This review paper is to provide theoretical background and empirical evidence for gender sensitive health policy in Korea. We explore how sex and gender are implicated in health disparities. After reviewing major concepts regarding sex, gender, and health, the study moves on to describe the ways in which gender interacts with other social determinants (socioeconomic position, workplace, stress, social support, and violation) to show disparate health outcomes. Next, suggested health models considering gender and social process are introduced. The article concludes by suggesting the necessity of gender sensitive policy consorted with social programs in tackling health equity.
Purpose - The purpose of this paper is to review, analyze and identify the suitability of Kazakh gender policy for the changes taken place in the society with suggesting necessary changes. Research design, data, and methodology - After meticulous reviews of germane literature, the researchers applied an analytical approach which focuses on analyzing the Kazakh's gender policy and its issuance guidelines based on the present requirement in the society. Even though the policy has introduced with astonishing prudence, present-day living trends in society require imperatively some notable modifications which protect the rights of women and minority sections of the society. Results - Through this gender policy, government has proffered required legal, financial and preferential support country's women to participate in the management and legislation of the country. Kazakh gender policy requires upgradations which flawlessly support women in the lifestyles of the feminine community. Conclusions - In achieving gender equality in the economy as a priority area, Kazakh government monitoring persistently and closely the changing trends of women and their requirements which introduce necessary modifications to the existing gender policy of the country with the cooperation of international organization.
Purpose - This paper attempts to compare five free trade agreements with gender chapters ratified by Chile and Canada and derives lessons for Korea in terms of gender-aware trade policy. While Chile and Canada have three and two FTAs with gender chapter respectively, Korea has none so far, although it has already ratified an FTA with the two countries. Design/methodology - This study first investigates all the gender-provisions with the gender chapters, conducts a comparative analysis on the five chapters as well as a case study of one target FTA's implementation and achievements, and finally suggests policy implications for Korea's trade administration as well as trade-related agencies. Findings - According to the analysis, there are three phases in terms of advancement in gender-related trade policy. As Chile is in phase two and Canada is in phase three, Korea remains in phase one. It has a ministry related to gender within the government, but not within the OMT. It has statistics on female business, but not of women traders. It has a few gender-related provisions in its FTAs, but not a gender chapter. In this sense, new mandates related to gender-aware trade policy for OMT, KITA, and KOTRA should be provided to realize the concrete economic benefits resulting from empowering women traders and policies promoting them. Originality/value - Existing studies only focus on introducing gender-related international commitments and Korea's participation in them. This paper is the first attempt to compare actual gender chapters of five FTAs ratified by two countries with the most advanced gender chapters in the world. To gain benefits from the positive gender impact of trade agreements, negotiating and signing gender responsive FTA with future partners is one of the most efficient, as well as inclusive, trade policies urgently needed for Korea.
The perspectives on the gender equality are various. Therefore the relationship between social policy and gender equality must be thought in the sense of the following question: What kind of gender equality pursue social policy? In spite of the mentioned question the mainstreaming discussion about the relationship between social policy and gender equality focuses on how a social policy leads to gender inequality. The debate about the perspective with which social policy pursues to conglomerate or abolish gender inequality is not popular. In this study the Korean National Pension System is analysed according to the gender neutral approach, the gender recognition approach, the gender reconstruction approach and the gender reinforcement approach. As a result, the Korean National Pension System has a character as a gender neutral approach. Therefore the critics on the National Pension System should focus on this perspective. In the future, when the pension credit system, the guarantee of right to pension in the case of divorce and the basic pension guarantee would be introduced, the Korean National Pension System could be featured as a field of social policy that has a gender recognition approach.
The global trend for women's policy has selected gender mainstreaming to change unequal gender relation. The gender mainstreaming means that the gender perspective is integrated into all policy processes to accomplish gender equality. In other words, 'gender' should be considered as a basic factor such as classes, regions, and races when a policy is established and implemented. The government has implemented various gender mainstreaming policies to integrate gender perspectives. This study is to examine officials' perception about various gender mainstreaming policies. The survey was conducted for Daejeon city officials (699 men and 457 women). Officials' perception is very important, because it is an important means used as a tool in shaping and implementing policies. Variables such as gender, age, position, length of service, work place, etc. were chosen and the differences between variables were analyzed. The analysis showed that gender mainstreaming policies were perceived as ones only for women. Therefore, various education programs according to gender, age, position and length of service should be developed to improve the effectiveness of gender mainstreaming policies. In addition, education programs for officials to improve gender sensitiveness should be developed and expanded.
One-parent family is increasing in Korea, changing its forms and identity. One-parent family policy policy should be established in terms of gender analysis, as men-headed family and women-headed family are in the very different situation regarding social status of gender. One-parent family policy needs gender-sensitive perspectives and also should be closely linked with child welfare policy and post-poverty strategies. This paper suggests distinguished situation of one-parent family by gender, and tries to explore specific ways of supporting one-parent family. Most of all, to set up the proper supporting system for one-parent family, the special needs and difficulties are analyzed by gender, which will lead towards the cohesive and holistic family policy.
The Korea Government adopted the gender mainstreaming system to realize gender equality. The active participation of members, organizations and groups of the society is the most important, for the systematic and continuous working of the gender mainstreaming system. We suggest a model for constructing gender governance with the women, the neglected classes, the educational group, the occupational group, the research group, NGOs, the medias, the government, the council, and the gender impact analysis and assessment center, etc.
The purpose of the paper is to discuss the restructuring of the family policy from a gender-integrating perspective. Several meaningful conclusions were reached. First, examining family policy from the laborer's perspective, the issue of work and family becomes not a gender-related issue but rather an issue for universal people. Second, in order to include the difference in interest among men and women in the labor market, and to view the issue from a gender-integrating perspective, the framework for family policy should consider the place of labor. Third, if family policy is divided into family and labor arena based on the above mentioned framework, the core content of the policy should gear toward loosening and/or eliminating barriers to fulfill the right to work for pay and the right to care for family. Lastly, family policy should aim at men and women sharing the responsibility of supporting and caring for the family. By doing so, we may be closer to maintaining work and family together, the ultimate goal of family policy.
Gender innovation refers to the act of producing more trustworthy science and technology based on gender analysis in conducting and development. Science and technology have been considered to be irrelevant to gender and gender analysis. Science and technology lost opportunity to market and sometimes caused massive losses due to the ignorance of gender and the concept of gender differences. Despite importance in the field of science and technology, the reason why gender innovation does not take place is the lack of woman science in science and technology. Further, the promotion of female scientists policy bas been pursued by the government is one of the reasons. The government has been forcibly carried out without considering 'performanceism' spreading in the scientific and technological fields. This research argues that scientific research brings gender perspective back into all the level of research conduct. In order to improve gender ignorance in science and technology, gender sensitive education should be provided to scientists. Also, gender governance and women's committee for gender analysis should be established to adopt gender analysis in scientific research.
Despite the government promoting women's participation in the engineering field, some statistics show that it has yet to be achieved. Potential reasons for this phenomenon include lower level of applications by women, or inherent gender gap in the professional field. Therefore, this study attempted to find impact of gender on college admission from the Lens Model perspective and Signal Detection Theory. This study consisted of three phases: identifying the necessary cues used in the admission process, analyzing existing data, and conducting two experiments to identify the effect of gender on admission decisions. Although the college application consisted of many cues, only five cues, school ranking, GPA, SAT score, resident status, and gender, were used to capture the officers' judgment policies for engineering admissions. Two experiments were conducted to investigate the impact of the gender factor in college admission. The enrollment officers first were presented with the existing data without the gender and asked to make dichotomous judgments. Secondly, the officers were asked to perform the judgment task with the gender cue present. Results showed that the gender did not play an important role in the judgments as expected. However, ideographical analyses on judgment strategies revealed that there were significant differences between the admission officers. Possible training implications are discussed.
