Now that fiscal soundness is increasingly important influenced by the euro area fiscal crisis, early budget execution has been under the spotlight as a tool for economy control, other than typical expansionary method, such as supplementary budget. Basically, early budget execution is a fiscal policy instrument that reponses to economic fluctuations through modifying the inter-temporal allocation of fiscal expenditure within budget, without affecting fiscal soundness. This study empirically examines how effective the intert-temporal reallocation of fiscal expenditure is in economy control. Using Korea's Consolidated Fiscal data, the size of inter-temporal reallocation of fiscal expenditure is defined as changes of fiscal expenditure for one year excluding seasonal factors and used to explain real economic growth rate, a dependent variable. The result shows that the macroeconomic effect of the inter-temporal reallocation turns out meaningful in general, though some policy time lag exists. Meanwhile, a simulation using macroeconomic model finds that overall effect on economic growth is not large because increase in fiscal expenditure allocation at a certain point of time is canceled by the opposite direction within the same fiscal year. However, the inter-temporal reallocation is found to reduce volatility of key macroeconomic variables so as to contribute to partially stabilizing macroeconomy. In particular, such effect of economic stabilization seems to be highly apparent at the time of financial crisis, but not very noticeable in normal economic cycle.
This study was aimed to investigate the motivators of smoking in 300 subjects using convenient extraction in one hospital. After informed consent, the survey that consisted of general characteristics, health behavior, stage of change, health behavior-related-perceived benefit, health behavior-related-perceived barrier, health behavior-related-family support, oral health behavior, subjective oral health and others was carried out. The smoking rate was higher in case of male (sex), high school graduates (education) and 2~3 million Korean won (KRW) (monthly income). The present smokers responded lower oral health behavior (p<0.001), lower health behavior-related-perceived benefit (p=0.021), higher health behavior- related-perceived barrier (p<0.001) and lower stage of change (p<0.001). The oral health related variables were not influenced by smoking. In logistic regression model, odds ratios in smoking were 0.378 in below average (health behavior-related-perceived barrier), 4.746 in below average (stage of change), 12.743 in male (sex) and 3.271 in 2~3 million KRW (monthly income/standard : over 3 million KRW). It was suggested that oral health related manpower should take account of not only smoking-related oral health but also motivators of smoking as to deliver effective no-smoking program.
Objectives Osteoporosis is a common disease in adults with prevalence rate of more than 40%, and occurs more to female than to male. The purpose of this study is to identify the effect of Bia-hwan ($F{\acute{e}}i{\acute{e}}r$-$w{\acute{a}}n$) on the osteoporosis of ovariectomized rats. Methods 24 female rats were randomly assigned to a SHAM group, a control group, and a BAH group. Ovaries of the control group and the BAH group were extracted. After than, general animal feed were given to the SHAM group and the control group, animal feed contained BAH were given to the BAH group through mouths of them. After 8 weeks, rats were sacrificed and their weight, calcium, phosphorus, estradiol, total-cholesterol, triglyceride, ALP, albumin, AST, ALT, the weight of femur and tibia ash per body ratio, both area and thickness of trabecular bone, the area of osteoblast and the number of osteoclast were measured. Results The level of calcium, phosphorus, AST in the serum of the BAH group increased significantly compared to the control group. There was no significant difference between the control group and the BAH group in the level of estradiol, total-cholesterol, triglyceride, ALP, albumin, and ALT in the serum. There was no significant difference between the control group and the BAH group in the weight of femur and tibia ash per body ratio. The thickness of trabecular of the BAH group increased significantly compared to the control group, but there was no significant difference in the trabecular area. The area of osteoblast and the number of osteoclast of the BAH group decreased significantly compared to the control group. Conclusions From the results of the above study, oral intake of BAH can inhibit the decrease of calcium, phosphorus in blood and prevent the thinning process of the trabecular by suppressing activation of osteoclast. Thus, BAH may have effects on the treatment and prevention of osteoporosis.
Purpose : A precise NMR technique for measuring the rate of water exchange and cell membrane permeability across the hepatocyte membrane using liver-specific MR contrast agent is described. Materials and Methods : The rat hepatocytes isolated by perfusion of the livers were used for the NMR measurements. All experiments were performed on an IBM field cycling relaxometer operating from 0.02MHz to 60 MHz proton Larmor frequency. spin-echo pulse sequence was empolyed to measure spin-lattice relaxation time, T1. The continuous distribution analysis of water proton T1 data from rat hepatocytes containing low concentrations of the liver specific contrast agent, Gd-EOB-DTPA, modeled by a general two compartment exchange model. Results : The mean residence time of water molecule inside the hepatocyte was approximately 250 msec. The lower limit for the permeability of the hepatocyte membrane was $(1.3{\pm}0.1){\;}{\times}{\;}10^{-3}cm/sec$. The CONTIN analysis, which seeks the natural distribution of relaxation times, reveals direct evidence of the effect of diffusive exchange. the diffusive water exchange is not small in the intracellular space in the case of hepatocytes. Conclusions : Gd-EOB-DTPA, when combined with continuous distribution analysis, provides a robust method to study water exchange and membrane permeability in hepatocytes. Water exchange in hepatocyte is much slower thatn that in red blood cells. Therefore, tissue-specific contrast agent may be used as a functional agent to give physiological information such as cell membrane permeability.

The objective of this study is to estimate traffic capacity based on the heavy-vehicle ratio in a two-lane freeway work zone where one lane is blocked by construction. For this, closed circuit television (CCTV) video data of the freeway work zone was collected, and the congestion at an upstream point was observed. The traffic volume at a downstream point was analyzed after a bottleneck was created by the blockage due to the upstream congestion. A distribution model was estimated using observed-time headway, and the road capacity was analyzed using a goodness-of-fit test. Through this process, the general capacity and an equation for capacity based on the heavy-vehicle ratio passing through the work zone were presented. Capacity was estimated to be 1,181~1,422 passenger cars per hour per lane (pcphpl) at Yeongdong, and 1,475~1,589pcphpl at Jungbu Naeryuk. As the ratio of heavy vehicles increased, capacity gradually decreased. These findings can contribute to the proper capacity estimation and efficient traffic operation and management for two-lane freeway work zones that block one lane due to a work zone.

One result of the trend towards globalization is an increased number of projects that focus on natural language processing. Automatic speech recognition (ASR) technologies, for example, hold great promise in facilitating global communications and collaborations. Unfortunately, to date, most research projects focus on single widely spoken languages. Therefore, the cost to adapt a particular ASR tool for use with other languages is often prohibitive. This work takes a more general approach. We propose an International Phoneticizing Engine (IPE) that interprets input files supplied in our Phonetic Language Identity (PLI) format to build a dictionary. IPE is language independent and rule based. It operates by decomposing the dictionary creation process into a set of well-defined steps. These steps reduce rule conflicts, allow for rule creation by people without linguistics training, and optimize run-time efficiency. Dictionaries created by the IPE can be used with the speech recognition system. IPE defines an easy-to-use systematic approach that can obtained 92.55% for the recognition rate of Korean speech and 89.93% for English.
Contents-based image retrieval methods are in general more objective and effective than text-based image retrieval algorithms since they use color and texture in search and avoid annotating all images for search. SIM(Self-organizing Image browsing Map) is one of contents-based image retrieval algorithms that uses only browsable mapping results obtained by SOM(Self Organizing Map). However, SOM may have an error in selecting the right BMU in learning phase if there are similar nodes with distorted color information due to the intensity of light or objects' movements in the image. Such images may be mapped into other grouping nodes thus the search rate could be decreased by this effect. In this paper, we propose an improved SIM that uses HSV color model in extracting image features with color quantization. In order to avoid unexpected learning error mentioned above, our SOM consists of two layers. In learning phase, SOM layer 1 has the color feature vectors as input. After learning SOM Layer 1, the connection weights of this layer become the input of SOM Layer 2 and re-learning occurs. With this multi-layered SOM learning, we can avoid mapping errors among similar nodes of different color information. In search, we put the query image vector into SOM layer 2 and select nodes of SOM layer 1 that connects with chosen BMU of SOM layer 2. In experiment, we verified that the proposed SIM was better than the original SIM and avoid mapping error effectively.
Purpose: Adipose-derived stromal cells (ADSCs) are multipotent cells that have been found to promote wound healing through the process of angiogenesis and reepithelialization. Generally, it is well known that the antigenicity of ADSCs doesn't affect stem cell therapy. In this study, we investigated the effect of allogeneic ADSCs in the wound healing process by applying allogeneic ADSCs on the wound healing splint model of mice. Methods: Adipose tissue was harvested from the epididymal fat pads of BALB/c and C57BL/6 mice. Twenty four mice BALB/c were divided into three groups; control, isogeneic, and allogeneic groups. Two full thickness defects with 6 mm diameters were created on the back of BALB/c mice. $1{\times}10^6$ ADSCs from BALB/c mice were applied on the isogeneic group. In the allogeneic group, ADSCs from the C57BL/6 mice were applied. No cells were applied to the control group. The sizes of the wounds were evaluated in 3, 5, 7, 10, and 14 days after the wounds were applied, and tissues were harvested in 7 and 14 days for histological analysis. Results: Wound healing rates had showed significant increase in 10, and 14 days when the isogeneic group was compared to the control group, but the allogeneic group showed significantly decrease compared to the isogeneic group (p<0.05). Histological scores in the isogeneic group were significantly high, but significantly lower in the allogeneic group when compared to the isogeneic group in 2 weeks (p<0.05). In the isogeneic group, thick inflammatory cell infiltration with abundant capillaries were observed in 1 week, and thick epithelium with many large capillaries were observed in 2 weeks. Conclusion: When isogeneic ADSCs were applied to wounds, they presented a faster wound healing rate compared to controls and the allogeneic group. Unlike general stem cell therapy, these findings suggest that cell therapy targeted at enhancing wound healing may benefit from the use of ADSCs with identical antigenicity, as opposed to allogeneic or xenogenic ADSCs.
Adsorption characteristics of three endocrine disruptors, amitrol, nonylphenol, and bisphenol-A, were evaluated depending on the type and service duration of activated carbon (AC). Bituminous coal-, wood-, and coconut-based coals were tested. Bituminous coal-based AC (BCAC) had the greatest sorption capacity for the three chemicals tested, followed by wood-based AC (WAC) for nonylphenol and coconut palm-based AC (CAC) for bisphenol-A. During the column test, amitrol removal efficiency increased over time, indicating that hydrophilic endocrine disruptors are biodegraded in the AC column. Removal efficiencies of hydrophobic compounds such as nonylphenol and bisphenol-A decreased over time since the main removal mechanism was adsorption. The order of the amitrol removal was: BCAC-5.9 yr, CAC-3.l yr > BCAC-2.2 yr > BCAC-virgin > CAC-virgin > WAC-virgin > WAC-3.l yr. In general, used AC had greater removals than virgin AC. The order of the bisphenol-A removal was: CAC-virgin > BCAC-2.2 yr > CAC-3.l yr > WAC-virgin > BCAC-5.9 yr > WAC-3.l yr. The order of the nonylphenol removal was: BCAC-virgin > WAC-virgin > CAC-3.1 yr, WAC-3.1yr> BCAC-2.2 yr > BCAC-5.9 yr > CAC-3.1 yr. Bituminous coal AC performed the best over time. Endocrine disruptors such as these three compounds appear to be removed effectively by activated carbon through biodegradation and adsorption. Wood and coal based among the virgin ACs and 3.1 years used wood base among the used ACs appeared the lowest carbon usage rate(CUR) for nonylphenol removal by prediction model. Virgin and used coconut base ACs except BCAC had the lowest CUR for removal Bisphenol-A. Biodegradation of nonylphenol and Bisphenol-A did not occurred during the 9,800 bed volume experiment period. BCAC had the highest biodegradation capacity of 46% for amitrol among virgin ACs and the used coal based ACs had 33-44% higher biodegradation capacity than virgin's for amitrol so biodegradation is the effective removal technology for hydrophilic material such as amitrol.

Objective: The objective of this study was to evaluate three different degrees of white striping (WS) addressing their automatic assessment and customer acceptance. The WS classification was performed based on a computer vision system (CVS), exploring different machine learning (ML) algorithms and the most important image features. Moreover, it was verified by consumer acceptance and purchase intent. Methods: The samples for image analysis were classified by trained specialists, according to severity degrees regarding visual and firmness aspects. Samples were obtained with a digital camera, and 25 features were extracted from these images. ML algorithms were applied aiming to induce a model capable of classifying the samples into three severity degrees. In addition, two sensory analyses were performed: 75 samples properly grilled were used for the first sensory test, and 9 photos for the second. All tests were performed using a 10-cm hybrid hedonic scale (acceptance test) and a 5-point scale (purchase intention). Results: The information gain metric ranked 13 attributes. However, just one type of image feature was not enough to describe the phenomenon. The classification models support vector machine, fuzzy-W, and random forest showed the best results with similar general accuracy (86.4%). The worst performance was obtained by multilayer perceptron (70.9%) with the high error rate in normal (NORM) sample predictions. The sensory analysis of acceptance verified that WS myopathy negatively affects the texture of the broiler breast fillets when grilled and the appearance attribute of the raw samples, which influenced the purchase intention scores of raw samples. Conclusion: The proposed system has proved to be adequate (fast and accurate) for the classification of WS samples.
