A Structural Analysis between Overseas Opening of Geospatial Information and the Promotion of Geospatial Information Industry Using the Systems Thinking (시스템 사고를 통한 지도데이터 국외개방과 공간정보 산업 활성화간 인과구조 분석)

  • South Korea has been reluctant to open its geospatial information overseas to ensure security as a divided country. However, this cannot continue as the domestic and international environments related to geospatial information and the industrial ecosystem of information and communication technologies have been changing dramatically. Within this context, this study aims to analyze the causal relations among relevant variables and how they change and interact with time using a systems thinking process. First, causal maps were created for the domains of national security, map-based convergence service, and corporate competition. Then, the causal maps for each domain were integrated, based on which the points for policy intervention and dominant feedback loops were identified. The analysis results showed that securing the self-sufficiency of domestic geospatial businesses is a key element to determine the whole causal map, and the variable that changes the dominant feedback loop from a vicious circle to a virtuous one is the decision to open geospatial information overseas. In this study, I found the policy leverage that is a policy intervention point that can produce a great effect with little input by building a causal map of the interactions between major variables. This study is significant in that it identified and analyzed the dominant feedback loop as to which causal structure would dominate the system in the long term. The results of this study can be used to discuss not only the impacts of map data overseas opening on the national security and geospatial information industry, but also the interactions in the future when Google or other global companies request to release the geospatial information.

Spatial Data Update Method for Efficient Operation of the Integrated Underground Geospatial Map Management System (지하공간통합지도 관리 시스템의 효율적인 운영을 위한 공간 데이터 갱신 방법)

  • There are various structures in the underground space, and the structures is managed as 3D data in Integrated Underground Geospatial Map Management System(IUGMMS). The worker transmits and updates the integrated map including the changed underground geospatial data to IUGMMS with the completed book submission program. However, there is a problem in that the transmission time and the update time is delayed because the size of the integrated map file is large. In this paper, we try to extract and transmit only the changed integrated map by obtaining and comparing each spatial characteristic information of the integrated map. As a result of the experiment, the transmission time of the suggestion method is short and the update time is also short than the transitional method because the suggestion method transmits only the integrated map including the changed underground geospatial data. As a result, it was possible to reduce the delay time in transmitting and updating the changed integrated map.

Application of Geospatial Information Utilization System using Unmanned Aerial Image (무인항공 영상을 이용한 공간정보 응용 시스템 활용 방안)

  • Korea is constructing geospatial information application system for geospatial information utilization, but it is trying to establish a system for joint use of geospatial information system centering on Ministry of Land Transport and Transport due to the problem of sharing. The purpose of this study is to investigate and analyze the geospatial information application system operated by local governments, and to suggest the application of geospatial information application system using unmanned aerial images. As a result of the research, it was found that the functions of existing spatial information application system are concentrated on the public services and it is difficult to share and utilize data between administrative departments. In addition, the utilization of the system using unmanned aerial image has been suggested, and additional functions such as vector display, area calculation, and report generation have been derived to improve the usability of geospatial information application system. If additional functions of spatial information application system are added through further studies in the future, it will be possible to use it as a basic data of field survey and policy decision in related fields. And non-experts will be able to improve the efficiency of work by utilizing highly accurate geospatial information in various fields.

Analysis of Risk Factors of Sinkholes with Geospatial Information (지형공간정보를 이용한 싱크홀의 위험요인 분석)

  • Sinkholes happen in increasingly higher frequency in downtown areas with a concentration of social infrastructure these days. Most sinkholes occur around the living areas of citizens, which calls for a systematic countermeasure plan for urban development and underground water management, which are parts of the main causes of sinkholes. This study thus set out to analyze the risk factors of sinkholes in the subject area by using geospatial information deeply connected to sinkholes both directly and indirectly. The geospatial information used in analysis was obtained by examining the causes of sinkholes from a topographical perspective. Collected data were treated and analyzed with a range of spatial analysis tools based on GIS. The findings show that topographical factors had significant relations with sinkhole causes and raise a need to manage all kinds of pipe networks underground, the movement characteristics of underground water levels, and other topographical features. The findings may serve as data to support decision-making processes in the field of urban disaster prevention and call for extensive research to incorporate hydro-geomorphology and spatial modeling.

Design and Implementation of 3D Geospatial Open Platform Based on HTML5/WebGL Technology (HTML5/WebGL 기반 3D 공간정보 오픈플랫폼 소프트웨어 설계 및 구현)

  • Recently, the utilization of geospatial open platforms has been constantly increased and the interest in 3D geospatial data such as terrain, building and shopping mall has been increased significantly. In particular, rather than simplified 3D geospatial data, interest in high-precision 3D geospatial data which similarly represents the real world objects has increased significantly. In order to satisfy the demand for such the high-precision 3D geospatial data, various kinds of 3D geospatial open platforms has been developed and has provided services on the web. However, most of the 3D geospatial open platforms have been used plug-in module in order to ensure a fast 3D rendering performance on the web, despite the many problems such as difficulty of the installation, no supporting of cross browser/operating system and security issues. In addition, recently, the existing 3D geospatial open platforms based on plug-in module are facing a serious problem, by declaring the NPAPI service interruption in Chrome and Firefox browsers. In this study, we presents the design and implementation of a new 3D geospatial open platform based on HTML5/WebGL technology without the use of plug-ins. Such the new 3D geospatial open platform based on HTML5/WebGL may support cross browsers such as IE, Chrome, Firefox, Safari and cross OS platforms such as Windows, Linux, Mac and mobile OS platforms.

  • Various studies and business investments have been performed on UAV in the field of spatial information industry, and it is judged that this industry has being evolved into an expansion stage as a legalization progresses. In addition, public institutions such as Korea Land and Geospatial Information Corporation, Korea Expressway Corporation, and Korea Land and Housing Corporation which have relatively much utilized spatial information work have entered into the stage of settling with active introduction for reasons of work efficiency and business management. However, surveying drones are still classified as expensive equipment, which is a burden on general business application and technology popularization. Moreover, the stabilization of reliability of various location information acquired from UAV is a part of ongoing research and supplementation. Therefore, in this study, to use image information acquired from low-cost UAV as reliable spatial information data, the flight altitude was changed and compared with the result of double transverse flight with conventional photographing technique. As a result, there was no change in the result value at low altitude, but the result showed more than 30% accuracy and accuracy improvement for the X, Y value at the altitude of 130m or higher than the conventional method.

A Study on the Strategy to promote Geospatial Information Industry based on Users Requirements Analysis (수요자 요구 분석을 통한 공간정보산업 진흥 전략에 관한 연구 -전문가 설문조사를 중심으로-)

  • The geospatial information industry has the advantage of being able to converge with other industries to create new value. Therefore, efforts are underway to promote the growth of this dwindling national industry by endorsing policies and initiatives to promote its convergence with other industries. In this study, feedback was collected from experts in various fields through three rounds of polls using the Delphi method. The poll results were used to investigate the causes of hindrance to the growth of the geospatial information industry and to build a comprehensive solution to this problem. As a result, 27 strategies were constructed based on the users' requirements related to policy, data and service, including the demands for establishing public polling methods, enhancing data quality and advertisement. Since the coefficient of variance fell between 0.11 and 0.20 in the importance evaluation, an amicable consensus was reached between the experts. Considering that the convergence of industries is achieved through the integration of various types of technology and information, it is important to consider the requirements of users in different industries. In this respect, the results of this study will serve as a useful base for constructing mid-to-long term road maps to promote the development of the geospatial information industry.

A Study of Fusing Scheme of Image and Sensing Data Using Index Method (인덱스를 이용한 동영상과 센싱 데이터 융합 방안 연구)

  • Recently, it is studying to provide to users through internet in the SensorWeb of OGC(Open Geospatial Consortium) saving and maintaining data and image information gathered from sensor network. It is necessary to study about data convergence as binding audio and video for delivering the sensing data and image information to users with real-time system. In this article, it suggests how to convergence sensing data and moving picture collected from the sensor network using index. This program indicates both of them that collected sensing data and information identified of moving picture in the integration index and based on this program provides sensing data moving picture at the same time referencing integration index, if the user asks. To verify suggested method designing real-time multimedia service structure using sensor network and image installation and implementing Ubiquitous realtime multimedia system integrating moving picture and sensing data based on index. As a result of this program, it is confirmed providing real-time multimedia service to request information of application service using integration index collected image and sensing data from wireless sensor network and image installation suggested data convergence method.

Rational Unification Scheme of Topographic Surveying and Cadastral Survey for the Synergistic Convergence Effect of GIS Industry (공간정보산업의 상승적 융합 효과 창출을 위한 측량과 지적의 합리적 통합방안)

  • Recently, as GIS industry has substantially grown up, convergence between industries such as the application coverage of surveying and cadastral information is gradually on the increase. The new approach of convergence between topographic surveying and cadastral survey is indispensable to make the change of geospatial environment ready and to maximize the utilization of National Spatial Data Infrastructure(NSDI). The purpose of this paper is to seek the way of synergistic improvement in topographic surveying and cadastral survey in comprehensive aspects of national geospatial information. First, we reviewed policy environment to clearly establish aim of convergence and promising perspective of GIS industry policy, considering NSDI. In addition, we examined current state of administration (organization, human resource, service) and institution situation. We came up with interior ability and external policy environment as well as critical success factor for the synergistic convergence by using SWOT analysis. Lastly, we developed basic perspective of convergence and improvement model and concrete scheme for stakeholder to complementary make progress. We can come to conclusion that the convergence of topographic surveying and cadastral survey should be not only carried in macro outline of successful NSDI but also committed to completion and maintenance of GIS framework.

Geospatial data Acquisition Using the Google Map API

  • Most Korean and overseas major portal sites include map servers to provide map services, and offer open APIs to allow their users to make use of maps or spatial information directly. At the early design stage, geographic spatial data do not tend to require high accuracy, and thus there would be no problem using data which have been obtained and then utilized through map servers provided by portal sites. This study has chosen the shortest route between starting point and destination, using GIS techniques. Moreover, for the chosen route, it also has calculated the elevation for the cross-section, using Google map and GPS measurements. This study aims to create APIs, which can extract vertical profile of routes from the Google Map server, by using JAVA, and to compare centerline profile results obtained by GPS(Global Positioning System) to explore their utilize abilities. The result demonstrated a height error of 0.5 to 1 m, compared to the GPS results, but they were mutually satisfactory. In short, the data extracted in this study are useful for centerline profile drawings in selecting routes, such as streets, Olle roads, and bike lanes.
