A machine learning platform is proposed for the diagnosis of a severe accident progression in a nuclear power plant. To predict the key parameters for accident management including lost signals, a long short term memory (LSTM) network is proposed, where multiple accident scenarios are used for training. Training and test data were produced by MELCOR simulation of the Fukushima Daiichi Nuclear Power Plant (FDNPP) accident at unit 3. Feature variables were selected among plant parameters, where the importance ranking was determined by a recursive feature elimination technique using RandomForestRegressor. To answer the question of whether a reduced order ML model could predict the complex transient response, we performed a systematic sensitivity study for the choices of target variables, the combination of training and test data, the number of feature variables, and the number of neurons to evaluate the performance of the proposed ML platform. The number of sensitivity cases was chosen to guarantee a 95 % tolerance limit with a 95 % confidence level based on Wilks' formula to quantify the uncertainty of predictions. The results of investigations indicate that the proposed ML platform consistently predicts the target variable. The median and mean predictions were close to the true value.
After the Fukushima Daiichi nuclear power plant (NPP) accident, new regulatory requirements were enforced in July 2013 and a backfit was required for all existing nuclear power plants. It is required to take measures to prevent severe accidents and mitigate their radiological consequences. The Regulatory Standard and Research Department, Secretariat of Nuclear Regulation Authority (S/NRA/R) has been conducting numerical studies and experimental studies on relevant severe accident phenomena and countermeasures. This article highlights fission product (FP) release and hydrogen risk as two major areas. Relevant activities in the S/NRA/R are briefly introduced, as follows: 1. For FP release: Identifying the source terms and leak mechanisms is a key issue from the viewpoint of understanding the progression of accident phenomena and planning effective countermeasures that take into account vulnerabilities of containment under severe accident conditions. To resolve these issues, the activities focus on wet well venting, pool scrubbing, iodine chemistry (in-vessel and ex-vessel), containment failure mode, and treatment of radioactive liquid effluent. 2. For hydrogen risk: because of three incidents of hydrogen explosion in reactor buildings, a comprehensive reinforcement of the hydrogen risk management has been a high priority topic. Therefore, the activities in evaluation methods focus on hydrogen generation, hydrogen distribution, and hydrogen combustion.
When the Fukushima nuclear power plant accident occurred in March, a hydrogen explosion in the reactor building at the 4th unit of Fukushima plants lead to a big surprise because the full core of the unit 4 reactor had been moved and stored underwater at the spent nuclear fuel storage pool for periodic maintenance. It was because the potential criticality in the fuel storage pool by coolant loss may yield more severe situation than the similar accident happened inside the reactor vessel. In the paper, the safety state of the spent fuel storage pool and rack structures of the domestic nuclear plants would be reviewed and compared with the Fukushima plant case by engineering viewpoint of potential severe accidents.
일본 도쿄전력의 후쿠시마 원전 오염수 해양방류에 대해 한일해엽 연안 5개 지자체(제주, 전남, 경남, 부산, 울산)는 합동 대책위원회를 운영하고 있다. 본 연구는 제주연구원, 부산연구원, 울산연구원에서 일본 후쿠시마 원전 오염수 해양방류에 따른 대응 방안 연구의 일환으로 수행한 시민 설문조사, 대응 전략, 세부실천과제 등을 비교 분석하여 향후 타 연안도시 정책 입안자들이 실효성 있는 방안 마련을 위한 기초자료를 제시하는데 목적이 있다. 인식조사 결과 모든 지자체 시민들은 과학적 연구결과에 상관없이 해양방류에 대해 부정적 인식이 강한 것으로 나타나 향후 수산업, 관광업계의 피해가 클 것으로 예상된다. 지자체별 대응전략에서는 모든 지자체 공통으로 컨트롤 타워 구축이 가장 시급한 과제로 나타났다. 이는 실효성 있는 대응을 위해 공무원 조직 한계인 직제 중심에서 탈피하여 기능 중심 대응이 필요하기 때문이라고 판단된다. 또한 대응방법에 있어 제주와 부산은 분야별 대응방안을 수립한 반면, 울산시는 방류시점에 따른 단계별 대응방안으로 실질적 대응에 초점을 맞추고 있다. 내용적으로는 수산물 방사능 검사체계 구축, 국민의 불안감 해소를 위한 홍보가 중요한 것으로 나타났다. 향후 2030년까지 지속적으로 후쿠시마 원전 오염수의 해양방류가 예정되어 있는 만큼 지자체 연구기관 간 연구결과 및 성과 공유를 위한 네트워크강화가 필요할 것으로 판단된다.
다중 시기 KOMPSAT-3/3A 고해상도 위성영상을 이용하여 후쿠시마 제1 원자력 발전소 주변 지역에 대한 식생지수를 산출하고 식생 변화의 양상을 분석하였다. 식생지수 산출 시에는 KOMPSAT-3/3A 위성영상의 지표반사도를 사용하였다. 4개 연도의 위성영상을 사용하였으며 이 영상이 중첩되는 지역을 연구의 대상이 되는 관심영역으로 정하였다. 자료 분석 방법으로 주로 식생이 분포하는 지역을 지나가는 측선을 설정하여 연도별 변화 양상을 살펴보았다. 또한, 2차원 공간상의 식생지수의 변화를 정량적으로 나타내기 위하여 관심영역 내에서 랜덤 포인트를 추출하여 상자그림으로 나타내었다. 연구의 주요 결과는 원전 인근 지역에서 2014년 식생지수는 관심영역 내에서 낮은 값으로 나타났지만 이후 2021년까지 지속해서 식생이 발달하고 있는 것으로 나타났다. 이러한 결과는 측선이나 상자그림으로 나타낸 변화 모니터링 결과에서도 확인할 수 있었다. 현장 자료를 수집하기 어려운 후쿠시마 원전 지역과 같이 접근이 제한되는 재난 지역에서는 위성영상을 이용하여 높은 정확도를 갖는 토지 피복 분류 산출물을 얻기가 어렵기 때문에 고해상도 위성영상 정보부터 얻는 식생지수와 같이 기본적인 산출물을 이용하여 분석하는 방식이 적절하다. 한편 국제적으로 공동 활용이 가능한 위성정보 자원의 활용 체계 구축과 함께 우리나라에 영향을 줄 수 있는 주변국의 환경 변화를 주기적으로 모니터링하기 위하여 고해상도 위성영상을 이용한 활용 모델과 시스템을 구축할 필요가 있다.
In the domestic nuclear power industry, concern about safety of nuclear power plants is continuously increased with the Fukushima nuclear power plant accident. In order to enhance the safety of nuclear power plants, it is important to ensure that the power plants are operating with proper margin within the original design bases. Margin management is the process of ensuring that the NPP designer and operator are aware of the physical and operating limits, and potential and probability of failure, for each component in the plant. All components are subject to margin considerations, but the most important components by scope and attention are those related to safety-related systems and NPP safe shutdown.
Our aim was to investigate the genotoxicity of ambient air in the Krak$\acute{o}$w area after Fukushima Nuclear Power Plant (NPP) accident and compare with results from Chernobyl fallout. For the detection of ambient air genotoxicity the technique for screening gene mutation frequency in somatic cells of the $Tradescantia$ stamen hairs ($Trad$-SH assay) was used. Since 11th of March 2011 (Fukushima NPP accident), several pots containing at least 15 shoots of bioindicating plants were exposed to ambient air at 2 sites in the Krak$\acute{o}$w surrounding area, one in the city center, and about 100 pots in a control site (in the glasshouse of the Institute of Nuclear Physics) Continuous screening of mutations was performed. Progenies of 371,090 cells exposed were analyzed. Mutation frequency obtained in the first 10 days has shown a mean control level (GMF*100=$0.06{\pm}0.01$). At scoring period related to influence of a potential Fukushima fallout, a significant increase of gene mutation frequencies above the control level was observed at each site in the range, 0.10~0.33 depending on the location, (mean value for all sites GMF*100=$0.19{\pm}0.05$) that was associated with a strong expression of toxic effects. In the reported studies following the Chernobyl NPP accident monitoring $in$$situ$ of the ambient air genotoxicity was performed in the period since April $29^{th}$ till June $3^{rd}$ 1986 also with Trad-SH bioindicator. In general, mutation frequency increases due to Chernobyl fallout(GMF*100=$0.43{\pm}0.02$) were corresponding to fluctuation of radioactivity in the air reported from physical measures, and to published reports about increase in chromosome aberration levels. Although, recent data obtained from monitoring of the ambient air quality in the Krak$\acute{o}$w and surroundings are lower when compared to results reported after Chernobyl NPP accident, though results express a significant increase above the control level and also are corresponding with increased air radioactivity reported from physical measurements. Statistically significant in comparison to control increase in gene mutation rates and more prolonged than that after Chernobyl fallout increase of GMF was observed during the period following the Fukushima NPP failure.
연구배경: 본 연구는 일본 후쿠시마 원전사고 이후 원전사고 및 방사능 오염에 대한 우리 국민들의 인식도를 확인하기 위한 목적으로 진행되었다. 재료 및 방법: 설문조사는 수도권에 거주하는 성인 600명을 대상으로 하였다. 결과 및 논의: 연구 결과, 대다수 국민들은 일본 원전사고로 인한 방사능 누출이 우리나라에 영향을 미치고 있다고 우려하였다. 식품, 특히 수산물의 방사능 오염에 대한 우려가 높았고, 선호하는 정보 취득원은 TV(49.8%)와 인터넷 매체(31.3%)였다. 한편 다수의 국민들은 일본 원전사고 및 방사능 오염 정보가 충분히 제공되지 않았고, 원전사고 이후 우리 정부의 대응조치를 잘 모르고 있는 것으로 나타났다. 또한 국민 대다수가 식품 환경 등의 방사능 오염 정도와 안전성에 대한 정보제공 강화가 가장 중요한 것으로 인식하고 있었다. 결론: 본 연구 결과는 향후 방사능에 대한 올바른 인식 확립과 방사능 안전사고 리스크커뮤니케이션을 위한 유용한 자료로 활용될 수 있을 것으로 기대된다.

Major accidents at nuclear power plants generate huge amounts of radioactive waste in a short period of time over a wide area outside the plant boundary. Therefore, extraordinary efforts are required for safe management of the waste. A well-established remediation plan including radioactive waste management that is prepared in advance will minimize the impact on the public and environment. In Korea, however, only limited plans exist to systematically manage this type of off-site radioactive waste generating event. In this study, we developed basic strategies for off-site radioactive waste management based on recommendations from the IAEA (International Atomic Energy Agency) and NCRP (National Council on Radiation Protection and Measurements), experiences from the Fukushima Daiichi accident in Japan, and a review of the national radioactive waste management system in Korea. These strategies included the assignment of roles and responsibilities, development of management methodologies, securement of storage capacities, preparation for the use of existing infrastructure, assurance of information transparency, and establishment of cooperative measures with international organizations.
Probabilistic risk assessment (PRA) has improved its elemental technologies used for assessing external events since the Fukushima Daiichi Nuclear Power Station Accident in 2011. HRA needs to be improved for analyzing tasks performed under extreme conditions (e.g., different actors responding to external events or performing operations using portable mitigation equipment). To make these improvements, it is essential to understand plant-specific and scenario-specific conditions that affect human performance. The Nuclear Risk Research Center (NRRC) of the Central Research Institute of Electric Power Industry (CRIEPI) has developed an HRA guide that compiles qualitative analysis methods for collecting plant-specific and scenario-specific conditions that affect human performance into "narratives," reflecting the latest research trends, and models for analysis of tasks under extreme conditions.
