Recently Development and Policy Recommendations of Greenhouse Gas Emissions Trading Schemes for Korea (새로운 유형의 Green Round로서 국제 탄소배출권 시장의 최근 동향과 대응 전략)

  • Climate change is one of the broadest and the most complex issues of international environmental cooperation. Concern about climate change has been steadily increasing and has become a worldwide issue. According to IPCC(Intergovernmental Panel for Climate Change)'s recently report, global warming has accelerated vest serious problems. GHG(Green House Gas) emissions trading schemes, including the Kyoto mechanism that spread to solving the problems. Based on the evaluation on GHG emissions trading schemes, we also find some policy implications on the future development of emissions trading the conventional air pollutants in Korea which start to 2007. The regulatory authority needs to make clear how to allocate allowances to new entrants and also to keep the balance between the opportunity costs of reduction between potential shutdown facilities and new entrants. Under the current rule that does not allow shutdown credits, an equivalent level of allowances needs to be allocated to new entrants free of charge. We believe our policy recommendations may be useful not only for Korea but also for a the other countries, since they are facing a similar policy environment as Korea, particularly in the case of climate change.

The Understanding of Elementary School Teachers on the Current Science Issues (현대 사회의 과학 논쟁 주제에 대한 초등 교사의 인식)

  • We investigated the understanding of elementary school teachers on the current science issues. As a first step of the research, we choose 10 science issues which are influencing current society. Then we asked 119 elementary school teachers in Seoul, Inchon and Daejeon how important they think and how much they know the issues. As a result, we found that almost elementary school teachers know much on alternative energy, atomic bomb, nuclear power generation and global warming while they less know about high technology as Korean supersonic trainer($T-5^{TM}$) and Synchrotron radiation accelerator. Also we know that teachers take an interest on the articles about current science issues only for a while and forget to study on the issues for themselves. It is more important than whatever for the teachers to have exact understanding on current science issues in order to make civil society by acquiring the science literacy. Therefore elementary teachers and preliminary teachers should have a chance to study on current science issues. We suggest that teacher communities should be supported to improve the competency by cooperation.

A Study on the Environmental Characteristic Analysis at Closed Small Sale Landfill Site (소규모 사용종료매립지의 환경특성분석)

  • Emissions of leachate, odor, and landfill gas(LFG) from an open-dumping landfill site do harm to public health by contaminating neighboring soil, underground water, and rivers. Particularly, methane($CH_4$) and carbon dioxide($CO_2$), the main components of LFG, are especially noted as the causing material of the global warming that become seriously recognized worldwide issue. As one of alternatives in managing LFG, incineration of inflammable wastes that are generated during excavation process at an open-dumping landfill has been evaluated. Standard on stabilization for evaluation, neither $CH_4$ density nor $CO_2$ density could not Because meet 'less than 5%' criterion and so it is right to install a gas collection system during landfill renewal to prevent diffusion of odor and collect it. Because it shows considerable heating value, incineration of inflammable wastes might be the reasonable solution from the result of our study.

  • Due to the depletion of fossil fuel, high oil price and global warming issue by green house gas such as CO2, clean fuel technologies using biomass, especially BTL (biomass to liquid) technology, have been greatly attracted. This paper has examined F-T catalyst and process which are two backbones of BTL technology. In addition, this paper introduces our BTL pilot plant using Fe based catalyst which has been developed recently in Korea.

  • As the quantity of goods transported, port industry and inland transport industry have developing still, but almost 80% of inland transport industry consists of ground transport. According to issue "global warming", many regulations and agreements with countries in the world are becoming necessary and it is being fulfilled now. It is sure that Korea will have duty to reduce CO2 emission from 2013. And inland transport have to cut CO2 emission down. Therefore, this paper will address that calculate CO2 emission under route of transportation container at Korea by using O/D analysis. And then, it will predict routes of transportation containers which can reduce CO2 emission.

Estimation of Flight Fuel Consumption Based on Flight Track Data and Its Accuracy Analysis (항적자료를 활용한 항공기 연료 소모량 추정 및 정확도 분석)

  • As global warming becoming an environmentally serious issue, more attention is drawn to fuel consumption which is the direct source of green house gas emission. The fuel consumption by aircraft operation is not an exception. Motivated by the societal and environmental context, this paper explains a method for estimation of aircraft fuel consumed during their flights as well as the computational process using real flight track data. Applying so-called 'Total Energy Model' along with aircraft specific parameters provided in EUROCONTROL's Base of Aircraft Data (BADA) to aircraft radar track data, we estimate fuel consumption of individual aircraft flown between Gimpo and Jeju airports. We then assess the estimation accuracy by comparing the estimated fuel consumption with the actual one collected from an airline. The computational results are quite encouraging in that the method is able to estimate the actual fuel consumption within ${\pm}6{\sim}11%$ of error margin. The limitations and possible enhancements of the method are also discussed.

Introducing a New Urban Utility Index Concept that Combines Urban Growth and Disasters

  • The objective of this study is to introduce the urban utility concept that combines urban growth and urban disasters in the aspect of a conceptual theory. While many studies focused on the dollar amount damaged from a disaster, it requires adding not just building damages or human body losses but also the quality of life satisfaction. An issue in measuring the quality of life satisfaction needs to introduce a proper mode quantifying it. This study introduces the urban utility change in measuring the negative impacts of a disaster on urban life, which has been rarely investigated. To identify urban utility, urban flooding that is a cross-sectoral agenda and important to both developed and developing countries was adopted to respond to its increased frequency and damages, encouraging governments to focus on flood control policies. By combining a literature review on urban utility and urban growth, this study defined the urban utility concept as a net benefit of a resident with earnings subtracting housing and commuting costs. The theoretical study also explained that urban utility and its components dynamically change as per urban growth and disasters that even reversely affect urban growth. Because the urban utility can be one of the useful indices to appreciate the relationship between a disaster and urban growth, it is highly expected to apply for similar disaster impacts on urban areas, including COVID-19 and various global warming issues.

The Pahlev Reliability Index: A measurement for the resilience of power generation technologies versus climate change

  • Research on climate change and global warming on the power generation systems are rapidly increasing because of the Importance of the sustainable energy supply, thus the electricity supply since its growing share, in the end, uses energy supply. However, some researchers conducted this field, but many research gaps are not mentioned and filled in this field's literature since the lack of general statements and the quantitative models and formulation of the issue. In this research, an exergy-based model is implemented to model a set of six power generation technologies (combined cycle, gas turbine, nuclear plant, solar PV, and wind turbine) and use this model to simulate each technology's responses to climate change impacts. Finally, using these responses to define and calculate a formulation for the relationship between the system's energy performance in different environmental situations and a dimensionless index to quantize each power technology's reliability against the climate change impacts called the Pahlev reliability index (P-index) of the power technology. The results have shown that solar and nuclear technologies are the most, and wind turbines are the least reliable power generation technologies.

  • This study aims to determine (1) the inhibiting factors and solutions in the development of eco-tourism, and (2) how green entrepreneurship can be used for eco-tourism development. The increasing issue of global warming is pushing awareness of environmental preservation. This condition changes the people's paradigm in traveling from the concept of mass-tourism to the concept of eco-tourism. The development of eco-tourism has consequences for entrepreneurial activities which is known as green entrepreneurship. This study is applied research conducted in East Lombok, one of the regions in Indonesia. The sampling technique used is purposive sampling covering a total of 34 informants. Data collection methods are carried out through interviews, observation, and documentation studies. Based on the data analysis, the findings of this study show that (a) inhibiting factors of eco-tourism development are limitation of eco-tourism knowledge, lack of awareness in environmental preservation, and absence of supporting government policy; and (b) solution for eco-tourism development discovered in this research is divided into five factors i.e., condition, demand, related industry and support, strategy, government. Besides, for applying the green entrepreneurship model i.e., developing the spirit of green entrepreneurship, training in making products and services that are environmentally friendly is needed.

Status of Korean Research Activity on Arctic Sea Ice Monitoring using KOMPSAT-series Satellite

  • Arctic warming is a global issue. The sea ice in the Arctic plays a crucial role in the climate system. We thought that a recent abnormality in many countries in the northern hemisphere could be related to the effects of shrinking sea ice in the Arctic. Many research groups monitor sea ice in the Arctic for climate research. Satellite remote sensing is an integral part of Arctic sea ice research due to the Arctic's large size, making it difficult to observe with general research equipment, and its extreme environment that is difficult for humans to access. Along with monitoring recent weather changes, Korea scientists are conducting polar remote sensing using a Korean satellite series to actively cope with environmental changes in the Arctic. The Korean satellite series is known as KOMPSAT (Korea Multi-Purpose Satellite, Korean name is Arirang) series, and it carries optical and imaging radar. Since the organization of the Satellite Remote Sensing and Cryosphere Information Center in Korea in 2016, Korean research on and monitoring of Arctic sea ice has accelerated rapidly. Moreover, a community of researchers studying Arctic sea ice by satellite remote sensing increased in Korea. In this article, we review advances in Korea's remote sensing research for the polar cryosphere over the last several years. In addition to satellite remote sensing, interdisciplinary studies are needed to resolve the current limitations on research on climate change.
