Enhancing Information Sharing in the Public Sector: An Empirical Study (행정정보공동이용제도의 개선방안에 관한 연구)

  • Information sharing is one of the key factors enhancing government efficiency and public convenience. However, critics argue that Korean government is now facing various kinds of barriers such as insufficient collaboration among agencies, inappropriate statutes, and technical problems. Thus, this study aims to develop policy alternatives that help resolve the existing problems suggested above. In order to achieve research objectives, this study employs both quantitative and qualitative methods as ways to investigate different dimensions of information sharing in government. Both survey and interview include six dimensions such as organization, technology, culture, management, policy and law. The results show that Korean government needs to implement following alternatives; developing its own database that helps support government decision making, changing organizational culture, continuous extension in terms of the number of object information and affiliated agency, and developing a statute dealing with government information sharing.

  • 사이버테러는 전세계적으로 시공간을 초월하여 동시다발적 공격이 가능하고 발생시각, 발원지, 침입자 추적 등이 어려우며, 한 곳의 피해가 다른 곳으로 대규모 확산이 우려되고 효율적인 차단 및 복구에도 어려움이 가중되고 있다. 이에 본 논문에서는 행정정보인프라의 불법침입에 대한 즉각적인 대응체계와 사이버테러의 사전 예방을 위한 정부고속망의 연결기관에 대한 보안정보제공 및 침해사고 공동대응 체제를 갖춘 정부차원의 정부정보공유분석센터의 효율적인 구축 방안을 제안한다.

  • Today, information sharing is recognized as a means to effectively prevent cyber attacks, which are becoming more intelligent and advanced, so that many countries such as U.S., EU, UK, Japan, etc. are establishing cyber threat information sharing system at national level. In particular, the United States has enacted the "Cyber Threat Information Sharing Act (CISA)" in December 2015, and has been promoting the establishment of a legal and institutional basis for sharing threat information and the implementation of the system. Korea is sharing cyber threat information in public and private sectors mainly through the National Cyber Security Center(NCSC) and the Korea Internet & Security Agency(KISA). In addition, Korean government is attempting to strengthen and make legal basis for unified cyber threat information sharing system through establishing policies. However, there are also concerns about issues such as leakage of sensitive information of companies or individuals including personal identifiable information that may produced during the cyber threat information sharing process, reliability and efficiency issues of the main agents who gather and manage information. In this paper, we try to derive improvement plans and implications by comparing and analyzing cyber threat information sharing status between U.S. and Korea.

Sharing the Cyber Threat Intelligence on Cyber Crises: The Appropriate Role of the National Intelligence Agency (사이버위기에 대응하기 위한 국가정보기관의 사이버위협정보 공유 역할에 대한 고찰)

  • The role of government is to defend its lands and people from enemies. The range of that defense has now extended into the cyber domain, regarded as the fourth domain of the conventional defense domains (i.e., land, sea, sky, and universe). Traditionally, a government's intelligence power overrides that of its civilians, and government is exclusively responsible for defense. However, it is difficult for government to take the initiative to defend in the cyber domain because civilians already have a greater means for collecting information, which is known as being "intelligence inverse" in the cyber domain. To this end, we first define the intelligence inverse phenomenon and then analyze its main features. Then we investigate foreign countries' efforts to overcome the phenomenon and look at the current domestic situation. Based on these results, we describe the appropriate role of the National Intelligence Agency to handle cyber threats and offer a cyber threat intelligence model to share with civilians to help protect against these threats. Using the proposed model, we propose that the National Intelligence Agency should establish a base system that will respond to cyber threats more effectively.

  • Policy study information is the essential source of information in every step of decision making process to plan, execute and assess the national operation policy. The policy study subject of a national policy research center from study design the performance assessment on its practical effect is managed via thorough process to secure its effectiveness and efficiency. However, the directly exposed information to the practical user or the public who are in need of actual policy study information is the resource published in a form of policy study report, the final result. NKIS operated by the National Research Council for Economics, Humanities and Social Sciences under the Office for Government Policy Coordination, Prime Minister's Secretariat is a public information offering service that conduct integrated management on study reports from cooperative study among institutes along with policy outcome from 27 national policy research centers. This study aims to introduce the current status of operation and information management of NKIS, apprehend the management characteristics of policy study information resources of national policy research center, and deduce remarks that need to be considered for API with external service for the derivation of standardized sharing data element.

  • The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.

  • Many experts predict that 21st century will be knowledge-based society. That is, knowledge beside labor, capital will be recognised as important assets and powerful competitiveness. The main aim of government-supported research institute is to evolve R&D activities and to diffuse them. And all process including R&D activities can be called to knowledge life cycle. This paper reviews understanding of KM and information professional's role in research information center. Sometimes, CEOs misunderstand that only building of knowledge management system is sucess of knowledge management initiatives but the most important factors of its success are human and culture of knowledge sharing, not H/W systems. Information professionals must be consultant, analyst, content manager, planner and marketer, knowledge manager to practice knowledge management initiatives successfully.

  • ICAO has recommended data-based aviation safety management and decision-making systems through Annex 19(Safety Management) and Doc 9859(Safety Management Manual), stressing that safety can be greatly improved by sharing aviation safety information throughout the industry. Accordingly, advanced aviation countries have built infrastructure to collect and analyze various aviation safety data in an integrated manner, and also tried to spread identified major safety issues across the industry. On the other hand, in Korea, each stakeholder collects, manages and analyzes safety data individually, so there is a limit to use them in integrative manner. In addition, the scope of using and sharing aviation safety information such as analysis result is also focused on safety management at the national government level, which is insufficient to be shared throughout the industry. Accordingly, the purpose of this study is to present a plan to share and utilize the domestic aviation safety information. To do this, we compare the current situation between FAA and domestic industry and suggest the improvement plans.

CALS Implementation Policy for Information-based Management of Small and Medium Companies (중소기업의 정보화를 위한 CALS 도입 정책 방안)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center). Improving the Acquisition and Distribution of Foreign Print Journals in Korea (해외인쇄학술지의 확보와 유통의 개선에 관한 연구)

  • Despite the rapid adoption of electronic journals, the need for print journals still remains. The current level of foreign journals acquisition poses a threat to strengthening the national research capabilities. Furthermore, there is too much overlap among academic libraries for foreign journals. We propose the establishment of government funded foreign research information centers to systematically acquire and distribute foreign print journals. We discuss specific approaches to selecting and operating such centers. Foreign research information centers are expected to enhance the national scholarly information infrastructure as well as the academic libraries' core capabilities.
