2019년 5월 식약처는 원료의약품 등록 및 자체 생동성 시험 요건 충족 여부에 따라 제네릭 의약품의 가격을 차등 산정하는 것을 내용으로 하는 「약제의 결정 및 조정 기준」 고시를 개정하였다. 이는 기허가 제네릭 의약품에 대해서조차 자체 생동성 시험을 시행하지 않는 경우 기존 약가를 인하하는 것으로서 과연 그 입법목적과 수단에 관한 충분한 공법적 고려 하에 도입된 것인가 하는 의문이 든다. 이 글은 실질적으로는 위탁·공동 생동 시험을 제한하고자 자체 생동성 여부를 기준으로 제네릭 의약품의 약가를 결정·조정하는 개정 고시의 배경을 소개한 후 입법목적의 정당성 및 비례원칙의 관점에서 이를 비판적으로 검토하였다. 첫째, 목적의 정당성 측면에서 제네릭 의약품 난립 방지라는 목적이 과연 그 입법목적으로서 정당한 것인지에 대한 검토가 부족하였다는 점을 지적하였다. 둘째, '자체 생동 요건 미충족시 약가 인하'라는 내용의 개정 고시가 적합성 원칙에 부합하려면 위탁·공동 생동으로는 안전성·유효성을 인정하기 어렵다거나 적어도 위탁·공동 생동이 자체 생동에 비해 안전성·유효성 검증에 있어서 불충분하다는 전제가 성립해야 한다. 그럼에도 이에 대한 검토가 이루어지지 않은 것으로 보이는바, 안전성·유효성 확보라는 목적 달성을 위해서는 자체 생동이냐 위탁·공동 생동이냐보다 '생동성 인정 기준 및 생동성 시험자체의 관리 강화'에 초점이 맞추어져야 한다. 셋째, 필요성 및 상당성 판단에 있어서 품목허가 후 상당한 기간이 지나 충분히 안전성·유효성에 대한 검증이 이루어졌다고 볼 수 있는 제품에 대해서까지 일률적으로 개정된 고시 기준을 적용하는 것은 필요성 및 상당성 원칙에 반할 소지가 있다고 판단하였다. 개정 고시와 같은 행정입법은 많은 경우 법리적 검토나 공감대 형성이 부족한 상태에서 제·개정이 이루어지는 반면, 그에 따른 규제 효과는 피규제자에게 상당히 직접적이고 구체적이다. 이러한 점에서 행정입법 과정에 대해서도 규제목적과 수단에 대한 실질적인 검토가 요구되면, 사전통제로서 이해관계인 등의 절차참여제도가 보완되어야 함을 강조하였다.

빵류 제품의 HACCP적용을 용이하게 하기 위해서는 HACCP 일반 모델 개발이 필요하다. 제빵 공정이 소성과정 중 제품의 내부온도가 $85^{\circ}C$ 이상 유지되어 호화되는 것을 감안하면 병원성 미생물의 사멸이 베이킹 중에 일어나므로 일반 위생관리가 안전성 확보를 위한 주된 타겟이 되며, 일반위생관리규정은 적정제조기준(GMP : Good manufacturing practice) 함께 HACCP 시스템을 적용하기 위한 보조 프로그램으로서 반드시 확립되고 관리되어야 할 프로그램이다. 이에 본 연구에서는 빵류 제품을 생산, 가공, 포장하여 시판하는 제빵업체에 HACCP시스템을 적용시키고자 빵류 제품을 대상으로 하여 생산 제품의 안전성 및 위생 상태를 미생물학적 방법을 평가하고, 원료의 공정에 따른 위생분석을 행하여 CCP및 CL을 결정하여 빵류제품의 HACCP일반 모델을 제시하였다. 이러한 일반위생관리기준과 HACCP일반모델은 빵류 제품의 안전성 확보 및 HACCP적용에 도움이 될 것으로 판단된다.

협업 워크플로우 관점에서 비즈니스 프로세스는 기업 내외의 애플리케이션들과 인적 자원들과의 유기적인 결합을 통하여 협업 프로세스를 신속하고 유연하게 수행할 수 있도록 지원하여야 한다. 현재기업 업무에 대한 시스템 의존도가 높아지고는 있지만, 인간은 여전히 핵심적인 역할을 차지한다. 즉 워크플로우 모델링에는 이러한 인간의 역할이 강조되어야 하며 인간 의사결정 과정 자체를 분석하여 인적오류를 제어할 수 있는 구조가 반드시 필요하다. 또한 액티비티간의 협업을 통하여 빠르고 효율적인 커뮤니케이션이 구축되어 궁극적으로는 액티비티들이 목표 프로세스에 연류되어 결과물에 대한 품질이 향상되도록 하여야 한다. 이에 본 논문에서는 협업 워크플로우에서 발생할 수 있는 인적오류를 제어하기 위해 GEMS(Generic Error Modeling System) 모델을 적용한다. 또한 하이브리드 기반의 모델링 방법을 통한 인적오류 제어 방법을 제시한다. 아울러 이러한 기반에서 협업 워크플로우를 모델링할 수 있는 도구를 설계하고 구현한다. 이와 같은 모델링 방법을 사용하면 인간 자체의 특성을 고려함으로써 인적오류를 제어할 수 있는 워크플로우 모델링이 될 수 있도록 지원할 수 있다.

Hazard Analysis and Critical Control Point (HACCP), a systematic process that identifies, assesses, and controls hazards, has been developed as an effective alternative to conventional end-point analysis for food safety control. The importance of HACCP has been emphasized recently due to the development of new food processing technologies and the increase in international trade demanding worldwide of food product safety. This paper provides a review of HACCP and a generic HACCP template for its implementation for aseptic processing of a juice drink.

제품 계열 공학(Product Line Engineering, PLE)는 패밀리 멤버들의 공통성과 가변성을 분석하여 만든 핵심 자산을 특화시켜 어플리케이션을 개발함으로써 재사용성과 이용가능성을 증대시키는 접근 방법이다. 핵심 자산은 제품 계열에 속하는 패밀리 멤버들이 어플리케이션을 만드는데 기초가 되는 모든 자산을 포함하며, 아키텍처, 컴포넌트 둥이 포함될 수 있다. 범용 아키텍처는 패밀리 멤버들이 공통적으로 사용할 수 있는 아키텍처로, 제품 계열에 속하는 제품들의 구조를 정의하고 컴포넌트의 인터페이스 명세를 제공하여 컴포넌트만큼 중요한 재사용 단위이다. 본 논문에서는 대표적인 PLE 방법론에서 정의한 제품 계열 아키텍처와 일반 소프트웨어 아키텍처를 비교하여 범용 아키텍처에 포함되는 요소들을 선정하고, 메타 모델을 이용하여 범용 아키텍처 구성요소와 구성요소간 관계를 명확히 정의함으로써, 개념적인 아키텍처를 보다 실용적으로 설계하는데 도움이 되게 하고자 한다.

Motivated by bioequivalence studies which involve comparisons of pharmaceutically equivalent dosage forms, we propose a more general decision rule for showing equivalence simultaneously between multiple means and a control mean. Namely, this testing procedure is concerned with the situation in that one must make decisions as to the bioequivalence of an original drug product and several generic formulations of that drug. This general test is developed by considering a spherical confidence region, which is a direct extension of the usual t-based confidence interval rule formally approved by the U.S. Food and Drug Administration. We characterize the test by the probability of rejection curves and assess its performance via Monte-Carlo simulation. Since the manufacturer's main concern is the proper choice of sample sizes, we provide optimal sample sizes from the Monte-Carlo simulation results. We also consider an application of the generalized equivalence test to a repeated measures design.

Policosanol extracted from sugarcane wax is a generic term used for total fatty alcohols obtained from esterification of fatty acids. It has been approved as a health functional food by the Ministry of Food and Drug Safety of Korea in 2006. Policosanol is well-known to aid in lowering blood cholesterol level. Recently, several studies have reported the physiological activities of policosanol, such as anti-inflammatory effects, antioxidant effects, and lowering of the incidence of ageing-related diseases, for example, hypertension, stroke, among others. This review describes the physiological activities of policosanol and its applications in the field of health functional foods.

BLUs(Backlight Units) are major component in LCD(Liquid Crystal Display) industry which occupies 90% or more of worldwide FPD(Flat Panel Display) market. And BLU market is expected to be expanded continuously according to the trend of miniaturization, slimness, low power consumption and low weight. The larger the BLU market scale, the more important standardization of performance evaluation techniques to clearly prescribe the product specification. This document is a generic specification of measurement methods of LED BLU for LCDs. It defines general procedures for quality assessment and gives general rules for measuring methods of LED BLU for LCDs.

As the dot-com companies realize the importance of the traditional business operations such as product distribution and sourcing, the task of balancing business strategy and operations between electronic commerce and"bricks St mortar"channels is an ongoing challenge. However, there are no generic recipes for formulating business strategy that optimally bridges the physical and virtual operations. In order to provide some guidelines, this study examines the big 3 retailers in Korea, and their"clicks ＆ mortar"strategy, assessing how the activities of each channel are integrated to achieve the synergy effect. This study analyzes the differences in the pattern of integration among the three retailers and traces the causes of those differences. It also figures out the relationship between the degree of integration and performance variables such as growth and cost. Finally. it defines the essential constraints on the process of integration along with managerial implications.

Airframe internal and external specifications are the product of intensive intellectual efforts and technological breakthroughs distinguishing each aircraft manufacturer. Therefore, geometrical information characterizing aircraft primary aerodynamic surfaces remain classified. When attempting to model real aircraft, many members of the aeronautical community depend on their personal expertise and generic design principles to bypass the confidentiality obstacles and sketch real aircraft airfoils, which therefore vary for the same aircraft due to the different designers' initial assumptions. This paper presents a photogrammetric shape prediction method for deriving geometrical properties of real aircraft airframe by utilizing their publicly accessible static and dynamic visual content. The method is based on extracting the visually distinguishable curves at the fairing regions between aerodynamic surfaces and fuselage. Two case studies on B-29 and B-737 are presented showing how to approximate the sectional coordinates of their wing inboard airfoils and proving the good agreement between the geometrical and aerodynamic properties of the replicated airfoils to their original versions. Therefore, the paper provides a systematic reverse engineering approach that will enhance aircraft conceptual design and flight performance optimization studies.
