Derivation of a Vision and Major Strategies for Developing the Smart City (스마트시티 조성을 위한 비전 및 주요전략 도출)

  • Due to rapid urbanization around the world, various social problems and side effects are occurring. Accordingly, the creation of smart city is being promoted to improve the quality of life of citizens and promote sustainable urban development. In Korea, visions and strategies for the creation of smart city have been presented for each ministry within the government. But they are proposed from the standpoint of each ministry, not from the national level. Therefore, it is necessary to establish a vision and core strategies at the national level. In this study, the problems of Korea smart city were derived, and a smart city vision was established as a solution. In addition, STEEP analysis was conducted through Korea and overseas smart city status analysis and literature review, and based on this, CLDs (Causal Loop Diagrams) were drawn up to derive major smart city strategies. The smart city vision and major strategies proposed in this study are expected to be helpful in setting the direction for future successful smart city creation.

Consideration of Traditional Markets' Impact on the Self-Consciousness of Retailers: A Focus on the S Marketing Area (전통시장 상권 활성화에 대한 상인들의 의식구조 고찰 : S상권을 중심으로)

  • Purpose - This study used empirical methods to investigate the consciousness structure of vendors in the S marketing area, which is a commercial revitalization district in the country, and examined its effect on their business activities. Based on the results derived through the performance of an actual proof analysis, this study aims to facilitate the promotion of changes in the consciousness structures of traditional market vendors, with a view to allowing them to adapt to the current economic realities in the country. Further, this study aims to provide suggestions that would improve the efficiency of the commercial revitalization program of the government. Research design, data, and methodology - This study examined all the stores in the S marketing area using a questionnaire survey conducted over three weeks beginning on July 4, 2012, and involved the performance of a data analysis on 1,859 samples. The questionnaire consisted of two parts. The first part addressed the market revitalization and the second part addressed the store management strategies. Questionnaire responses were calibrated based on a Likert scale. Statistical analysis was conducted using PASW version 18.0. Results - The results of the analysis of the consciousness structure of merchants in the S marketing area have led to the discovery that they have a medium level of satisfaction with market revitalization. There was a difference in the perceptions of the concept of store management between merchants and customers. Merchants have poor strategies for store management, which do not go much beyond an imitation of the practices of large domestic discount stores. Conclusions - The appearance of big discount stores and the accompanying changes in people's consumption patterns have led to a decline in local market areas. The government has sought new ways to secure autogenic power for local markets. To create regional economies, the government enacted a revised "Law for creating traditional markets and shopping streets" in 2010 and introduced a commercial district revitalization program. This program, which originally supported only the S marketing area, has subsequently expanded into neighboring shopping districts so that the whole of the regional market can be revitalized. However, since the revitalization of the traditional market and the government support required for it were mostly limited to facilities, the result has not proved to be effective. Although there are several reasons why the government investment was characterized by poor efficiency, traditional market vendors' consciousness structure, which did not adapt well to the vagaries of time and its consequent changes, was a major cause. Only when vendors have a true merchant spirit can they have a real service focus that will enable them to clearly understand the distribution organization. This will have the effect of bring about complete customer satisfaction and will ensure the survival and development of traditional markets.

Strategies for Multilateral Development Banks Utilization to Enhance International Construction Competitiveness (해외건설 수주경쟁력 강화를 위한 다자간개발은행 활용 방안)

  • Korean construction companies have maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasing global economy uncertainties. However, Korean construction companies have relied heavily on the general types of projects in Middle East and Asia although the portion of different types of projects such as Build-Transfer-Operate (BTO), Build-Transfer-Lease (BTL), and Public-Private-Partnership (PPP) has been increasing in the market. When delivering huge projects requiring contractors deal with activities from project planning to operation, securing finance sources and profitability is deemed critical. Therefore, Korean construction companies need more attentions on the construction market supported by Multilateral Development Banks. However, Korean construction companies have not utilized effective strategies for the market entry and also government supportive policies are not useful enough to help construction companies. This study aims both to analyze the contract structure of Korean construction companies for presenting critical factors that need to be prepared and to suggest various methods that can be applied to support construction companies that have much interest in the Multilateral Development Banks. According to the results of study, it is important that Korean government provide structural information system, make a specialized organization, prevent over-heating among Korean construction companies, and collaborate with Official Development Agency. In addition, it appeared that the fairness and financial stability of project have recognized main advantages of the Multilateral Development Banks.

A Study on the Effect of Technological Innovation Capability and Technology Commercialization Capability on Business Performance in SMEs of Korea (우리나라 중소기업의 기술혁신능력과 기술사업화능력이 경영성과에 미치는 영향연구)

  • With the advent of knowledge-based society, the revitalization of technological innovation type SMEs, termed "inno-biz" hereafter, has been globally recognized as a government policymakers' primary concern in strengthening national competitiveness, and much effort is being put into establishing polices of boosting the start-ups and innovation capability of SMEs. Especially, in that the inno-biz enables national economy to get vitalized by widening world markets with its superior technology, and thus, taking the initiative of extremely competitive world markets, its growth and development has greater significance. In the case of Korea, the government has been maintaining the policies since the late 1990s of stimulating the growth of SMEs as well as building various infrastructures to foster the start-ups of the SMEs such as venture businesses with high technology. In addition, since the enactment of "Innovation Promotion Law for SMEs" in 2001, the government has been accelerating the policies of prioritizing the growth and development of inno-biz. So, for the sound growth and development of Korean inno-biz, this paper intends to offer effective management strategies for SMEs and suggest proper policies for the government, by researching into the effect of technological innovation capability and technology commercialization capability as the primary business resources on business performance in Korean SMEs in the light of market information orientation. The research is carried out on Korean companies characterized as inno-biz. On the basis of OSLO manual and prior studies, the research categorizes their status. R&D capability, technology accumulation capability and technological innovation system are categorized into technological innovation capability; product development capability, manufacturing capability and marketing capability into technology commercialization capability; and increase in product competitiveness and merits for new technology and/or product development into business performance. Then the effect of each component on business performance is substantially analyzed. In addition, the mediation effect of technological innovation and technology commercialization capability on business performance is observed by the use of the market information orientation as a parameter. The following hypotheses are proposed. H1 : Technology innovation capability will positively influence business performance. H1-1 : R&D capability will positively influence product competitiveness. H1-2 : R&D capability will positively influence merits for new technology and/or product development into business performance. H1-3 : Technology accumulation capability will positively influence product competitiveness. H1-4 : Technology accumulation capability will positively influence merits for new technology and/or product development into business performance. H1-5 : Technological innovation system will positively influence product competitiveness. H1-6 : Technological innovation system will positively influence merits for new technology and/or product development into business performance. H2 : Technology commercializing capability will positively influence business performance. H2-1 : Product development capability will positively influence product competitiveness. H2-2 : Product development capability will positively influence merits for new technology and/or product development into business performance. H2-3 : Manufacturing capability will positively influence product competitiveness. H2-4 : Manufacturing capability will positively influence merits for new technology and/or product development into business performance. The followings are the research results : First, as for the effect of technological innovation on business performance, the technology accumulation capability and technological innovating system have a positive effect on increase in product competitiveness and merits for new technology and/or product development, while R&D capability has little effect on business performance. Second, as for the effect of technology commercialization capability on business performance, the effect of manufacturing capability is relatively greater than that of merits for new technology and/or product development. Third, the mediation effect of market information orientation is identified to exist partially in information generation, information diffusion and information response. Judging from these results, the following analysis can be made : On Increase in product competitiveness, directly related to successful technology commercialization of technology, management capability including technological innovation system, manufacturing capability and marketing capability has a relatively strong effect. On merits for new technology and/or product development, on the other hand, capability in technological aspect including R&D capability, technology accumulation capability and product development capability has relatively strong effect. Besides, in the cast of market information orientation, the level of information diffusion within an organization plays and important role in new technology and/or product development. Also, for commercial success like increase in product competitiveness, the level of information response is primarily required. Accordingly, the following policies are suggested : First, as the effect of technological innovation capability and technology commercialization capability on business performance differs among SMEs; in order for SMEs to secure competitiveness, the government has to establish microscopic policies for SMEs which meet their needs and characteristics. Especially, the SMEs lacking in capital and labor are required to map out management strategies of focusing their resources primarily on their strengths. And the government needs to set up policies for SMEs, not from its macro-scaled standpoint, but from the selective and concentrative one that meets the needs and characteristics of respective SMEs. Second, systematic infrastructures are urgently required which lead technological success to commercial success. Namely, as technological merits at respective SME levels do not always guarantee commercial success, the government should make and effort to build systematic infrastructures including encouragement of M&A or technology trade, systematic support for protecting intellectual property, furtherance of business incubating and industrial clusters for strengthening academic-industrial network, and revitalization of technology financing, in order to make successful commercialization from technological success. Finally, the effort to innovate technology, R&D, for example, is essential to future national competitiveness, but its result is often prolonged. So the government needs continuous concern and funding for basic science, in order to maximize technological innovation capability. Indeed the government needs to examine continuously whether technological innovation capability or technological success leads satisfactorily to commercial success in market economic system. It is because, when the transition fails, it should be left to the government.

Direction of Policy on Long-term Strategy Development for BIM (BIM 중장기전략 수립을 위한 정책방향 설정)

  • Introduction of BIM(Building Information Modeling) was led by public institutions, and all buildings over a certain size were obligated to apply BIM. However, through various attempt to apply BIM to actual practice, people had doubt whether it is a usable technology in reality appeared. Therefore, this study investigated cases about implementation strategies of foreign countries, and conducted survey on BIM performances and preparation in architectural design firms. On the basis of this, it suggests the long-term development strategy of BIM and the basic direction of road map to adopt BIM effectively to domestic architectural design market. After considering the cases abroad and the results of survey, it is identified that incentive policies supporting finance and education should be carried out together with partially obligation method led by government in order to introduce BIM into architectural design market effectively by reflecting current situation of architectural design firms.

The Development Directions of Health Tourism in Gangwon Province by Participation of Local Governments and Health Care Industry (자치단체와 병.의원 협력에 의한 강원도 의료관광 발전방향)

  • Gangwon province has been chosen as a health tourism site by one of the nation level projects from 2008. This study surveyed local governments in the province in 2009, in order to develop suitable approaches to health tourism for the province. From the result, all respondents supported the health tourism in their city. Furthermore, an appropriate type of health tourism for the province identified as health promotion whereby the natural environment rather than advanced medical care. To respond to this, cooperation between local governments and hospitals is important, thus Gangwon province should seek the strategies for this.

Provisional National Nutrition Targets and Strategies for Health Promotion of Koreans (국민건강증진을 위한 영양 부문의 2000년 잠정목표와 전략)

  • This study attempts to propose a priority of national nutrition targets and strategies for health promotion by the year 2000 in Korea, as a part of the task set for national health promotion objectives and strategies. Among all of the important health issues raised, ten were chosen, nutrition was one priority area. In the first part, the current status of the nutrition-related health problems and risk factors are reviewed, in conjunction with the newly arisen health phenomena, such as changes in prevalence of lifestyle disease and causes of death, changes of food consumption patterns in our country. In the second section this study suggests six feasible national nutrition targets, eight implementing strategies and current major tasks on the basis of the assessment of present status and in consideration of the other health promotion goals and strategies, with reference to that of other developed countries. The main targets and strategies are suggested as follows ; Firstly, the national nutrition monitoring and surveillance system should be established for identifying the nutritional problems for our people, and current National Nutrition Survey is a strong need for improvement to a more comprehensive and reliable one. Secondly, effective administrative mechanism should be operation at national level for the development of nutrition policy. Ministry of Health and Welfare (MOHW) as well as local health department must be remarkably renewed and strengthened the nutrition section. And it is recommended that MOHW organize and operate “The Council of Nutrition”, in which all government authorities related with foodstuffs and nutrition would incorporated. The Council of Nutrition would act as an adjustor as well as a coordinator in nutrition related policy-making. Thirdly, healthy eating pattern will be supported by activities of introducing a nutrition labeling for providing consumers with the necessary information and skills for food selection. Fourthly, nutrition education, and nutrition intervention programs will be carried out in various settings such as health centers, schools, and clinical fields and workplace. Fifthly, the current dietary guidelines shall be continuously improved in detail, and publicly circulated to particular levels of people by age group and by health condition. And finally, researches and epidemiological studies particularly in regard to diet for development of chronic diseases are needed for more investigation and up-to-date national health and nutrition data should be collected with the support and cooperation from the various medical professional teams .   • Movement of Province Government Office of Chungcheongnam-do is pursued to balance regional development of South Chungcheong Province. The Head Office was built in Naepo area(Hongsung & Yeasan) which is located in the center of Chungnam geographically to promote balanced regional development. Stage two goals for 2015 of city construction is staying at the level of 20 %. The cause is very complicated, but it can be explained by central government agencies in the establishment of the Sejong City and relocation of the central government policy support. This study is looking for new strategies to get competitive power and Regional Festival which leads the mood and industry in the new city, Naepo.

Neoliberal Energy Policy and the Limits to 'Green Growth' (신자유주의적 에너지정책과 '녹색성장'의 한계)

  • The current government tries to pursue a series of energy plans and strategies which have been recently established under the banner of 'green growth'. Although there have been several critical comments on the energy policy, the structural background under which the energy policy has been established and implemented has not yet been scrutinized. This paper understands the current government's strategy for 'green growth' and energy policy as a process of neoliberalization. In particular, the energy policy is characterized as industrialization, marketization, technologization, and financialization of energy, which bring about a lot of detailed issues. This kind of 'green growth' strategy is far from the model of sustainable development, and rather seems to be well interpreted in terms of what Harvey calls 'accumulation by dispossession'. As the government's strategy for 'green growth' and energy policy denies the roll of citizens and civil society which would mediate and arbitrate the contradiction between environment preservation and economic growth, and conflicts between market mechanism and state intervention, so alternatives to the 'green growth' strategy should be orientated to a citizen-participating and civil society-led energy policy.

The Status and Suggestions for Big Data Adaptation in the Government and the Public Agency (정부 및 공공기관에서의 빅데이터 활용에 대한 현황 및 실행방안 제안)

  • Volume in data storage is growing more than ever before. This phenomenon is caused by the participation of governments and firms as well as general users. As for big data, governments and public agencies are likely to play important roles in applications since they can access and operate personal data for public purposes. In this study, the author examined the status and countermeasure of big data from different countries and drew some common grounds. The suggestions are as follows. First of all, securing manpower and technology have to take precedence. In addition, share and development between the government and the private sector are required. And organizations should come up with long-term strategies along with the development of data loading and analysis. In conclusion, the author propose the recognition of the importance of data management, privacy protection and the expansion of field application possibilities for political usage of big data.
