A Study on the Perceptions and Experiences of University Constituents on Research Data Management (대학구성원의 연구데이터 관리 인식 및 경험 연구)

  • The study aims to understand university constituents' perceptions and experiences of research data management and sharing then explore the critical factors for establishing effective research data management plans. The literature review enabled summarization of the significant issues regarding research data management and sharing. In addition, the follow-up survey revealed the university constituents' perceptions and experiences about research data management and sharing. This study has significance because it laid the foundation for long-term research data management policies and services development.

A Study on the Factors of Civil Petitions & Complaints within Public Libraries (공공도서관의 이용자 민원 요인 분석 연구)

  • This study aims to understand the characteristics of civil petitions and complaints within public libraries and to identify factors to the civil petitions. We develop a survey questionnaire for the goals based on the previous related studies and a pilot study with several open-ended interviews with public library users. Then we collect data using the questionnaire from 154 survey participants (public library users). The collected data are statistically analyzed by using factor analysis, canonical correlation analysis, and multiple linear regression analysis. The results show that there are two identified dependent factors, such as petition and complaint, and six independent factors, including librarian specialty, service convenience, and communication between librarians and users. Through a series of statistical analysis for identifying specific relationships between individual dependent factors and predictors, we discuss the characteristics of the library civil petitions and complaints, and the importance of a structural/relation-based approach to the library civil petition as a complimentary for the functional approach. Based on the results and discussions, we suggest several future research directions, including research on the relationship between the library civil petitions and library performances.

A Study on the Development of Standard Indicators for College & University Libraries' Evaluation (대학도서관평가 표준지표 개발에 관한 연구)

  • This study aims to develop standard indicators and methodology for college & university libraries' evaluation based on the agreement among various stake-holders, then suggests a new evaluation system. For the goal, we identify purposes and required conditions, then develop indicators for the evaluation through open-ended interviews, a questionnaire survey, and focus group for reaching an agreement on the included indicators among the stake-holders, finally we construct the overall evaluation structure and weighting system. The overall structure is developed based on process-centered approach, then both the internal and functional viewpoint and external and service-oriented viewpoint are considered. The weighting system is based on the balance among the process categories, such as resources, process, and output elements. Additionally, we suggest methodology for the evaluation and annual improvement process for ongoing improvement of the evaluation system. We expect that the results from this study will contribute not only to the evaluation activities but also to active discussions on library performance and its predictor factors.

Study on the Needs of Local Residents for Library Services Based on Community Characteristics: Focusing on Three Types of Local Communities (지역사회 특성에 따른 지역주민의 도서관 요구에 관한 연구: 3개의 지역유형을 중심으로)

  • This study aims to explore measures to help establish a management direction and policies of local public libraries based on local residents' needs for library services based on the community characteristics. To that end, a community survey was conducted focusing on eight urbans (gus) and two rural districts (guns) in Incheon Metropolitan City. The districts were categorized into three types, original urban center (Area 1), new urban center (Area 2), and urban-rural complex (Area 3). The residents in each type were analyzed in terms of library use, awareness, needs, and satisfaction. In terms of library use, awareness, and satisfaction;we identified differences among the area types. This paper suggested management directions of local public libraries based on the community characteristics.

An Analysis of Agenda-setting Process to Appoint Library Professional as the Director of National Assembly Library: Based on the Kingdon's Multiple Streams Model (국회도서관장 전문가 임명 정책 의제화 과정 분석 - Kingdon의 다중흐름모형을 적용하여 -)

  • The purpose of the study is to identify the background of the agenda-setting to appoint library professional as the director of National Assembly Library and characteristics of the policy entrepreneur of this agenda. To this purpose an agenda-setting process in 2014 is analyzed with the Kingdon's multiple streams model. Kingdon's multiple streams model explains that an agenda is set when a window of opportunity is opened by coupling of problem stream, political stream, and policy stream. They have existed independently before setting the agenda. This study showed that the political stream was the major stream to open the window of opportunity. The lawmaker in the opposition party is identified as the leader for the agenda and the motivations, resources, and strategies of the policy entrepreneur were also analyzed. The analysis showed the agenda for library professional as the director was set without visible participation of library professionals. Therefore this study proposed the library professionals' roles for the library and information policy making process.

An Exploratory Study on the Perceptions of Public Libraries through Library Cultural Program: Focused on Eco Generation (공공도서관 문화프로그램을 통한 공공도서관에 대한 인식 탐색 - 에코 세대를 중심으로 -)

  • This study aims at exploring the Eco-generation's perception on public libraries depending on the use of cultural programs. For this purpose, a series of in-depth interviews was conducted with public library users in the Eco-generation in order to investigated the current status of the cultural programs in public libraries and their underlying identity. The results identifies that user experience of library cultural programs did not make a meaningful difference in users' perceptions on public libraries. Furthermore, there was no meaningful difference in the perceptions on cultural programs between public libraries and other cultural organizations. A possible explaining factor to the results based on the interviews and existing research reports was identified as the lack of identity in the library cultural programs. Consequently, further studies on public libraries' identity, cooperation between research and practice in public libraries, discussion with cultural organizations in the library district, and considerations in public policy are suggested in order to strengthen the identity in the library cultural programs.

A Study on Factors Influencing Self-Censorship in Selection in Elementary School Libraries (초등학교도서관의 자료 선정에서 자기 검열에 대한 영향 요인 연구)

  • This study aims to explore ways to improve self-censorship tendency in teacher librarians by identifying factors that influence the self-censorship which appears during collection development in elementary school libraries. For this purpose, first, we examined the concept of self-censorship through a review of related literature, then carried out a series of in-depth interviews as a pilot study to develop a questionnaire, which was used for a questionnaire survey. Finally, the survey data was analyzed statistically with SPSS 21.0, a statistical package. As a result, we have discovered statistically significant relationships between self-censorship and the characteristics in collection development policies, school library committees, and the complaints related with the library collections. Based on these results, the factors on the self-censorship were identified in the perception of the school librarians. Based on these results, we suggest to reinforce the function of review and approval of book selection in the school library committee, developed and approved a collection development policy include guidelines for dealing with users' complaints related to library collection, and stipulated a regulation for school library operation to remove inappropriate books from the library collection.

A Study on Factors Influencing Teachers' Perceptions of School Libraries: for Elementary School Teachers in Gyeonggi Province (교사의 학교도서관 인식에 영향을 미치는 요인에 관한 연구: 경기도 초등학교를 대상으로)

  • In order for school library to fully serve as a key educational element of a school, teachers' positive perception on the library's role is essential. Due to the lack of the perception, however, school libraries are not closely related to class activities in practice. Since teachers' perception on school library has been regarded as an given environmental factor in the field of school libraries, alternatives for revitalizing school libraries proposed in previous studies were not effective in practice. We developed a hypothesis that activities in school libraries have a certain impact on the teachers' perception, and tested the hypothesis and identified library factors to the perception in this study. Through a series of statistical analyses with the data from a questionnaire survey with teachers in elementary schools, we identified that the teachers perceived the library as non-curricular element, their perceptions were affected by the library. Consequently, the school library can influence the teachers' perveption. This study has implications to explore practical alternatives to improve the teachers' perception on school libraries by activities in school libraries.

A Study on Factors to the Non-Use of Public Libraries in Users, Former Users and Non-Users (공공도서관 비이용 요인에 관한 연구: 이용자, 이용 중단자, 비이용자를 중심으로)

  • This study aims to develop measures to turn former users and non-users of public libraries back into users by understanding the differences between the user, former user and non-user groups in terms of their perceptions to public libraries, as well as the differences between these groups in their perceptions regarding the factors to non-use of public libraries. A literature review and statistical analysis of the results from a questionnaire survey were conducted to identify the differences. The results from the statistical analysis showed significant differences between the user, former user and non-user groups in terms of their perceptions to public libraries and the non-use factors. From the results, we could categorize the factors into common non-use factors, non-use-only factors, and use interrupt factors, and we develop suggestions to improve the factors in order to move non-users and former users to frequent users of the public libraries.

  • Organizational communication is an element of organizational structure formation; it is also a process of achieving organizational goals through the information sharing among the staff members in the organization as a social system. Organizational performance is a multidimensional concept composed of efficiency and effectiveness and satisfaction. Effectiveness implies service quality and the degree of goal achievement. Service quality by using the $LibQUAL+^{TM}$ model can be considered as an objective performance measure for libraries. This study aims to identify the effect of organizational communication in public libraries on service quality as a performance measure using the $LibQUAL+^{TM}$ model through statistical analyses of the results from questionnaire surveys of librarieans and users in 8 public libraries in Seoul metropolitan area. The result says the characteristics of organizational communication(upward, horizontal, downward communication) affects the three elements in the library service quality, such as affect of service, information control and library as place.
