Classical Literature Analysis: Government Development Strategies for Improving Economy in Joseon Dynasty Period

  • The Joseon Dynasty lasted for 618 years, from 1392 to 1910, and is regarded as one of the development periods of Korea in various areas, including politics, culture, economy, and society. During this period, the government undertook various measures to try to change the state of the economy and generally transform people's living standards. These were some of the strategies founded on Confucianism, which focused on the right way to govern and manage the economy to attain prosperity for the society. The present study explores government development strategies for improving the economy in Joseon Dynasty period using comprehensive literature analysis via Kci, Scopus, Web of Science databases. Indeed, agricultural transformations during the Joseon dynasty clearly show that knowledge and innovation were critical for encouraging agricultural growth. Therefore, today's South Korean government can implement technological advancement and research to improve its agricultural value chain and food security. Many farmers lack knowledge about improved methods of practicing agriculture or have inadequate capital to invest in research and development; these issues can be dealt with by the relevant government agencies putting in place necessary policies and creating awareness through educational programs and articles.

  • Purpose: To develop strategies for research and development (R&D) in nursing service based on the policy direction of government supported R&D in Korea. Methods: This was a descriptive study to develop strategies for promoting R&D in nursing by analyzing investment trends and status quo, policy directions, and implementation of the details of government supported R&D through government reports, websites of relevant agencies and literature reviews. Results: Few nursing experts participated in clinical research on overcoming major diseases and in R&D for well-being and care. Development of nursing topics that meet the direction of government supported R&D were lacking. Insufficient implementation of nursing service R&D in a timely manner equipped with a performance-based system. Few research studies in R&D projects that included research using big data or contributing to developing medical instruments. Finally, an insufficient number of nursing specialists participated on government R&D advisory committees. Conclusion: For nursing service R&D development efforts should be toward quantitative expansion and qualitative improvements by sensitively recognizing policy direction of government supported R&D. The promotional capacity of nursing service R&D must be reinforced through a multidisciplinary approach and collaborative association with other professionals and the inclusion of nurse specialists on government R&D advisory committees.

한국의 방산수출 전략 연구 (A Study of The ROK's Defense Exporting Strategies)

  • Defense industry as 'a new dynamics of economic growth' policy implies driving policy of defense products' export. The purpose of this study is to suggest suitable strategies to meet with such policy in terms of region and individual nation. The strategies towards advanced region are joint sale strategy for the third countries, extension strategy of trade-off and development strategy of products to exploit niche markets. The strategies towards non-advanced regions are package strategy including exchange of economic development know-how, strengthening strategy of relationships to leading groups in national decision-making processes, exploit strategy of sales market through transfer discard and surplus equipments to other nations, government to government sale strategy towards countries holding low leveled equipment maintaining and management abilities. Finally, successive strategies require leaders' will, active sales diplomacy and active international cooperations of defense industry.

Plans and Strategies for UBcN Networks and Services

  • The broadcasting & telecommunication services in the future will be converged and be serviced on mobile devices. However, the current ICT infrastructure does not fully meet the future demand for those converged, realistic, intelligent, and personalized services. The Korean government is going to establish a high speed next generation network called UBcN (Ultra-Broadband Convergence Network) by 2013. The Korean government has announced a multi-year plan to establish an UBcN network and to discover and stimulate new converged services for an UBcN in January, 2009. The author of this paper has taken part in formulating development plans since the early stages of planning. In this paper, Korea's development plans for the next generation network and their development strategies are analyzed and discussed based on the author's experience. The paper also discusses the expected impacts of the plan for the future ICT industry, and the implications of government-driven development plans.

  • Since the 90's, the world's aerospace industry have been experienced the era of radical changes. We make a comparative study about the 10 countries government policies and corporate strategies changes in this era. In this study, we figure out aerospace industry's evolutional patterns and factors through evolutionary perspective, and then, proposed development strategies and implications for Korea's aerospace industry.

S&T Policy Directions for Green Growth in Korea

  • To achieve the "low carbon green growth" vision, the first step is securing core technologies. Therefore, S&T policy direction for green technology development is urgently needed. As of 2008, investment in green technology (GT) development hovered around 10% of the government's total R&D budget. Thus, the Korean government developed a plan to increase that percentage to 15%, by 2013. To develop reasonable investment strategies for green technology development, targeted strategies that reflect technology and market changes by green technology area are needed. However, the overall planning and coordination of national GT development is currently split among, approximately, 10 government ministries. To establish an efficient green technology development system, the so-called "Green Technology R&D Council" should be launched in collaboration with the Presidential Committee on Green Growth and the National Science and Technology Council. Furthermore, to build a solid foundation for commercializing the outcomes of GT development projects and promote GT transfer, the government should undertake two initiatives. First, the government should reinforce GT R&D performance management, by establishing a GT R&D performance management and evaluation system. Second, the government should implement the "customized packaged support for promoting green technology business rights and commercialization" and present "e-marketplace for market-oriented green technologies". Creating a pan-ministerial policy for GT development policy would necessitate restructuring the HR(Human Resources) development system, which is currently separated by technology area. Based upon mid/long-term HR supply and demand forecasts, the government should design differentiated HR development projects, continuously evaluate those projects, and reflect the evaluation results in future policy development. Finally, to create new GT-related industries, the "Green TCS (Testing, Certification, and Standards) System" needs to be implemented. For objective evaluation and diffusion of R&D results by green technology area, a common standardization plan for testing, analysis, and measurement, like the "Green TCS", should be developed and integrated.

A Study on the Possibility of E-Government Procurement in China

  • Purpose - This paper aims to study what is impacting the development of e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurement, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. Design/methodology - This study is to provide a systematic literatures review on what is impacting the development of e-Government Procurement in China. Hence, based on western research, Chinese literiatures are used for this study. Findings - To penetrate the e-procurement of the Chinese government, the acquisition of government procurement certification is necessary. Secondly, the qualification of "Made in China" is one way to join the market. And finally for Korean companies to enter the procurement, it is necessary to provide products to the public institutions such as universities, hospitals and social organizations and to the state-owned enterprises. Originality/value - This paper aims to study what is impacting the development of the e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurements, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. These originalities can be expected to give understanding of Chinese e-govenment procurement and insight for strategy for both Korean enterprise and relavant academic circles.

Effective Patent Strategies for the Protection of Research Results

  • Objective: This study provides strategies of how to effectively convert an invention, created at universities or government-funded research institutes, into a strong patent with the clear understanding of its unique technological characteristics. Background: Regardless of the amount of research funds available in our country and the decent number of intellectual property rights created using the funds, there was a deficit of more than KRW 6 trillion in the technology trade balance related with intellectual property rights in the year of 2014. One of the reasons was that the vast number of patents that were being produced by universities or by government-funded research institutes were merely performance-based patents, namely, so called "patents for patents". Another reason is that developed technology from research and development could not be transformed into a strong patent right properly due to the lack of related knowledge. Method: After reviewing various references mentioned on the patent strategies, the definition of a strong patent and the strategies of producing a strong patent for an invention drawn out from research performance will be supplied. Results: To produce a strong patent right at universities or government funded research institutes, one should use strategies for strong specifications, strategies of product patents and method patents, strategies of patent portfolios, strategies of know-how, strategies of inventions defined by numerical limitation and strategies of parameter inventions for a more strategic approach. Conclusion: Strong patent rights will be produced with the use of effective patent strategies provided in this study. Application: It is estimated that the results of this study will aid the establishment of strong patents for inventions developed by research performance at universities or government-funded research institutions.

GIS기반 전자지방정부 발전단계모형 연구 (A Study on the Development Phases of GIS based E-government)

  • 행정의 효율성과 대민서비스를 향상시키기 위해 추진하고 있는 전자정부 구축은 주로 문자 숫자 형태의 정보를 대상으로 하고 있다. 이는 전자정부가 제공하는 정보나 서비스가 양적.질적 한계를 가질 수밖에 없는 원인이 되고 있다. 이 연구는 전자지방정부가 제공하는 정보와 서비스의 질을 향상시키기 위해 GIS 기반의 전자지방정부를 구현하는 전략과 틀을 제시하고자 하였다. 이를 위해 전자지방정부가 무엇을 지향하며, 이를 어떻게 효율적으로 고도화할 것인가를 제시하는 전자지방정부 발전단계를 제시하고, 각 단계를 성숙발전 시키기 위한 GIS활용전략을 제시하였다. 이 연구에서 제시한 전자지방정부 발전단계 모형은 전자지방정부가 어떤 방향으로 진화할 것인가 또는 진화해야 하는가를 예측하게 해주는 역할을 할 수 있을 것으로 기대된다.

서비스 부문의 기술혁신목적별 정부 지원제도의 활용도 분석 연구 (Data Mining for the Effectiveness of Government Support Strategies for Technology Innovation in Service Sectors)

  • In today's competitive global environment, technological innovation is an important issue. Many countries are devising national level strategies to further strengthen industrial capacity in support of innovative companies. South Korea is no exception, and multiple strategies are in place to aid innovative development in the private sector. This study postulates that such national level strategies are applied differently depending on the innovation goal pursued by the service sector in Korea. We use data mining methods to test such research hypothesis. Factor analysis is used for clustering of various service companies, while association rule is used in finding the relationship per each cluster. The results show that national level strategies are underutilized and unequally distributed. This may be attributed to the disparity between the demand and needs of the private sector and the opinion of the government, which lead to underutilized and indistinguishable strategies.
