Right after president Keun-Hae Park's announcement at German Dresden on March 2014, both expectation and skepticism have been raised for the Korean unification. The unification would give a great chance for the economic prosperity in the positive sense. In the negative sense, it would only give a great burden to the Republic's financial status. Comparing the expectation of the unification, there are lack of structured preparation, duplicated and/or overlapped systematic approach, and even the national strategies are diffused. There are several individual research papers, analytical data and information, researches on the industry and technology. However most of the previous researches and findings are unstructured and lack of completeness. It is hard to find out the overall feature of the unification strategy. West German has compassed that it knew very few the reality of East German status. The Korean Government may know much less about North Korea's condition comparing to West German. Before the actual unification in the Korean peninsula, it needs the Grand Plan for the national infrastructure and land utilization of the Korean peninsula. During the development of the Grand Plan for the Korean peninsula, the Asian Global transportation network could be developed at the same time. The German's unification experience can give a great opportunity to the development of the Gran Plan. The data and information, and the previous researches should be classified and structured in a way of systematic arrangement. Since most of investment and budget for the unification come from the Korea, it would be very much beneficial for the Korean people. The openness and early exposures of the Grand Plan for the national infrastructure are considered as mandatory action.
External costs emerge as a consequence of negative external effects. The EU commission and national government in Europe made themselves the internalization of external costs and began to make various measures. The traffic sector plays an important role. At the same time, it affects as financial loads to logistics service providers and carriers in Europe. This study examines current development in european logistic market conditions. It describes the reaction of different market players and stakeholders in the logistic value chain in EU, Switzerland and Germany. A portfolio of different strategic answers to the changing market environment is being developed. Therefore, different options for the internalization of external costs are proposed. This study finally derives propositions for future research.

This article is aimed to find a more successful way to build a metropolitan-wide governance for enhancing industrial cluster in South-East region, Korea. We begin a research with reviewing a current study of regional cluster and its governance. New industrial system and agglomeration changed regional growth theory and urban system. In traditional system, a central city dominated economy of the metropolitan area. However, with development of new transportation and communication technology, a central city lost their superiority to suburban cities. In other words, growing competition between central and suburban cities changed traditional concentration and diffusion theory of urbanization which dominated urban geography for last decades. Next, current situation of development of industrial cluster in South-East region is examined to suggest policy for more competitiveness. South-East region has grown as the most prominent cluster of mechanical engineering and metal industry in Korea since the late 1970s. In the form of agglomeration and network of a specific and its related industry, South-East region has formed a linear industrial belt along with the inter-regional South Coast Highway and contain about ten industrial cities. Accompanying with this growing South-East region, a problem has risen from geographic mismatch between metropolitan-wide industrial cluster and its administrative boundary. Since industrial cluster has no specific administrative boundary, adequate government support for developing industrial cluster has not been provided. Responding to the problem, academics and policy makers maintain need in establishing a metropolitan-wide governance for supporting a cluster. At the end, this paper provides some implication to planners and policy makers.
Due to the rapid development in information technology, countries of advanced information technology and multi-national information communication industries have expanding their invesment in constructing a cyber territory or a cyber city, and even a cyber globe that combines the real world with the cyber world. As such, in order to keep up with the competition with other countries to secure the Invisible Continent, Korea cannot afford to fall behind in the preparation and efforts to construct a cyber territory. Therefore in preparation for the inevitable establishment of a cyber territory, this study defined the concept of a cyber territory clearly and proposed a promotional strategy needed by the government for the establishment of a cyber territory. A cyber territory is 'the dynamic second territory that realizes various values in various aspects through organically combining innumerable active bodies in a surreal space and that are created by systematically and optimally connecting the physical topographical space and activity of the first nation to the cyberspace'. To explain further, a cyber territory is defined as another simulated space not only to manage the land systematically and deal with administrative services far the greater population, but also to contain economic activities of corporations and the citizens' everyday lives in a virtual reality by digitizing the entire territory including even the sea. In order to establish such cyber territory, it is necessary to revise related laws and policies, to foster related technology and industry as a main engine for national development, to promote public awareness, and to train related human resources.
Global warming crisis due primarily to continued green house gas emission requires impending change to renewable alternative energy than continuously depending on exhausting fossil fuels. Bioenergy including biodiesel and bioethanol are considered good alternatives because of their renewable and sustainable nature. Bioethanol is currently being produced by using sucrose from sugar beet, grain starches or lignocellulosic biomass as sources of ethanol fermentation. However, grain production requires significant amount of fossil fuel inputs during agricultural practices, which means less competitive in reducing the level of green house gas emission. By contrast, cellulosic bioethanol can use naturally-growing, not-for-food biomass as a source of ethanol fermentation. In this respect, cellulosic ethanol than grain starch ethanol is considered a more appropriate as a alternative renewable energy. However, commercialization of cellulosic ethanol depends heavily on technology development. Processes such as securing enough biomass optimized for economic processing, pretreatment technology for better access of polymer-hydrolyzing enzymes, saccharification of recalcitrant lignocellulosic materials, and simultaneous fermentation of different sugars including 6-carbon glucose as well as 5-carbon xylose or arabinose waits for greater improvement in technologies. Although it seems to be a long way to go until commercialization, it should broadly benefit farmers with novel source of income, environment with greener and reduced level of global warming, and national economy with increased energy security. Mission-oriented strategies for cellulosic ethanol development participated by government funding agency and different disciplines of sciences and technologies should certainly open up a new era of renewable energy.

The purpose of this research is to build a mid- and long-term strategic plan for strengthening the status of Gangwon Metropolitan Office of Education as public libraries with the main functions of education, knowledge and culture in the community and helping facilitate the local growth. The current status and needs of Gangwon Metropolitan Office of Education was analyzed with a review of literature and websites, various library statistics, and user surveys and professional focus group interviews conducted during November and December 2019. Based on this analysis, a mission, vision, objectives, strategies, and main tasks of Gangwon Metropolitan Office of Education were established, and 4 strategic goals and 16 major projects were drawn to strengthen the strategic basis of 22 libraries, build specialized collections with a focus on education, recreate user-friendly spaces, and promote services, distinguished from public libraries under the supervision of Gangwon local government. It was necessary for Gangwon Metropolitan Office of Education to enhance and strengthen all of Hardware, Software and Human-ware, equipped with well-organized library building and facilities, collection and services, and professional librarians. In this research, the direction of a mid- and long-term strategic plan was presented for its dynamic operation and sustainable development in the future.
Objectives: This job analysis of a staff in charge of quit-smoking policy at public health centers aims at providing fundamental information to establish strategies supporting various quit-smoking. Methods: The job analysis of a staff in charge of quit-smoking policy at public health centers was carried out through DACUM(Development of Curriculum) method from April through May 2006. Three experts had developed job description with staffs in charge of quit-smoking policy at public health centers through two workshops. The survey was practiced for staff in charge of quit-smoking policy at the other public health centers. The characteristics of the staffs such as age, years for working at public health center, years for charging with quit-smoking work, the proportion of responsibility for quit-smoking work, were surveyed. Results: The research has reached the conclusions below. 1. The job description have been developed considering input-process-outcome axis and plan-do-evaluation axis for quit-smoking policy at public health centers. The final job description is composed of 3 missions, 7 accountabilities, 20 sub-work items. 2. The quit-smoking activity mostly focused at direct education and counselling. But planing and evaluation activity for quit-smoking have been under-achieved. 3. The staffs for quit-smoking policy were feel it is easy to educate and counsel to comer to public health centers for quit-smoking. But having the high proportion of responsibility for quit-smoking policy have usually difficult to do that. So they want to education about counselling for smoker. 4. The staffs who worked over the 2 years for quit-smoking policy the public health center have responded that investigate the smoking rate of the jurisdiction community and the problem of the culture about smoking and smoking policy is important. Conclusions: The study helps reinforcing the initiatives of central government for quit-smoking policy at public health centers. Especially staffs want education in technology area for counselling smoker. And they want nationwide supporting for investigating smoking rate and related factors at the local level.

In the later part of 1980's, a great emphasis has been placed on the treatment issues of livestock wastes due to the continuous increase in consumption of livestock and meat products. Continued economic development for three decades has enhanced the nationally general level of life for the purpose of exit out of absolute poverty, thus accompanied with people's demand for a quality of environment beyond the traditional economic factors over times. Such an individual or collective demand for environment of life has been primarily focussed and argued on only rural environment in the early development periods. In perspective of clean water supply and security for urban area, however, it is more important to treat livestock wastes in the oriented-sustainable environment than in the conventional ways without working on environment degradation. Livestock wastes composed of the high-concentrated organic matter ought to be controlled and treated in sound ways, if not, which on one hand may result in pollution of underground water, surface water and a nasty smell, and on the other hand also may cause people to file a civil petition. Therefore on the research paper, reviewing occurrence of livestock waste and situation of treatment in details, through scrutinizing the government regulation and financing or subsidizing for it, author intends to find out the initiative of 'resourcefication' of treating of livestock wastes in the environmental soundness and efficiency
This study aims to establish the concepts of overindulgence and addiction and present proposals on game policies and marketing for game companies by identifying relationship among game product loyalty, game company loyalty, and game company profitability from the psychological viewpoint (game overindulgence and addiction) of online and mobile gamers. Accordingly, this study has the following implications. First, government should realize the fact even gamers are confused over differences in such concepts concerning game and have processes to reestablish game overindulgence and game addiction and follow policies to establish such images. Second, loyalty to game products should be enhanced by highlighting the features to buy items and additional contents through game networks as well as features to share contents and records generated within games for those with overindulgence. Moreover, companies should strengthen publicity to increase loyalty to game companies. Conversely, the focus should be on game product image rather than corporate image. Third, game companies should engage in strategies for the game's direction, development, and marketing to establish positive brand based on game products and help become the brand of the corporation itself. Fourth, there is a necessity to increase gamers and study their satisfaction rate based on game development and efficient marketing.

This paper studies the characteristics of the restructuring of chemical industrial complex in JiLin city since 1978 focusing on enterprise organization, the process of production, labor, and consumer market. The number of chemical industrial enterprises and their partnership with subcontractors have increased since 2001. As for the type of cooperation group, research institutes and local government are accounted for the greatest portion. The chemical industrial enterprise in JiLin which has adopted Fordism production method still has the highest percentage in 2007. And in the shift process of production system after China's entry into WTO(in 2001), chemical industrial enterprise in JiLin city takes allowing more investment in production technologies as core strategy, while taking improvement in equipment and development of new products as core strategy in the shift process of production technology. The degree of labor re-education was highest in 2007, and as for the relationship between labor and management, enterprises which evaluate the ability of performance of duty are increasing. The characteristics of restructuring of chemical industrial complex on consumer market, domestic market accounted for the greatest portion, on the other side the export is feeble. As for strategy of market restructuring, industrial enterprise in JiLin city should use Quality improvement and high-value added as core strategies to cope with alteration of market.
