High Efficiency Video Coding range extensions (HEVC RExt) is a kind of extension model of HEVC. HEVC RExt was specially designed for dealing the high quality images. HEVC RExt is very essential for studio editing which handle the very high quality and various type of images. There are some problems to dealing these massive data in studio editing. One of the most important procedure is re-encoding and decoding procedure during the editing. Various codecs are widely used for studio data editing. But most of the codecs have common problems to dealing the massive data in studio editing. First, the re-encoding and decoding processes are frequently occurred during the studio data editing and it brings enormous time-consuming and video quality loss. This paper, we suggest new video coding structure for the efficient studio video editing. The coding structure which is called "ultra-low delay (ULD)". It has the very simple and low-delayed referencing structure. To simplify the referencing structure, we can minimize the number of the frames which need decoding and re-encoding process. It also prevents the quality degradation caused by the frequent re-encoding. Various fast coding algorithms are also proposed for efficient editing such as tool-level optimization, multi-serve based distributed coding and SIMD (Single instruction, multiple data) based parallel processing. It can reduce the enormous computational complexity during the editing procedure. The proposed method shows 9500 times faster coding speed with negligible loss of quality. The proposed method also shows better coding gain compare to "intra only" structure. We can confirm that the proposed method can solve the existing problems of the studio video editing efficiently.
In this study, the response surface method and experimental design were applied as an alternative to conventional methods for the optimization of coagulation tests. A central composite design, with 4 axial points, 4 factorial points and 5 replicates at the center point were used to build a model for predicting and optimizing the coagulation process. Mathematical model equations were derived by computer simulation programming with a least squares method using the Minitab 15 software. In these equations, the removal efficiencies of turbidity and total organic carbon (TOC) were expressed as second-order functions of two factors, such as alum dose and coagulation pH. Statistical checks (ANOVA table, $R^2$ and $R^2_{adj}$ value, model lack of fit test, and p value) indicated that the model was adequate for representing the experimental data. The p values showed that the quadratic effects of alum dose and coagulation pH were highly significant. In other words, these two factors had an important impact on the turbidity and TOC of treated water. To gain a better understanding of the two variables for optimal coagulation performance, the model was presented as both 3-D response surface and 2-D contour graphs. As a compromise for the simultaneously removal of maximum amounts of 92.5% turbidity and 39.5% TOC, the optimum conditions were found with 44 mg/L alum at pH 7.6. The predicted response from the model showed close agreement with the experimental data ($R^2$ values of 90.63% and 91.43% for turbidity removal and TOC removal, respectively), which demonstrates the effectiveness of this approach in achieving good predictions, while minimizing the number of experiments required.

To improve Service quality for water and wastewater works, most water and wastewater utility effort to develop not only facility construction but also operation optimization. The operation is optimized by accurate estimation for ongoing situation. And from the accurate estimation, utility operator gain a information about their service quality and problems, So we developed a evaluation tool (Performance Indicators: PI) for service activity of water and wastewater works. The PI was developed in many countries and some international organizations (World Bank, IWA etc.) for service benchmarking. And ISO (international organization for standardization) just has been making a service standard for water and wastewater system (So called ISO/C224). This proceeding for making a service standard is ongoing now and will be launched in 2007. In our study, PI was composed of 6 parts (A human resource, facility management, operation, service quality, finance and environment). To evaluate water utilities, performance indicators for water was consisted of 100 items. Each 2 water utilities were estimated by this performance indicator. From the study, we just know that the performance indicator was a very useful tool to estimate utility service quality. And from the result, it is possible to know the strong and weak point of estimated utilities.

The now video coding standard H.264 employs variable block size motion compensation, multiple references, and quarter-pel motion vector accuracy. These techniques are key features to accomplish higher coding gain, however, at the same time main factors that increase overall computational complexity. Therefore, in order to apply H.264 to many applications, key techniques are requested to improve their speed. For this reason, we propose a fast motion estimation which is suited for variable block size motion communication. In addition, we propose a fast mode decision method to choose the best mode at early stage. Experimental results show the reduction of the number of SAT SATD calculations by a factor of 4.5 and 2.6 times respectively, when we compare the proposed fast motion estimation and the conventional MVFAS $T^{[8-10]}$. Besides, the number of RDcost computations is reduced by about 45%. Therefore, the proposed methods reduces significantly its computational complexity without noticeable coding loss.

IGRINS (the Immersion GRating INfrared Spectrometer) is a high resolution wide-band infrared spectrograph developed by the Korea Astronomy and Space Science Institute (KASI) and the University of Texas at Austin (UT). This spectrograph has H-band and K-band science cameras, both of which use Teledyne's $2.5{\mu}m$ cutoff $2k{\times}2k$ HgCdTe HAWAII-2RG CMOS science grade detectors. Teledyne's cryogenic SIDECAR ASIC boards and JADE2 USB interface cards were installed to control these detectors. We performed lab experiments and test observations to optimize and evaluate the detector systems of science cameras. In this presentation, we describe a process to optimize bias voltages and way to reduce pattern noise with reference pixel subtraction schemes. We also present measurements of the following properties under optimized settings of bias voltages at cryogenic temperature (70K): read noise, Fowler noise, dark current, and reference-level stability, full well depth, linearity and conversion gain.

In this paper, the double balance mixer(DBM) for Ku-band LNB using InGaP/GaAs HBT process is suggested for the characteristics of low DC power consumption, low noise figure, low intermodulation distortion and wide dynamic range. The 5 dB conversion gain, 14 dB NF, bandwidth 17.9 GHz and 50.34 dBc IMD are obtained under RF input power of -23 dBm, with bias condition as 3 V and 16 mA. The linearity of InGaP/GaAs HBT, the broad band input matching scheme and the optimization of bias point result in the low IMD, the broad bandwidth and the low power consumption characteristics.

In this paper, we explain the operation scheme and fixed-point design method of DFE (Digital Front End), which performs DC offset compensation, automatic frequency control, and automatic gain control over the input signal to the UE (User Equipment) receiver of IEEE 802.16e OFDMA-TDD system. Then, we analyze the performance of DFE under ITU-R M. 1225 Veh-A 60km/h channel environment. To optimize the fixed-point design of DFE, we reduce the number of bit resulted from calculation without performance degradation, leading to the decreased complexity of the operation in H/W, and design the Loop filter with considering trade-off between the Acquisition time and the Stability.

Recently, cellular communication networks are migrating from 2G to 3G. Spectrum utilization tends to be inefficient during the transition. Cognitive radio (CR) technology can be a key solution to increase spectrum efficiency by allowing secondary networks to utilize frequency resource of primary networks. However, conventional CR approaches which do not utilize the frequency reuse factor of primary networks may incur degradation of whole network performance. In this paper, we propose a mechanism that a secondary network senses pilot signals of a primary network and select optimum frequency bands. In order to maximize whole network performance, we formulate an optimization problem subject to interference constraints for a primary network and present algorithms. Simulation results compare the proposed method with the conventional method. Our proposed method shows performance gain over the conventional method if channel variation of a primary network is dynamic and the frequency reuse factor of a primary network is high.
Recently, DVC (Distributed Video Coding) is receiving a lot of attention as one of the low complexity video encoding techniques suitable for various applications with computation-limited and/or power-limited environment, and is being actively studied for improving the coding efficiency. This paper proposes a rate-distortion based selective block encoding scheme. First, the motion information is obtained in the process of generating side information at decoder and received through the feedback channel, and then, based on this information, the proposed method performs a selective block encoding based on rate-distortion optimization. Experimental results show that the performance of the proposed scheme reaches up to 2.2 dB PSNR gain over the existing scheme. Moreover, it is shown that the complexity can be reduced by encoding parts of region considering rate-distortion cost.
This paper describes the development of a circularly polarized microstrip antenna, as a part of the Circularly Polarized Synthetic Aperture Radar (CP-SAR) sensor which is currently under developed at the Microwave Remote Sensing Laboratory (MRSL) in Chiba University. CP-SAR is a new type of sensor developed for the purpose of remote sensing. With this sensor, lower-noise data/image will be obtained due to the absence of depolarization problems from propagation encounter in linearly polarized synthetic aperture radar. As well the data/images obtained will be investigated as the Axial Ratio Image (ARI), which is a new data that hopefully will reveal unique various backscattering characteristics. The sensor will be mounted on an Unmanned Aerial Vehicle (UAV) which will be aimed for fundamental research and applications. The microstrip antenna works in the frequency of 1.27 GHz (L-Band). The microstrip antenna utilized the proximity-coupled method of feeding. Initially, the optimization process of the single patch antenna design involving modifying the microstrip line feed to yield a high gain (above 5 dBi) and low return loss (below -10 dB). A minimum of 10 MHz bandwidth is targeted at below 3 dB of Axial Ratio for the circularly polarized antenna. A planar array from the single patch is formed next. Consideration for the array design is the beam radiation pattern in the azimuth and elevation plane which is specified based on the electrical and mechanical constraints of the UAV CP-SAR system. This research will contribute in the field of radar for remote sensing technology. The potential application is for landcover, disaster monitoring, snow cover, and oceanography mapping.
