  • The Asia-Pacific Region has emerged as a arena of geopolitical competition between the U.S. and China. The Obama administration of the U.S. had laid out the concept of rebalancing strategy toward the region, concentrating its 60 percent of Naval Forces to the region till 2020 and consolidating its network of allies and partners. Whereas Chinese leader Xi Jinping also put forward the concept of new type of major power relations concerning its relations with the U.S. and a concept of 'the Asian Community of Common Destiny' aiming at a more intensified mutual relation among countries in the region. In doing so, Asia-Pacific region gradually became the arena where mutual competition and cooperation between the U.S. and China has crossfired. As a close ally to the U.S. and a partner to Japan, South Korea should develop trilateral naval cooperation by holding joint naval drill with the aim of humanitarian support and disaster relief. At the same time, Seoul also should make efforts to proceed mutual confidence building with Beijing by deepening military-to-military cooperation. These policy options will be helpful to enhance Seoul's security posture in the region.

  • This paper describes the varying material model, the analysis method and the software development for reinforced concrete circular columns confined by spiral or hoop transverse steel reinforcement and subjected to eccentric loading. The widely used Mander model of concentric loading is adapted here to eccentric loading by developing an auto-adjustable stress-strain curve based on the eccentricity of the axial load or the size of the compression zone to generate more accurate interaction diagrams. The prediction of the ultimate unconfined capacity is straight forward. On the other hand, the prediction of the actual ultimate capacity of confined concrete columns requires specialized nonlinear analysis. This nonlinear procedure is programmed using C-Sharp to build efficient software that can be used for design, analysis, extreme event evaluation and forensic engineering. The software is equipped with an elegant graphics interface that assimilates input data, detail drawings, capacity diagrams and demand point mapping in a single sheet. Options for preliminary design, section and reinforcement selection are seamlessly integrated as well. Improvements to KDOT Bridge Design Manual using this software with reference to AASHTO LRFD are made.

  • Trump's withdrawal from the Trans-Pacific Partnership (TPP) and his "America First" trade agenda ignite a second round of interest in mega-free trade agreements in the Asia-Pacific. Countries are evaluating alternative trade policy actions in a post-TPP era. Using national real GDP gains estimated by a modified GTAP model to construct "preference ordering" for 10 Association of Southeast Asian Nations members and their six regional dialogue partners, this paper comes up with several policy-oriented findings. First, when multilateral agreements are not possible, countries are better off with a regional trading agreement than without one. Second, the Regional Comprehensive Economic Partnership is likely to have higher beneficial impacts than the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Third, for dual-track countries, implementing both agreements is better than each separately. Fourth, impacts of open regionalism are likely to be higher than those of a closed and reciprocal one. Going forward, this paper argues that countries should adopt a "multi-track, multi-stage" approach to trade policy.

  • Data are a critical utility asset. Collecting correct data on site leads to accurate information. Data, when gathered with foresight & properly formatted, are useful to both existing database and easily transferable to newer, more comprehensive historical outage data. However, when investigating data items options, the task, can be an arduous one, often requiring the efforts of entire committees. This paper firstly discusses the KEPCO's past 10 years of historical outage data which include meterological data, and also by several elements of the National Weather Service, failure rate, outage duration, and probability classification, etc. Then, these collected data are automatically stored in an Outage Data Management System (ODMS), which allows for easy access and display. ODMS has a straight-forward and easy-to-use interface. It lets you to navigate through modules very easily and allows insertion, deletion or editing of data. In particular, this will further provide the KEPCO that not only helps with probabilistic security assessment but also provides a platform for future development of Probability Estimation Program (PEP).

  • As non-conventional oil resources such as shale gas have been widely developed, proper treatment of flowback and produced water is becoming important. However, application of conventional water treatment techniques is limited due to high concentration of pollutants such as oil and grease, organics, harmful chemicals, and inorganic ions. In this study, we examined the feasibility of using forward osmosis (FO) and air gap membrane distillation (AGMD) as novel treatment options for shale gas wastewater. Laboratory-scale FO and MD devices were fabricated and used for the experiments. Results showed that FO could be used to treat the synthetic wastewater. Using 5 M NaCl as the draw solution, the flux was approximately $6L/m^2-hr$ during the treatment of low range wastewater (TDS: 66,000 mg/L). Nevertheless, AGMD was more effective to treat high range wastewater (Total Dissolved Solid: 260,000 mg/L) than FO.

  • With the great advances in process understanding, sensor and instrumentation technology and modelling capability it is important to ask what if any practical benefits can the lake manager and operator look forward to. Here, we examine some of the more important problems facing operators of drinking reservoirs, hydro-lakes and lakes used predominantly for recreation and the environment. In drinking reservoirs the main problems originate from increased loadings of nutrients leading to increased biomass and biomass that may give rise to toxins, of anthropogenic chemicals such as metals and synthetic organics and of pathogens of different types. Hydro-lakes are predominantly plagued by problems arising from low oxygen levels in the hypolimnion and in recreational and environmentally sensitive lakes the biggest challenge for the operator is to maintain an existing or establish a new trophic hierarchy or protect the water body from foreign species. The control variables that are at an operator's disposal are the choice of lake water level, the modification of the water colunm stratification via a de-stratification system, the modification of the lake flow path with flow intervention. curtains, intervention in the catchments to modify the loadings flowing into a lake, manipulation of the trophic chain with introduction of new species and chemical dosing, the latter being of marginal use in a large lake. Each of these options is cost effective under certain-circumstances. We endeavour to provide a users guide for their application and show how, especially new instrumentation and modelling methodologies may be used to achieve an effective intervention.

  • This study examined the airflow field around a gun port on the flight condition of gunfire to verify the aircraft performance and safety effects and gun gas rate, path according to the options of diverter configuration. The gun port diverter not only effectively lowered the heat generated by gunfire but also effectively discharged the gun gas upwards. The path of gun gas can be changed according to its configuration. According to the optional configuration of the rear-gun-port diverter, the flow rate, path, and pressure of the gun gas were analyzed during gunfire. An analysis of the internal velocity distribution and the temperature change of the gun port revealed a rapid decrease in flow rate through the rear diverter according to the option configuration. The forward flow rate showed a similar tendency with little change. This ensures that the gun gas generated during gunfire has a sufficient flow distance from the aircraft surface, regardless of the rear gun port diverter's optional configuration. The flow stagnation of gun gas according to the option configuration of diverter had a great influence on the internal temperature rise of a gun port.

  • This study closely examines domestic supplementary measures implemented for Free Trade Agreements (FTA) concerning the agriculture and livestock industry and finds out their problems and put forward improvement measures in terms of their system and contents. The systematic problems with previously established supplementary measures are as follows. First, the existing short and long term measures does not comply with each FTA's special and unique economical, political and legislative purpose. Secondly, they focus on improvements for individual FTAs. They must be holistic and integrative considering all FTAs, thus producing synergy to reach better policy overall. Lastly, FTA policies and the measures must reflect the expanding size and scope of regional economic integration. Problems or concerns in existing supplementary measures include first, flexible financing. The government hands out loans to players in the industry based on assets but these loans must be flexible to market interest changes and must include reduced mortgage rate options. Secondly, rigid standards that trigger direct loss prevention, establishing maximum and minimum loan limits, and developing a comprehensive standard for identifying crops to support are all problems that need to be addressed. Thirdly, education of next and future agricultural generation is paramount in building a competitive workforce. Fourthly, the government must identify industries lacking in performance or short in supply to cease or reducing funding. Last but not least, the government should actively search for new markets for export and produce long term road maps for export growth.

  • The present paper describes the flow analysis of the flows around the multicopter for the selection of optimal position of air data sensor. For the flow analysis, the commercial fluid dynamics solver, STAR-CCM+ was used with polygon mesh and k-w SST turbulence modeling options. For the simulation of each rotating 4 propellers, unstructured overset mesh method was used. Hovering, forward flight, ascending and descending flight conditions are selected for the analysis and airspeed and flow angle errors were investigated using the CFD results. Through the flow field analysis, sensor location above one propeller diameter distance from the propeller rotating plane showed airspeed error less than 1m/s within the typical flight conditions of multicopter except descending.

  • Objectives: This study analyzes the electronic medical record (EMR) data of the spine specialist oriental hospital and clinic in various regions, and reports the actual number and used cases of Chuna therapy. Methods: 2,470,772 data was extracted retrospectively from electronic medical records of all inpatients and outpatients who were treated chuna therapy at 21 Korean medicine hospitals and clinics from January 1, 2018 to December 31, 2018. The characteristics of medical treatment using chuna therapy reflect the minimum, maximum and average values of the number of hospitalized patients, length of hospitalization, frequency of hospitalization, number of outpatients, frequency of treatment and frequency of visit. Diseases were classified in the proportion of Chuna treatment according to the KCD, 7th edition. The chuna and blindness charts were derived accordingly from illness and disease of each part of the body. Results: During the study period, a total 1,342,022 inpatients and outpatients visited the study sites. The male proportion was a little higher than the females' (male: 53.7%, female: 46.3%). According to age, the 30s and 40s were more than half the total(30s: 33.0% and 40s: 20.1%). Chuna therapy was treated to more outpatients than hospitalized patients (outpatient: 83.6%, hospitalization: 16.4%), and most treatments were related to musculoskeletal illness(99.06%). Conclusions: As a result of this study, 1,342,389 chuna therapy was performed in 21 hospitals for one year. As highly demanded by the public, we look forward to ensuring national health care options and medical access when health insurance for chuna therapy is applied beginning March 2019.
