Indonesian Diplomacy in the Digital World

  • In the 21st century, the growing use of information and communication technologies (ICTs) and social media platforms has influenced our way of life, including international diplomacy. With the use of new interactive communication technologies such as WhatsApp, Twitter, Facebook, Instagram, video sharing website, blogs, and other social media networks, digital diplomacy has become an active diplomatic mode in modern society and plays an increasing important role in international relations. Although Indonesia has gradually realized the pivotal role of internet diplomacy and recently put it into practice, it is still lagging far behind. This paper will examine how Indonesia conducts its diplomacy in the new era of digital world. How far and in what ways does the Indonesian government make use of digital technology to conduct its diplomacy? What opportunities and challenges are confronted to develop digital diplomacy? How does it navigate diplomacy in the digital age? Unless Indonesia embraces new channels and methods of diplomacy, its foreign policy implementation may not run optimally to support its aim of attaining its objectives in the international stage.

A Study on the Revitalization of High Performance Computing in Korea

  • Crucial aspects to successfully realizing the re-emergence of a contemporary and sustainable supercomputing community in South Korea will involve the devoted efforts and support from key government and R&D organizations. We suggest various supplementation plans regarding the roles of support for the statutory plan. This includes the committee and the plans which are often missing necessary support systems that help competent ministries to plan properly according to the missions of the research center. This dissertation suggests that adjustment in the HPC trends will depend upon exposing and correcting problems in the law as well as overall improvement of the law. Also, the total development of a super computing market is necessary. The results of these guidelines will create a spread of demand for supercomputing for national IT resource sharing, and will foster the development of supercomputer specialists worldwide. Other major end results include significant increases in research productivity and increased rates of product development.

보건의료정보의 법적 보호와 열람.교부 (A Study on Legal Protection, Inspection and Delivery of the Copies of Health & Medical Data)

  • In a broad term, health and medical data means all patient information that has been generated or circulated in government health and medical policies, such as medical research and public health, and all sorts of health and medical fields as well as patients' personal data, referred as medical data (filled out as medical record forms) by medical institutions. The kinds of health and medical data in medical records are prescribed by Articles on required medical data and the terms of recordkeeping in the Enforcement Decree of the Medical Service Act. As EMR, OCS, LIS, telemedicine and u-health emerges, sharing and protecting digital health and medical data is at issue in these days. At medical institutions, health and medical data, such as medical records, is classified as "sensitive information" and thus is protected strictly. However, due to the circulative property of information, health and medical data can be public as well as being private. The legal grounds of health and medical data as such are based on the right to informational self-determination, which is one of the fundamental rights derived from the Constitution. In there, patients' rights to refuse the collection of information, to control recordkeeping (to demand access, correction or deletion) and to control using and sharing of information are rooted. In any processing of health and medical data, such as generating, recording, storing, using or disposing, privacy can be violated in many ways, including the leakage, forgery, falsification or abuse of information. That is why laws, such as the Medical Service Act and the Personal Data Protection Law, and the Guideline for Protection of Personal Data at Medical Institutions (by the Ministry of Health and Welfare) provide for technical, physical, administrative and legal safeguards on those who handle personal data (health and medical information-processing personnel and medical institutions). The Personal Data Protection Law provides for the collection, use and sharing of personal data, and the regulation thereon, the disposal of information, the means of receiving consent, and the regulation of processing of personal data. On the contrary, health and medical data can be inspected or delivered of the copies, based on the principle of restriction on fundamental rights prescribed by the Constitution. For instance, Article 21(Access to Record) of the Medical Service Act, and the Personal Data Protection Law prescribe self-disclosure, the release of information by family members or by laws, the exchange of medical data due to patient transfer, the secondary use of medical data, such as medical research, and the release of information and the release of information required by the Personal Data Protection Law.

다문화정책 방향 제시 및 모형 개발에 관한 연구 (A Study on the Direction for Planning and Modelling of Multicultural Policy in Korea)

  • 본 연구는 사회 전반적으로 국내 거주 외국인 등의 사회적응 및 통합프로그램이 부족하다는 사실과 동일 지역 내 다문화 서비스 중복이 발생한다는 사실이 상충되고 있음에 시작되었다. 본 연구에서는 문헌연구와 전문가 인터뷰를 실시하여, 우리나라 다문화정책의 현황과 문제점을 도출하고, 이를 통해 세 단계로 세분화된 다문화정책 수립 과정을 제시하였다. 첫 번째 단계는 다문화정책을 수립하는 장을 단일화하여, 관련된 부처 기능을 강조하는 동시에, 부처 간의 협력을 이끌어 내는 것이며, 두 번째 단계에서는 지리적 행정적 환경을 고려한 특정 지역 단위의 다문화기관 연계망 구축을 제안하였다. 세 번째 단계에서는 개별 기관들의 활동에 초점을 두어, 관종별 도서관, 학교, 다문화지원센터, 사회복지기관, 체력증진센터, 주민센터, 문화시설 등 관련기관들의 협력을 도출하였으며, 부가적으로 시민단체의 역할을 강조하였다. 또한 본 연구에서는 문화 정책 방향성과 모형화를 위한 도서관계의 구체적인 노력으로 다문화프로그램 운영에 필요한 정보 공유의 장인 메타 플랫폼을 제안하였으며, 다문화정책 수립 시 고려해야 할 사항들도 제시하였다. 결과적으로 본 연구를 통해 다문화정책의 모형을 구축하고 세분화하여, 다문화주의의 통합에 도달하는 단계를 구체화하였으며, 다문화정책 수립 시 고려되어야 할 인구학적 지리학적 특성 등을 제시하였다.

공간정보를 이용한 옥상녹화 가용면적 추정 (Estimation of the Available Green Roof Area using Geo-Spatial Data)

  • The purposes of this research are to estimate area of greenable roof and to monitor maintaining of green roofs using World-View 2 images. The contents of this research are development of World-View 2 application technologies for estimation of green roof area and development of monitoring and maintaining of green roofs using World-View 2 images. The available green roof areas in Gwangjin-gu Seoul, a case for this study, were estimated using digital maps and World-View 2 images. The available green roof area is approximately 12.17% ($2,153,700m^2$) of the total area, and the roof vegetation accounts for 0.46% ($80,660m^2$) of the total area. For verification of the extracted roof vegetation, Vworld 3D Desktop map service was applied. The study results may be used as a decision-making tool by the government and local governments in determining the feasibility of green roof projects. In addition, the project implementer may periodically monitor to see whether roof greening has maintained for efficient management of projects, and a vast amount of World-View 2 images may be regularly used before and after the projects to contribute to sharing of satellite images information.

로컬푸드 이종협동조합연합회의 실태와 발전방향 모색 - 대구경북을 사례로- (A Study on the Current Status and Directions in Development of Local Food Federation of Heterogeneous Cooperatives: In Case of Daegu & Gyeongbuk)

  • In March 2020, the National Assembly revised the Framework Act on Cooperatives, allowing a federation of heterogeneous cooperatives, and in October 2020, the Daegu Gyeongbuk Federation of Local Food Cooperatives was launched as the first federation of heterogeneous cooperatives in the country. The local food movement, which has been promoted upward in the local community as an alternative to the existing global food system, seems to be being activated by the government's food plan policy, but critics say that the government's policy goals are not fully achieved due to the top-down policy promotion and lack of communication. In response, this study first examines the role and significance of the local food federation of heterogeneous cooperatives in solving the problems raised in the process of establishing a food plan. In addition, the current status of the federation was investigated for the successful settlement and development of the Daegu Gyeongbuk Federation of Local Food Cooperatives. A survey of affiliated cooperatives, focus group interviews with managers and experts and related literature surveys were conducted. Based on this, the direction of activities was presented, such as the role of an intermediary in Daegu and Gyeongbuk and the role of an intermediary in the public and private sectors etc. In addition, six joint project tasks were specifically presented, including an integrated information sharing system & a logistics network, a planned production system & a joint processing center, an online sales system & a co-marketing promotion, a joint education system, a management of direct stores & restaurants, a sustainable public-private cooperation system etc.

몽골 울란바타르시 토지정보 통합관리시스템 개발 (Building Mongolian ULIIMS(Ulaanbaatar Land Information Integration Management System))

  • 몽골의 수도이자 경제의 중심지인 울란바타르시는 급격한 도시성장에 따라 국토의 난개발과 유목민들의 도시 인구유입이 증가되면서 장기적인 도시계획수립과 토지에 대한 과세를 효율적으로 수행 할 수 있는 기반체계의 필요성이 증대되고 있다. 따라서 몽골정부의 효율적인 도시개발을 위해 토지 및 주요 시설물 등에 대한 디지털 자료의 통합, 토지관련 부서간의 자료 상호공유를 통한 업무의 효율성과 서비스의 질을 향상시킬 수 있는 인프라를 제공할 수 있는 토지정보 통합관리시스템의 개발이 매우 절실하다. 본 연구는 기존 토지관련 시스템의 운영환경과 관련부서의 업무환경을 분석하여 데이터베이스를 재설계하여 시스템을 통합하고 서비스 네트워크를 구성하여 몽골 울란바타르시의 토지등록관리, 토지허가관리, 토지지불관리 업무환경이 통합적 유기적인 환경에서 이루어지도록 하였다. 이를 통하여 장기적인 도시계획 수립, 투명한 부동산 세금행정 근거마련, 도시 인프라 투자의 효율성 제고를 통한 국민 삶의 질 향상에 기여할 수 있는 기반을 제공하였다.

지역관광 빅데이터 정책성과와 과제 -제주특별자치도를 사례로- (Policy Achievements and Tasks for Using Big-Data in Regional Tourism -The Case of Jeju Special Self-Governing Province-)

  • 본 연구는 다양한 빅데이터를 지역관광 정책에 활용한 제주특별자치도의 사례를 토대로, 관광빅데이터의 활용성과와 과제를 제시하였다. 가장 큰 활용성과는 관광빅데이터를 통해 급변하는 관광트랜드와 관광업계의 동향을 시의성있고 구체적으로 파악할 수 있게 되었고, 기존 관광통계를 정교화하는데 활용할 수 있었다는 점이다. 여기서 더 나아가 제주는 빅데이터의 활용 범위를 관광 현상 이해의 수준을 넘어 실시간 맞춤형 서비스 플랫폼 구축까지 영역을 확장하였다. 이것이 가능했던 이유는 데이터 수집 및 분석 환경 구축과 산·관·학의 협력적 거버넌스가 조성되었기 때문이다. 향후 해결해야 할 과제는 첫째, 민간 데이터셋 위주의 분석으로 예산 의존적이라는 한계와 둘째, 스마트관광의 궁극적 목표인 개인맞춤형서비스 구축을 위한 개인수준 데이터 수집 인프라, 개인정보보호법 등의 제도적인 문제의 해결이다. 마지막으로, 데이터 분석과 데이터 연계에 도달하기까지의 전문성과 기술적 한계들이 남아 있다.

전염병 감시 체계 소개 및 평가 (Introduction and Evaluation of Communicable Disease Surveillance in the Republic of Korea)

  • Effective communicable disease surveillance systems are the basis of the national disease prevention and control. Following the increase in emerging and re-emerging infectious diseases since late 1990s, the Korean government has strived to enhance surveillance and response system. Since 2000, sentinel surveillance, such as influenza sentinel surveillance, pediatric sentinel surveillance, school-based sentinel surveillance and ophthalmological sentinel surveillance, was introduced to improve the surveillance activities. Electronic reporting system was developed in 2000, enabling the establishment of national database of reported cases. Disweb, a portal for sharing communicable disease information with the public and health care workers, was developed. In general, the survey results on usefulness and attributes of the system, such as simplicity, flexibility, acceptability, sensitivity, timeliness, and representa-tiveness, received relatively high recognition. Compared to the number of paid cases of national health insurance, reported cases by national notifiable disease surveillance system, and various sentinel surveillance system, the result of the correlation analysis was high. According to the research project conducted by KCDC, the reporting rate of physicians in 2004 has also greatly improved, compared with that in 1990s. However, continuous efforts are needed to further improve the communicable disease surveillance system. Awareness of physicians on communicable disease surveillance system must be improved by conducting education and information campaigns on a continuous basis. We should also devise means for efficient use of various administrative data including cause of death statistics and health insurance. In addition, efficiency of the system must be improved by linking data from various surveillance system.

도시내 첨단 산업단지 이용자 특성을 고려한 지원시설 분석 연구 (An Analysis on Support Facilities Which Consider User's Characteristics in High-tech Industrial Estate in Urban Area)

  • 최근 지식산업센터는 지식산업, 정보통신 관련 첨단업체들이 주로 입주하여 경제적 부가가치를 창출하는 시설로써의 역할을 담당하고 있다. 반면, 지식산업센터 내부에 설치되는 지원시설은 입주기업 지원, 그리고 근로자의 근로환경개선을 위하여 역할을 충실해야 하고, 다양한 활동을 영위할 수 있는 공간을 지원한다. 하지만 정부의 정책 지원이 해당 기업에 한하여 실행되고 있으며, 첨단지식산업센터 내 지원시설에는 어떠한 정책적 지원도 이루어지지 않고 있는 실정이다. 이에 본 연구는 근로자 근로환경 지원을 위한 시설인 지식산업센터 지원시설을 대상으로 다각적 분석을 실시하였으며, 근로자 지원시설의 분석결과, 정리하면 다음과 같다. 첫째, 지식산업센터 지원시설에 대한 적정면적 확보규정 도입이 필요하다. 둘째, 지원시설 중, 설치율이 저조한 시설에 대하여 주변시설과의 공유 방안이 필요하다. 셋째, IPA 분석결과, 상업시설 지원면적이 높은 것으로 나타났으나 문화지원시설에 대한 선호도 및 중요도가 높은 것으로 제시되어, 근로자의 근본적 욕구 및 기대에 부응할 수 있는 이용자 특성을 고려한 지원시설 구성방안이 요구되어진다. 마지막으로 근로환경에 영향을 미치는 시설은 사업초기부터 지구단위계획수법을 통한 계획적 도시관리가 적용된다면 근로자의 생산활동 지원에 많은 기여를 할 것으로 분석된다.
