This paper proposes a core technology for a micro river monitoring terminal device suitable for flood monitoring in small rivers and valleys. Our proposed device is basically equipped with a 77GHz radar, gyro and accelerometer sensors. To measure the flow velocity and water level, we proposed a signal processing technique that extracts pure water energy components from the observed Doppler velocity and reflection intensity from the radar. And to determine the stability of the river structure equipped with our device, we constantly monitor the displacement of the measured values of the gyro and accelerometer sensors. Experimental result verified that our method detects pure water energy in various river environments and distinguishes between flow velocity and water level well. And we verified that vibration and position change of structures can be determined through a gyro sensor. In future research, we will work to build a secure digital twin river network by lowering the cost of supplying RF-WAV devices. Also we expect our device to contribute to securing a preventive golden time in rivers.
Stretching on the coastline of 70 km, the Tam Giang - Cau Hai Lagoon plays a very important role for the coastal ecology and socio-economic development of Hue region where was Vietnam's Ancient Kingdom Capital and recognized as a World's Cultural Heritage. Recently, coastal hazard in the lagoon have occurred seriously such as inlet movement and fill up, coastal erosion, flood and inundation, etc. These hazards have impacted on lagoon environment, resources, ecosystems, socio-economic and sustainable development of this coastal area. This paper present a case study using remote sensing data in combination with ground survey for monitoring the coastal hazards in Tam Giang - Cau Hai lagoon in recent decades. Analysis results find that during its natural evolution, the lagoon has been being in three situations of only one, two and three inlets. When inlets opened or displaced, coastal erosion have occurred seriously toward new balance condition. Flood and inundation occurs every rainy season in lowland plain around lagoon. The historical flood happened in early of November 1999 with six days long, created very terrible damages for Thua Thien Hue province. Remote sensing data with capability of regular update, large area coverage is effective provide real-time and continuous information for coastal hazards monitoring.

The purpose of this research and development is to develop a structure module that improves the efficiency and constructability of the layout structure as well as the design development of rainwater permeable storage tank blocks using inorganic binders and aggregates with the aim of reducing greenhouse gas (CO2) with eco-friendly materials. In addition, for the efficient response to flooding of the developed permeable storage structure, we present a technical solution for combining drone mapping technology and flood monitoring technology that can analyze topographical factors in detail.
Up to now, a lot of houses, roads and other urban facilities have been damaged by natural disasters such as flash floods and landslides. It is reported that the size and frequency of disasters are growing greatly due to global warming. In order to mitigate such disaster, flood forecasting and alerting systems have been developed for the Han river, Geum river, Nak-dong river and Young-san river. These systems, however, do not help small municipal departments cope with the threat of flood. In this study, a real-time urban flood forecasting service (U-FFS) is developed for ubiquitous computing city which includes small river basins. A test bed is deployed at Tan-cheon in Gyeonggido to verify U-FFS. It is found that U-FFS can forecast the water level of outlet of river basin and provide real-time data through internet during heavy rain. Furthermore, it is expected that U-FFS presented in this study can be applied to ubiquitous computing city (u-City) and/or other cities which have suffered from flood damage for a long time.

Accurate classification of water area is a preliminary step to analyze the flooded area and damages caused by flood. This is essential process for monitoring the region where annually repeating flood is a problem. The accurate estimation of flooded area can ultimately be utilized as a primary source of information for the policy decision. In this paper, flooded areas was classified using 1:25,000 land use map and a RADARSAT image of Ok-Chun and Bo-Eun located in Chung-Book province taken in 12th of August, 1998. Then we analyzed the flood area based on GIS. A RADARSAT image was used to classify the flooded areas with slope theme generated from digital elevation model. In processing on a RADARSAT image, the geometric correction was performed by a backwardgeocoding method based on ephemeris data and one control point for near real time flood area analysis.
This research presents a prototype development and implementation of Decision Support System (DSS) for integrated river basin water management for the flood control. The DSS consists of Relational Database Management System, Hydrologic Data Monitoring System, Spatial Analysis Module, Spatial and Temporal Analysis for Rainfall Event Tool, Flood Forecasting Module, Real-Time Operation of Multi Reservoir System, and Dialog Module with Graphical User Interface and Graphic Display Systems. The developed DSS provides an automated process of alternative evaluation and selection within a flexible, fully integrated, interactive, centered relational database management system in a user-friendly computer environment. The river basin decision-maker for the flood control should expect that she or he could manage the flood events more effectively by fully grasping the hydrologic situation throughout the basin.

Recently, disasters are increasing rapidly due to global warming and abnormal weather conditions, and the scale of damage is also getting wider. In this study, the application of UAV is analyzed based on previous study about disaster and analysis of regulations for disaster. Also, this study is proposed application model to prepare, reponse and restoration from natural disaster to make use of the UAV. This UAV is quick and economic for existing technology, and available to various disaster monitoring. UAV application for disaster monitoring is able to support effective management of disaster by real time aerial monitoring for reponse from natural disaster and damage assessment.

This study was carried out to analyze the effects of stormwater retention and infiltration pond on reduction of flood peak and volume in a experimentally developed ecological pond. The experimental site has 542$m^2$ watershed area, 1,310mm yearly-averaged rainfall. And the area of the retention pond is 60$m^2$, the maximum water depth is 0.5m, the maximum and average storage is 15$m^3$and 9.3$m^3$d. And the area of infiltration pond is 58$m^2$, and the water depth varies 0.2m~0.5m. The monitoring system consists of one rainfall gage, one Parshall flume and acoustic water level gage, two rectangular weirs and acoustic water level gage for discharge gaging, and one data recording unit. Data from ten storm events in total, three storm events in year 2000 and seven storm events in year 2001, were collected. From the data the evaporation rate was achieved with the water balance equation, and the result shows 5.0mm/day in average. The result from the analysis of the effects on reduction of flood peak and volume, is that 14% reduction of flood volume and 15% reduction of flood peak in retention pond and 49% reduction of flood volume in infiltration pond.

A simple web-based flood forecasting system using data from stage and rainfall monitoring stations was developed to solve the difficulty that real-time forecasting model could not get the reliabilities because of assumption of future rainfall duration and intensity. The regression model in this research could forecast future water level of maximum 2 hours after using data from stage and rainfall monitoring stations in Daejeon area. Real time stage and rainfall data were transformed from web-sites of Geum River Flood Control Office & Han River Flood Control Office based MS-Excel 2007. It showed stable forecasts by its maximum standard deviation of 5 cm, means of 1~4 cm and most of improved coefficient of determinations were over 0.95. It showed also more researches about the stationarity of watershed and time-series approach are necessary.

Although SAR (Synthetic Aperture Radar) imagery with its own energy source is sensitive to the water area, its shadow effect similar to the reflectance signature of the water area should be carefully checked before accurate classification. Especially when we want to identify small flood area with mountainous environment, the step for removing shadow effect turns out to be essential in order to accurately classify the water area from the SAR imagery. In this paper, the flood area was classified and monitored using multi-temporal RADARSAT SAR images of Ok-Chun and Bo-Eun located in Chung-Book Province taken in 12th (during the flood) and 19th (after the flood) of August, 1998. We applied several steps of geometric and radiometric calculations to the SAR imagery. First we reduced the speckle noise of two SAR images and then calculated the radar backscattering coefficient $(\sigma^0)$. After that we performed the ortho-rectification via satellite orbit modeling developed in this study using the ephemeris information of the satellite images and ground control points. We also corrected radiometric distortion caused by the terrain relief. Finally, the water area was identified from two images and the flood area is calculated accordingly. The identified flood area is analyzed by overlapping with the existing land use map.
