  • FIDIC $(F\acute{e}d\acute{e}ration Internationale des Ing\acute{e}nieurs-Conseils)$ is the worldwide federation of consulting engineering member associations dedicated to developing relationships between the consulting engineering profession and governments, funding agencies, banks, industry, commerce, contractors, suppliers and other construction industry professions. Today FIDIC membership numbers nearly 70 member associations from all parts of the globe. The members of each national association comply with FIDIC's code of ethics which calls for impartial advice, competence and fair competition. FIDIC acts as a forum for the exchange of views and information and actively encourages the discussion of matters of mutual concern among member associations. FIDIC prepared regulations concerning tenders, it is a method of choice of investment contractor, which serves to optimum of utilization of investment funds. FIDIC procedure is the most often used in international tenders.

  • Infrastructure asset management is a methodology for programming infrastructure capital investments and adjusting infrastructure service provision to fulfil established performance, considering the life-cycle perspective of infrastructure. In this study, the methodologies for infrastructure asset management system implemented in sewer management system, bridge management system, pavement and highway management system, and embankment dam management system are described with focus on the system in U.S. As the major methodology to support the decision-making for asset mangers to better allocate the limited funds to the area needing it the most. various demand forecasting methodologies used in wastewater, water, transportation, electricity, and construction are also introduced for their applicability towards infrastructure asset management.

The Study on Highway-Rail Grade Crossings Improvement System in Korea (건널목 개량제도에 관한 고찰)

  • In Korea, about 60 percent of railroad accidents are associated with highway-rail grade crossings numbering 1,657 nationwide, which the railroad system operates. To reduce the number of accidents, the authority formulated methods to improve or eliminate grade crossings. However, the improvement programs have made progress in slow time due to the institute inertia and the lack of funds from the municipal government, which shares the cost of improvement of grade crossings. Thus, this study analyses the institute system of the grade crossings, proposes modifications, and suggests financing methods to improve the grade crossings and to lower the number of accidents. Presently, the grade crossings safety perspective is directed towards road conditions and so a new perspective, which includes safety from the train perspective and to finance in review of railway system and to allocate the cost between the central government and the municipal governments. is discussed.

  • Tilting trains are now an established feature of railway operations throughout the world For intercity traffic, tilt provides operators with Increasing speeds, and therefore enhanced competitiveness, on existing routes where insufficient traffic or a lack of funds precludes the construction of a dedicated new high-speed railway. Appling the tilting train, we can expect 30% of speed up on existing lines, but the stability of the electric current would be low because of tilting the train. Also, the spark between the catenary and pantagraph cause environmental problems such as noise, radio wave malfunction. Therefore, the tilting on pantagraph for the Power suppling device is very essential for stable electric power supply.

A Selection Method for Capital Budgeting Projects with Quality Function Deployment (품질기능전개를 이용한 자본예산투자프로젝트 선정방법)

  • The purpose of this paper is to describe a new analytic method of capital budgeting projects that takes into account both customer wants and competitor's status and to give decision makers a tool for goal setting and planning for technology. This model, which is based on quality function deployment(QFD), has used the analytic hierarchy process(AHP) to determine the intensity of the relationship between the variables involved in each matrix of the model and the 0-1 integer programming to determine the allocation of funds to various technological projects. This paper also proposes how to calculate the new weight of columns to consider various strength levels of roof matrix, representing the correlation among the quality characteristics, using Lyman's normalization procedure. To compare this model with Partovi's model, I adapt the same example which is suggested by Partovi and I show that the value of object function, has maximization problem, in this model is larger than that in Partovi's model.

Maximal United Utility Degree Model for Fund Distributing in Higher School

  • The paper discusses the problem of how to allocate the fund to a large number of individuals in a higher school so as to bring a higher utility return based on the theory of uncertain set. Suppose that experts can assign each invested individual a corresponding nondecreasing membership function on a close interval I according to its actual level and developmental foreground. The membership degree at the fund $x{\in}I$ is called utility degree from fund x, and product (minimum) of utility degrees of distributed funds for all invested individuals is called united utility degree from the fund. Based on the above concepts, we present an uncertain optimization model, called Maximal United Utility Degree (or Maximal Membership Degree) model for fund distribution. Furthermore, we use nondecreasing polygonal functions defined on close intervals to structure a mathematical maximal united utility degree model. Finally, we design a genetic algorithm to solve these models.

  • Supply Chain Management is a process-oriented concept, integrated approach to procuring, producing, and delivering products and services to customers. Supply Chain Management covers the management of material, information, and funds flows. A strategic supply chain management produces for value maker and the ultimate customer. One aim of this paper is to determine the effect of contract parameters on the quality of the end product of the supplier-producer chain. The supply chain management is viewed as a single entity rather fragmented. This research constructed model the relationship of supply chain management to quality management. The questionnaire were tested with survey of supplier's employee and the result were analyzed using SEM(Structural Equation Model). As a result, Quality performance positively depends on the communication, coordination, and process management between the supplier and the producer.
