  • This study was conducted to derive policy measures such as fostering and supporting by examining the actual conditions of domestic startups. The subject of this study was the start-ups located in Seongnam-si, where Pangyo Techno Valley, which is the highest-level innovation cluster in Korea and is evaluated as a start-up mecca. Startups were defined as startups under 7 years old based on new technologies such as IT, BT, and CT, and the subjects of the study were selected. This can be seen as a step forward from previous research in that it embodies the concept of a startup that was previously abstract in a quantitatively measurable way. As a result of the analysis, about 94% of startups are distributed in the so-called "Death Valley" growth stage, and startups above scale-up, which means full-scale growth beyond BEP, account for about 6%. appeared to be occupied. He cited the problem of start-up funds as the biggest difficulty in the early stages of startups, and cited the loan evaluation method that prioritizes sales or collateral in raising funds as the biggest problem. In addition, start-ups rated the access to private investment capital such as VC, AC, and angel investors at a low level compared to policy funds, which are public funds. Most startups showed a lot of interest in overseas expansion, and they chose matching overseas investors such as overseas VCs as the biggest support for overseas expansion. The overall competitiveness in the overseas market was 49.6 points, which is less than 50 points out of 100, indicating that the overall competitiveness was somewhat inferior. It was analyzed that public support and investment in overseas sales channels (sales channels, distribution networks, etc.) should be prioritized along with enhancement of technological competitiveness in order for domestic startups to increase their competitiveness in overseas markets as well as in the domestic market.

  • The study was first part of the research on development of consumer education program as social education program. The purpose of this study was to review social consumer education programs conducted by various organizations and to examine the consulting statistics from Korea Consumer Protection Board and Korea National Council of Consumer Organizations. In Consumer Protection Board, consumer education was operated mainly for both college students majored in consumer studies and public-sector workers. Outgoing education was provided mainly to the persons in industries and housewives. Other consumer organizations conducted consumer education using government funds. The organizations considered 'purchasing' and 'consumerism' most frequently as the topics for the education. 'Credit' and 'insurance' were another main concerns at the education. The consulting statistics showed that 'mobile communication', 'laundry service', 'health foods', and 'educational materials for foreign language' took the largest portion of the consumer consulting. Some implications were made for developing consumer education program as social education.

  • Technology financing is different from other forms of corporate financing such as equipment purchase or facility related financing in terms of its riskiness. It is, therefore, difficult for innovative entrepreneurs to access any fund even though there are various ready-made funds available for implementing their technology development projects. The objective of this paper is to suggest a new means of financial support, entitled "stepwise Financing Mechanism" and to introduce credit based financing program. The Stepwise Mechanism will alleviate riskiness of technology development greatly by dividing the process of the development. Also, a credit based financing will make market interest rate decline and may have the same result as increasing the supply of money.

  • This article introduces the five functions of the national innovation system (NIS). As the national innovation system is a kind of social systems in the national level, the five generic functions of open system-production boundary spanning, maintenance, adaptation management functions-are applied to the NIS. The production function is the primary process, which produces innovative products and services of the NIS. The boundary spanning function is the function of procuring the input and disposing the innovation output or aiding in these process. Experienced R&D human resources, R&D funds, technology etc. belong to the input of the NIS. The maintenance function is responsible for the smooth operation and upkeep of the system in terms of various conditions. The adaptive function is to help the system change and adapt, scan the environment for problems, opportunities, and technological developments. It faces outward for the survival of the system from the long-term view. The management function carries out planning and controlling the overall activities for the other four functions in order to run the system. Finally it discuses implications for the diagnosis and the decision making process of S&T policy.

  • This paper suggests heuristic algorithm with O(m) linear time complexity for choice of expansion projects that can't be obtain the optimal solution using linear programming until now. This algorithm ascending sort of net profit for all projects. Then, we apply a simple method that deletes the project with minimum net profit until this result satisfies the carried over for n-years more than zero value. While this algorithm using simple rule, not the linear programing fails but the proposed algorithm can be get the optimal solution for experimental data.

According to a series of changes in the National Curriculum, new textbooks have been selected and used in English classes. Textbooks are one of the fundamental factors in teaching and learning languages together with learners and teachers. So this study emphasizes the significance of textbooks and presents the practical model of producing English textbooks including activity books, from major aspects such as planning, writing, editing, selecting, etc. The current government has made continuing efforts to improve English education development by administrating innovative policies [strategies]. However, there still remain lots of difficulties in this gigantic task, which is not an exception in the matter of textbooks. Therefore, to provide students with better textbooks, the government should not only invest great funds but also renovate the present polluted system of selecting textbooks.

The degree of rate level of telecommunications services. The objective of this article is to set up the principle which will be applied to decide the level of total revenue requirement(TRR) of telecommunications services in Korea. The trait of the principle is to specify the relation between the investment volume in telecommunications and gross fixed capital formation (G. F. C. F)at the national level. This article also proposes the m,d-term alternatives of strategic variables for the application of the principle.

This study is for figuring out steps to utilize information-system, an important strategy to grow the hospital applying to the change of surroundings, improving the service for patients, accelerating medical examination, improving it in quality and suggesting a basis be able to manage it effectively by putting information system in practice such as economic effect by shorting time and the effect of medical study by computerizing clinical data. And the result of it is as follows: From the Nolan's 6 step - model about the degree using information system in hospital-management, the 1st group of hospital-size came to 1st and 2nd step, the 2nd group to the 3rd and 4th step and the 3rd group to the 5th and 6th step, which correspond to the survey- results that information system increases with the size of the hospital to propagation, regulation and integration step and that the number of the hospital developing to the step managing information is increasing.

  • The purpose of this study was to analyze the correlation between conservation activities and the development of tourism in the modern period in the Korean peninsula. The main building of Jangansa Temple, located in Mt. Geumgang, was repaired in the 1930s. During the repairs, the Japanese General-Government actively engaged in the development of Mt. Geumgang and raised funds for the operation of the Korean Peninsula through tourism revenue. The repair work was carried out under the influence of the Mt. Geumgang development project. And its influence is revealed by reviewing official documents recording repair work. This study tried to clarify the relationship between development and repair work through official documents.
