A study of joint development strategies of recognition and collaboration about green growth between local government and company in Dae-gu and Kyoung-buk Area (저탄소 녹색성장에 대한 인지도 향상 및 협업에 관한 연구 - 대구.경북지역을 중심으로)

  • Under the effectuation of Green growth from last year, It was surveyed in this study that how recognize of local government and companies in Dae-gu and Kyoung-buk Area. For this purpose, in order to see the present situation, the perception and influence to the Green growth was surveyed and analyzed. The result was that local government and companies were big differences in many items between the compared companies which are different. On the basis of this analysis, It was suggested what and how the companies and the government have to do in order to improve the perception of Green growth and make a new business chances.

Private sector engagement in large scale solar power deployment in Sri Lanka: Role of green climate fund

  • Sri Lanka has strongly understood the importance of mitigation of climate change and various measures have been taken. To tackle the climate change, after ratifying Paris Agreement, Sri Lanka has pledged to reduce her greenhouse gas emission in the energy sector by 20% (16% unconditional and 4% conditional) by 2030 based on the BAU scenario. Simultaneously, the government introduced its new energy policy and strategies in 2019 with a vision of achieving carbon neutrality by 2050. This paper survey related key government documents, policies, reports, and academic articles to investigate opportunities for the private sector to invest large scale solar power deployment (10 MW or above) and to get support from climate finance under article 6 of the Paris Agreement. It has found, growing concern on the environment, energy security issues and increase import expenses for fossil fuels are the main influencing factors to move renewable sources. Further, government investment and FDI both have gradually decreased in the energy sector. Therefore, an alternative financing mechanism is needed. Although the private sector allowed investing in the energy sector since 1996 with the introduction of IPP (Independent Power Producers), it could not make considerable progress on involving large scale solar utility projects. This has revealed government policy is not aligning with the long term generation plan of the electricity sector. The study has also found, it needs more strategic road map, coordination with different institutions, monitoring system to enhance large scale solar contribution.

  • Various information and communication technologies (ICT) and electronic government (e-Government) projects have been planted in hopes of economic and social growth in developing economies. These types of ventures usually involve working in societies with their own unique cultures in various aspects that often cause "custom ways" of planning, implementing, coordinating, and controlling in IT projects, thus playing a grand role in determining the success of IT projects. Due to a lack of understanding of local cultural factors and a deficiency of cultural risk evaluation models, however, many IT projects especially in the context of developing economies face failure. This study investigates the major cultural factors involved in IT projects and their effects on IT projects in developing economies. The framework is validated using the United Nations Development Programme's (UNDP) information and communication technology (ICT) and e-Government project cases of two countries in Central Asia, Uzbekistan and Kazakhstan. This study will help project managers develop management practices and strategies associated with the cultural factors they face during the various stages of their IT projects in their specific contexts.

Development of Korean Green Business/IT Strategies Based on Priority Analysis (한국의 그린 비즈니스/IT 실태분석을 통한 추진전략 우선순위 도출에 관한 연구)

  • Recently, the CO2 emission and energy consumption have become critical global issues to decide the future of nations. Especially, the spread of IT products and the increased use of internet and web applications result in the energy consumption and CO2 emission of IT industry though information technologies drive global economic growth. EU, the United States, Japan and other developed countries are using IT related environmental regulations such as WEEE(Waste Electrical and Electronic Equipment), RoHS(Restriction of the use of Certain Hazardous Substance), REACH(Registration, Evaluation, Authorization and Restriction of CHemicals) and EuP(Energy using Product), and have established systematic green business/IT strategies to enhance the competitiveness of IT industry. For example, the Japan government proposed the "Green IT initiative" for being compatible with economic growth and environmental protection. Not only energy saving technologies but energy saving systems have been developed for accomplishing sustainable development. Korea's CO2 emission and energy consumption continuously have grown at comparatively high rates. They are related to its industrial structure depending on high energy-consuming industries such as iron and steel Industry, automotive industry, shipbuilding industry, semiconductor industry, and so on. In particular, export proportion of IT manufacturing is quite high in Korea. For example, the global market share of the semiconductor such as DRAM was about 80% in 2008. Accordingly, Korea needs to establish a systematic strategy to respond to the global environmental regulations and to maintain competitiveness in the IT industry. However, green competitiveness of Korea ranked 11th among 15 major countries and R&D budget for green technology is not large enough to develop energy-saving technologies for infrastructure and value chain of low-carbon society though that grows at high rates. Moreover, there are no concrete action plans in Korea. This research aims to deduce the priorities of the Korean green business/IT strategies to use multi attribute weighted average method. We selected a panel of 19 experts who work at the green business related firms such as HP, IBM, Fujitsu and so on, and selected six assessment indices such as the urgency of the technology development, the technology gap between Korea and the developed countries, the effect of import substitution, the spillover effect of technology, the market growth, and the export potential of the package or stand-alone products by existing literature review. We submitted questionnaires at approximately weekly intervals to them for priorities of the green business/IT strategies. The strategies broadly classify as follows. The first strategy which consists of the green business/IT policy and standardization, process and performance management and IT industry and legislative alignment relates to government's role in the green economy. The second strategy relates to IT to support environment sustainability such as the travel and ways of working management, printer output and recycling, intelligent building, printer rationalization and collaboration and connectivity. The last strategy relates to green IT systems, services and usage such as the data center consolidation and energy management, hardware recycle decommission, server and storage virtualization, device power management, and service supplier management. All the questionnaires were assessed via a five-point Likert scale ranging from "very little" to "very large." Our findings show that the IT to support environment sustainability is prior to the other strategies. In detail, the green business /IT policy and standardization is the most important in the government's role. The strategies of intelligent building and the travel and ways of working management are prior to the others for supporting environment sustainability. Finally, the strategies for the data center consolidation and energy management and server and storage virtualization have the huge influence for green IT systems, services and usage This research results the following implications. The amount of energy consumption and CO2 emissions of IT equipment including electrical business equipment will need to be clearly indicated in order to manage the effect of green business/IT strategy. And it is necessary to develop tools that measure the performance of green business/IT by each step. Additionally, intelligent building could grow up in energy-saving, growth of low carbon and related industries together. It is necessary to expand the affect of virtualization though adjusting and controlling the relationship between the management teams.

  • This study was carried out to set up the effective development strategy for resources industry of Chungnam Province. Data were gathered from relevant organizations and several times of brain storming was conducted by specialists in the field of animal science. The results obtained were as follows; 1) It was found by SWOT analysis that pig, cow, poultry, pets and selected fishes were desirable items as promising animal resources(Table 9). 2) According to the road map of animal resources industry for Chungnam Province, the principles and strategies were needed for the implementation of the industry(Fig. 3). 3) It was recommended that each city and county should develop their major animal resources industry(Fig. 4). 4) For synergy effect of development strategy as animal resources industry, networking among universities, industries, and government organizations, etc. is needed.

  • This paper focuses on establishing strategies to ensure entry to the Uzbekistan in the process of developing business opportunities and managing industry. The study provides initiatives to maintain industrial competitiveness as well as policy guidance for entry and management on the Uzbekistan's industry. The most prominent feature of Uzbekistan's industrial development policy during the past decade is that it has undertaken an integrated policy approach to development which brought about sustainable economic development. In this development process, trade policy, manpower development policy, and technology policy were well coordinated and complementary to industrial policy in the Uzbekistan. This paper attempts to analyze Uzbekistan's custom and system in terms of broad industrial policy concept through resource and economic environment of Uzbekistan and to derive some lessons of market evaluation and policy implication for Korean government and industrial line.

A Study on the Public Data Activation Strategy based on App Developed by Non-Profession User

  • In Korea, the act for promoting use of the public data has been enforced since 2013. The Key Government 3.0 Strategy was established for providing the public data as an obligation of public authorities for users to use them free of charge. The aim of open public data and using them targeted by the government is creation of a solution for vitalizing the economy by using the public data. However, the reason for low usability and tangible outcomes despite unlimited provision of open government data is as follows. That is, it is essential to address the issue of difficult software technology required to access public data for using the data. However, with the open API method currently provided, the development procedure is not easy even for IT students or specialized software developers. Therefore, strategies for each step ideal for the level of developers are required to vitalize applications based on the public data and developed by ordinary users. Two strategic methods can be used for facilitating the use of public data and applications developed by ordinary users suggested in this paper on the basis of the public data portal organized by the Ministry of the Interior and provided to all ordinary users. That is, they are applications developed in the web browser environment and those developed in the PC environment. They allow ordinary users to develop and distribute applications based on the public data to contribute to enforcing the policy for facilitating the use of public data of the government just with basic training and basic knowledge from the training without using program coding knowledge of open API which requires the knowledge of development professionals.

The concept of community oriented health education is a basic one and it provides the key to success of the health care program.   • Freight Forwarders is very important of logistics industry but it still has a lot of problems which have to be improved. The purposes of this study are realizing the current state of freight forwarders and suggesting the developing strategies. It is necessary to make proper size, develop of human resource and construct of information system for development of freight forwarders. Furthermore, it requires more efforts of company and government such as support of tax, support of investment in freight forwarders.

Development Strategies for Rural Tourism in Nam Hae (남해군 농촌관광의 기본방향과 추진전략)

  • This study tried to examine the possibility of rural tourism policy in Nam-Hae county and to provide a strategy for development of the local economy. It was carried out on a basis that the rural tourism businesses are operated by the local government(Nam-Hae county office). In doing so, this study investigated social, cultural and geographical characteristics and the regional tourism resources of Nam-Hae area. Based on the survey, it classified the types of rural tourism and suggested provisional tourist maps by the type. This study assumed that the local government has a full responsibility for the rural tourism businesses from the initial stage of setting up development plans to the operation of the businesses. Rural tourism theme courses of each small-position area provided tourists with tour courses and time schedules depended on geographical features of the areas. It produced a map that actually makes possible the theme rural tourism. The conclusion of this study is that the quality of living in Nam-Hae county would be improved with the rural tourism businesses which lead to increase in farm household income and to develop local settlement areas.
