioscience ecosystems by establishing policies for supporting biotechnology, expanding the government research and development, and promoting industrial applications. The revised bill of the Biotechnology Support Act is the law that reflects changes in the technological and social environment and that provides a legal basis for practical support of government policies such as total periodic research support, commercialization empowerment, and creation of an innovative research environment, and it will come into effect in November, 2020 after a six-month grace period. The main contents of the revised bill are 1) increasing status as a general norm in the biotechnology field, 2) establishing data evidence-based policies, 3) inducing biotechnology innovation, and 4) promoting regulatory science, especially research and development. This revision has been reorganized in a timely manner in accordance with the current technological advancements, changes in society and environment, and both quantitative and qualitative growth of the domestic bioscience ecosystems and its competitiveness are expected by systematic supports and promotions of the government during the whole period in terms of research and development (R&D) as well as business and industrialization.
