The military technology currently receiving the most attention is the hypersonic missile. hypersonic is faster than the speed of sound or Mach 5+. The vast majority of the ballistic missiles that it inspired achieved hypersonic speeds as they fell from the sky. Rather than speed, today's renewed attention to hypersonic weapons owes to developments that enable controlled flight. These new systems have two sub-varieties: hypersonic glide vehicles and hypersonic cruise missiles. Hypersonic weapons could challenge detection and defense due to their speed, maneuverability, and low altitude of flight. The fundamental question of this study is: 'What effect will the hypersonic missile have on the maritime strategy?' It is quite prudent to analyze and predict the impact of technology in the development stage on strategy in advance. However, strategy is essential because it affect future force construction. hypersonic missiles act as a limiting factor in securing sea control. The high speed and powerful destructive power of the hypersonic missile are not only difficult to intercept, but it also causes massive ship damage at a single shot. As a result, it is analyzed that the Securing sea control will be as difficult as the capacity of sea denial will be improved geographically and qualitatively. In addition, the concept of Fortress Fleet, which was criticized for its passive strategy in the past, could be reborn in a modern era. There are maritime power projection/defence, SLOC attack/defence in exploiting sea control. The effects of hypersonic missiles on exploiting sea control could be seen as both limiting and opportunity factors.
North Korea conducted the launcher test, which, as North Korea claimed, belonged to the sovereign rights for the purpose of peaceful utilization and exploration of the outer space. The launching was allegedly done for the sole purpose of putting the satellite into earth orbit, while international community stressed the fact that the orbiting of satellite was not confirmed and that the technology used was not distinct from the purpose of building intercontinental ballistic missile. UN Security Council adopted the resolutions which took the effect that the launching was deemed as the missile launching, not the mere launcher test. North Korea declared the moratorium of suspending its test activity. Controversial issues have been raised regarding whether the launcher itself has the legal status of enjoying the freedom of space flight based upon the 1967 Outer Space Treaty. The resolutions, however, has put forward a binding instrument forbidding the launching. UN Security Council resolutions, however, should be read not as defining the missile test illegal, in that the language of resolutions, such as 'demand', should be considered as not formulating a sort of obligatory act or inact. On the other hand, the resolutions should be read as having binding force with respect to any activity relating to the weapons of mass destruction. The resolution 1718 is written in more specific language such as 'decides that the DPRK shall suspend all activities related to its ballistic missile programme and in this context re-establish its pre-existing commitments to a moratorium on missile launching'. Therefore, the lauching activity of the North Korea is banned by the UN Security Council resolution. It should be noted that the resolution does not include any specific provisions defining the space of activity of the North Korea as illegal. But, the legal effect of the moratorium is not denied as to its launching itself, which is corresponding to the missile test clearisibanned in accordance with the resolutions.
The use of unmanned aerial vehicle (UAV) have been regarded as a promising technique in both military and civilian applications. Nevertheless, due to the lack of relevant and regulations and laws, the misuse of illegal drones poses a serious threat to social security. In this paper, aiming at deriving the three-dimension optimal surveillance trajectories for group monitoring drones, we develop a group trajectory planner based on the particle swarm optimization and updating mechanism. Together, to evaluate the trajectories generated by proposed trajectory planner, we propose a group-objectives fitness function in accordance with energy consumption, flight risk. The simulation results validate that the group trajectories generated by proposed trajectory planner can preferentially visit important areas while obtaining low energy consumption and minimum flying risk value in various practical situations.

The current space activities are soaring ever since the first human flight to outer space 50 years ago and the first satellite launch 54 years ago. 74 space launch vehicles were launched in 2010, up from average 66 yearly in 2000s, and 900 operational satellites are currently in orbit around Earth. Space has become a worthwhile investment for governments as space assets become vital to national social, economic, and technological development as well as contributing their national defense and security program. The world governments' investments on space programs have reached a historical peak of $71.5 billion in 2010. However, the growth of government funding for space has slowed down posting only a 2% growth rate since 2009 while 9 % compound annual growth rate experienced by world's space expenditures between 2004 and 2009. Korea invested $158 million in 2011, experienced strong decrease with a 16% compound annual growth rate since 2008. In this paper the current statuses of world governments' funding for space program and space market were presented and the current issues on the Korean space budget policy were reviewed.

Operations, research is seen against a facility to install and manage a couple of airfield operations based on the subject by presenting the alternatives, thereby causing the principal operating facilities, infrastructure and security facilities even suggest ways to enhance the standards. The space Debris laser ranging system is called to be a definite type of satellite laser ranging system that measures the distance to satellites. It is a system that performs POD (Precise Orbit Determination) by measuring time of flight by firing a laser. Distance precision can be measured in mm-level units, and it is the most precise system among existing systems. Currently, KASI has built SLR in Sejong and Geochang, and utilized SLR data to verify the precise orbits of the STSAT-2C and KOMASAT-5. In recent years, due to the fall or collision of space debris, its satellites have been threatened, and in terms of security, laser tracking of space objects is receiving great interest in order to protect their own space assets and protect the safety of the people. In this paper, a 1.5m-class main mirror was applied for the system design of a multipurpose laser tracking system that considers satellite laser ranging and space object laser tracking. System preliminary performance analysis was performed based on Link Budget analysis considering specifications of major components.
The purpose of this study verify to influence the effect of the 4th industrial revolution recognized by airport operators on the airport management system and the moderator effects of convergence and leadership between these influence relationships. Data collected through a survey of airport operators using simple random sampling at six international airports in Korea. Data analysis performed using Structural Equation Modeling. The research results found that the 4th industrial revolution had a positive effect on the airport management system. Also, moderator effects of convergence and leadership found significant statistically. In this paper, we asserts that it should be reconstructed the airport management system as a system suitable for the era of the 4th industrial revolution. This paper provide theoretical data and directions for empirical research to airport researchers, and implications for airport enterprise managers and airport policy planners. The findings of this study are particularly helpful for international airports that have adopted the technologies of the Fourth Industrial Revolution.
Drones, which were originally developed for military purpose, have expanded rapidly not only in hobbies, leisure, but also in broadcasting, filming, and public sectors, and search and rescue drones have been used to find four Korean teachers who went to Nepal for volunteer work but went missing in the avalanche. The government is encouraging the use of drones in the public sector as a policy to foster the drone industry, and the market is expected to expand in the future. This study presents improvement measures and specific directions for use of drones by public agencies at a time when the use of drones is expanding in the public sector. To that end, this research reviewed the interviews of relevant experts, analysis of drone operation regulations by public agencies, and the cases of operation of drones for searching missing persons by police. First of all, it will have to secure skilled personnel before the introduction of the drones and then determine the specifications of the drones through sufficient review, and then be put into the mission after careful examination of the drones. Next, it is necessary to draw up a base rule for drone operation and draw up a manual accordingly. Finally, drone flight has the risk of a crash, and it is essential to secure dedicated personnel for drone operation, especially since drones in the public sector are specialized in large scale compared to hobby drones to achieve their purpose. This research only conducted a detailed analysis of the National Police Agency's drones for searching for missing persons, and there are limitations to the number of people interviewed. Subsequent studies will require analysis of various public institutions, and in addition to interviews, surveys will require analysis of various data and statistics.

Poor logistical infrastructure and agri-food supply chain management leads to significant food waste in logistic system. The concept of the sustainable value added agri-food chains requires defined approach to the analysis of the existing situation, possible improving strategies and also assessment of these changes impact on further development. The purpose of research is to provide scientific substantiation of theoretical and methodological principles and develop practical recommendations for the improvement of the agri-food logistics distribution system. A case study methodology is used in this article. The research framework is based on 4 steps: Value Stream Mapping (VSM), Gap and Process Analysis, Validation and Improvement Areas Definition and Imitation Modelling. This paper presents the appropriateness of LEAN logistics tools using, in particular, Value Stream Mapping (VSM) for minimizing logistic losses and Simulation Modeling of possible logistics distribution system improvement results. The algorithm of VSM analysis of the agri-food supply chain, which involves its optimization by implementing the principles of sustainable development at each stage, is proposed. The methodical approach to the analysis of possible ways for optimizing the operation of the logistics system of the agri-food distribution is developed. It involves the application of Value Stream Mapping, i.e. designing of stream maps of the creation of the added value in the agri-food supply chain for the current and future state based on the minimization of logistic losses. Simulation modeling of the investment project on time optimization in the agri-food supply chain and economic effect of proposed improvements in logistics product distribution system functioning at the level of the investigated agricultural enterprise has been determined. Improvement of logistics planning and coordination of operations in the supply chain and the innovative pre-cooling system proposed to be introduced have a 3-year payback period and almost 75-80% probability. Based on the conducted VSM analysis of losses in the agri-food supply chain, there have been determined the main points, where it is advisable to conduct optimization changes for the achievement of positive results and the significant economic effect from the proposed measures has been confirmed. In further studies, it is recommended to focus on identifying the synergistic effect of the agri-food supply chain optimization on the basis of sustainable development.
Declaration of Air Defense and Identification Zones started with the United States in 1950, which was followed by declaration of KADIZ by the Republic of Korea in 1951. Initial ADIZ were solely linked with air defense missions, but their roles have changed as nations around the globe manifested a tendency to expand their influence over maritime resources and rights. In particular, China declared ADIZ over the East China Sea in October 2013 and forced all passing aircraft to submit flight plan to ATC or military authority, saying failure of submission will be followed by armed engagement. China announced it would declare another zone over the South China Sea despite the ongoing conflict in the area, clearly showing ADIZ's direct connection with territorial claim and EEZ and that it serves as a zone within which a nation can execute its rights. The expanded KADIZ, which was expanded in Dec 15, 2013 in response to Chinese actions, overlaps with the Chinese ADIZ over the East China Sea and the Japanese ADIZ. The overlapping zone is an airspace over waters where not only the Republic of Korea but also of China and Japan argue to be covering their continental shelf and EEZ. Military conventions were signed to prevent contingencies among the neighboring nations while conducting identifications in KADIZ, including the overlapping zone. If such military conventions and practice of air defense identification continue to be respected among states, it is under the process of turning into a regional customary law, although ADIZ is not yet recognized by international law or customary law. Moreover, identification within ADIZ is carried out by military authorities of states, and misguided customary procedures may cause serious negative consequences for national security since it may negatively impact neighboring countries in marking the maritime border, which calls for formulation of operation rules that account for other state activities and military talks among regional stake holders. Legal frameworks need to be in place to guarantee freedom of flights over international seas which UN Maritime Law protects, and laws regarding military aircraft operation need to be supplemented to not make it a requirement to submit flight plan if the aircraft does not invade sovereign airspace. Organizational instructions that require approval of Chairman of Joint Chiefs of Staff for entrance and exit of ADIZ for military aircraft need to be amended to change the authority to Minister of National Defense or be promoted to a law to be applicable for commercial aircraft. Moreover, in regards to operation and management of ADIZ, transfer of authority should be prohibited to account for its evolution into a regional customary law in South East Asia. In particular, since ADIZ is set over EEZ, military conventions that yield authority related to national security should never be condoned. Among Korea, China, Japan and Russia, there are military conventions that discuss operation and management of ADIZ in place or under negotiation, meaning that ADIZ is becoming a regional customary law in North East Asia region.
