The fast progress on multimedia data acquisition technologies has enabled collecting vast amount of videos in real time. Although the amount of information gathered from these videos could be high in terms of quantity and quality, the use of the collected data is very limited typically by human-centric monitoring systems. In this paper, we propose a framework for analyzing long traffic video using series of content-based analyses tools. Our framework suggests a method to integrate theses analyses tools to extract highly informative features specific to a traffic video analysis. Our analytical framework provides (1) re-sampling tools for efficient and precise analysis, (2) foreground extraction methods for unbiased traffic flow analysis, (3) frame property analyses tools using variety of frame characteristics including brightness, entropy, Harris corners, and variance of traffic flow, and (4) a visualization tool that summarizes the entire video sequence and automatically highlight a collection of frames based on some metrics defined by semi-automated or fully automated techniques. Based on the proposed framework, we developed an automated traffic flow analysis system, and in our experiments, we show results from two example traffic videos taken from different monitoring angles.
This research is to construct more useful Geo-spatial data by building spatial data to three dimensional and utilize the database effectively for development of application, maintenance and management program, and application technology, which is on going based on “Haeundae three dimensional database construction project”. Furthermore, the acquisition of geographic information data and the technological improvement of effective construction would be the important factors to judge the qualitative reputation of GIS. Above all, studies to create accurate data and overcome the error limitation are much more important than any other thing. Final form of Spatial Data to materialize efficient GIS(Geographic Information System) must be three dimensional spatial data which has attribute data, actual concept and numerical value of real world. In connection to that, development is on the move to improve building technique of useful spatial data and digitalize the entire country in cryberspace. $\ulcorner the cyber country lrcorner$is designed to mange the entire country systematically. This simulation would be able to cover administration of government institution, public service, corporate business and even the public life in the cyeberspace though the computer. Materialization of efficient GIS and establishment of condition as technically strong nation through the early realization of $\ulcorner the cyber country lrcorner$will provide a great opportunity to open up the global market with exportation of advanced technology.

In this study, a Web server was constructed using LabVIEW's DataSocket, which makes possible acquisition, analysis, and saving in real time. The output value of the optical current sensor at the web server PC was measured and the output value was displayed using the Web browser of the client PC. DataSocket by LabVIEW makes the construction of a Web server easier than other languages and is compatible with other application programs. An optical current sensor was composed using a 1310 [nm] laser diode, and 9/125 [${\mu}m$] standard single mode optical fiber and was created to be a close type sensor. Data measurement using Web servers has the advantage of monitoring electric power systems at a great distance and can fuse IT technology and electric power systems. Also, this measurement uses inexpensive mounting and programming when compared to existing measurement equipment allowing the construction of a measurement system in any situation or surrounding.

The classification accuracy of land cover has been considered as one of the major issues to estimate pollution loads generated from diffuse landuse patterns in a watershed. This research aimed to assess the effects of the acquisition methods and sampling size of training reference data on the classification accuracy of land cover using an imagery acquired by optical sensor(OPS) on JERS-1. Two kinds of data acquisition methods were considered to prepare training data. The first was to assign a certain land cover type to a specific pixel based on the researchers subjective discriminating capacity about current land use and the second was attributed to an aerial photograph incorporated with digital maps with GIS. Three different sizes of samples, 0.3%, 0.5%, and 1.0% of all pixels, were applied to examine the consistency of the classified land cover with the training data of corresponding pixels. Maximum likelihood scheme was applied to classify the land use patterns of JERS-1 imagery. Classification run applying an aerial photograph achieved 18 % higher consistency with the training data than the run applying the researchers subjective discriminating capacity. Regarding the sample size, it was proposed that the size of training area should be selected at least over 1% of all of the pixels in the study area in order to obtain the accuracy with 95% for JERS-1 satellite imagery on a typical small-to-medium-size urbanized area.

This study aims to propose a method that shall rapidly acquire 3D information of the fast and frequently changing city areas by using the images taken by the UAV photogrammetric method, and to develop the process of the acquired data. For this study's proposed UAV photogrammetric method, low-cost UAV and non-metric digital camera were used. The elements of interior orientation were acquired through camera calibration. The artificial 3D model of the artificial structures was constructed using the image data photographed at the target area and the results of the ground control point survey. The digital surface model was created for areas that were changed due to a number of civil works. This study also analyzes the proposed method's application possibility by comparing a 1/1,000 scale digital map and the results of the ground control point survey. Through the above studies, the possibilities of constructing a 3D virtual city model renewal of 3D GIS database, abstraction of changed information in geographic features and on-demand updating of the digital map were suggested.

Recently, large-scale multi-hazards have been occurred in the various areas of the world. A variety of Earth observation sensors such as satellite EO, aerial and terrestrial LiDAR have been utilized for global natural disaster monitoring. Especially, commercial satellites which observe the Earth regularly and repeatedly, and acquire images with cm-level high spatial resolution enable its applications to extend in the fields of disaster management from advanced disaster monitoring to timely recovery. However, due to existing satellite operation systems with some limitations in almost real-time and wide regional disaster response, close international collaborations between satellite operating organizations like NASA, JAXA, KARI etc. have been required for collecting satellite images in time through a satellite platform with multi-sensors or satellite constellation. For responding domestic natural disaster such as heavy snowfall and extreme rainfall in 2011, this paper proposes a disaster management system for timely decision-making; rapid acquisition of satellite imagery, data processing, GIS analysis, and digital mapping through cooperation with NDMI in Korea and International Charter-Space and Major disasters.

As economic cooperation and exchanges between North and South Korea have been glowing much more than before, the demand for geographic information on North Korea is recently increasing. In fact, there is no specific method to be provided with geographic information on North Korea. In this regard, the study searched a method to collect geographic information on North Korea by using the high spatial resolution satellite image. In order to produce its best result, the study collected the geographic information on the case study area and ensured the location accuracy. This study produced total 52 items of geographic information on North Korea. Horizontal and vertical errors of stereo image, which are 4.6m and 0.9m respectively, showed high accuracy. In addition, even though the horizontal error of single image is 9m, which is bigger than that of stereo image, there is no doubt that it can be used as basic data for North Korean studies and related projects.

The land area, which is on the inner side of the water line, is controlled to a certain degree due to the purposes of space utilities controllers' respective roles, but the sea area is not so much controlled as the land area. However, as interest in the security and utility of the marine space, as well as that in the consistent development of the land space, has increased, there has been increase of the requirement for information about marine data and environment. The object of this study, Busan, plays various roles such as a harbor and bay, a tourist resort, and a port unlike coastal seas of other areas, and thus needs systematic control because it has numerous environmental factors. However, there are limitations in the number of data about Busan coastal sea constantly provided while the acquisition of data from main points and many areas is important for the analysis of marine contamination in Busan coastal sea area. Thus, using nautical charts with numerical values in preparing increase of the demand of them according to the degree of information requirement for the analysis of the changes in coastal areas, this study constructs property data and space data by combining vertex data about Busan's 17 coastal sea areas provided by NFRDI, and tries to present the analytical techniques for grasping the environmental conditions and continuity of the coastal areas and methods of their utilities, using GIS Geostatistical Analysis Technique.

We need the acquisition of accurate geographic information as well as immediate updates of information on the city in order to plan and manage the changes of the cities more systematically. The geographic information for judging the changes of the cities can be used not only in various policies and studies, but also as important data themselves that record the growth of cities. In this paper ore could build the GIS database with attribute data about the classification accuracy and the class and by providing the land cover map by each classification method according to the accuracy that the user requires, we could provide more reliable and various information.

Quantities of data in the DMS (Distribution management system) or SCADA (Supervisory control and data acquisition) system is enormously large as illustrated by the usage of term flooding of data. This enormous quantity of data is transmitted to the status data or event data of the on-site apparatus in real-time. In addition, if GIS (Geographic information system) and AMR (Automatic meter reading), etc are integrated, the quantity of data to be processed in real-time increases unimaginably. Increase in the quantity of data due to addition of system or increase in the on-site facilities cannot be handled through the currently used Single Thread format of data processing technology. However, if Multi Thread technology that utilizes LF-POOL (Leader Follower -POOL) is applied in processing large quantity of data, large quantity of data can be processed in short period of time and the load on the server can be minimized. In this Study, the actual materialization and functions of LF POOL technology are examined.
