Pension Structure, Benefit Generosity and Pension Spending in the Retrenchment Period of Welfare States (복지국가 재편의 경로의존성 : 공적연금 제도 구조와 급여관대성 및 지출수준에 관한 비교연구)

  • This study investigated changes and determinants of public pension generosity and pension spending in welfare states during the last retrenchment period. Path-dependency thesis, industrialization theory and power resources model were examined with the twelve welfare states from 1980 to 2007. The main results are as follows. First, the developments of benefit generosity and pension spending have been differently presented according to pension structure. Second, the cross-national pooled-time series analysis confirmed that pension structure is the most significant factors to determine the level of benefit generosity and pension spending. Third, the positive effect of population ageing on pension spendings were proved even without any changes of pension generosity. New social risks, however, have restrained the pension spending. Fourth, the power of the left party and labor union did not affect the pension policy, which implies that power resources theory cannot explain the development of pension policy in this retrenchment period.

Analysis on the Diversity of Long-Term Care Systems (장기요양보호체계의 국가별 다양성)

  • This research purposed to analyse the diversity of the long-term care system based on the dependency/independency of the aged. For this purpose, we divided the long-term care systems to three components; form of benefit, generosity of benefit and delivery system. Form of benefit is whether the benefit is cash or in-kind, and the generosity of benefit is related to the level and coverage of benefit. The last concerned to focus on provider and user selection. According to this, we tried to make an ideal type of long-term care in the perspective of citizenship and consumerism. As a result, we established four types of long-term care system; active citizen type, passive citizen type, latent citizen type, and family dependent type. And we investigated Austria, Sweden, Germany and Korea for each type empirically.

Observations on Long-Term Care Insurance Utilization and Implication for its Expansion (노인장기요양보험 이용현황과 제도확대방향의 모색)

  • Long-term care insurance has been introduced in Korea a year ago, and we are in a stage requiring to set principles regarding the generosity of coverage and how to gradually extend the coverage. This study empirically analyzes how the long-term care insurance in Korea is operated. Special attention is given to who is the main beneficiary of the long-term care insurance introduction, and what is the factors influencing the elderly's decision to apply for or use long-term care services. Use of a detailed information of individuals' public health insurance and long-term care insurance from administration data made it possible to control for health status, socioeconomic status including family type, housing tenure, income level. Logit models were employed to analyze the effects of various socioeconomic factors on the likelihood of applying and using long-term care services. Also, this study employed a survey questioning whether to ever willing to take other option as a alternative to residential care or home-care and the level of cash benefit for which they are willing to replace the formal care with informal care. The result indicated that although the poorest elderly population groups are in the greatest need for the long-term care service, they are in difficulty using the service due to economic burden. This implies the copayment amount needs to be adjusted in order for the poor elderly group to be able to get the benefit of the long-term care service.

A Comparative Study on Unemployment Insurance, Social Assistance and ALMP in OECD Countries (실업안전망 국제비교연구: 실업보험, 사회부조, 적극적노동시장정책의 제도조합과 유형화)

  • This study examines labour market and unemployment protection policies as a configuration in 12 OECD countries in order to investigate how countries from different regime conform to or diverse from previous welfare state regime discussion, and to examine its relationship with poverty and inequality. In analyzing the combination of the unemployment insurance, the unemployment assistance, and active labour market policy, firstly, fuzzy scores of unemployment insurance was calculated by analyzing the strictness of eligibility, duration of benefit and the generosity of income replacement rate. For unemployment assistance, the ratio of public assistance expenditure to the GDP in each country and the ratio of unemployment benefit level to the average wage in each country have been considered. As for the active labour market policy, the total expenditure per GDP of this policy was converted into fuzzy points and analyzed. As a result, 5 types in 2005 and 6 types in 2010 were generated. Specifically, 'assistance type(iAp)', 'insurance type (Iap)', 'comprehensive safety net type (IAP)', 'weak safety net type(iap)' were analyzed. This paper suggested policy implication for South Korean case, which consistently had high score for weak safety net type(iap).
