Objective : We proposed fundmental rules of prospective on legal and institutional position and role of Korean medicine doctors working at public health center. Methods : By the result of this research on the current situation, the grade and allowance given to the Korean medicine doctors working at public health center were different every self-governing body. Results : The reason the Korean Medicine Doctor can't serve as a regular order of 5th grade is that the 'The Enforcement Regulation about Administrative Organization and the Standard of Pixed Number of person of Self-Governing Body(지방자치단체의 행정기구와 정원기준등에 관한 규정 시행규칙)' prescribes the number of regular order of 5th grade is regulated within 7% among the number of regular order officials. But not appointing to office as the regular order of 5th grade infringes on the Constitution, the highest law. The reason the Korean Medicine Doctors can't be appointed to office as the regular order officials by the self-governing body is that 'The Enforcement Order of the Law of Preservation of good health of Local Area(지역보건법시행령)' prescribes the Korean Medicine Doctors are not indispensable to Public Health Center. But in fact, the Korean Medicine Doctors can execute many kinds of work such as medical examination or instructing house nursing. Conclusion : The Korean Medicine Doctors working at Public Health Center serve at low positions as daily use or common use, not receiving a regular order. All laws including the Constitution(헌법), the Medical Services Law(의료법), the Law of Preservation of good health of Local Area(지역보건법), the National Public Service Law(국가공무원법), the Local Public Service Law(지방공무원법) and the Law of Higher Education Law(고등교육법) describe that the Korean Medicine Doctors and the Western Medicine Doctors are equal to their position and right.

98 wise sayings on the nature of book are collected from various books and analyzed in their meanings. The results of analyzing them are as follows: A book is a good friend, teacher, doctor, and guide of life. A book is an implement of enhancing man s culture and a vehicle of civilization. A book makes man find his own self and shows his way of life. A book has its own life, develops it, and doesn't lose its life, but its destination depends on its reader. Great books make man know, dominate, civilize the world. Good books are not easy to come in contact with, but immortal and life-long as a good friend. Bad books are not difficult to come in contact with, but poisonous and dull. You can judge a man by the book he reads. A book to be of help is to make man think. Great books make man begin his new life. Nationalities occupations, and periods of activity of the authors who said wise sayings are investigated and analyzed. First, the nationalities of the authors are such advanced countries with high culture as England(41%), France(21%), America(19%), Germany(5%) and Rome(5%). Secondary, their occupations are as follows : a man of letters(62%), philosopher(13%), politician(5%), and churchman(4%), and especially poet forms 32% of men of letters. In ancient times, the society was unity of church and state and this social leader took medical treatment, too. As he ruled over a people with a Chinese classic on divination, many oriental doctors have considered that the medicine and a Chinese classic on divination(周易) have same origine, and have used it. The divination of six yinyang-strokes(六爻) must be made up of some established rules, for example, division of fifty sticks(葉蓍法), use of three coins(擲錢法), use of numbering sticks and number of time(時間作卦法). six yinyang-strokes is one trigram. As we divine good or bad luck through investigation of six yinyang-strokes, we can know good or bad luck of patient's diseases and cares. A purpose of divination is called use-spirit(用神), a spirit to weaken use-spirit is called dislike-spirit (忌神), and a spirit to help use-spirit is called pleasure-spirit(喜神). As use-spirit is a state of disease in divination of disease and patient, use-spirit is patient and dislike-spirit is disease. If supports of use-spirit are more than supports of dislike, it's good luck, but if not, it's bad luck. As use-spirit is a prognosis of disease in divination of care, use-spirit is patient, dislike-spirit is a state of disease, and pleasure-spirit are medicine and doctor. we inspect condition of patient with good or bad luck of use-spirit, state of disease with good or bad luck of dislike-spirit, and medicine with good or bad luck of pleasure-spirit. Finally, we take a bird's-eye-view of the balance of them and decide on course of action.
Objective : The incidence of head injury has been increasing in the rural area. The author investigated the clinical features and difficulties in care of the acute head-injured patients in this area. Method and Material : The authors performed a retrospective review of radiological data and clinical records in patients with mild to moderate head injury. Cause, type of craniocerebral injury, delayed intracranial lesions, complications, its relation to alcohol abuse, and outcome were analyzed. Results : In total of 68 cases, 20(29.4%) victims were associated with acute alcohol intoxication. Motor vehicle accident was the leading cause of head injury and the most common craniocerebral lesion was basilar skull fracture. Eight(11.8%) patients showed delayed radiological and clinical deterioration and 40(58.8%) were followed-up regularly after discharge. The subdural hygroma was commonly noted in the elderly and alcoholics. Causes of thirty events that resulted in an atypical and difficult neurosurgical practice were as follows : delayed admission, premature discharge against doctor's request, refusal of radiological studies and admission, misunderstanding of disease entity, and unreasonable desire of transfer to tertiary hospitals. Inaccurate initial diagnoses were made by emergency doctors in twenty patients. During the course of treatment, there were a few complications such as alcohol withdrawal, acute otitis media, cerebrospinal fistula, facial weakness, and posttraumatic seizure. Outcome was good in 60(88.2%) patients. Conclusion : Most of minor head trauma patients in this series have shown good results, but we have to consider some possible complications and delayed intracranial lesions in these patients that should be managed with special cautions with various kinds of treatment difficulties.
"Gyeongbangsilheomrok(經方實驗錄)" is a book that was written for the propagation of the thought of Gyeongbang(經方) theory in the early 20th century. Gyeongbang means the medicine in "Sanghanron(傷寒雜病論)" which was written by Jangjonggyeong(張仲景), who is known as a great doctor of ancient times in China. Gyeongbang had worked as a good model of medicine for a long time, but as time goes by, there appeared some physicians pointing out the limit of Gyeongbang and trying to overcome it. Through the effort like this, there gradually had appeared so many physicians carrying out the medical treatment which was getting out of the boundary of Gyeongbang. And There also had appeared a group of physicians, called Gyeongbangpa(經方派), opposing the opinion like this and defending the academic value of Gyeongbang. "Gyeongbangsilheomrok" had been estimated as a meaningful achievement of Gyeongbangpa tradition, and also had been regarded as a good book comprising copious basic theory about Bangje(方劑). The most significant assertion in this book is that it explained the Onbyeong(溫病) theory as a component itself in "Sanghanron(傷寒論)", which had been argued by many other medicians thinking that "Sanghanron" did not cover the treatment of Onbyeong. In regarding to this problem, "Gyeongbangsilheomrok" argued that the concept of Onbyeong in "Sanghanron" belongs to the category of Taeyangbyeong(太陽病) and also suggested that Galgeuntang(葛根湯) would be the main recipe for Onbyeong.
The aim of this study was to know the current management status in Korean medical clinics (KMC) and the awareness of Korean medicine doctor. The simple random extraction method from the membership list of 'The Association of Korean Medicine' in 2010 was used for survey. The questionnaire which had used in 2008 was revised, and those were sent to each KMC by mail. A total of 107 data were acquired and frequency analysis was conducted. The proportion of sales covered by medical insurance at KMC has been increasing annually as 42.9%, 43.5%, and 44.8% of total sales, whereas the uninsured sales was 57.1%, 56.5%, and 55.2% of total sales in 2008, 2009, and 2010 respectively. All of the responders recognized that the current situation of Korean medical service market was not good and the reason was mainly resulted from undeveloped medical technique, popularized use of functional foods for health and alternative medical care by Western medicine. To expand Korean medical service, the expansion of sales covered by public health medical insurance, government support and advertizement for public relation were needed.
