  • Ministry of Information and Communication(MIC) have operated R & D Program by Informatization fund from later 1980. In according to the MIC, Institute of Information Technology Assessment (IITA) have worked for IT Small and medium size company's R & D on the If Industry competition program and Excellent Information Technology Program. these Program output is very interesting. These Program have some problem in management, poor performance analysis skill and had not diverse data. But for the IT industry and company, these program is very good opportunity. So, this paper suggestion the advanced systems.

Present Implications of Saemaul Project for Rural Development Policy (농촌지역개발정책을 위한 새마을사업의 현대적 함의)

  • In this research, we reappraise saemaul project which is a leading role of rural development in a present perspectives and deduct social and political implications for rural development. For deducting problems and implications, related documents and previous researches are reviewed. Administration statistics are also gathered and analyzed for monitoring detailed projects propulsion progress and results. Samaul project is reappraised based on previous researches such as rural development, regional agricultural production system improvement, agricultural distribution system improvement, leader breeding, income improvement, and governance. Saemaul project has basically positive characteristics because of decreasing growth gap of urban and rural area by empowering cooperation of rural residents, instilling leadership, making village fund, constricting networks of government and urban area for administrative and financial assistant. In conclusion, there are implications that continues interests of most powerful sovereignty and comprehensive assistant of government are needed for overcome agricultural and rural crisis. Saemaulundong is a united and systematic approach in village level. In south korea where most of farms are small size, village or regional level assistants started in saemaulundong are still needed. In regional development, we can infer that will and ability development of participated residents are most basic and important factors for successful project propulsion in saemaul project.

Estimation of LCOE for Korean PV Projects : For the Ones that Financial Investors Participated in (한국 태양광발전사업의 에너지균등화비용(LCOE) 추정: 재무적투자자 참여사업을 대상으로)

  • LCOE of 11 Korean PV projects, total capacity of 44 MW, were calculated for each project being larger than 1 MW respectively. 9 out of 11 projects were constructed in 2008 under FIT scheme revealed that average LCOE is 600 Korean Won per kilowatt-hour and it becomes reduced to 348 Korean Won per kilowatt-hour for 2 projects that are constructed under RPS scheme in 2012. During the period between 2008 and 2012, installation cost per megawatt became 55% of 2008 value with operation and maintenance cost lowered to 80% while LCOE became only 58% due to reduced project size and lower irradiation for later projects. However, it is found that the ratio of LCOE / unit installation cost looks relatively constant, so that it can be used as an auxiliary parameter to gauge learning effect of BOS portion of a PV project.

Analysis of Factors for Private Universities Educational Restitution Rate using Data Mining : Focusing on the Panel Fixed Effect Model and Non-parametric Regression Estimation (데이터 마이닝을 활용한 사립대학 교육비 환원요인 분석 : 패널 고정효과모형과 비모수회귀추정을 중심으로)

  • The Educational Restitution Rate is an important parameter that determines the quality of university education. This paper analyzed data from 148 private universities over the 10 years from 2009 to 2018 using data mining techniques in Korea. A significant causal relationship is detected in the fixed effect model as a result of the panel estimation. And the scale of faculty expansion and fund management, which are the university evaluation indicators, and the size of basic funds, respectively, have a positive effect on the ERR, which is within the confidence interval. In the analysis, the more private universities improve the tuition dependence rate, the more decisively positive affecting ERR. As a result of nonparametric regression estimation, when the faculty expansion ratio is reinforced, the effect of economies of scale is detected in some sections, the improvement of the tuition dependence rate, and the result value is generated through the improvement that results are derived at a certain point in time. We hope that the university based on this study can be a basic Indicators for the diagnosis of basic competencies and policy of student-centered education.

An Analysis on the Effects of University Capacity and Resources on the Professor Startups' Performance (대학의 역량과 내외부 자원이 교수창업 성과에 미치는 영향)

  • The purpose of this study is to investigate the factors that affect professor startups and their performances in Universities in Korea. We included 5 categories of factors: University's size and reputation, University's technology commercialization staff number and startup deregulation, University's resources for research and technology commercialization, University's patents and professors' publication, and student startups. We analyzed 150 Universities, using Korean government's Academyinfo database, and additional data for University ranking and government's projects for University startups. Our analysis shows that Universities' fund amount for research and technology commercialization, Universities' amount of patents give a positive impact on Universities statistically significantly, while Universities' size or reputation does not. In addition, the amount of patents and startup projects funded by the government give a significantly positive impact on the annual sales of the professor startups. Furthermore, student startups are in a positive relationship with professor startups and their sales, showing a synergy effect between the two startup groups in Universities. The result implies that Universities and government need to focus on supporting patenting activities, providing technology commercialization funds, and collaboration activities between professors and students for their startup activities.

Comparing the Inflow Rate of Sewage Treatment Plants Invested by the Public Funds or Public-Private Partnership (PPP) Projects (재정사업과 민간투자사업의 하수처리장 하수유입률 특성분석)

  • The purpose of this study is to figure out the differences of the inflow rates of Sewage Treatment Plants (STP), invested by public fund or public-private partnership (PPP). This paper finds that the average ratio of sewage inflow according to facility capacities (medium and small scale STP) was either nearly below 30% or above 100% in the first year. As the size of STP increased, there was decrease in the accuracy of demand assumption. This was because the operation time when the ratio of sewage inflow was uniform was different according to the size of STP, whereby the time was short when the STP were small. The design average ratio of sewage inflow was 10% larger than the real average ratio; this was considered overdesigned. In the case of a plant built by the PPP scheme, the average ratio of inflow of the STP before an abolition of MRG was larger than after the abolition of MRG. This may be explained by moral hazard from too much reliance on MRG. After the abolition of MRG, the demand risk of PPP was shifted from a PPP project to a conventional project.

Assessment of the Willingness to Pay for Forest Management in the Upstream for Water Quality Improvement within the Han River Watershed (수질개선을 위한 한강 수계 상류지역 산림관리 지불의사금액 추정)

  • Forests in the upstream contributed to improve the quality of water resources for the residents downstream. However, upon structural examination of how the Han River Watershed Management Fund was spent, it became apparent that the fund was not spent toward forest management in the upstream. An additional budget must be allocated if the Watershed Management Committee is to contribute to the management of the upstream forests with such awareness. Therefore, the aim of the study was to assess the willingness to pay and to calculate of budget for forest management in the upstream for water quality improvement. Three hundred surveys on watershed beneficiaries were conducted using biased sampling method. The result was analyzed with conditional logit model and mixed logit model. Forest management, a target variable, was found to have statistical significance. Based on this result, the size of the expected budget was estimated to be minimum 20,526 million won to maximum 20,928 million won.

Korea-India Software Industry Technological Cooperation: Projects and Strategies for Cooperation (한.인도 소프트웨어산업기술협력: 협력기술과제 및 협력방안의 탐색)

  • The purpose of this paper is to examine the current status of the SW industry and technology in Korea and India, and to suggest future strategies for cooperation. To accomplish the goal, this study outlines the characteristics of the SW industry, its market size, and the current statuses of SW technologies in the two countries; and presents strategies for future cooperation by comparing the level of technology in the two countries while considering the need for vitalizing their cooperation. For comparing level of the SW industry's technology, so-called 4P evaluation (professionals, patents, papers, and products) was used, and a total of 21 projects were selected as future projects for cooperation through the analysis. In addition, the new approaches for future cooperation were presented; the exchange of manpower as a form of priority cooperation, more effort to develop and accumulate intellectual property rights to build conditions suitable for cooperation from India as well as a cooperation fund to bring continuous cooperation between the two countries.

The Effects of Austempering Heat Treatment on the Processing Window and Mechanical Properties in Cast and Hot-rolled Fe-0.7wt%C-2.3wt%Si-0.3wt%Mn Steel (주조 및 열간 압연된 Fe-0.7wt%C-2.3wt%Si-0.3wt%Mn 강의 프로세싱 윈도우와 기계적 성질에 미치는 오스템퍼링 조건의 영향 비교)

  • In this study, we investigate the effects of austempering heat treatment on the processing window and mechanical properties in cast and hot-rolled Fe-0.7 C-2.3 Si-0.3 Mn steel. Each specimens were austenitised at $900^{\circ}C$ for 7 min, and austempered at $260^{\circ}C,\;320^{\circ}C$, and $380^{\circ}C$ for the various periods of time from 2 min to 240 min. After heat treatment, the evaluation of stage I and stage II as performed by optical metallography, XRD, hardness test. Both cast and hot rolled specimens had similar processing window. So grain size effect is not important to the austempered high carbon high silicon cast steel. When the austempering temperature was $260^{\circ}C$, the microstructure consisted of the lower ausferrite while the upper ausferrite structure was formed at $380^{\circ}C$. As the austempering temperature increases from 260 to $380^{\circ}C$, the strength and hardness decreased, elongaton and volume fraction of austenite increased. In addition, there was no change of mechanical properties between cast and hot-rolled specimens.

An Internet Streaming Service for Digital Cinema Using Motion JPEG2000 (Motion JPEG2000을 이용한 디지털시네마 인터넷전송기술 연구)

  • While the Motion JPEG2000 has been considered as a unique encoder for digital cinema due to its high quality coding and large screen format, the realization of a digital cinema system and its service cost enormous fund and time. In this paper a digital cinema transmission system with PC and RTP protocol over the Internet is proposed, and showed how tiles of moving images are transmitted, decoded independently and combined to reconstruct and display at a large screen for digital cinema service. The simulation has been carried out for tiles of 128${\times}$128, 256${\times}$256, 512${\times}$512, and 1024${\times}$1024 pixels. In the experiment, two clients of PC’s received and decoded tiles of video and constructed whole size of moving images successfully. The PSNR’s of the video ranges 30dB to 40dB at compression rate of 160:1 and 30dB to 50dB at and below 16:1, respectively. The result showed a possibility for the reconstruction of video in multi-vision.
