  • The purpose of this paper is to study the concept of public interest in broadcasting, which has been approached only from a policy or legislative perspective in Korea, through analysis of the program content itself. To this end, this study focuses on French broadcasting, which has a long history of public service, has learned the concept of 'public interest' during its long growth process, and has specifically put this concept into practice through program production. Analysis of French TV programs that have been broadcast over the past 10 years categorizes the concept of public interest that French broadcasting has embodied into the following three categories. The first is the characteristic of 'freedom of speech: 'participation' and 'generality' in the public sphere' shown by discussion programs or talk shows. The second is the characteristic of 'transmission of cultural identity', which is shown even in entertainment programs. The third is the characteristic of 'social capital: spreading the value of social solidarity' shown in documentary or discussion programs. In addition, we examine how French broadcasting is implementing public interest at a time when digital media such as YouTube or Instagram are becoming the center of the media environment, and a digital public social media called 'Culture Prime' created by public institutions.

  • This paper compares the syllable structure of French and Korean analyzing the speech data of these two languages recorded during the actual speech. Reference to the syllable structure of French is made from F. Wioland's research data. As for the Korean data, the primary data are drawn from the 30-minute radio interview in which two male TV anchors in their early 60s talk to each other. The secondary source of the data is collected by having the primary data replicated by the two male announcers in their early 20's broadcasting in the university ra야o station of KAIST. With reference to the data collected in French and Korean, this paper provides the statistical frequency of each type of syllable structure in each language through the acoustic analysis of the spectrograms and renders a phonetic account of the characteristics of each syllable type in the two languages. Also discussed in this paper is the distributional condition in which each syllable structure is laid out in the speech context.

  • This study has analyzed the characteristics of the French method of childrearing which is drawing attention recently based on the psychoanalytic theory of François Dolto, the so-called French people's godmother, the child psychoanalyst. Dolto is a psychoanalyst who represents France and is the unique character who was loved by the public and established unique frame of child psychoanalytic analysis by combining psychoanalysis and pediatrics. She cherished communication through conversation with infants and toddlers and has perceived even the babies who can not speak yet as a lingual being who understands words. This study has selected domestically published books on French method of childrearing and documentary broadcasting program which dealt with childrearing, classified the common theme and deducted four core words, which are temperance, perseverance, waiting, autonomy and rule, authority and respect and independence and self-reliance. These core themes have been explained based on Dolto's theory of communication, infans, castration, subject and others and desire etc. Also, a new direction has been proposed for the child education in households and childrearing by Korean parents through French method of childrearing.

  • The convergence of broadcasting & telecommunication is not a reality by itself, but recognized as a reality by the discourse which defines and explains it. It is the premise from which this article aims at studying how the discourse on the broadcasting-telecommunication convergence is formed, practised and transformed. This study compares the case of France with the case of Korea in order to show how the same discourse can engender different consequences and evolve in a different way in different socio-political situations. The discourse of the convergence was born as a scientific knowledge in the reports of the European Commission and OECD, and accepted as an important object generating social debates. Then, the discourse faces the resistance of pre-existent discourses in France, while it spreads without clash in South Korea. The French discourse results in a horizontal regulation of contents and networks, while the Korean discourse creates a unique regulator for both traditionally distinguished sectors. Finally, unlike France, the scientific discourse of the convergence in South Korea is transformed into even a political, imaginary or utopian discourse.

  • The crisis in profit and funding for animation is in evidence around the world. The change in media environment has forced broadcasting advertising revenue down and animation viewers spread out. Now, animation players in the strongest position are either the US major studios, or producers benefiting from domestic support schemes. Government support is available in many countries because many governments believe that support for domestic animation carries both economic and cultural benefits. This paper is designed to suggest new policy schemes for Korean animation industry. The new paradigm of animation policy needs a new perspective on content industry as a whole, not centered on the animation itself. The researchers on public policy for culture, audiovisual and content industry argued that the government should, (i) play the role of facilitator for virtuous cycle of industry value chain, (ii) provide fiscal support through automatic and selective schemes, (iii) provide tax benefit to strengthen the competitiveness of industry, and (iv) enforce the broadcasters to contribute to domestic programming and financing. Comparative analysis on French and Canadian audiovisual policy supports such arguments, and animation industry of two countries are enjoying the high audience ratings and sustainable production volume. From the analysis, this paper suggests the new government schemes for Korean animation industry, which are, (i) securing the public funding for fiscal support, (ii) introduction of automatic production support, (iii) modification of broadcasting quota, (iv) broadcaster's performance envelope and production quota, and (v) tax benefit as indirect support.

  • Large global online shopping malls, such as Amazon, offer services in English or in the language of a country when their products are sold. Since many customers purchase products based on the product reviews, the shopping malls actively utilize the sentimental analysis technique in judging preference of each product using the large amount of review data that the customer has written. And the result of such analysis can be used for the marketing to look the potential shoppers. However, it is difficult to apply this English-based semantic analysis system to different languages used around the world. In this study, more than 500,000 data from Amazon fine food reviews was used for training a deep learning based system. First, sentiment analysis evaluation experiments were carried out with three models of English test data. Secondly, the same data was translated into seven languages (Korean, Japanese, Chinese, Vietnamese, French, German and English) and then the similar experiments were done. The result suggests that although the accuracy of the sentimental analysis was 2.77% lower than the average of the seven countries (91.59%) compared to the English (94.35%), it is believed that the results of the experiment can be used for practical applications.

  • According to the Ministry of Health and Welfare, "Status of Registered Persons with Disabilities", the number of people with disabilities is 2,494,460 as of 2015. The lowest rates of children with disabilities were intellectual disabilities (23%) and mental disorders (33.3%). The highest rates of screening were blindness (97%), heart failure (94.4%), and hearing impairment (92.7%). 65.2% of visually impaired people who have already had a disability at the time of marriage, and the remaining 34.8% can be thought to be the cause of high incidence of disability after marriage. 'SID (Seed in the Dark)' project was designed to recapture the visually impaired parent's desire for attachment and the space difficulties of the blind who want to be a normal parent to their children through a visual impairment of a father with 7-year-old daughter. Using Gear VR(Virtual Reality), the general public was able to feel the surroundings as if they had no vision and focused on the hearing. Especially, We expressed the sound wave visually and added the hilarious game element which grasps the terrain of the maze by sound wave like a 'blind person who perceives the surroundings by sound' and catches up with daughter. People with disabilities who are far from mental illness often have a form of family with children. The fact that the rate of childbirth is high means that there is relatively little problem in daily life. It is wondered that the rate of blindness among the visually impaired, which accounts for 10% of the total disabled, is the highest at 97%. This is because, in the case of the visually impaired, the obstacle is often caused by aging, accidents, or diseases due to inherited causes rather than the visual disorder. In particular, However, the fact that there is an obstacle in vision that accounts for 83% of the body's sensory organs causes other difficulties in the nursing process of children who are non-disabled. Parents do not know the face of child when their visual impairment is severe. Parents are extremely anxious about worry that they will be lost or abducted if their children are not by their side. And that the child recognizes the disability of his or her parents other than the other parents easily and takes it as a deficiency. Since visually impaired parents are mentally mature parents with non-disabled people, they may want their children not to feel deprived of their disability. The number of people with visual impairments has been increasing since 2001, and people with impairments often become disabled. In addition, there is much research on the problem of nondisabled parents who have children with disabilities, while there is relatively little interest and research on the problem of nondisabled child rearing of parents with disabilities.
