The outbreaks and surveillance of animal rabies in Gangwon-do

  • Although human rabies deaths are rare, the disease remains a public health problem in Korea. Here we report the outbreaks and surveillance of animal rabies in Gangwon-do. Animal rabies infections were identified in 119 animals from 1993 to 2003. The $78\%$ of all rabid animals were domestic species in Gangwon-do. Wild Korean raccoon dog (N. p. koreensis) continued to be the only reported rabid wildlife species. Outbreaks of rabies infections in Korean raccoon dogs are found in broad geographic regions across the northern Gangwon-do. The principal rabies hosts today are probably wild animals in Gangwon-do. The malaise, cerebral dysfunction, anxiety, confusion, agitation and abnormal behavior of the animals were the important symptoms of the disease. The Encephalitis, infiltration with lymphocytes and polymorphonuclear leukocytes and the inclusion bodies (Negri bodies) in neuronal cells were the specific histopathological signs. The results of indirect fluorescent antibody test (IFA) for animal rabies diagnosis were identical and the technique was useful to diagnose the disease. Preexposure vaccination is recommended for persons in high-risk groups, such as laboratory workers, veterinarians and certain animal handlers.

Strategy for Gangwon-do Winter Sports IT Convergence Service (강원도 동계 스포츠 IT 융합 서비스 방안 연구)

  • Recently, various types of information and communication technology (ICT) such as cloud computing, big data, and virtual reality have been progressed in the world. Also, it is expected that there are many domestic and foreign visitors in Gangwon-do due to the Pyeongchang winter olympic games in 2018. In this environment, it is necessary to improve the competitiveness of Gangwon-do in winter sports areas exploiting both existing IT infrastructure and application technologies. In this paper, for sustainable development of Gangwon-do winter sports IT industry after the Olympics, we propose efficient implementation methods of 3 winter sports IT convergence services and Gangwon-do ICT activation strategy. The proposed 3 winter sports IT service areas are as follows. 1) Realistic winter sports IT service, 2) Winter sports medical IT service 3) Winter sports record analysis IT service.

A Study on the Introduction of the Business Community to Gangwon-do Province (강원도 지역의 커뮤니티 비즈니스 도입에 관한 연구)

  • Purpose - In order for actively pursuing medium and long term policies of Gangwon region to be effectively and efficiently driven, efficacious and practical development strategies are needed. In terms of regional revitalization in most regions that are dependent on the primary industry like Gangwon-do Province, the maintaining of local community becomes difficult and there are limitations on the support from the central government and local governments. Therefore, local communities need to implement measures not only to be financially independent but also maintain and activate themselves. And community business can be adopted to be a proper strategy to cope with this change. This study drew importance of a community business model appropriate for Gangwon-do region to figure out success factors. Research design, data, and methodology - This study aimed to come up with importance of community business model for Gangwon-do region by using AHP Method. AHP Method, which was developed by Professor Saaty in 1970', is a methodology to simplify complex problems for a rational decision making. A survey targeting related public officials and expert group was carried out and a total of 30 questionnaires were collected for the analysis. Results - Analysis model used in this study was to prioritize community business models of Gangwon-do region. The second hierarchy was divided according to local restoration type, local resource utilization type, environment improvement type, and life support type. The third hierarchy consisted of 5 items such as network, the middle structure, program, government support, and human resources to measure each importance. As a result, in the second hierarchy, local resource utilization type had the highest importance. In the third hierarchy, the middle structure had the highest importance, followed by government support, program, network, and human resources. Collectively, the results suggested that important critical factors of community business model of Gangwon-do region was the importance of local resource utilization model and the middle structure. Conclusions - Not only should projects that are already operating in the region but next community business projects that are planning in the Gangwon-do region should be practically operated in view of the importance and the models derived from this study.

Analysis of vivax malaria cases in Gangwon-do (Province), Korea in the year 2000

  • A total of 827 malaria cases were reported in the Gangwon-do in the year 2000. There were 18.2 cases per 100,000 inhabitants. There were 283 cases among civilians and 544 cases among the military. 90.6% of cases were reported in Cheorwon-(531), Hwacheon- (152), and Goseong- (66) gun (county), which bordered the demilitarized zone (DMZ). A distinct feature pertaining to the malaria cases in Gangwon-do is that the number of cases has increased about two times over the last year. The mean time from the beginning of symptoms to malaria diagnosis was five days. Control systems for malaria by public health organizations and military organizations are well maintained , but were not able to reduce the malaria prevalence rate. The cause for the increase in pattern of the malaria cases in Gangwon-do may be caused by the spreading of prevalent areas of malaria to the east. Continuous endeavor such as early detection of cases, early treatment, education on clinical symptoms and prevention of mosquito bites with repellent and mosquito nets will help to reduce the infection rate of malaria in Gangwon-do.

The dynamic trends and development strategy of Ganwon-do's Aviation and Tourism Industry (항공 및 관광산업 현황 및 발전 전략 - 강원도를 중심으로)

  • This study analyzes the trends and features of Gangwon-do's aviaion and tourism industry using data published by the National Statistical Office. The categorization of tourism industry was based on the definition and category proposed by the OECD, WTO and Korea Culture Tourism Institution. Gangwon-do showed that the weight in wholesale, hotels, construction, restaurant and catering in the total number of tourism business, the number of workers, business sales and business operating profit exceed 85%. To improve the overall competitiveness of the tourism industry, it was suggested that Gangwon-do should work on the policy of expanding business in scale. This paper investigates also the role of aviation in the development of Gangwon-do's tourism industry.

Study on the Development Direction of a Smart City in Gangwon-do (강원도 스마트시티 발전방향 설정에 관한 연구)

  • This research was conducted to propose the basic direction of a smart city plan for the satisfaction of residents of Gangwon-do. Initially, the awareness of smart cities among the residents of Gangwon-do was as follows: The response "I have no idea" was 21.7% higher and "I do not know the details, but have heard of it" was 15.1% lower than the awareness among residents across the nation. Based on these results, it was confirmed that awareness was very low despite the government's smartification reinforcement policy. In addition, the residents of Gangwon-do expected that their time would be saved and their living convenience would increase but were worried that their privacy would be invaded and that the conflict between generations would intensify. Thus, it is necessary to develop a plan to enhance the awareness of smart cities, as well as a plan to enhance digital awareness. Second, based on the importance of and satisfaction with the urban problem response system examined among the residents of Gangwon-do, it seems necessary to prioritize improvements in public space control and administrative problem responses involving deteriorated parks/plazas, pedestrian environment, and administrative processing inefficiency and fairness. Additionally, the first prioritization priority of the residents of Gangwon-do was "health/welfare/medical service" (27.7%); the second and third highest priorities were "transportation service" (26.3%) and "environmental service" (19.0%), respectively. In particular, as "transportation service" was highly preferred in the Chuncheon and Wonju regions and "health/welfare/medical service" was highly preferred in the Gangneung, Sokcho, and other southern regions, it was confirmed that the level of urbanization is deeply associated with smart services.

A Study on Application of HEC-HMS Model to the Naerinchon Basin (내린천 유역의 HEC-HMS 모형 적용에 관한 연구)

  • HEC-HMS model should be calibrated to be applied to these basins in Gangwon-do unlike the general basins. In the study, it is investigated whether the HEC-HMS model may be applied or not to Naerinchon basin where is the typical basin of Gangwon-do Additionally, the straightforword module of HEC-HMS for simulating the hydrologic characteristic of Gangwon-do basins well will be suggested by comparison of the numerical results with the observed data. The hydrologic results estimated by several modules such as Clark, SCS and Snyder methods in HEC-HMS model have been compared with the observed data for 1999~2000 storm events. It is concluded that Clark method are relatively applicable to the basins in Gangwon-do rather than the others methods. The parametric studies for HEC-HMS model should be studied further in order to apply to Gangwon-do basins more accurately.

  • Owing to the Digital revolution, Internet Commerce and Electronic Commerce is having a profound influence on the global Market and internal commerce, revolutionizing the way of doing business. e-Marketplace have adopted in order to the reshape of the Fisheries Sector's competitiveness, and it is now being utilized as a major global marketing instrument to develop new customers, save Market transaction costs ad facilitate new work processes. The purpose of this study is to provide a program for activation in e-Marketplace of the Fisheries Sector in Gangwon Do. However, at present, the environment of e-Marketplace Infrastructure in Gangwon Do is very poor. Therefore, this study points out the problems of e-Marketplace of the Fisheries Sector in Gangwon Do and provides many considerations for a program for activation of e-Marketplace.
