This paper briefly charts the history of excrement as part of the late 20th-century art and explores ways in which excrement functions in the realms of 'High' art. From Piero Manzoni's to David Hammons' performance , excrement has taken a small yet distinctively important part in the development of contemporary art. In an attempt to challenge the hegemony of 'high' art, on the one hand, and resist the commercialization and fetishization of art, on the other, Manzoni allegedly offered his own "shit" preserved in a tin can and sold it at the price of gold of the same weight. Andy Warhol took the legendary Abstract-Expressionist painter Jackson Pollock as the object of parody, simulating Pollock's dripping action by pissing onto the canvas that had been primed with copper-based paint. Warhol's urination produced splashes and stains of iridescent colors just as the patterns on ordinary abstract paintings. In contrast to Pollock's masculine action, Warhol's pissing alludes to the artist's homosexuality. Excrements in art also provoked controversies, debates, and even acts of vandalism against the artworks. The works of Andres Serrano and Chris Ofili infuriated many Christians for the blasphemous use of excrement with religious icons. Politicians engaged in the heated debates on the use of public and national funds in support of some of the 'politically incorrect' contemporary art. In the midst of media sensation and criticisms, these works challenged the conventional understanding of artistic beauty. The preexisting artworks were also targeted. African-american artist Hammons assumed the role of spectator in by urinating on Richard Serra's sculpture in the street of New York City. It was an act condemnation levelled at the racist pattern of the way in which large portions of funds and commisions of "public" art tended to promote established 'white' artists, whose work or creative process often failed to reflect the actual public. The use of excrement in art is not unusual in contemporary art practices. With its subversive power, excrement plays an important critical roles in the shaping of contemporary art.

The public research and development (R&D) funds for construction engineering is one of the key elements for the advancement of construction industry. Korean Ministry of Construction and Transportation is currently planning to produce approximately US$ 500 millions of research funds every year in Korea from year 2007. Along with the prospect for increasing R&D investment, there is of increasing pressures on the development of quantitative methodologies for assessing the performance of construction R&D results. Although there have been some general R&D project evaluation methods, they are not readily used for construction R&D research assessment due to the distinct characteristics of construction R&D. This paper presents a simple methodology that can make quantitative assessments of construction R&D performances. The proposed methodology is expected to assist government officials in objectively evaluating construction R&D performances and identifying the areas that require more R&D investment.
The establishment of function and role in government-funded research institute becomes a vital issue as fierce international technology-competition and enhanced industrial convergence makes science and technology important and influential more and in socio-economic level. This paper defines independent and dependent variables to identify factors which influence on research performance. As the independent variables, research funds, research personnel and research support staff are chosen. Dependent variables which are selected as proxy variables of research performance are royalties, papers and patents. Values from regression analysis were drawn by time-series analysis and cross-section analysis. As a result, the significance of correlation coefficients is sequential, research personnel, research support staff and research funds respectively. This finding is expected to give implication of future direction on government-funded research institute development.
There are few studies on the characteristics of defaulters, though research in this field is needed. The purpose of this study was to find out social, economic and psychological characteristics of defaulters who are married and in their thirties. For this study, an in-depth interview was used. The major findings were as follows. The focus of this study is defaulters who are married, in their thirties, have managed small businesses by themselves or with their spouses and have experienced job fluctuation. There were a lot of reasons for their becoming defaulters. Most of all, a slump in business with the occurrence of individual events caused them to be enrolled as defaulters. The monthly mean income of defaulters was $1,800,000{\sim}5,000,000$ won, yet it was irregular. Moreover, they were dependent upon labor income or business income. The monthly mean expenditure of defaulters was $1,000,000{\sim}2,300,000$ won, which constituted about $26%{\sim}57.5%$ of their monthly mean income. The defaulters needed to budget a number of expenditures such as food and private education. Defaulters had $25,000,000{\sim}128,000,000$ won in debts and $300,000{\sim}3,000,000$ won per month in debt payments. Most of them didn't have any emergency funds, monetary assets or fixed assets. Interestingly, they showed high tendency to use debt and low skill for their money management. Defaulters had short time horizons and were likely to buy something on the spur of the moment.
Military personnel work in high stress situations and carry great responsibilites, leaving them little time to plan effectively for their retirement; typically, they tend to assume that their employer (the government) will do that planning for them. Focussing intensely on their jobs, retirement often finds them ill-prepared, and this in spite of the recent increase in discussion in society at large about retirement and how to deal with it. Government therefore needs to be more proactive in assisting these occupational groups in their exit from the workforce, especially because, as the baby-boomers age, the rate of retirements will increase dramatically. As well, whereas in the past, an average retirement extended for roughly a decade, today, a retirement could last as long as twenty-five to thirty years, with attendant cost pressures on retirement funds. This in turn will increase the burden on the rising generation, who will have to pay for those pensions. But while government has a role to play, retirees also have to be more active in planning for their retirement, and in particular, planning for second careers, rather than simple retirement. Government can assist here by developing programs to help military personel find a second career, thus reducing their reliance on pension funds, and reducing financial pressures too. As well, such planning would emphasize and enhance self-reliance, which can only be to the good of the larger society.

Community revitalization programs in New York State are community centralized projects, and this approach is pretty much general in the united states. However, local communities do not have enough funds, human resources, technical knowledge and useful data. Even though State governments have their own supporting systems, they are not able to support all that communities need and ask. State governments are, on the other hand, trying to develop the most efficient supporting system for the community revitalization programs as a part of community development. US federal government supports funds as well. New York state government makes connections with other states, local governments, universities, and other useful groups, and reorganizes all possible resources for New York state communities. This supporting system helps that local leaders and community residents can tackle regionally specific issues and opportunities. This paper shows how New York state implements community revitalization programs with the community supporting system. This research also shows how to organize and manage the community involvements in the planning process through the case study of the Black River Vision Plan/ City of Watertown that an author had participated in.
Purpose: The South African government is determined in alleviating poverty while encouraging job creation and protecting the disposable incomes of poor households. This article looks at the challenges that are facing the South African Social Security system and argues that the provision of income security is amongst the most practical expressions of a nation's cohesion and values. Research Design, Data and Methodology: There are seven proposals in the Social Security and Retirement Reform and these proposals are based on the following two principal objectives of the government, that is, to ensure a basic standard of living and to prevent destitution in old age or in circumstances of unemployment or incapacity partly or wholly through redistributive measures, and to encourage savings to provide for the replacement of income on retirement, disablement or death through long-term insurance arrangements. Results: This article evaluates these seven proposals, state old age pension, wage subsidy, mandatory participation in a national social security system for all, mandatory participation in private occupational or individual retirement funds, Voluntary additional contributions to occupational or individual retirement funds, reform of the governance and regulation of the retirement funding industry and reform of the tax system. Conclusion: This article concludes that the population size of South Africa has increased significantly to 51, 8 million in 2011 and therefore the time is right for bold new steps in improving income security of the poor and strengthening the fabric of social solidarity that binds all South Africans together.
Todays our private universities have been facing with serious survival competition according to the opening of education market, the diminishment of college voluntarists and the increase of education supply. In coming the beginning of the year of 2000, though the equal formula. 'The fixed number of students of universities = The number of graduates of high schools' will he formed, even though the tendency of the fixed number of students of universities is maintained as it is, and it has been expected the unlimited competition would be unvaoidable, so private universities and private junior colleges which are weak in financial power are roaring the crisis consciousness that they may have to close doors before making every effort. Based on such presentation of problem as its study object, the range of study is limitted to the educational financial portion related to higher education field. Especially, the financial portion of private universities of higher educational field is discussed in priority. Besides, the present status of financial condition of our universities was portionally compared with that of in the advanced nations. It is true that pursuing the academic superiority of university education in our country, and attaining object of university as well as developing reflection in future should stand side by side. Therefore, payment of fee, supporting subsidy, etc. is attached too much importance to the financial problem. In our country, the financial allotment is attached too much importance to national universities. This is against the principle of equity to the tax payers, and equality of opportunity, so the level of supporting national funds should be upward formed and supported from 1.0% to higher than 20%. In conclusion, our private universities should adopt as many alternatives of rationalization of finance as possible, such as securing lots of funds and subsidies, and rationalized management of finance, and ensuring finance according to the increasing number of students after university specialization, etc.
This study explores the way to enhance research performance focusing basic and fundamental technology when researchers conduct international joint research with counterparts in foreign countries, funded under the National R&D programs. In order to retain validity and objectivity, mixed approaches including qualitative and quantitative are adapted at the first step. Through this step, main factors affecting the research performance can be addressed, such as the number of SCI papers published, conference attendance held both in domestic and foreign countries, researchers holding PhD involving in projects. Then, at the second step, DEA methodology is applied to explore the way to enhance research performance, based on the analysis at first step. The result at second step shows that the various ways can be drawn according to programs respectively and the general assumption of research funds and number of projects affecting positive outcome is not absolutely mentioned. Therefore, this study implies that input variables including research funds are not compatible with research performance in terms of international joint research and suggests further that the decisive outcome and management be reconsidered according to the programs respectively under the national R&D program.
Pusan is the largest fishing port in Korea, and deals with more than I million ton of fish catches annually, including catches of coastal and off-shore fisheries as well as those of deep-sea fishery. However, it hen had no fishing port facilities specialized fer deep-sea fishery since it started 30 years ago. Economic and physical losses resulting from this have teen enormous. Although fishing port facilities are a part of infra-structures built by Governments, the construction of them has been delayed due to financial difficulties of Central or local governments. To overcome this harsh situation to which deep-sea fishery cooperations faced, some cooperations have decided to construct fishing port facilities including fish-pier specialized for deep-sea fishery in Gamcheon port. The construction expenses of these facilities were financed by private funds to which they themselves jointly contributed. As a result, a fish-[pier, which has the capacity of serving one fishing vessel of 10, 000 ton or four of 5, 000 ton or four of 1, 000 ton at the same time, will be opened in here by 1994. The paper examines the master plan to revitalize the deep-sea fisheries industry in a deep depression with the opening of these physical facilities. The framwork of the plan is pursued in two different aspects, which are both hardware and software. In a hardware aspect, the plan in to develop Pusan into a city which is suitable for one of the best fishing ports in the world. That is, it is to develop the city into a place famous for sightseeing as well as the distribution and processing of fish-products centering around fish-piers. On the other hand, in a software aspet, it is regarding improvement of the distribution system of fish-products. One way to do that is to make up some deficiencies of the current system of a producers' joint sale. And the other is to establish an exchange of fish-products futures. Through these institutions, we could abrsorb speculative funds, which would otherwise be invested in speculation on fish-products, into productive investment opportunities, We believe that if the plan is realized, the deep-sea fishery in Korea will revive from a long-tasted depression and make progress to become one of the mai industries of Korea.
