The establishment of the WTO system means that the global age of trade has officially arrived. Since the integration of the world economy brings about the free movement of goods and services between nations, it is inevitable that sea-bound freight will continue to increase. A recent World Bank report says that China and Korea will be the first and seventh largest economic Powers, respectively, by the year 2020. In particular, the Korea peninsula has a geo-political advantage in being developed as a major Northeast Asian container center. Moreover China's swift uprising needs new order of trade for economy belt in Northeast Asia. Therefore, it can be said that Kunsan Port. which has already been designated as a free trade zone, has greater potential to rise as a regional beach-head port and main region for foreign investment. As such. Kunsan Port will play a major role in accelerating the emergence of the West Sea in international trade. There are several strategies for developing Kunsan Port into a central container port: 1) develop Kunsan port Into an import/export front base f3r multinational corporations, 2) develop Kunsan container port into the core composite container-linked central port, 3) attract foreign investment to the Kunsan Free Trade Area so as to promote balanced development among the regions of Korea, 4) support the central government and local governments to accelerate the coming of the "West Sea Era." These recommendations call for urgent implementation.
In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

South Korea is at an important juncture in its history to decide whether to continue its investment to become a first-mover of artificial intelligence (A.I.) platform technology or stay as a fast follower. This paper compares South Korea's A.I. platform capacity to that of the United States, China and the European Union by reviewing publicly opened documents and reports on AI platform strategies and policies using the three elements of the national innovation capacity: common innovation infrastructure, cluster-specific conditions, and quality of linkages. This paper found three major areas the South Korean government can focus on in the A.I. platform industry. First, South Korea needs to increase its investment in the A.I. field and expand its public-private collaboration activities. Second, unlike the U.S. and the U.K., South Korea lacks data protection policies. Third, South Korea needs to build a high-performance system and environment to experiment with artificial intelligence technology and big data.
Since the early 1990s, cluster-based policies have been celebrated as the basis of successful regional industrial and technological development strategy by encouraging regional innovation and technological spillover. Most recently, the Korean government has also begun to seek to initiate some strategies for promoting industry clusters. However, it is problematic that the cluster policies still focus on attracting related firms and establishing supporting agencies and physical infrastructures rather than improving social and institutional dimensions for cluster development such as social capital, networks, social learning capabilities, the governance of regional innovation. In this paper we attempt to elucidate social and institutional dimensions for cluster development and suggest some policy agenda to promote innovative cluster.
The successful development of science parks is dependent on the relevance and delivery of a range of value propositions they offer to their stakeholders. Experience has shown that the benefits of these value propositions are 'place based' and 'time dependent', influenced by the prevailing technology, social and business environments in which they operate, and the relationship that is developed between entrepreneurs, corporates, academia and government in creating these projects, and their performance is dependent on economic, physical and networking assets they create and deploy. This paper looks at some of the history that has influenced the development of parks, lessons learnt from their planning, development and operation. It reviews these details in the context of delivering value propositions in the context of temporal, spatial, technology and entrepreneurial profile of the new idea of 'innovation districts', influencing 'city planning' and supporting 'smart specialisation strategies'.
Objectives: The purposes of this study were to describe comprehensive health promotion policies for university students in Korea and to discuss the implications based on the socio-ecological approaches. Methods: A web-based search was performed to identify empirical programs and literature to develop health promotion policies and strategies in university settings. Results: Five domains for policy development are suggested for comprehensive health promotion policies in universities: evidence-based policy development; establishment of supportive policy through network and partnership; infrastructure of university; systems approach with education, environment, enforcement and policy tailored for universities; and sustainability for policy implementation. Conclusions: For healthy universities and students, government, community, health professionals, organizations and universities are all responsible as main agents for the five domains suggested in this study. Multi-level approaches with political, organizational and environmental changes should be sustained as an ongoing process.
A review of dairy development and crossbreeding programmes in Malaysia since 1953 is undertaken, based on the relevant literature and the writer's experience. The need for higher domestic milk production and the role of crossbreeding in the realization of this objective is explained. A retrospective evaluation is made of the past crossbreeding programmes and of the decision to use temperate dairy breeds for the purpose. Current dairy development under the 'New Economic Policy' of the Malaysian government and the major problems connected with the importation of high-milk producing animals are discussed. To overcome existing constraints, future strategies for crossbreeding and dairy development, based on long-term objectives, are proposed. It is concluded that crossbreeding will only be useful if the introduction of high yielding dairy animals is combined with an improvement of existing husbandry systems.
Purpose - Transnational corporations (TNCs) have influenced drastic changes (financial services, manufacturing, labor, technology transfer) in Central Eastern Europe (CEE). This paper examines the indirect changes in the CEE pattern of industrial development and market distribution. Research design, data, and methodology - Over 25 years, neighboring (or rival) countries competed to attract TNCs as a double-edged strategy for privatization and debt reduction. Through their experience attracting foreign direct investment (FDI), many countries started to reflect aspects of national capitalism. Countries also began to realize in 2010 that TNCs sought to enter markets with more favorable conditions for export-oriented manufacturing. Results - The analysis reveals that TNC investment strategies were aimed at eliminating local competition to acquire industrial "brown fields" to convert into "green fields." CEE countries have since strengthened their national systems and the support of large-scale state-owned enterprises and small and medium-sized start-up enterprises. Conclusions - CEE has changed based on industrial development and a regional structure of TNC market distribution and associated government policies. The pattern toward flexible markets gives countries the ability to further their economies.
South Korea has had a rich history of independent thinking and self-reliance since the Korean Conflict. The war left the country the need for infrastructures in a variety of fields. Instead of relying on aid from foreign nations, however, key figures within South Korea's borders fathered the nation's first government-funded scientific and engineering institute, the Korea Institute of Science & Technology (KIST). Even though KIST encountered numerous obstacles, its commitment to research and development (R&D) would ultimately allow it play a crucial role in the rebuilding of the country. Since a government design department office was set up in 2007, active design projects have been implemented. With this opportunity, each local self-governing organization has improved its administration and institutions, and are planning intensive research on public design for efficient execution of public design projects. However, recent public design projects have caused many problems due to unspecialized design processes, a lack of cooperation with relevant organizations, and unsatisfactory management systems after projects. Therefore, to overcome such problems in the execution of public design projects, a procedure-centered model should be developed. This study aims to analyse the process structures for the strategic execution of public design projects, and the methods and content of the execution process. For this purpose, this study looked into the process structures of public design projects based on design management strategies in order to draw suggestions needed for the execution process through advanced cases. The study is summed up as follows: First, when the process of public design projects was examined in terms of management strategies and design management strategies, it included two dimensions: the management structure of general projects and the design of development projects. Secondly, through the analysis of public design cases, this study discovered useful methodologies and the main programs used and drew suggestions needed for each step in public design projects. It is expected that the results of this study will be helpful for the development of a process model appropriate for national public design projects based on the current status of the project execution and to make a contribution to systematic development in national public design.
