  • In today's military, significant efforts are being made to achieve organizational effectiveness by adapting to the changing characteristics of its members. Currently, South Korea's military organizations, including division-level and below, are primarily composed of the MZ generation, which places great importance on personal satisfaction and values. They believe it is unfair if others do not acknowledge their preferences and opinions. Therefore, there is a need for the military to improve various command methods and organizational culture in line with the characteristics of these organizational members. This study analyzed the characteristics and key elements of mission command in the German military, a militarily advanced country. By examining the case of the German military, we should consider and adopt the adoption of a 'mission command' system that suits the reality of the South Korean military organization, with a focus on the MZ generation, which constitutes the core of our military organization.

  • This study was performed to compare the individual characteristics of the vocalization and behavior in the adult female German Shepherd in military service. In this study, a stranger and an other strange dog approached their kennel. Their body postures included ears forward and up, slowly wagged tails, lips raised, mouth open and teeth exposed. It was Interesting that their vocalizations were only the bark without any combination of other vocalizations. There were significant differences between duration of call(DC), pitch(P), Fl formant, F2 formant, F3 formant and F4 formant(p<0.05) except interval between call(IBC) and intensity(I) among their barks. It was suggested that the differences between same breed dogs'barks could be recognized and the data of spectrogram, especially formant contour, could be used to discriminate the sender characteristics. The body postures could also be used to understand their mind.

PREVENTIC Poisoning Occurred in three German Shepherd Dogs (German Shepherd의 프리벤틱 중독 3례)

  • Three German Shepherd dogs (5 years old, 30 kg, male; 4 years old, 23 kg, female; 4 years old, 24 kg, female) with history of acute vomiting, hemorrhagic diarrhea, anorexia and dullness were admitted to veterinary clinic in the military working dogs training corp (MWDTC). All of them showed same symptoms after ingestion the $'PREVNTIC^{(R)}'$ collar to control ecto-parasites infection in field. One dog was operated by gastrotomy and the $5{\sim}6$ pieces of the $'PREVNTIC^{(R)}'$ collar were removed. The dog was completely cured by intensive care within 2 hours after $'PREVNTIC^{(R)}'$ collar ingestion. However, two dogs were operated by gastrotomy and intensive care over 24 hours after $'PREVNTIC^{(R)}'$ collar ingestion but died. In autopsy, the $5{\sim}6$ pieces of hard materials were found in the stomach, and severe thickness, congestion hemorrhage and swelling of the stomach walls and mucous membrane were observed. In these cases, it was suggested that the first aid of treatment such as gastrotomy within two hours after $'PREVNTIC^{(R)}'$ collar ingestion as soon as possible was helpful for attenuating of toxicosis.

Epilogue to the unabridged Korean translation of On War ("전쟁론" 완역 후기)

  • This year I published a Korean translation of On War in three volumes, written by Prussian general Carl von Clausewitz. I believe it is the first unabridged Korean translation from the original German text, Vom Kriege. It is true that the work has been translated into Korean several times, but some translations have been done from English or Japanese versions, while others are abridged ones. It is not easy to make a good translation of On War, partly because the book is actually an unfinished work, and partly because it contains almost all academic subjects in social sciences. Moreover, two aspects of the dialectical logic in the book make it more difficult to understand. One is inductive reasoning, the other is deductive explanation. The former is to 'ascend' to draw principles and generalizations from empirical experience, the latter is to 'descend' to describe and explain given principles, often by concrete examples. Considering these difficulties, if we want to have better translations than existing ones, there should be substantial commentaries which contain not only history of wars, but also biographies and geographies concerned. I hope that On War can be taught and studied in many universities, for it will make it easier to produce reliable commentaries.

A Study on the Characteristics of Commemoration in the World War II Cemeteries - Focus on the Military Cemeteries of United States, the Commonwealth, and Germany in Western Europe - (제2차 세계대전 전쟁 묘지에 나타난 기념성 - 서유럽에 있는 미국군, 영연방군, 독일군 묘지를 대상으로 -)

  • The purpose of this study was to analyze commemoration characteristics of the United States of America, the Commonwealth, and Germany through representative 14 military cemeteries of World war II in Western Europe. Based on the commemoration characteristics such as spacial characteristic, commemorative elements, and graves and headstone, the commemoration culture among U.S., the Commonwealth. and Germany were studied comparatively. The results are as follows. First, taking geometrical form with mainly square type, rarely circle and spiral patterned, most cemeteries were structured spatial central axis with symmetry, those cemeteries were styled neoclassical, but some of the U.S. cemeteries were modernistic, connecting spaces organically with curved line layout. Second, chapel, the wall of missing, the wall of battle map, and sculpture in the U.S military cemeteries, and 'the cross of sacrifice' and 'the stone of remembrance' as classical monument in the Commonwealth war cemeteries were commonly applied standardized commemorative elements, but commemorative monuments in German military cemeteries were restricted except monumental cross. Third, the symbolic cross of christianism was used all cemeteries to console and cherish the soul of soldiers, specially the Latin crosses in the U.S military cemeteries delivered political message as the american martyr for Western Europe and also the power of the U.S., but the cross in German and the Commonwealth war cemeteries were basically cherish and comfort individual spirit. Fourth, showing the power of victory with national patriotism, the U.S. strongly represented christianism and liberal democracy against communism, the Commonwealth showed imperialistic style, and German military cemeteries were quietly appeared as traditional style forwarding reconciliation and peace. This study suggest the war cemeteries have national identity with typical form and symbolic aesthetics. Further study will be required to materialize sublime commemoration in national cemeteries and to form advanced commemorative culture in Korea.

  • TerraSAR-X, launched in June 2007, and TanDEM-X, June 2010, are remote-sensing satellites with 1M resolution that are capable of observing the ground even during the nighttime and poor weather conditions. The two satellites had been developed under a public-private partnership between the German Aerospace Centre and Airbus in the interest of the commercial marketing for German satellite data. However, the data of high-grade earth remote-sensing system, such as those of the satellites, has been produced by a military satellite and thus used under limited circumstances in Germany. Therefore, a legislation to commercialize the German satellite data and to protect its national security is needed. For this, SatDSiG was enacted in December 2007. Thus this article will contain the main contents of SatDSiG and its implication for Korea, which stared to export data of Kompsat 3, 3A and 5 in 2018.

  • The so-called “Quick Game”-models resemble a central element within the Compound Gaming approach of military systems analysis proposed by Huber [1, 2]. This paper introduces such an analytical model designed to investigate the battle-effectiveness of alternative army structures. The nature of its results is discussed from numerical experiments covering the (German) Army Structure 4, Loser's Area Coverage Defence Concept, and Afheldt's Area Defence Concept. It turns out that Loser's concept promises to have a comparatively high potential to stabilize the early conventional forward defence, hence being an interesting alternative for further analysis in depth.

  • 1990년대 초반 이래 독일에서는 통독과 유럽의 안보상황의 대규모 군축이 이루어졌다. 그 결과 군수산업의 해체, 군사부지의 해제뿐만 아니라 일자리를 잃은 군인과 군속, 군수산업 노동자의 사회편입, 그리고 군부대에 종속되었던 지역경제구조의 재편 등이 국가 현안으로 부각되었다. 본고는 독일을 사례로 특히 지역개발 내지 지역구조정책의 과제로 등장한 군사부지의 재활용 문제를 주로 부지의 해제에서 재이용에 이르는 절차와 계획에 관해 살펴보았다. 이와 관련하여 중앙 및 지방정부의 행정 및 재정능력의 미흡, 비효율적인 지원체제, 구역 획정문제, 구소유주 내지 이용권자의 조사 확인 문제로 인한 재개발 및 개발조치의 지체 등 많은 시행착오가 나타나고 있다. 지역적으로는 군부지의 이용 전환이 지역구조 활성화의 기회이기도 하지만 인구밀집지역이 아닌 곳에서는 토지수요가 없어 어려움이 따르고 있다.

  • The origin of mission command can be traced to the era of the Prussian military reforms led by General Gerhard von Scharnhorst after defeats in battle of Jena and Auerstadt in 1806 against Napoleon I. Mission Command is the conduct of military operations through decentralized execution based upon mission-type orders. Commanders issue mission-type orders focused on the purpose of the operation rather than details of how to perform assigned tasks. The mission command has become the command philosophy of the German military and recently many countries in the west accept it as a command philosophy. This study compare and analyze the Battle of St. Vincent and the Battle of Jutland to make sure if the army-initiated mission commands were also useful for the navy. From the late 18th century, represented by the era of Nelson, Royal navy changed from the inherited rigid command culture to guaranteeing the disciplined initiative of its subordinate commanders. In the Battle of St. Vincent in 1797, Nelson acted contrary to the commander's orders at the crucial moment, which gave Britain a decisive victory. On the contrary more than 100 years later, the command culture of the Royal navy changed into a centralized command culture. In the Battle of Jutland in 1916, Royal Navy couldn't win because the rigid command culture did not guarantee initiative of subordinate commanders and subordinate commander's passive attitude of waiting for the commander's instructions even at critical moments. Therefore, a mission command that guarantees the initiative of subordinate commanders is a useful concept even in the navy because it makes subordinate commanders to take full advantage of a sudden change in battle. Today's advanced information and communication technologies have raised questions about mission command. But even advanced technology can't completely eliminate the fundamental nature of the war-the fog of war. War is chaotic and unpredictable. In the flood of lots of informations, senior commander's judgement is not always right because he(she) is also human, he(she) can make mistakes. In the age of informatization, mission command is still effective because it involves increasing interaction and synergy between senior and subordinate commanders by ensuring their independence. Therefore ROK navy also needs to activate mission command. ROK navy must dismantle the zero-defect mentality and apply from educations as Prussian did to establish a mission command culture.

  • The purpose of this research is to study doll's symbolism representing our social culture and the characteristics of clothing design. The ball joint doll was selected, that are pretty much resembled to human body in terms of facial expression, body proportion, joint movement, etc. Results of research are summarized as follows: the ball joint doll is indicated a doll whose joints are free to move with a round shaped joint, which originated by Yochilya simon, who adopted German Hans Bellmer's method.'rho ball joint doll, first, there appeared state of human isolation due to the material civilization and industrial revolution, and trend of adhering to one's own world made human possess dolls. Second, according to the doll play became a representing play culture among Kidult culture, dolls, that are resembled with human being, were recognized as personalized objects. Third, along of expanding digital culture that makes easy to exchange information via Internet, so, ball joint doll market is growing fast, for which various levels of mania are being formed. Take a look at the doll fashion in modern society. In accordance to form of Look, it is largely categorized Young Casual look, Office look, Ethnic look and Military look. When take a look at design specialty, young casual look was presented as a comfortable silhouette and also made of elastic materials and expressed vivid bright tones. Office look image was expressed as a suit of jacket with skirt, and cotton wool polyester materials and acro-matic colors. Ethnic look was represented by Japanese traditional dress and Chinese traditional clothing. The Military look was generally emphasized army uniforms of straight silhouette and shoulder straps.
