This study analyzed outcomes of CAC(Computing Accreditation Committee) program individually applied in the field of computing engineering since 2007, and draw improvements. Literature review through academic journals, survey research and the FGI(Focus Group Interview) were used to accomplish objectives of the study. In addition, the survey research and FGI were done for professors. For the survey research, nationally 20 out of 44 universities which operates the CAC program were investigated, and sample universities were considered by region. FGI was done to analyze the performance and problems of CAC in more detail for 6 experts. Results of the study were follows as; first, CAC program was activated through the Seoul Accord activation support business by government. Second, BSM(Basic Science and Math), engineering major and engineering design education have been strengthened compared with before and after of CAC introduction in the computing engineering field. Third, soft skills needed for students in the college of engineering have been organized in the professional general curriculum, and professors aware of improvement of ability of the students for the skills. The degree of satisfaction for the CAC program has been examined as normal level, but improvement of educational system and the overall quality enhancement of computing engineering education were affected by CAC program. Nonetheless of positive results of CAC program, incentive system for certification program graduates, the expansion of the autonomy of the department, reduction in the amount of self-evaluation report, and support of administrative human resources were suggested for taking root successfully of CAC program.
In order to reduce greenhouse gas by 30% compared to BAU in 2020, research and development of zero-energy building construction technology for reducing greenhouse gas emissions in the construction industry is being conducted. With the recent implementation of the policy as mandatory through the establishment and commercialization of the zero energy building base, the government should devise measures to support and expand technology through the identification of the current status of the zero-energy building incentive system and the erasure of the erasure. In order to implement zero-energy buildings, excessive construction costs are presented as a major issue in revitalizing the supply of new and renewable energy to enhance Passive (energy efficiency grade of 1++) and achieve self sufficiency of energy (20% or higher). In this paper, the major problems and solutions for zero-energy building identification were presented in order to activate the dissemination of zero-energy buildings, and the recent policy changes resulting from the mandatory use of zero-energy buildings were analyzed.

The ability to use and utilize information technology devices in the knowledge-based society shows many differences in terms of quality of life. However, in the case of the elderly, the elderly suffer difficulties in acquiring information technology due to their aging characteristics, so they can not easily adapt to rapidly changing societies. Therefore, it is becoming more and more important to educate the elderly who are trying to adapt to the new environment of knowledge-based society. Therefore, in this study, we analyzed the previous researches of the researchers related to the elderly informatization education and the report of the actual situation of the digital divide of the government, and identified the problems and suggested ways to activate the effective education for the aged. The following suggestions are made to activate information education. First, there is a need for systematic promotion and professional counseling on the need for information education for the elderly learners. Second, the development of various curriculum that can be used in real life. Third, development of customized learning materials. etc. Fourth, Obtain a professional lecturer for the elderly. It is limited to lecturers who have completed teaching and learning methods that reflect the characteristics of the elderly. Fifth, the introduction of qualification certification system that can measure the level of informatization of the elderly learners. Sixth, building e-learning system for elderly people. Seventh, to establish a new organization dedicated solely to information education for the elderly. When these parts are realized, it will help elderly people to improve their quality of life through alleviation of solitude and alienation.

Through the revision of the Framework Act on Administrative Regulations (July 17, 2019), the government minimized regulations and applied the comprehensive negative regulation principle to enhance economic vitality. However, a legally mandatory certification system has been applied to marine pollution prevention materials and chemicals, and inspection is conducted every time a product is sold, suppressing the autonomy of manufacturers. In addition, the majority of manufacturers of marine pollution prevention materials and chemicals are small businesses; therefore, they take the approach of producing small quantities of products whenever a buyer requests an order. Consequently, the need for deregulation was raised to ensure autonomy of the market and industry, and improve efficiency in accordance with the current trend of approval, performance test, and inspection systems for marine pollution prevention materials and chemicals. In this study, problems within the current system were identified and improvement plans are proposed through comparison and analysis of domestic and foreign systems.
Our government announced blue hydrogen as clean hydrogen with almost no carbon emissions through the '1st Hydrogen Economy Implementation Master Plan' in November 2021, and introduced the Korean clean hydrogen certification system and mandatory clean hydrogen power generation system. Accordingly, it is necessary to convert natural gas produced from countries with overseas oil and gas resources into blue hydrogen combined with carbon capture and storage (CCS) technology and introduce it domestically. Blue hydrogen produced from overseas must be transported to Korea through liquefied hydrogen carriers, and in Korea, hydrogen-natural gas must be transported through the existing natural gasnatural gas pipeline network to be supplied to users such as power plants. This study organizes existing data related to blue hydrogen, including the production of blue hydrogen from overseas reservoirs such as the UAE, the transportation of blue hydrogen produced overseas through liquefied hydrogen carriers, and the transport of hydrogen-natural gas through the existingnatural gas natural gas pipeline network. The current technological status of the entire process for implementing the blue hydrogen ecosystem, including mixed transport, is investigated and analyzed.
Mega-corporations are emerging as a result of M&As (mergers and acquisitions) in the logistics industry. The global logistics market has progressed in a continuously competitive manner. Global logistics corporations provide integrated set of services, from production to disposal in order to manage the process efficiently throughout the diverse regions of the world. To advance into an total integrated logistics provider, the corporation must have professional knowledge in logistics and information technology which are necessary to deliver effective integrated logistics solutions. The government has integrated the logistics corporations both horizontally and vertically with the aim to foster logistics corporations possessing global competitiveness. Six years have passed since the implementation of the comprehensive (total) logistics industry certification system in pursuit of making Korea the hub for the Northeast Asian logistics market. This study compares and analyzes the efficiency of nine mega integrated logistics providers by applying the CCR model and BCC model. Each of the nine corporations is subject to certification as integrated logistics corporations. In Korea, nine corporations are certified individually as integrated logistics corporations out of the 31 logistics providers. The analysis showed that the Glovis was the most efficient integrated logistics provider reaching 100% in efficiency and displayed the highest efficiency for six consecutive years from 2005 to 2010. The study also found that the Glovis will be able to maintain 100% in efficiency rate, even though the input are increased over six times as many as those of 2010.

Background: Oversight on the bioethical compliance of national R&D projects or research personnel is currently conducted exclusively by IRB (Institutional Review Board) within the relevant research institute. Considering current state of affairs in Korea, there is an imperative to establish a national oversight system for bioethical compliance, conduct comprehensive oversight on bioethical compliance of national R&D projects, and enhance subject protection system. Methods: We examined opinions from researchers and IRB personnels regarding ethical oversight system on R&D projects. Additionally, we looked at IRB assessment by KAIRB (Korea Association of Institutional Review Board) in order to identify status and problems with current IRB system in Korea. Assessment was also done for four other countries (US, UK, Germany, Singapore) through in-person visits as well as surveys in writing for a total of 6 months (2012.12.1~2013.5.31). The research comprised of two aspects: system management and R&D project audit. Based on this, we examined current status and problems of the existing system in Korea and made recommendations for improvement. Results: Regulatory objectives and backgrounds of biomedical researches are different from each country due to different characteristics of bioethical oversight system. This shows that each country sets up its own regulations and procedures to fit each situation. Bioethical compliance oversight system greatly varied between the countries. From this study, it can be seen that improvement of existing procedures and oversight system or establishment of new ones are essential in Korea. Conclusion: In terms of system management, a dedicated government organization need to be established for bioethical compliance, subject protection, IRB inspection, training, evaluation, and certification of systems, and also support for IRB e-system. Regarding R&D project oversight, it is essential to confirm IRB review results before start of a research, to conduct a review on ethical aspects of research plans, and to carry out continued oversight on bioethical compliance through interim reports.
The basic purpose of standardization is to enhance economic feasibility and increase efficiency in the field of production, consumption, and distribution, etc. Therefore, standardization field requires circulatory system that can not only produce standards but develop and revise published standards. With such a background, to activate standards and promote systematic standardization activities, the government proposed establishing circulatory system for geospatial information standards in the National Geospatial Information Standardization Project in 2011. However, the result of analysis show that the current National Spatial Data Infrastructure(NSDI) standardization system caused a various problems including duplicate publication of standards because domestic NSDI standardization field have repeated production activities of standards without conformity assesment and certification activities. With a view to establishing circulatory standardization system, this study suggests ways of improving current domestic standardization system by reestablishing the cycle structure and circulatory system for geospatial information standards. Through this study, we could determine strategic direction for virtuous circle of geospatial information standards in macro level and it can be effectively utilized in term of planning mid-and-long-term roadmap for establishing NSDI standardization system.

Personal information (hereinafter referred to as "PI") infringement has recently emerged as a serious social problem in Korea. PI infringement in the public and private sector is common. There were 182,666 cases of PI in 2,624 public organizations during the last three years. Online infringement cases have increased. PI leakage causes moral and economic damage and is an impediment to public confidence in public organizations seeking to manage e-government and maintain open and aboveboard administration. Thus, it is an important matter. Most cases of PI leakage result from unsatisfactory management of security, errors in home page design and insufficient system protection management. Protection management, such as encryption or management of access logs should be reinforced urgently. However, it is difficult to comprehend the scope of practical technology management satisfied legislation and regulations. Substantial protective countermeasures, such as access control, certification, log management and encryption need to be established. It is hard to deal with the massive leakage of PI and its security management. Therefore, in this study, we analyzed the conditions for the technical protection measures during the processing phase of PI. In addition, we classified the standard control items of protective measures suited to public circumstances. Therefore, this study provides a standard and checklist by which staff in public organizations can protect PI via technical management activities appropriate to laws and ordinances. In addition, this can lead to more detailed and clearer instructions on how to carry out technical protection measures and to evaluate the current status.

No matter how low it might be, noise from home appliances in indoor environment cause displeasure for residents as it is produced nearby. Electronic goods including vacuum cleaner and washing machine generate high frequency noise, which interrupts TV-watching or conversations and cause noises between floors in apartment houses. In particular, refrigerators make constant noise late at night, hampering the study for exams and causing sleeplessness. Korea, despite the government's efforts to promote low-noise goods based on the noise test by corporation, there is a lack of standardization in the test method, test condition and measuring equipments. This is a major reason that lowers the reliability of low-noise products. At present, low-noise home appliances are certified with eco labeling in the nation but, only 7 brands of refrigerators, 4 brands of washing machines and 97 brands of air-conditioners obtained certification as of august, 2011. In addition, none of Kimchi-refrigerator and vacuum cleaner brands were approved as low-noise home appliances. This shows Korea's relatively underdeveloped market for low-noise products, which, in part, is because of the difficulties companies face in being certified with eco labeling as they should satisfy various requirements such as power-saving and eco-friendly design besides low-noise features. As a result, low-noise labeling for home appliances should be established for the revised noise and vibration management law and the study was carried out to establish low-noise labeling system for major noise sources including vacuum cleaner, washing machine, air-conditioner and refrigerator.
