정보보호 산업 육성정책의 상대적 효과 분석 (A Dynamic Analysis on the Relative Effectiveness of Promoting Policies for Information Security Industry)

  • The focus of this paper is comparing relative effects of government policies for upbringing information security industry from the dynamic point of view. For the purpose of simplicity, these policies are classified into three groups, and then the relative effectiveness of these policy groups is examined using System Dynamics. The three policy groups are composed of technology development policies (TDP), human resource development policies (HDP), and direct supporting policies for overseas expansion (DSP). From the result of the analysis, DSP appears to be the most effective and HDP is the second-best group. By the way, for successful carrying into effect of DSP, marketing manpower should be strengthen. However, current HDP has been focusing on the bringing up technical experts. Therefore, overseas marketing manpower should be reared as well as technicians. Also, the existing infrastructure for overseas expansion for other industries should be shared for DSP of information security industry, because this is essential for success of DSP in terms of timing and costing. Finally, in spite of its low effect, TDP should be maintained continuously. The importance of information security technology is increasing and some countries have already considered these technologies as a core of future national defense. Therefore, we should acquire the competitiveness for a few technologies through continuous development of selected technologies at least.

세계화와 국민국가의 복지정책 자율성: 다국적 제약자본이 우리나라 제약정책 결정에 미친 영향을 중심으로 (Globalization and Independency of Populist Nations' Welfare Policies: Focusing on the Influences of Multinational Pharmaceutical Companies on the Korean Government's Policy on the Pharmaceutical Industry)

  • 세계화는 제약정책에 모순적인 영향을 미친다. 세계화에 따른 '국민적 경쟁국가'로의 변화는 약제비 절감 정책을 강화하는 한편 다국적 제약자본의 영향에 의한 WTO TRIPS 협정은 신약에 대한 특허 보호를 강화하여 약제비를 증가시킨다. 현재 다국적 제약자본의 이해를 반영하는 초국적 기구(예로, 유럽연합)가 산업적 목표 때문에 국민국가 제약정책에 규제를 가함으로써 국민국가의 약제비 절감 정책의 자율성이 침해당하고 있는 실정이다. 우리나라도 예외는 아니다. 1990년대 후반까지 우리나라 제약정책의 특징은 성장제일주의 이데올로기에 의한 원가수준의 약제비 통제 정책이었으며 이는 우리나라의 고유한 발전국가적 정책수단이었다. 그러나 세계화로 인한 다국적 제약자본의 힘의 강화는 우리나라 제약정책 자율성을 침해하고 있다. 값비싼 수입의약품은 건강보험 급여 목록에서 제외되었으나 미국 정부의 오랫동안의 압력에 의해 1999년부터 수입의약품도 건강보험 급여 목록에 등재되었다. 또한 의약분업 실시 이후 값비싼 고가약 사용이 증가하자 건강보험 재정절감 차원에서 참조가격제 도입 방안이 마련되었으나 미국 정부 및 다국적 제약회사의 압력에 의해 제도 실시가 유보되어졌다. 뿐만 아니라 미국 정부의 압력에 의해 우리나라 보건의료정책 결정 과정에 영향을 미치는 워킹그룹이 만들어지게 되었다. 지금까지 세계화와 관련된 논의들은 주로 세계화에 따른 국민적 경쟁국가로의 변화가 복지지출을 축소시켰는가에 관한 것들이었다. 그러나 본 연구는 세계화가 약제비 절감정책을 통해 보건의료비 지출을 감소시킨 측면 뿐만 아니라 세계화가 민간영리 복지서비스 제공자인 다국적 제약자본의 힘을 강화시켜 복지지출을 증가시키는 측면에도 주목하였다. 본 연구는 세계화가 일국의 제약정책에 미치는 모순적인 측면에 주목하면서 이 모순이 어떻게 다국적 제약자본의 이해로 관철되는지를 우리나라의 사례를 통해 살펴보았다.

The Roles of Intermediaries in Clusters: The Thai Experiences in High-tech and Community-based Clusters

  • Industrial clusters are geographical concentrations of interconnected companies, specialised suppliers, service providers, firms in related industries, and associated institutions (for example, universities, standard agencies, and trade associations) that combine to create new products and/or services in specific lines of business. At present, the concept of industrial cluster becomes very popular worldwide, policy makers at national, regional and local levels and business people in both forerunner and latecomer countries are keen to implement the cluster concept as an economic development model. Though understanding of clusters and related promoting policies varies from one place to another, the underlying benefits of clusters from collective learning and knowledge spillovers between participating actors strongly attract the attention of these people. In Thailand, a latecomer country in terms of technological catching up, the cluster concept has been used as a means to rectify weakness and fragmentation of its innovation systems. The present Thai government aspires to apply the concept to promote both high-tech manufacturing clusters, services clusters and community-based clusters at the grass-root level. This paper analyses three very different clusters in terms of technological sophistication and business objectives, i.e., hard disk drive, software and chili paste. It portrays their significant actors, the extent of interaction among them and the evolution of the clusters. Though are very dissimilar, common characteristics attributed to qualified success are found. Main driving forces of the three clusters are cluster intermediaries. Forms of these organizations are different from a government research and technology organization (RTO), an industrial association, to a self-organised community-based organization. However, they perform similar functions of stimulating information and knowledge sharing, and building trust among participating firms/individuals in the clusters. Literature in the cluster studies argues that government policies need to be cluster specific. In this case, the best way to design and implement cluster-specific policies is through working closely with intermediaries and strengthening their institutional especially in linking member firms/individuals to other actors in clusters such as universities, government R&D institutes, and financial institutions.

A Study on Small Business Development and Support Policies

  • The number of small businesses being founded nationally is constantly increasing and various kinds of aggressive efforts are being made to remain competitive. As such, political support by the government for small businesses that have great productivity and competitiveness must increase. The founding of small businesses is being promoted by the government in order to boost the economy, and interest in founding new businesses is high amongst not only college students, but even general workers. Thus, the purpose of this study is to examine problems regarding the founding of small businesses, and to give new businesses a competitive edge by presenting political answers to these problems. After analyzing the status of current issues concerning the foundation of small businesses, this paper suggests some positive policy alternatives. Existing studies on small businesses were focused on the promotion of small and medium distributors, and studies on policy alternatives aimed directly at promoting the businesses are, so far, insufficient. Further studies are required to examine political alternatives from the perspective of the roles of non-profit organizations, which the Government is responsible for, in supporting small business.

한국의 대인도 FDI와 수출의 상관관계 연구 (A Study on the Relationship between FDI Outflows and Export from Korea to India)

  • Since the economic reform 1991, Indian has been implementing policies to promote trade and foreign direct investment (FDI). In particular, since the inauguration of the Modi government in 2014, India has created an economic environment in which more FDI can be launched and more jobs created in manufacturing sector. This study aims to analyze between FDI outflows and export from Korea to India. Using the quarter data from 2000 to 2021, this study examines panel regression. From the panel regression result, Korea's FDI outflows to India has a significantly positive impact on the Korea's export into India. Therefore, the relationship between FDI outflows and export from Korea to India is complementary. It is due that Korea's companies invest into India directly for the purpose of construction of production factors, and export capital goods and intermediate goods for producing in the factors. Therefore, for promoting FDI and export between Korea and India, Korean government should do continuous economic cooperation and discussion for the cooperation with Indian government.

국내 유통진흥정책과 유통조정정책에 대한 고찰 (A Study on the Korea Distribution Promotion Policy and Adjustment Policy)

  • Purpose - The purpose of this study is to systematically review the background of the Korean distribution promotion policy and distribution adjustment policies along with related regulations and policies. Research design, data, and methodology - Domestic distribution policy and relevant laws were examined through a review of existing research literature. The results of the development process of the domestic distribution policy, promotion policies, and adjustment policies are summarized below. Results - The results are summarized as follows. First, the purpose of the development of the domestic distribution promotion policy was to strengthen the competitiveness of the small and medium business industry through structural advancement of the small and medium industry. By expanding the managerial base for the small and medium industry, a new balance could be created in the national economy. There was a requirement for an early assistance policy for small and medium businesses as a base of these businesses in the distribution industry developed from their original model of catering to a traditional market of retail shops. Since 1996, there was a need for this early assistance policy due to the expansion and rapid growth of large scale stores causing a change in the consumption pattern for distribution markets and the decline of large enterprises. Second, the government supports small and medium business distribution through distribution promotion policies by supporting an organization promoting small business and supporting innovation in the distribution system. Third, in 1961 a business mediation system was established to protect small and medium industries. The Small and Medium Business Administration advises conglomerates to postpone acquisitions, restrain expansion of the business, or to reduce business scale if small businesses undergo an adverse effect such as decreasing demand because large companies are expanding into their areas. Fourth, the Distribution Adjustment Policy managed large-scale store regulation as follows: ① limitation on construction by urban planning ordinance, ② limitation on location based on traffic impact assessments, ③ regulation based on business guidelines by chiefs of autonomous bodies, ④ regulation on mandatory holidays and limitation of business hours. This large-scale store regulation is a policy introduced by authority to increase competitiveness of small and medium business distribution by the government. Conclusions - As discussed in this study, the distribution promotion policy and distribution adjustment policy are government distribution policies focused on the protection of the small and medium distribution businesses. This study is timely, since it was planned when the strengthening of the revisions of the Distribution Industry Development Act, aimed to protect small and medium retailers and merchants, was under discussion. The significance of this study is that it offers insights for the development of new policies in the future and an opportunity to consider the background of the distribution policy by the government.

  • 본 연구는 지역산업정책의 패러다임에 대한 비판적 논의에 기반하여, 대구광역시의 지역산업정책을 사례로 문제점과 대안적 정책과제를 제시한다. 대구광역시 산업정책은 우리나라 지역산업정책의 제도적 한계로 중앙정부 주도산업정책의 일부로 수립 집행 되고 있다. 그 결과 지역정책이 아닌 대구광역시 전역을 대상지역으로 하는 부문별 정책의 일환으로 기획되고 추진되어 왔으며 대구광역시의 타 부문별 정책과의 연계성이 미흡하였다. 뿐만 아니라 지역산업정책의 목표가 명확하게 설정되어 있지 않고 정책수단도 구체적으로 제시되지 않았다. 이러한 문제점을 극복하기 위해서는 무엇보다 기존 지역산업정책의 개념과 성격에 대한 비판적 논의를 전제로 한 대안적 패러다임의 정립이 요구된다. 그리고 지역산업정책의 핵심적 정책수단인 대상지역의 성격을 명확하게 규정하고, 이들 대상지역의 부문별 수단들을 조합하는 '장소기반적 정책'으로 수립 추진되어야 한다.

정부지원 연구비의 대학 기술이전 수입료에 대한 영향에 관한 연구: 잠재성장곡선모형을 이용한 종단 연구 (The impacts of government research funds on technology transfers from universities: A longitudinal study on Korean universities)

  • 정부는 대학 연구비 지원에 기반하여, 기술사업화 정책을 추진해 왔다. 본 논문에서는 신제도주의 이론을 바탕으로 정부의 연구비 지원의 변화율이 기술사업화 성과의 변화율에 미치는 영향과 대학 소재지에 의한 조절효과를 분석하였다. 시간적 변화 분석에 통용되는 잠재성장곡선모형(Latent Growth Curve Model, 이하 LGM)을 활용하여, 2009년~2017년 9년 간 전국 4년제 138개 대학의 데이터를 분석하였다. 그 결과 정부지원 연구비의 증가율은 기술이전 수입료 증가율에 정(+)의 영향을 미치며, 비수도권 대학보다 수도권 대학에 더 큰 영향을 미친다는 것을 확인하였다. 이러한 관계는 시간 지연효과를 고려한 분석에서도 동일하다는 것을 확인하였다. 이를 바탕으로 대학의 기술사업화를 촉진하기 위한 정부의 연구비 지원 정책의 효과성에 대해서 대학의 소재지에 따라 차별적 이해가 필요함을 강조하였다.

중국 국비 사범생의 진학동기에 관한 연구 (A Study on the Motivation behind Government-funded Normal Students' Admission in China)

  • 교육격차 해소 및 교육 균형 발전을 핵심목적으로 중국 교육부 및 여러 지역 교육청은 무상 사범교육 정책을 적극적으로 추진하고 있다. 본 연구의 목적은 실행 중인 중국 국비 사범교육 정책을 고찰하고, 국비 사범생의 진학동기를 심층적으로 파악함으로써 정책 보완, 교사 양성 등에 대한 제언하고자 한다. 연구목적을 달성하기 위하여 중국 L대학교 재학 중인 26명 국비 사범생들을 대상으로 문화기술지에서 개발된 분류체계분석과 성분분석을 활용하여 그들이 진학했을 때 고려한 요소들을 확인하였다. 분석결과는 개인 차원의 미시적 동기, 가정·학교 차원의 중간적 동기, 국가정책·사회 차원의 거시적 동기로 분류되었다. 부모·선생님 의견이 1위를 차지하였고, 교직확보, 양면일보(학비·기숙사비 면제, 생활수당 지급), 교사 우세와 사회지위 순으로 나타났다. 부모·교사는 국비 사범생들의 진학에 강한 관여성이 지니고 있었고, 교사로서의 적업 이상보다는 경제적 요인이 비교적 영향을 발휘하고 있으며, 국비 사범교육정책의 초점과 맞추지 않은 것으로 보인다. 이에 대해 국비 사범교육 정책의 안내, 직업 정체성 교육 등과 관련한 노력이 필요하다.

공공 및 민영의료보험의 비급여 관리정책에 대한 국가별 비교 (International Comparison of the Non-benefits Management Policies for Public and Private Health Insurance)

  • In the process of promoting policies to strengthen health insurance coverage, the relationship between public health insurance and private health insurance, along with the management of non-benefit, is also emphasized as a policy issue. First, the concept and scope of non-benefit were comparatively analyzed by country. Second, the interaction between the public and private health insurance was classified as 'large or small,' and the government's regulation and management policy on private health insurance was classified as 'strong or weak.' Korea has relatively smaller benefits covered by public health insurance, higher copayment expenses, and more areas and scope of non-benefits. In countries where the interaction between public and private health insurance is small, private health insurance-related policies are weak. And in countries with large interactions had public-private partnerships and the government's management policies were also strong. On the other hand, Korea has a large interaction, but the actual structure of cooperation between public and private insurance and management policies were weak. Because the non-benefit sector in Korea is relatively wide, it is difficult to manage compared to other countries where the concept of non-benefit is limited. In addition, the health authorities rarely perform the role of supervision over private health insurance, and they have so few linkages and cooperation for public-private insurance. Therefore, practical policy enforcement is necessary to achieve the easing of the burden of national medical expenses through linkage and cooperation of public-private health insurance with reference to relevant other countries' cases.
