A study for the countermeasures on Korea's low birth rate and aging society

  • This current study aims to investigate the reason for the low birth rate and increasing aging populations. It aims to offer potential countermeasures and possible solutions that might alleviate the decreasing birth rate and exponentially increasing aging populations. The present research has sought out to uncover the origin of the low birth rates and increasing aging populations by compiling various past studies and statistics in South Korea. It includes additional support from the government for working career women in easing their burden for raising a child and allocating the appropriate funds for the increasing elderly populations. The decreasing birth rate can be contributed as a side effect of the past policies passed in South Korea and in turn created an increase in the aging populations. Policies to tackle this current issue needs to be further investigated and employed for the future of the economic and sociological stability of the society. Consistent efforts need to be made to dispel the continuing decrease for birth rates and alarmingly increasing aging populations. Policies and redistribution of government funds are some of the many things that need to be revised.

  • Present monetary system is based on fallacies. The purpose of this article is to highlight the pitfalls in economic thinking. The article shows that this way of thinking leads to the creation of inflation which is the root of all evil. The analysis proceeds in different approach to the contemporary theory of money. An inflation- free monetary system is introduced. Monetary system is the set of mechanisms that controls money. In this broad sense, monetary system can be divided into three different systems. Each of them has different goal; National monetary system which aims to raise sufficient funds in order to reach an optimal level of output growth that maintains full employment and satisfies the economic requirements of the community. National redistribution system which aims to redistribute funds in order to sustain individuals at or above a specified material standard of living, and enable government to provide public services. International monetary system which aims to preserve rights of parties in foreign exchange transactions.

미국공공도서관의 봉사활동에 미친 연방정부의 역할에 관한 고찰-LSA와 LSCA를 중심으로

  • In modern times, it has been a most imporant problem for the community to make nation's information resources a\-ailable to all the people ~vithf ree and even access. In Nelson Associate's National platz for library service appeared in 1948, 50 million Americans were served by public libraries with inadequate service and 35 million have had no library service. Library Services Act signed bq- President Eisenhower in 1956 was a result of continuous efforts of AL.1 for 20 years. It aimed to extend public library service to rural population less than ten thousands. LSA was succeeded by LSCA in 1964 and continued with several amendments so far. 620 million dollars of Federal funds were put into local library administrati1.e agencies during 1957-1974 for the extension of library service and construction of library buildings. Federal funds also encouraged local library administrative agencies to ha\-e more interest in library and information service and carry out their own library programs. However, there are many current problems in Amierican pubic libraries still now, that is, uneven growth of public libraries, uneven distribution of information resources, inadequate library service to a large part of population, insufficient supply of library funds, lack of nationwide library network beyond local admini-strative jurisdictions and so on. National Advisory Commission on Libraries, Committee on Libraries, National Conference of Library and Inforination Science are results of government efforts to meet those problems and carry out effecti1.e nation's library policies. In other part, Congress authorized to open the White House Conference on Library and Information Science before 1978 to make a reco:nn:endation fostering the library use. It is expected that the elected President Carter will put more efforts in developing library and information services, for LSA and LSCA were mainly pushed ahead by Democratic Party. In conclusion I could find some factors through these analysis that would be of some help to develop nation's library and information services, especially in developing countries.

도서관 재정확충을 위한 기본조성에 관한 연구 (The Study about Library Fund program for the expansion of Library Finance)

  • 본 연구는 도서관 및 독서진흥법상에 기금의 조성방법으로 명시된 다음과 같은 방법으로 도서관의 재정확충을 위한 방안을 모색하였다. 첫째, 정부출연금은 국가가 매년 예산에 반영하는 것으로서 통상 기금출연액인 100억원을 출연하는 방안을 제시하였다. 둘째, 다른기금으로부터의 전입금은 한국마사회기금과 정보화촉진기금으로부터 출연을 받기위한 근거와 재원을 각종 자료를 근거로 최소 년50억씩 출연할 수 있는 안을 모색하였다. 셋째, 복권발행을 통한 년간 50억이상의 기금마련 방안을 제시하였다. 이 세가지 방안을 통하여 연간 200억이상, 6년동안 총 1,200억원의 기금조성 방안을 제시하였다. 또한 미국에서 다양하게 시행되고 있는 기부금모집의 현황과 유형을 제시함으로써 도서관법상에 명시되어 있는 법인, 단체 또는 개인의 기부금모집 활동에 참고가 되도록 하였다.

부산공동어시장의 배당정책 (The Dividend Policy of the Pusan Cooperative Fish Market)

  • Dividend Policy involves the decision to pay out earnings versus retaining them for reinvestment in the firm, and dividend policy decisions can have either favorable or unfavorable effects on the attainment of firm's objective. This paper is to examine the present status of dividend policy of the Pusan Cooperative Fish Market, and to suggest the optimal dividend policy decisions appropriate for achieving its objective, which is to promote the fishermen's benefits and protect the interest of consumers. There are two types of dividend that the Pusan Cooperative Fish Market pays to the equity owners : (1) dividend on capital and (2) equalized patronage dividend. During'90s, while the rate of dividend on capital ranged from 1.7% to 2.8%, that of equalized patronage dividend ranged from 13.9% to 22.9%. Therefore, the rate of total dividend on capital including revolving funds has been about 20%, which turns out to be much higher than those of companies listed in the stock market. According to the current dividend data, the Pusan Cooperative Fish Market focuses on the equalized patronage dividend and the dividen on capital is the secondary type of dividend. In addition, the interesting feature of equalized patronage dividend is that it is supposed to be reinvested into capital by the Articles of the Fish Market, as soon as the Fish Market pays it to its members. Finally, this paper suggests the rational dividend policy of the Fish Market that is able to help its objective to be achidved more efficiently. The overall direction of the rational dividend policy can be summarized as follows ; (1) The level of cash dividend on capital should be increased enough to reflect the market interest rate. (2) The subsidy of working capital to some member fisheries cooperatives as quasi- dividend should be cut off steadily. (3) The equalized patronage dividend should be replaced by the original patronage dividend whose level is determined by the volume of each member's purchase. (4) In the long-term, it is necessary to improve the system of revolving funds in the way that revoloving funds could serve to complement equity capital for only a fixed time, after which they ard repaid to the members.

은행 금융상품에서 프라이빗 뱅커의 전문투자형 사모펀드 추천 의사결정 (A Study on the Decision-Making of Private Banker's in Recommending Hedge Fund among Financial Goods)

  • Purpose The study aims to develop a data-based decision model for private bankers when recommending hedge funds to their customers in financial institutions. Design/methodology/approach The independent variables are set in two groups. The independent variables of the first group are aggressive investors, active investors, and risk-neutral type investors. In the second group, variables considered by private bankers include customer propensity to invest, reliability, product subscription experience, professionalism, intimacy, and product understanding. A decision-making variable for a private banker is in recommending a first-rate general private fund composed of foreign and domestic FinTech products. These contain dependent variables that include target return rate(%), fund period (months), safeguard existence, underlying asset, and hedge fund name. Findings Based on the research results, there is a 94.4% accuracy in decision-making when the independent variables (customer rating, reliability, intimacy, product subscription experience, professionalism and product understanding) are used according to the following order of relevant dependent variables: step 1 on safeguard existence, step 2 on target return rate, step 3 on fund period, and step 4 on hedge fund name. Next, a 93.7% accuracy is expected when decision-making uses the following order of dependent variables: step 1 on safeguard existence, step 2 on target return rate, step 3 on underlying asset, and step 4 on fund period. In conclusion, a private banker conducts a decision making stage when recommending hedge funds to their customers. When examining a private banker's recommendations of hedge funds to a customer, independent variables influencing dependent variables are intimacy, product comprehension, and product subscription experience according to a categorical regression model and artificial neural network analysis model.

미국 영재교육법률의 변천 과정에 관한 연구: 말랜드 보고서를 중심으로 (A Research on the Changes of the Gifted and Talented Law in U.S.: Focusing on the Marland Report)

  • 본 연구에서는 말랜드 보고서를 중심으로 미국의 영재교육법률에 관한 변천 과정을 다루고 있다. 연구 결과, 연방 차원에서 제정된 법률 가운데 영재교육이 법적 차원에서 다루어진 최초의 법률은 1958년 국가방위교육법(National Defense Education Act)이라고 할 수 있으며, 영재에 관한 법률적 정의가 제시된 것은 말랜드 보고서(1972년)보다 앞선 1970년의 초중등교육법임이 확인되었다. 또한 말랜드 보고서는 영재에 대한 정의 외에도 차별화된 교육과정(differentiated curriculum) 개념을 제시하였으며 영재교육에 관한 연구와 운영을 총괄하는 국가 센터와 기구의 설립 제안 외에도 영재교육을 특정한 법률의 제정과 법률에 예산 조항이 반드시 포함되어야 하는 점을 제안함으로써, 이후 영재교육이 법과 제도에 근거하여 이루어지도록 하는 데 영향을 주었다.

공적급여 보조기구 전달체계에서 전문보조기구센터의 실효성 연구 : 광주광역시 보조기구센터의 장애인보조기구 교부사업 중심으로 (A Effectiveness Study of Public Funds Assistive Technology Delivery System Through the Professional Assistive Technology Center)

  • 본 연구에서는 공적급여 보조기구 전달체계에서 전문보조기구센터가 개입함으로써 실제로 효과성이 있는 지를 장애인보조기구 교부사업을 중심으로 검증하고자 하였다. 2011년 하반기, 2012년 상반기 1년간 광주광역시에 장애인보조기구 교부사업 신청자 253명을 대상으로 상담, 평가 과정을 진행하여 적합 197명, 부적합 28명, 품목변경 28명의 결과를 도출하였다. 전문보조기구센터 개입 전에는 신청자 253명이 모두 지원을 받을 수 있었지만 개입 후에는 28명이 자신에게 맞는 보조기구를 변경하여 지원을 받을 수 있게 되었고 28명에게는 불필요한 지원을 피하게 되어 또 다른 사람에게 지원받을 수 있는 기회가 주어졌다.

정부의 중소기업 지원정책과 기업성과의 상관성 분석 (The Analysis of Correlation between Management Performance and Governmental Support Policy for SMB)

  • 한국정부의 중소기업 정책에 대한 기업의 성과를 분석하였다. 중소기업의 지원 정책 과제를 창의와 혁신주도의 역동적인 중소기업군 육성, 기술경영혁신 활동 및 협력활동 강화, 자금 인력 판로 등 성장기반 구축 등 3가지로 분류한 후 기업의 성과(사업성과, 기술성과, 정책만족)와 비교하여 정책의 영향도를 측정하였다. 연구 결과 정부가 추진하는 중소기업 정책에 대한 기업의 성과의 특징은 자금 지원 분야였다. 전체 24개 측정 변수에서 연구 결과 중 가장 유의미한 변수로 선정된 5개 변수는 1)벤처,이노비즈,경영혁신형기업 육성, 2)지식기반서비스 육성자금 지원, 3)기술 연구개발 지원, 4)경영안정자금 지원, 5)공공부문의 중소기업 판로 지원이었다. 이 중 3개 변수가 자금 지원정책으로 자금 지원 정책이 기업의 성과에 많은 영향을 미치고 있음을 알 수 있었다.

통합운영 DC의 이율보증 준비금 추정에 관한 연구 (Guaranteed Reserve Projections for the Guaranteed Interest Contract of Collective DC Funds)

  • 본 연구는 중소기업퇴직연금제도가 가입자들에게 보증이율(최소수익률)을 제공할 경우 사전에 적립해야 하는 보증준비금 수준을 산출하여 제시하였다. 보증준비금을 산출하기 위한 방법론으로 본 연구는 변액연금보험의 보증준비금 산출 방법론을 적용하였다. 보증준비금 산출을 위해 2010년부터 2018년까지의 3대 연기금의 자산운용 평균 수익률을 기금형 제도의 목표수익률로 설정하였으며, 보증이율은 0%, 1.0%, 1.5%, 2.0%를 각각 적용하여 시나리오 별로 요구되는 보증준비금을 산출하였다. 주요 결과로 첫째, 제도 도입기간이 길어질수록 초기 설정한 보증이율에 따른 보증준비금 간의 차이는 증가하는 것으로 나타났다. 둘째, 제도가 성숙함에 따라 적립금이 부족할 가능성은 체감하였다. 결론적으로 보증이율투자전략에 내제된 수익-위험의 관계는 장기적으로 보수적 균형을 이루어야 함을 의미한다.
