An Approach of Cost-Benefit Analysis for GIS Project Evaluations (지리정보 사업의 비용편익 분석의 고찰)

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

  • The Earthquake Case Study and Disasters Information System based on GIS (MapECDIS 2002 for Windows), sponsored by Science and Technique Ministry of CHINA, is a GIS system developed to provide a tool for the government and the public to query and comprehend the disaster information (since 2221BC) and case study results (since 1966) of destructive earthquakes occurred in China. The system is expected to be useful for the earthquake forecast practice, the seismology research and earthquake disasters research as an applied assistant tool. The design idea and main functions of the system are introduced in the paper.

  • 본 논문에서는 분포형 강우-유출 모형인 GRM(Grid based Rainfall-runoff Model)의 확장성과 편의성 향상을 위한 소프트웨어 개발에 대해서 기술하였다. 본 연구에서는 크게 3가지를 수행하였다. 첫 번째는 기존의 GRM은 HyGIS, MapWindow GIS 등과 같은 GIS 소프트웨어 및 Microsoft MDB와 코드 수준에서 통합된 형태로 개발되었으며, 이러한 특성은 GRM을 이용한 다양한 응용시스템 개발시 제약 조건으로 작용하였다. 본 연구에서는 GRM 모형을 GIS 및 데이터베스와 코드 수준에서 분리하여 GRMCore.dll을 개발하였다. GRMCore.dll은 콘솔 모드 및 GUI에서 유출해석을 실행할 수 있는 소프트웨어와 실시간 유출해석시스템 등과 같이 유출 해석을 위한 다양한 응용 소프트웨어 개발에 공통적으로 활용될 수 있다. 두 번째는 최근 들어 세계적으로 가장 많이 사용되고 있는 오픈소스 GIS 인 QGIS의 plugin으로 GRM 모형의 GUI(QGIS-GRM)를 개발하였으며, GRM 모형의 입력자료 구축을 위해 TauDEM을 이용해서 Drainage Tool을 개발하였다. Drainage Tool에서는 격자별 흐름방향, 하천망, 유역 등과 같은 수문학적 공간정보를 DEM을 이용하여 구축할 수 있다. 세 번째는 개발된 소프트웨어를 오픈소스로 공개하였다. 공개 대상은 GRM 모형, QGIS-GRM, Drainage Tool 등이며, 각 소프트웨어에 대한 매뉴얼을 포함하고 있다. 소스코드의 공개는 세계적으로 널리 이용되고 있는 오픈소스 플랫폼인 Github(https://github.com/floodmodel/)를 이용하였다. 본 연구를 통해서 기존에는 특정 소프트웨어에 코드 수준에서 의존적이던 GRM 모형의 독립성을 향상시켰으며, 이를 통해 다양한 응용 소프트웨어 개발에 대한 적용성을 높일 수 있었다. 또한 QGIS 기반의 GUI 개발, 모형 입력자료 구축 도구의 개발, 개발된 소프트웨어의 오픈소스화 등을 통해서 사용자들이 좀 더 쉽게 GRM 모형을 활용할 수 있게 하였다.

Improvement and Application of the ArcGIS-based Model to Estimate Direct Runoff (직접유출량 모의를 위한 ArcGIS 기반의 모형 개발 및 개선)

  • The Long-Term Hydrologic Impact Assessment (L-THIA) model is a quick and straightforward analysis tool to estimate direct runoff and nonpoint source pollution. L-THIA was originally implemented as a spreadsheet application. GIS-based versions of L-THIA have been developed in ArcView 3 and upgraded to ArcGIS 9. However, a major upgrade was required for L-THIA to operate in the current version of ArcGIS and to provide more options in runoff and NPS estimation. An updated L-THIA interfaced with ArcGIS 10.0 and 10.1 has been developed in the study as an ArcGIS Desktop Tool. The model provides a user-friendly interface, easy access to the model parameters, and an automated watershed delineation process. The model allows use of precipitation data from multiple gauge locations for the watershed when a watershed is large enough to have more than one precipitation gauge station. The model estimated annual direct runoff well for our study area compared to separated direct runoff in the calibration and validation periods of ten and nine years. The ArcL-THIA, with a user-friendly interface and enhanced functions, is expected to be a decision support model requiring less effort for GIS processes or to be a useful educational hydrology model.

SIMULATION OF REGIONAL DAILY FLOW AT UNGAGED SITES USING INTEGRATED GIS-SPATIAL INTERPOLATION (GIS-SI) TECHNIQUE

  • The Brazos River is one of the longest rivers contained entirely in the state of Texas, flowing over 700 miles from northwest Texas to the Gulf of Mexico. Today, the Brazos River Authority and Texas Commission on Environmental Quality interest in drought protection plan, waterpower project, and allowing the appropriation of water system-wide and water right within the Brazos River Basin to meet water needs of customers like farmers and local civilians in the future. Especially, this purpose of this paper primarily intended to provide the data for the engineering guidelines and make easily geological mapping tool. In the Brazos River basin, many stream-flow gage station sites are not working, and they can not provide stream-flow data sets enough for development of the Probable Maximum Flood (PMF) for use in the evaluation of proposed and existing dams and other impounding structures. Integrated GIS-Spatial Interpolation (GIS-SI) tool are composed of two parts; (1) extended GIS technique (new making interface for hydrological regionalization parameters plus classical GIS mapping skills), (2) Spatial Interpolation technique using weighting factors from kriging method. They are obtained from the relationship among location and elevation of geological watershed and existing stream-flow datasets. GIS-SI technique is easily used to compute parameters which get drainage areas, mean daily/monthly/annual precipitation, and weighted values. Also, they are independent variables of multiple linear regressions for simulation at un gaged stream-flow sites. In this study, GIS-SI technique is applied to the Brazos river basin in Texas. By assuming the ungaged flow at the sites of Palo Pinto, Bryan and Needville, the simulated daily/monthly/annual time series are compared with observed time series. The simulated daily/monthly/annual time series are highly correlated with and well fitted to the observed times series.

  • Using geospatial information in the early design phase is crucial because it requires considerable time, money, and effort. We use VWorld, part of the National Spatial Information Distribution system provided by the Korean Ministry of Land, Infrastructure and Transportation, for providing geospatial information to building designers. We provide methods to adopt VWorld geospatial information to building design and develop plugins for a BIM authoring tool to transform and construct necessary BIM data in a user-friendly format. BIM users are benefitted from extra design information supplied from sibling disciplines such as urban design. GIS users are benefited by feedback building information continuously supplied from building projects based upon standard GIS coordinates. It is clear that an architectural designer with BIM tool can save time and efforts to obtain the geospatial information related a project using the developed system as result of this research.

  • GIS (geographic information system) is a relatively new tool in the coastal and ocean area management toolbox, but its uses and functionality are quickly being recognized. GIS can help identity potential threats to coastal and ocean resources and evaluate alternative land-use and management practices. The application of GIS to coastal and ocean issues continues to grow as the general use of GIS matures. GIS software and technicians with the skills to apply GIS are now commonplace at federal, state and local government agencies as well as many NGOs and the private sector. However, these applications were focused on their special purposes. Therefore, we describe the management strategy of marine GIS and its components. The results of this study can be used as the fundamental guideline for the coastal and ocean management and sustainable development.

Exploring Potentials of GIS Application in Urban Planning and Design from Interdiscipline Viewpoint

  • GIS can supply large quantitiy of useful information about spacial relationship, consequently there exists great potential of GIS support ing for decision making strategies related to urban design and environmental planning. In different discipline areas there exist different information representation methods and considerations having direct or indirect relationship with spacial information, how to use GIS as a tool for facilitating the work in other discipline field, there are two basic questions crucial to the success of these interdiscipline applications. The first one is interoperatability among GIS and other applications, the second is the paradigm difference between GIS and other domain field regarding problem solving. In this paper, we investigate the spatial information of the urban environment provided in the analyses of the urban visual sustain ability, urban daylighting environment and urban wind environment. We also discuss the challenges and opportunities for cross-disciplinary GIS application regarding the aspect of Information Collection, Information Generation, Information Analysis and Information Visualization.

  • The purpose of this paper is to provide the basic data to select the most proper site, which is essential for the economic activation of North Korea by means of the GIS tool. In this purpose, firstly, Nampo area is sampled as model case, classifying the factors into the natural environmental one and socio- cultural one. Secondly, to analyze the land use status and topographic status which is essential for natural environment factor. Besides USLE(Universal Soil Loss Equation), which is one of the disaster effect assessments, is being applied to suggest the selection method for minimizing the environment change by way of assuming the land effluence amount. The started could advance to prove the ideal model in selecting the most suitable site while minimizing the environmental change by means of the composite tool of GIS and USLE.
