A series of accidents, which are non-recurrent and non-anticipated, are called incidents. These incidents make standard traffic flows interrupt, which result in the decrease of road capacity and a number of social and economic costs, such as the traffic congestion and air pollution. In order to prevent the hazard of incidents, domestic and foreign traffic management center are likely to opt auto-sense system with algorithms of auto-incident sense. However, it is evaluated that the algorithms have a low function with frequent wrong alarms, even if they accurately ry to speculate the incidents. In the case of bottleneck which has lack of road capacity, compared with other roads, due to inefficient road structured over-capacity of the demand of on-off ramp, the incidents regularly take place. Nonetheless, it can be more difficult to speculate the auto-incidents sense owing to similar incidents, such as the queue of in-out flows of cars and the change of road line. Throughout this research, the function of the model has improved excluding near road line in the module of the incidents which is based on the auto-incidents algorithms during the sense of the congestion of ramp areas.
The Sewol ferry catastrophe that took place on April 16 2014 was unprecedented in terms of its sociopolitical implications, which had reverberated throughout the Korean nation. Mindful of such distinct characteristics of the Sewol ferry catastrophe, this thesis looks into the salience of the agendas portrayed in Twitter and Portal News coverage on the disaster and the correlation between the attribute-specific agendas of the foregoing mediums by making use of the agenda rank order correlation method. Extraction and analysis of big data revealed that first, while the hypothesis that there were little difference in terms of salience among the main agendas between Twitter and Portal News was dismissed, the rank order correlation proved to be high as regards the main agendas on Twitter and Portal News. This signifies that Twitter agendas exert influence over those on Portal News. Next, and regarding the five main agendas on the incident, there existed differences in salience between the attribute-specific agendas of the two mediums, with low figures for corresponding rank order correlations. Such results signify that Twitter and Portal News have little influence over each other as regards their agenda rank order correlation.

For this study, we developed an algorithm to estimate the total amount of clouds using sky image data from the Skyviewer equipped with CCD camera. Total cloud amount is estimated by removing mask areas of RGB (Red Green Blue) images, classifying images according to frequency distribution of GBR (Green Blue Ratio), and extracting cloud pixels from them by deciding RBR (Red Blue Ratio) threshold. Total cloud amount is also estimated by validity checks after removing sunlight area from those classified cloud pixels. In order to verify the accuracy of the algorithm that estimates total cloud amount, the research analyzed Bias, RMSE, and correlation coefficient compared to records of total cloud amount earned by human observation from the Gangwon Regional Meteorological Administration, which is in the closest vicinity of the observation site. The cases are selected four daily data from 0800 LST to 1700 LST for each season. The results of analysis showed that the Bias in total cloud amount estimated by the Skyviewer was an average of -0.8 tenth, and the RMSE was 1.6 tenths, indicating the difference in total cloud amount within 2 tenths. Also, correlation coefficient was very high, marking an average of over 0.91 in all cases, despite the distance between the two observation sites (about 4 km).

The effort for identifying personal information for example one's personality, based on one's handwriting has been continued in foreign countries, however, there is no research on the graphology for Korean in Korea. In the area of handwriting analysis, of course, they have made attempts to identifying people depended on expert's individual ability or judgment. For these reasons, the academic approach is needed for the graphology for Korean. In this thesis, we performed the frequency analysis, test of difference, cross tabulation analysis, factor analysis, correlation analysis, regression analysis and logistic regression analysis by using the data on the test of personality diagnosis based on 5 factors method and writing habits such as the size and slope of letters for 339 adults. It can be shown that the 5 factors method has high consistency and reliability, so we accept these 5 factors as the personalities. In cross tabulation analysis, it is found that there is significant relationship between sex and the size of letters, hometown and the margin, job and habit. The correlations between 5 factors are very high and we can find the useful relationships between 5 factors and writing habit through regression analysis and correlation analysis. It is difficult and impossible to compare the Graphology between English and Korean because there are various interpretations and structures of Korean that is much different from those of English. But it is very important to try to test and analyze the Graphology in Korean to found the basic theories at the present stage when there is no research on the graphology for Korean.

This study was performed to accumulate database for natural sulfur emissions in the Yellow Sea region of Korea. The atmospheric concentrations of dimethylsulfide(DMS) were measured during two intensive field experiments (April and September 1999) from Duk-Juk Island located in the Yellow Sea. Ship-measurement of DMS was made additionally between Chungdo(China) and Inchun(Korea) across the Yellow Sea during June 1999. The mean(and ISD) of DMS concentrations in Duk-Juk Island during two field campaigns was $24.0{\pm}40.5$(n=40, April) and $61.1{\pm}37.9$ pptv(n=35, September), respectively. The atmospheric DMS measured from ship experiments was generally low and close to the background concentrations in the open sea area. The temporal distributions of DMS concentration were complicated in some sense but comparable to those of ambient meteorological parameters. On the basis of our measurements of atmospheric DMS(and evidence found from previous studies), the sea-to-air flux of DMS in the Yellow Sea is estimated to be about 4Gg S/yr. This amount of natural S emissions is relatively lower than the estimates derived for Cheju Island. Therefore, additional experiments may be desperate to derive more reliable figures for natural sulfur emissions in the Yellow Sea region.

In 2010, only 14 tropical cyclones (TCs) were generated over the western North Pacific (WNP), which was the smallest since 1951. This study summarizes characteristics of TCs generated in 2010 over the WNP and investigates the causes of the record-breaking TC genesis. A long-term variation of TC activity in the WNP and verification of official track forecast in 2010 are also examined. Monthly tropical sea surface temperature (SST) anomaly data reveal that El Ni$\tilde{n}$o/Southern Oscillation (ENSO) event in 2010 was shifted from El Ni$\tilde{n}$o to La Ni$\tilde{n}$a in June and the La Ni$\tilde{n}$a event was strong and continued to the end of the year. We found that these tropical environments leaded to unfavorable conditions for TC formation at main TC development area prior to May and at tropics east of $140^{\circ}E$ during summer mostly due to low SST, weak convection, and strong vertical wind shear in those areas. The similar ENSO event (in shifting time and La Ni$\tilde{n}$a intensity) also occurred in 1998, which was the second smallest TC genesis year (16 TCs) since 1951. The common point of the two years suggests that the ENSO episode shifting from El Ni$\tilde{n}$o to strong La Ni$\tilde{n}$a in summer leads to extremely low TC genesis during La Ni$\tilde{n}$a although more samples are needed for confidence. In 2010, three TCs, DIANMU (1004), KOMPASU (1007) and MALOU (1009), influenced the Korean Peninsula (KP) in spite of low total TC genesis. These TCs were all generated at high latitude above $20^{\circ}N$ and arrived over the KP in short time. Among them, KOMPASU (1007) brought the most serious damage to the KP due to strong wind. For 14 TCs in 2010, mean official track forecast error of the Korea Meteorological Administration (KMA) for 48 hours was 215 km, which was the highest among other foreign agencies although the errors are generally decreasing for last 10 years, suggesting that more efforts are needed to improve the forecast skill.

This paper presents a method for improving the selection of boundary areas suitable for Korea's situation based on domestic and foreign case studies on the establishment of boundary areas to protect people and the environment from chemical substances in response to chemical accidents and chemical terrorism. Currently, various related ministries are divided into hot zones, warm zones, and cold zones in common, but in specific areas, they are used in different ways in terms of terminology utilization. Therefore, it was suggested that the boundary areas be divided into four zones: hot zone, warm zone, cold zone, and safety zone. In addition, the terms warm zone and safety zone should be re-established. The existing ERPG acute exposure standard does not take into account various exposure times. Therefore, it is unsuitable for long-term exposure, so the priority of application should be AEGL, ERPG, PAC, and IDLHs. The CARIS information provision method is classified into substances that can or cannot be diffused or classified as indoor leaks. In addition, the wind direction trust line and the ERG's initial separation distance and protective action distance are expressed together so that they can be used for accident responses.
Arctic sea ice has been retreating as a result of the global warming. Arctic sea ice extent for April 2018 averaged 13.71 million square kilometers. This figure shows far less sea ice compared to the average extent from 1981 to 2010. Meanwhile, 287 times of maritime transits through the Northwest Passage have been made during the 2017 and the first ship traversed the Northern Sea Route without the assistant of ice-breaker in August 2017. Commercialization of the Arctic Passage means significant economic and strategic advantages by shortening the distance. In this article, 'Arctic Passage' means Northern Sea Route along the Arctic coast of Russia and Northwest Passage crossing Canadian Arctic Ocean. As climate changes, the potential feasibility of the Arctic Passage has been drawing international attention. Since navigation in this area remains hazardous in some aspects, IMO adopted Polar Code to promote safe, secure and sustainable shipping through the Arctic Passage. Futhermore, Russia and Canada regulate foreign vessels over the maritime zones with the authority to unilaterally exercise jurisdiction pursuant to the Article 234 of UNCLOS. The dispute over the navigation regime of the arctic passage materialized with Russia proclaimed Dmitrii Laptev and Sannikov Straits as historically belong to U.S.S.R. in the mid 1960s and Canada declared that the waters of the passage are historic internal waters in 1973 for the first time. So as to support their claims, In 1985, Russia and Canada established straight baseline including Northern Sea Route and Northwest Passage. The United States has consistently protested that the Northern Sea Route and Northwest Passage are straits used for international navigation which are subject to the regime of transit passage. Firstly, it seems that Russia and Canada do not meet the basic requirements for acquiring a historic title. Secondly, since the Law of the Sea had adopted before the establishment of straight baseline over the Russian Arctic Archipelago and the Canadian Arctic Archipelago, Ships can exercise at least the right of innocent passage. Lastly, Northern Sea Route and Northwest Passage have fulfilled the both geographical and functional criteria pertaining to the strait used for international navigation under the international law. Especially, should the arctic passage become commercially viable, it can be expected to accumulate the functional criterion. Russia and Canada regulate the ships navigate in their maritime zones by adopting the higher degree of an environmental standard than generally accepted international rules and standard mainly under the Article 234 of UNCLOS. However, the Article 234 must be interpreted restrictively as this contains constraint on the freedom of navigation. Thus, it is reasonable to consider that the Article 234 is limited only to the EEZ of coastal states. Therefore, ships navigating in the Arctic Passage with the legal status of the territorial sea and the international straits under the law of the sea have the right of innocent passage and transit passage as usual.
The tensions between the U.S and China, which form the two pillars of the G2 era, seem to have persisted even after the Trump administration inaugurated. The strong confrontation between the two in recent foreign security issues may drive to develop an inadvertent military conflict, and it is high likely to occur in the maritime are. The purpose of this study is not only to analyze the balance of modernized naval forces in the PLAN through naval strategy changes and weapons system modernization trend, but also to predict the impact of the geographical proximity difference on the balance of naval forces in the disputed areas. It examined the impact of distance and geography on naval power by assessing the modernization pattern of the PLAN and capabilities in the context of two scenarios at different distances from China by 2020: one centered on Taiwan and the other on the Spratly Islands. The PLAN's strategy had impact on operational concept and forces construction. First, from the viewpoint of operation operational concept, it can be seen that the passive defense is changing into active defense. Second, in terms of power construction, it can threaten the surface and submarines of U.S power from a distance. And they generated follow three features; The ocean is not the focus of Chinese submarines, Horizontal and vertical expansion of Chinese naval vessels, The improvement of the suppression ability as the Chinese naval modernization ratio increases. The strength of the PLAN is dominant over the U.S in terms of reserves, and it can complement the qualitative deterioration by utilizing nearby bases in the vicinity of the mainland, such as the Taiwan Strait. However, due to the shortage of aircraft carriers, there is a possibility that it will take some time to secure the advantage of air and ocean in the amphibious operation. Therefore, as the dispute is prolonged, China may fail to achieve its original goal. In addition, the lack of cutting edge Commanding Ships may bring to weaken the C2 capabilities. At results, it is expected that PLAN will not be able to have a superiority in the short term due to lagging behind U.S advanced technology. Nevertheless, PLAN has strengthened its naval power through modernization sufficiently and it is highly likely to use force. Especially, it is more likely in the region where the naval power operation like the Taiwan Strait is possible with the almost equality to that of the United States. China will continue to use its naval forces to achieve a rapid and decisive victory over U.S in the close area from the land.
