In this paper, local public archives is referred to the public archives of provincial governments and metropolitan city governments as defined in the public Records Management Act. Under the Act, as professional archives, the local public archives preserves records designated as permanent preservation which the local government and its sub-agencies created or received to conduct public business. The Act also allows local public archives to establish an appropriate basic plan to manage its holdings as well as to oversight its sub-agencies. The Act stipulates that the local public archives are to be established in all provinces and metropolitan cities. The local public archives shall preserve archival heritage safely and utilize use of the recorded information as defined in the Article one of the Act. The local archives shall respect the principle of provenance. It is expected that the local archives shall strengthen local archival promotion campaigns which necessarily reflect unique local circumstances. However, as the Act just recommended the establishment of local public archives not to force as a mandatory procedure, it resulted in a flow of some confusions and misinterpretations. Despite the act was proclaimed two years ago, the local public archives are not yet established, not to mention that no preparatory works are on the way. To establish the local public archives effectively which meet local residents needs and demands, provincial governments and metropolitan city governments should proceed a well-prepared preparatory works plan considering the steps to transform them into the local public archives when they establish agency records centers. The first step in this process is to reach at a common consensus on the functions and roles of the local public archives which accommodates local residents needs and demands. Secondly, by analyzing the functions of archives to be established, an estimation of needed human resources, facilities, equipments, organization, budget appropriation, and local rules should be performed. Otherwise, the establishment of decent local archives is a far remote future. One of the methods to proceed this project systematically is to establish a local research institute for the local archives and cultural studies which would be put under the local university authority while consulting with local governments, local civil organizations, local historical and cultural societies. It is very undesirable to stress too much upon administrative efficiency when concerned parties discuss the functions and roles of the local public archives. They must keep in mind that when the functions to collect and use historically valuable records are active then administrative efficiency can be raised as well as accountability. Collecting and arranging historically valuable records is a short-cut way to promote accountability and develop local political culture. The local public archives is a valuable community historical center and an effective medium to facilitate historical speaking and writing among local people, something more than a simple public archives. Then our campaign for the establishment of local public archives can be a meaningful political cultural movement.
In this study, we used actual proof analysis, based on SVAR model according to economy theory, to observe the impact of actual and financial market of Korea, Japan, and China that have adopted quantitative easing export based strategy of growth, an unconventional monetary policy of the U.S. As a result of estimation, it appears that real effective exchange rate rise shock of Korea, Japan, and China against U.S. dollar has a negative influence on current account and index of industrial product, which are real economy. It can be implied that the result is driven from the fact that strong home currency of Korea, Japan, and China decreases price competitiveness of exports, causing negative influence on real economy. The real effective exchange rate shock against U.S. dollar appeared to decrease national bond rate of Korea and Japan, while increasing that of China. In instances of Korea and Japan, it is implied that national bond rate decreases as foreigner investment funds flow in, considering foreign-exchange profit through advanced financial market with high opening extent. On the other hand, because there are strong regulation on opening extent of Chinese financial markets, the influence seems to be greater for domestic policy, rather than a foreign influence. Lastly, Korea showed a more dramatic variable reaction to exchange rate shock compared to Japan or China. It is implied from the result that Korea is relatively more susceptible and fragile in regards of international status of economic size and currency.

Weather is an important factor affecting roadway transportation in many aspects such as traffic flow, driver 's driving patterns, and crashes. This study focuses on the relationship between weather and road surface condition and develops a model to estimate the road surface condition using machine learning. A road surface sensor was attached to the probe vehicle to collect road surface condition classified into three categories as 'dry', 'moist' and 'wet'. Road geometry information (curvature, gradient), traffic information (link speed), weather information (rainfall, humidity, temperature, wind speed) are utilized as variables to estimate the road surface condition. A variety of machine learning algorithms examined for predicting the road surface condition, and a two - stage classification model based on 'Random forest' which has the highest accuracy was constructed. 14 days of data were used to train the model and 2 days of data were used to test the accuracy of the model. As a result, a road surface state prediction model with 81.74% accuracy was constructed. The result of this study shows the possibility of estimating the road surface condition using the existing weather and traffic information without installing new equipment or sensors.
In an effort to investigate water pollution characteristics of Juam lake, water samples were collected from three sites (Sites A, B, and C) of Oenam stream which is a typical tributary of rural watershed in the lake and analyzed for N concentration and the corresponding isotope ratio (${\delta}^{15}N$) of ${NO_3}^-$. Concentrations of ${NO_3}^-$ were not dramatically different among the sites; $0.8{\pm}0.2mgNL^{-1}$ (range: $0.0{\sim}4.3mgNL^{-1}$) for Site A, $1.1{\pm}0.2mgNL^{-1}$ ($0.0{\sim}4.3mgNL^{-1}$) for Site B, and $1.1{\pm}0.1mgNL^{-1}$ ($0.1{\sim}2.6mgNL^{-1}$) for Site C. Meanwhile, ${\delta}^{15}N$ tended to decrease with river flow; it was highest for Site A ($45.5{\pm}5.3$‰) followed by Site B ($19.7{\pm}2.0$‰) and Site C ($8.7{\pm}1.5$‰). Such high ${\delta}^{15}N$ values of ${NO_3}^-$ in Site A suggested that ${NO_3}^-$ derived from livestock feedlot (specifically livestock excrete of which ${\delta}^{15}N$ is higher than 10‰) is the predominant pollution sources despite mountainous area occupied the most of land-use in the watershed. Using the two-sources isotope mixing model, it was estimated that the contribution of cropping activities (i.e. fertilization) became greater in down-stream area (Sites B and C) due to the higher agricultural land-use than the up-stream area (Site A). Particularly, during the active cropping season, the low contribution of organic pollution sources indicated that domestic sewage was not the predominant pollution source. Therefore, it was suggested that agricultural sources such as livestock farming and cropping rather than mountainous and residential are the dominant sources of water pollution in the study area. These results could be effectively utilized in elucidating water pollution sources in rural areas and selecting water management practices.

KOMPSAT-3A launched in 2015 provides Middle InfraRed(MIR) images with 3.3~5.2㎛. Though the satellite provide high resolution images for estimating bright temperature of ground objects, it is different from existing satellites developed for natural science purposes. An atmospheric compensation process is essential in order to estimate the surface brightness temperature from a single channel MIR image of KOMPSAT-3A. However, even after the atmospheric compensation process, there is a brightness temperature error due to various factors. In this paper, we analyzed the cause of the brightness temperature estimation error by tracking signal flow from camera physical characteristics to image processing. Also, we study on possibility of improvement of MIR brightness temperature bias error of KOMPSAT-3A using GEOKOMPSAT-2A. After bias compensation of a real nighttime image with a large bias error, it was confirmed that the surface brightness temperature of KOMPSAT-3A and GEOKOMPSAT-2A have correlation. We expect that the GEOKOMPSAT-2A images will be helpful to improve MIR brightness temperature bias error of KOMPSAT-3A.

This paper shows the numerical prediction of the change in oil outflow rate according to the orifice shape of a damaged ship by using the computational fluid dynamics (CFD) analysis method. It also provides discharge coefficients for various orifice shapes to be used in theoretical prediction approaches. The oil outflow from the model ship was analyzed using a multiphase flow method under the condition that the Froude and Reynolds number similitudes were satisfied. The present numerical results were verified by comparing them with the available experimental data. Along with the aspect ratio of the orifice and the wall thickness of the cargo tank, the effects of the orifice shapes defined by mathematical figures on the oil outflow were investigated. To consider more realistic situations, the investigation of the ef ect of the crushed iron plate around the damaged part was also included. The numerical results confirmed the change in oil outflow time for various shapes of the damaged part of the oil tank, and discharge coefficients that quantify the viscous effects of those orifice shapes were extracted. To verify the predicted discharge coefficients, they were applied to an oil spill estimation equation. As a result, a good agreement between the CFD and theoretical results was obtained.
In this study, the resistance test, the vertical static angle of the attack test and VPMM test will be conducted to estimate the maneuverability of underwater vehicles with ahead propeller. The vertical static test will be conducted within the range of -40deg to 40deg, to investigate the cross-flow drag at high incidence angles. The tests will be conducted by dividing the propeller rotation into a case in which the propeller rotates at a specific rpm, and a case in which the propeller rotates naturally, according to the towing speed. Hydrodynamic coefficients of vertical direction will be estimated by the captive model tests. Additionally, the vertical dynamic stability index based on estimated hydrodynamic coefficients will be calculated and the impact of the propeller revolution state on the index will be investigated. The results are expected to be used as reference test data for underwater vehicles with ahead propeller.
The drum cutter, which is used in the form of an attachment of a excavator, is very useful in that it can be used in connection with a excavator that can perform various tasks in the field. This study estimated the load and torque acting on the drum cutter attachment by measuring the hydraulic pressure and strain that appear during excavation on the exposed rock slope using the drum cutter installed in the excavator. Working conditions such as the operation angle between the boom and arm of the excavator were divided into eight working modes. And as a result of analyzing the variations in hydraulic pressure and action force according to the working mode, it was confirmed that the hydraulic pressure and flow rate can be driven without any problems within the range considered in the manufacturing specifications of the drum cutter. The average load and torque acting on the drum cutter were within the range of the manufacturing specifications, but the maximum load was up to four times the specification. Because sumping was not properly performed due to the high ground strength and the ground included discontinuous surfaces in some locations, no trend of load and torque was found depending on the angle between the boom and arm of the excavator. However, it is believed that this result can be used to determine the range of loads and torques that appear on the drum cutter when excavating a high-intensity rock.

In order to prevent water pollution caused by organic matter, Total Organic Carbon(TOC) has been adopted indicator and monitored. TOC can be divided into Dissolved Organic Carbon(DOC) and Particulate Organic Carbon(POC). POC is largely precipitated and removed during stream flow, which making DOC environmentally significant. However, there are lack of studies to define spatio-temporal distributions of DOC in stream affected by various land use. Therefore, it is necessary to estimate the past DOC concentration using other water quality indicators to evaluate status of watershed management. In this study, DOC was estimated by correlation and regression analysis using three different organic matter indicators monitored in mixed land-use watersheds. The results of correlation analysis showed that DOC has the highest correlation with TOC. Based on the results of the correlation analysis, the single- and multiple-regression models were developed using Biochemical Oxygen Demand(BOD), Chemical Oxygen Demand(COD), and TOC. The results of the prediction accuracy for three different regression models showed that the single-regression model with TOC was better than those of the other multiple-regression models. The trend analysis using extended average concentration DOC data shows that DOC tends to decrease reflecting watershed management. This study could contribute to assessment and management of organic water pollution in mixed land-use watershed by suggesting methods for assessment of unmeasured DOC concentration.

Landslides are major natural geological hazards that cause enormous property damage and human casualties annually. The vulnerability of mountainous areas to landslides is further exacerbated by the impacts of climate change. Soil depth is a crucial parameter in landslide and debris flow analysis, and plays an important role in the evaluation of watershed hydrological processes that affect slope stability. An accurate method of estimating soil depth is to directly investigate the soil strata in the field. However, this requires significant amounts of time and money; thus, numerous models for predicting soil depth have been proposed. However, they still have limitations in terms of practicality and accuracy. In this study, 71 seismic survey results were collected from domestic mountainous areas to estimate soil depth on hill slopes. Soil depth was estimated on the basis of a shear wave velocity of 700 m/s, and a database was established for slope angle, elevation, and soil depth. Consequently, the statistical characteristics of soil depth were analyzed, and the correlations between slope angle and soil depth, and between elevation and soil depth were investigated. Moreover, various soil depth prediction models based on slope angle were investigated, and corrected linear and exponential soil depth prediction models were proposed.
