With the occurrence of localized heavy rain while river flow has increased, both flow and rainfall cause riverside flood damages. As the degree of damage varies according to the level of social and economic impact, it is required to secure sufficient forecast lead time for flood response in areas with high population and asset density. In this study, the author established a flood risk matrix using ensemble rainfall runoff modeling and evaluated its applicability in order to increase the damage reduction effect by securing the time required for flood response. The flood risk matrix constructs the flood damage impact level (X-axis) using flood damage data and predicts the likelihood of flood occurrence (Y-axis) according to the result of ensemble rainfall runoff modeling using LENS rainfall data and as well as probabilistic forecasting. Therefore, the author introduced a method for determining the impact level of flood damage using historical flood damage data and quantitative flood damage assessment methods. It was compared with the existing flood warning data and the damage situation at the flood warning points in the Taehwa River Basin and the Hyeongsan River Basin in the Nakdong River Region. As a result, the analysis showed that it was possible to predict the time and degree of flood risk from up to three days in advance. Hence, it will be helpful for damage reduction activities by securing the lead time for flood response.
In recent years, as rainfall is concentrated and rainfall intensity increases worldwide due to climate change, the scale of flood damage is increasing. Rainfall of a previously unobserved magnitude falls, and the rainy season lasts for a long time on record. In particular, these damages are concentrated in ASEAN countries, and at least 20 million people among ASEAN countries are affected by frequent flooding due to recent sea level rise, typhoons and torrential rain. Korea supports the domestic flood warning system to ASEAN countries through various ODA projects, but the communication network is unstable, so there is a limit to the central control method alone. Therefore, in this study, an artificial intelligence-based flood prediction model was developed to develop an observation station that can observe water level and rainfall, and even predict and warn floods at once at one observation station. Training, validation and testing were carried out for 0.5, 1, 2, 3, and 6 hours of lead time using the rainfall and water level observation data in 10-minute units from 2009 to 2020 at Junjukbi-bridge station of Seolma stream. LSTM was applied to artificial intelligence algorithm. As a result of the study, it showed excellent results in model fit and error for all lead time. In the case of a short arrival time due to a small watershed and a large watershed slope such as Seolma stream, a lead time of 1 hour will show very good prediction results. In addition, it is expected that a longer lead time is possible depending on the size and slope of the watershed.
Securing the lead time for evacuation is crucial to minimize flood damage. In this study, downstream water levels for heavy rainfall were predicted using measured water level observation data. Multiple regression analysis and artificial neural networks were applied to the Seom River experimental watershed to predict the water level. Water level observation data for the Seom River experimental watershed from 2002 to 2010 were used to perform the multiple regression analysis and to train the artificial neural networks. The water level was predicted using the trained model. The simulation results for the coefficients of determination of the artificial neural network level prediction ranged from 0.991 to 0.999, while those of the multiple regression analysis ranged from 0.945 to 0.990. The water level prediction model developed using an artificial neural network was better than the multiple-regression analysis model. This technique for forecasting downstream water levels is expected to contribute toward flooding warning systems that secure the lead time for streams.
In recently, the green algae bloom is one of the most severe challenges. The seven days prior prediction is in operation to issues the water quality warning, but it also needs a longer time of prediction to take preemptive measures. The objective of the study is to establish a method to conduct a 3-month prior prediction of Chl-a concentration in the Daechong Lake and tested its applicability as a supplementary of current water quality warning. The historical record of water quality in the Daechong Lake and seasonal forecasting of ECMWF were obtained, and its time-series characteristics were analyzed. The Chl-a forecasting model was established using a correlation between Chl-a concentration and meteorological factor and NARX model, and its efficiency was compared.

Urban flooding is usually caused by the surcharge of storm sewers. For that reason, domestic studies about urban flooding are concentrated on the simulation of urban drainage system. However these approaches that find the pipes which have insufficient drainage capacity are very approximate and unreasonable ways. In this study, an accurate mathematical modeling is developed to analyze the impacts of an urban inundation for both flood prevention and flood-loss reduction planning and it is verified by using the simulation of July 2001 flooding in Seoul. The result of this study can be used to construct fundamental data for a flood control plan and establish a urban flood forecasting/warning system.

During December 2022, the northeast monsoon, which dominates the south and the Gulf of Thailand, had significant rainfall that impacted the lower southern region, causing flash floods, landslides, blustery winds, and the river exceeding its bank. The Golok River, located in Narathiwat, divides the border between Thailand and Malaysia was also affected by rainfall. In flood management, instruments for measuring precipitation and water level have become important for assessing and forecasting the trend of situations and areas of risk. However, such regions are international borders, so the installed measuring telemetry system cannot measure the rainfall and water level of the entire area. This study aims to predict 72 hours of water level and evaluate the situation as information to support the government in making water management decisions, publicizing them to relevant agencies, and warning citizens during crisis events. This research is applied to machine learning (ML) for water level prediction of the Golok River, Lan Tu Bridge area, Sungai Golok Subdistrict, Su-ngai Golok District, Narathiwat Province, which is one of the major monitored rivers. The eXtreme Gradient Boosting (XGBoost) algorithm, a tree-based ensemble machine learning algorithm, was exploited to predict hourly water levels through the R programming language. Model training and testing were carried out utilizing observed hourly rainfall from the STH010 station and hourly water level data from the X.119A station between 2020 and 2022 as main prediction inputs. Furthermore, this model applies hourly spatial rainfall forecasting data from Weather Research and Forecasting and Regional Ocean Model System models (WRF-ROMs) provided by Hydro-Informatics Institute (HII) as input, allowing the model to predict the hourly water level in the Golok River. The evaluation of the predicted performances using the statistical performance metrics, delivering an R-square of 0.96 can validate the results as robust forecasting outcomes. The result shows that the predicted water level at the X.119A telemetry station (Golok River) is in a steady decline, which relates to the input data of predicted 72-hour rainfall from WRF-ROMs having decreased. In short, the relationship between input and result can be used to evaluate flood situations. Here, the data is contributed to the Operational support to the Special Water Resources Management Operation Center in Southern Thailand for flood preparedness and response to make intelligent decisions on water management during crisis occurrences, as well as to be prepared and prevent loss and harm to citizens.

Recently, the frequency of severe storms increases in Korea. Severe storms occurring in a short time cause huge losses of both life and property. A considerable research has been performed for the flood control system development based on an accurate stream discharge prediction. A physical model is mainly used for flood forecasting and warning. Physical rainfall-runoff models used for the conventional flood forecasting process require extensive information and data, and include uncertainties which can possibly accumulate errors during modelling processes. ANFIS, a data driven model combining neural network and fuzzy technique, can decrease the amount of physical data required for the construction of a conventional physical models and easily construct and evaluate a flood forecasting model by utilizing only rainfall and water level data. A data driven model, however, has a disadvantage that it does not provide the mathematical and physical correlations between input and output data of the model. The characteristics of a data driven model according to functional options and input data such as the change of clustering radius and training data length used in the ANFIS model were analyzed in this study. In addition, the applicability of ANFIS was evaluated through comparison with the results of HEC-HMS which is widely used for rainfall-runoff model in Korea. The neuro-fuzzy technique was applied to a Cheongmicheon Basin in the South Han River using the observed precipitation and stream level data from 2007 to 2011.
Due to recent global climate change, the scale of flood damage is increasing as rainfall is concentrated and its intensity increases. Rain on a scale that has not been observed in the past may fall, and long-term rainy seasons that have not been recorded may occur. These damages are also concentrated in ASEAN countries, and many people in ASEAN countries are affected, along with frequent occurrences of flooding due to typhoons and torrential rains. In particular, the Bandung region which is located in the Upper Chitarum River basin in Indonesia has topographical characteristics in the form of a basin, making it very vulnerable to flooding. Accordingly, through the Official Development Assistance (ODA), a flood forecasting and warning system was established for the Upper Citarium River basin in 2017 and is currently in operation. Nevertheless, the Upper Citarium River basin is still exposed to the risk of human and property damage in the event of a flood, so efforts to reduce damage through fast and accurate flood forecasting are continuously needed. Therefore, in this study an artificial intelligence-based river flood water level forecasting model for Dayeu Kolot as a target station was developed by using 10-minute hydrological data from 4 rainfall stations and 1 water level station. Using 10-minute hydrological observation data from 6 stations from January 2017 to January 2021, learning, verification, and testing were performed for lead time such as 0.5, 1, 2, 3, 4, 5 and 6 hour and LSTM was applied as an artificial intelligence algorithm. As a result of the study, good results were shown in model fit and error for all lead times, and as a result of reviewing the prediction accuracy according to the learning dataset conditions, it is expected to be used to build an efficient artificial intelligence-based model as it secures prediction accuracy similar to that of using all observation stations even when there are few reference stations.
The purpose of this study is to develop real-time streamflow forecasting models in order to manage effectively the flood warning system and water resources during the storm. The stochastic system models of the rainfall-runoff process using in this study are constituted and applied the Recursive Least Square and the Instrumental Variable-Approximate Maximum Likelihood algorithm which can estimate recursively the optimal parameters of the model. Also, in order to improve the performance of streamflow forecasting, initial values of the model parameter and covariance matrix of parameter estimate errors were evaluated by using the observed historical data of the hourly rainfall-runoff, and the accuracy and applicability of the models developed in this study were examined by the analysis of the I-step ahead streamflow forecasts.

Radar rainfall estimates have been widely used in calculating rainfall amount approximately and predicting flood risks. The radar rainfall estimates have a number of error sources such as beam blockage and ground clutter hinder their applications to hydrological flood forecasting. Moreover, it has been reported in paper that those errors are inter-correlated spatially and temporally. Therefore, in the current study, we tested influence about spatio-temporal errors in radar rainfall estimates. Spatio-temporal errors were simulated through a stochastic simulation model, called Multivariate Autoregressive (MAR). For runoff simulation, the Nam River basin in South Korea was used with the distributed rainfall-runoff model, Vflo. The results indicated that spatio-temporal dependent errors caused much higher variations in peak discharge than spatial dependent errors. To further investigate the effect of the magnitude of time correlation among radar errors, different magnitudes of temporal correlations were employed during the rainfall-runoff simulation. The results indicated that strong correlation caused a higher variation in peak discharge. This concluded that the effects on reducing temporal and spatial correlation must be taken in addition to correcting the biases in radar rainfall estimates.
