Fisheries Resources -A Brief Introduction of the Republic of Senegal

  • Fish is a major source of protein for the Senegalese population. Fishing plays a dominant role in the Government's policy towards generating employment. It currently generates about 100,000 direct jobs (fishermen) for nationals, of which more than 90% are in small-scale fishing. The fishing industry also contributes to Government revenue through different agreements. In addition to associated dues, fishing agreements imply a series of economic, trade and technical counterparts. Under the latest fishing agreement concluded by Senegal and the European Union (1997-2001), direct financial compensation amounts to about CFAF 32 billion. Despite its economic and social importance, the sector has to face serious disequilibria both in resource exploitation and market supply: the coastal demersal (deep lying fish) stocks with high market value (mostly exported) are fully and even over-exploited, with a serious risk of local market supply shortages looming ahead as the fishing effort shifts from locally consumed species to export-oriented ones.

  • 이 논문은 중국 민족정책의 특징이라 할 수 있는 민족식별과 민족자치구역 설정에 내재된 공간적 전략과 그 효과에 대해 검토한다. 중국의 민족식별과 자치구역의 설정은, 전통적인 정체성의 기초를 약화시키고 민족을 지역화시킴으로써, 소수민족들을 중국 내의 확고한 인민으로 전환시키는 국가통합과정의 일부라고 할 수 있다. 이러한 과정에서 민족 식별에 있어서 기준의 자의성, 국가에 의한 인구의 재배치 그리고 민족자치구역의 설정 및 영역 조정이 중요한 역할을 하였다. 이러한 과정은 보다 상위의 개념으로서 '중국민족' 혹은 '중화민족'이라는 정체성을 구성하려는 국가의 의도와 맞물려 있었지만, 그렇게 식별된 민족과 구획된 영역을 따라서 새로운 개별 민족적 정체성을 창출하게 되는 과정이기도 하였다.

  • 현재 북한에서 3대 세습체제의 김정은은 역대 김일성과 김정일 정권보다 더욱 호전적으로 핵 및 미사일 도발을 자행하고 있다. 대한민국의 역대 정부는 나름대로의 북한의 도발을 억제하는 노력과 한반도에서의 평화정착을 위한 방안을 제시하여 왔지만 결과론적으로는 통치자로서의 기본 역할에 국한되어 온 것이 사실이다. 2017년 2월 미국의 트럼프 행정부 출범에 따라 미국 대선 과정에서의 공약과 현재에는 대통령령으로서의 통치 스타일을 고려할 때 한반도 문제와 관련하여 다소 희망적이었던 것은 사실이나, 최근 들어 트럼프 대통령의 한반도 관련 다양한 발언은 우리의 상황을 암울하게 하고 있다. 이의 연장에서 김정은의 핵 및 미사일 집착은 역대 북한 정권이 기초를 닦아놓았고 이제 마무리하여 실전배치를 앞둔 상황에서 핵 및 미사일의 경량화, 고도화, 다종화를 기치로 더욱 무모한 도발을 하고 있는 현실이다. 이에 우리는 현재 안보상황을 과거처럼 타국에만 의존할 수 없으며, 대한민국 스스로 무엇을 어떻게 할 것인가를 찾기 위해 북한의 핵 및 미사일 도발을 중심으로 대응방안을 제시하고자 한다.

조직의 IT 도입 시 기술수용의지와 스트레스가 업무에 미치는 영향연구 (Effect of IT Acceptance Will and Stress on Task Performance)

  • When an organization adopts new technology, performance through the technology is expected to be decided depending on attitudes of the members, in that technology produces performance only if the members zealously use it. Therefore, the members need to devote themselves to acquire and use the new technology. This attitude of members is called "IT acceptance will" (Ranarajan et al., 2005), and this research is to examine the effect of an individual's "IT acceptance will" on performance. Thus, this research analyzes what increases IT acceptance will and what effect IT acceptance will has on stress due to uncertainty of an organization-job complexity and role conflict- through new IT adoption. This research conducted a survey from July to September in 2009, targeting employees of government offices and public institutions in Kyunggi and Kyungnam provinces. Then, a total of 370 was collected and the final 344 was selected for our research analysis. As a result, this research found out that personal innovation and client orientation improved an individual's IT acceptance will, which improved performance through new IT adoption. However, the new IT adoption also increased job complexity and role conflict, but negative effects of stress on performance was not found as IT adoption will diminished the stress. Based on this result, this research discussed practical and academic implications and the limitations.

The Evolving Roles of the Public and Private Sectors in Korea's Public Rental Housing Supply

  • While there has been a substantial amount of studies on public rental housing of Korea, most have focused on housing policy changes, international comparisons, and current characteristics and future prospects. This article aims to examine the evolving roles of the national and local governments, and the private sector in provision of Korea's public rental housing. The findings suggest that one, although the wave of neoliberalism and financial crisis have prompted the national government to reduce its role and to encourage engagement of other actors by utilizing incentivizing tools, it has continued to assume a central position in formulating and implementing housing supply plans. Two, local governments have played a marginal role throughout the history of public rental housing supply, although they have expanded their participation through redevelopment projects and utilization of existing housings. Three, private sector actors have expanded their role to delivering public benefits of making housing available for a wider range of populace leveraging various incentives that make projects financially more feasible. The study poses a question on how responsibilities and risks can appropriately be allocated among three key actors to achieve housing welfare going forward.

신문기사 제목의 결정요인에 관한 연구 : 뉴스 영향변인.편집자의 역할지향성과 전문직업관을 중심으로 (A Study on the Determinant Factors of Newspaper Headlines : Focused on News Influence Variables, Editor's Role Orientation and Professionalism)

  • 본 연구는 신문제작에 있어 큰 비중을 차지하고 있는 제목이 어떤 요인에 의해 결정되고 뉴스 영향변인과 편집자들의 역할지향성, 전문직업관이 제목에 어떠한 영향을 미치는지를 실증적으로 탐구하기 위해 수행되었다. 중앙일간지와 중앙경제지 17개사의 편집부 기자 345명에게 설문조사를 실시한 결과 제목을 결정하는데는 7개의 결정요인 즉 창의성, 표준 표현, 공정성, 독자 배려, 사시 반영, 요약 기능, 흥미 소구 등이 높은 가치를 가지고 편집자에게 영향을 끼침을 파악할 수 있었다. 또 제목 결정요인은 정부-광고주, 독자와 동료, 사시와 경영진 등 뉴스의 영향변인과 상관관계가 있는 것으로 분석되었으며 역할인식에 있어서도 사회 통합을 중시하는 편집자는 사시반영과 공정성 창의성을, 권력감시를 우선하는 편집자는 공정성과 창의성을, 정보 제공을 중시하는 편집자는 공정성과 독자 배려, 요약기능을 중요하게 여기고 있었다. 또 조직 우선의 편집자는 체제 순응적이고 정부 정책에 긍정적이며 사회 안정을 추구하고 객관적인 균형감과 중립적인 것을 중시하는 편집자는 사회 개혁과 정부 견제 및 강자 논리의 사회 지배 가치화를 견제하는 등 전문직업인으로서의 의식이 강한 면모를 보여주었다.

마이크로파를 이용한 강한 항균제인 새로운 N1-치환된 5-Cyano-pyrimidine 유도체의 합성 (Microwave Assisted Synthesis of New N1-Substituted 5-Cyano-pyrimidine Derivatives as Potent Antimicrobial Agents)

  • 연구의 목적은 N1과 6번 자리에 다른 치환기를 가진 5-cyano가 치환된 pyrimidine 아날로그의 새로운 시리즈의 합성과 그것들의 항균성과 항진균성의 활성도에 대해 평가하기 위해서이다. 이 화합물은 MORE technique 를 이용한 potassium carbonate 의 존재하에서 ethylcyanoacetate, 치환된 thioureas, 적당한 알데히드의 제 3차 축합으로 합성 되어졌다. 항균성과 항진균성의 활성도는 25 mg의 농도에서 cup-plate 방법으로 측정되었다. 억제구역은 mm로 측정 되어졌다. 모든 화합물은 좋은 항균성과 항진균성을 보여주었다. P1과 P5는 S.aureus과 E.coli에 대해 최대 활성도를 보여주었고, P6은 모든 종류의 미생물에 대해 좋은 활성도를 보여주었다. P8 화합물은 C. albicans 에 대해 좋은 효과가 있음을 알아냈다. Norfloxacin와 griseofulvin는 합성된 화합물의 활성도와 비교되는 기준물질로 사용되었다. 6번 자리에 p-hydroxy와 p-methoxy로 치환된 phenyl moiety를 가진 gram-양성 미생물에 대해 강력했고, 6번 자리에 이것들이 없는 phenyl moiety 를 가진 아날로그는 gram-음성 활성도를 가졌다,6번 자리에 p-dimethylamino로 치환된 phenyl moiety를 가진 화합물은 적당한 활성을 보여준다.. 게다가 N1자리에서 단지 fluorine을 포함한 아날로그는 상당한 항진균성을 가졌음을 밝혀냈다. N1자리에서 aryl moiety 의 전자 끌게 치환과 마찬가지로 전자 주게 치환은 화합물의 결정된 능력에 중요한 역할을 함을 제시한다.

South Korea's Shipbuilding Industry: From a Couple of Cathedrals in the Desert to an Innovative Cluster

  • After the publication of the competitive advantage of nations by Porter in 1990, the competitiveness of regional concentrations of industries has been often explained by the cluster concept. There are many definitions of clusters, but they mainly boil down to a geographically proximate group of interconnected companies and associated institutions in a particular field, linked by commonalities and complementarities. The shipbuilding industry in Korea can for sure be regarded as a competitive industry, as the spectacular rise of its world market share from 2% in the early 1970s to the current 38% impressively testifies, but can it be considered a cluster? Based on an analytical framework consisting of a typology of clusters and a context-sensitive evolutionary approach, the paper will show that over the last thirty years Korea's shipbuilding developed from a mere number of isolated, large shipyards (cathedrals in the desert) established by large conglomerates (chaebol) in close collaboration with the central government into an innovative cluster. The cluster is on the one hand characterised by a strongly developed supply industry and specialised universities and research institutes, but on the other hand by a weak, yet increasing role for local and regional institutions The specific and context-dependent characteristics of this innovative cluster are more important explanations for its competitiveness than the financial interventions by the central government, which are repeatedly put forward by European policy-makers in their trade war with Korea.

Determinants of Corporate R&D Investment: An Empirical Study Comparing Korea's IT Industry with Its Non-IT Industry

  • In our study, we extracted the market, finance, and government factors determining R&D investment of individual firms in the IT industry in Korea. We collected the financial data of 515 individual firms belonging to IT and non-IT industries between 1980 and 1999 from the Korea Investors Service's database and investigated the empirical relationship between the factors using an ordinary regression model, a fixed effects model, and a random effects model. The main findings of our study are as follows: i) The Herfindahl Index variable representing the degree of market concentration is statistically insignificant in explaining R&D expenditures in the IT manufacturing industry. ii) Assets, which is used as a proxy variable for firm size, have a positive and statistically significant coefficient. These two results suggest that the Schumpeterian Hypothesis may be only partially applied to the IT manufacturing industry in Korea. iii) The dividend variable has a negative value and is statistically significant, indicating that a tendency of high dividends can restrict the internal cash flow for R&D investment. iv) The sales variable representing growth potential shows a positive coefficient. v) The subsidy as a proxy variable for governmental R&D promotion policies is positively correlated with R&D expenditure. This suggests that government policy has played a significant role in promoting R&D activities of IT firms in Korea since 1980. vi) Using a dummy variable, we verified that firms reduced their R&D investments to secure sufficient liquidity under the restructuring pressure during Korea's 1998 and 1999 economic crisis.

정책네트워크 이론을 이용한 간호사 확보를 위한 정책과정 분석 (An Analysis on the Nurse Expansion Policies through Policy Network)

  • Background: Policy network theory was proved to be an appropriate analytic tool for the current social welfare policy making process. This study aimed to analyze policy making process related to the nurse expansion and policy output while focusing on the interactions and activities among various policy actors. Methods: In this study, we used reports related to the need for expansion of nursing personnel journals, dissertations, newspaper articles, for hearings and debate policies for securing nurse data, and interviews. We examined three components of policy network, that is, policy actors, interactions, linkage of interest. Results: For that to expand the nurse before the 2000s in expanding the supply of medical supplies have been conducted without much disagreement among policy actors under the government's initiative. However, there was lacked a close relationship between the expanding supply of nurses and inaccurate analysis of supply and demand. As the policy is applied between the various policy actors' needs and claims, conflict was intensified and many policy options had been developed. Government only took a role as a coordinator among policy actors in the 2000's. Also, it was difficult to find sufficient and clear evidence that policy-making process based on fair judgment. Conclusion: Therefore, it is urgently required to determine the policy through a social consensus to address the appropriate policy means and the process by correct analysis of the policy issues.
