노천광산 쇼밸-트럭 운반 시스템의 장비선택을 위한 Windows용 시뮬레이션 프로그램 개발 (Development of a Windows-based Simulation Program for Selecting Equipments in Open-pit Shovel-Truck Haulage Systems)

  • 본 연구에서는 노천광산 쇼밸-트럭 운반 시스템의 장비선택을 위해 활용할 수 있는 Windows용 시뮬레이션 프로그램을 개발하였다. Visual Basic.NET 2012를 이용하여 프로그램의 그래픽 사용자 인터페이스를 개발하였고, GPSS/H 시뮬레이션 언어를 이용하여 시뮬레이션 엔진을 구현하였다. 사용자가 그래픽 사용자 인터페이스를 통해 시뮬레이션 조건을 설정하면, 프로그램은 시뮬레이션을 반복적으로 수행하기 위해 시뮬레이션 엔진을 호출하며 운반 시스템을 가장 효율적으로 운영할 수 있는 장비의 조합을 분석하여 사용자에게 알려준다. 개발된 프로그램을 강원도에 위치한 (주) 쌍용자원개발 동해 석회석 노천광산에 적용한 결과 각각의 적재지점에 대하여 트럭을 4대씩 배차하고 1,500 tph 처리용량을 가진 파쇄기를 사용할 때 쇼밸-트럭 운반 작업의 하루 평균 수익을 88,552 USD로 최대화할 수 있는 것으로 나타났다.

공해 저층어업 규제동향과 대응방안 분석 (An Evaluation on the Implementation of UNGA Resolutions in Management of Korean Deep-sea Fisheries in the High Seas)

  • This paper analyze a description of Korean fleet using bottom gears on the high seas. The need for this study arises from international moves to address the effects of fishing with bottom gears on vulnerable marine ecosystems (VMEs) and in view of a communication on the Korean policy in respect of this. There is growing concern over the impact of fishing using gears that come into contact with the seabed (bottom gears), in particular in deep-sea areas where vulnerable marine ecosystems including seamounts, hydrothermal vents and cold water corals are located. Korea is an important stakeholder in high seas bottom gear fisheries. For the past eight years, the issue of protecting biodiversity in the deep-sea in areas beyond national jurisdiction has been extensively debated by the United Nations General Assembly (UNGA) and in other international fora. As a result of the report and a review by the UNGA of the effectiveness of the measures called for in resolution 59/25, the UN General Assembly called for a series of specific actions to be taken by States and RFMOs in UNGA resolutions 61/105 in 2006 and 64/72 in 2009 adopted by consensus. Korea attaches great importance to the protection of marine ecosystems and has made active efforts to implement the UNGA Resolution 61/105 in areas where there is a regional fisheries management organization, a process of establishing such organization or no such multilateral regime. For the effective implementation of the UNGA Resolution 61/105 and 64/72, Korea views that the development of support tools and, most importantly, the development of a global database on VMEs are urgently needed because many countries lack the ability to identify VMEs and to assess whether individual bottom fishing activities would have significant adverse impacts on their own.

대형선망어업의 축소 동향과 경영대응 방향 (Trend of Reduction and Direction of Management Response in the Large Purse Seine Fishery)

  • This paper examines the trend of restructuring and direction of management response in the Large Purse Seine Fishery. The large-scale fishing industry is one of the most popular fishing areas in the coastal area, and it has been developed by providing exclusive supplies of many types of catchy fish, such as mackerel and horse mackerel through physical productivity in fleet operations. However, the Large Purse Seine Fishery has been declining in profitability due to the deterioration of the business environment since 2000. It is at a crossroads whether it will disappear or regenerate as it is. The Large Purse Seine Fishery's current problems are: firstly, the continued deterioration of the fishery business balance and worsening labor problems, secondly, insufficient freshness management and quality control after landing, and thirdly, import competition. The fourth is the intensification of the market competition, which is the evolution of fishing variability and the increase in the proportion of small fish. The fifth is the reduction of the operating fishing ground due to the suspension of mutual fishing in Korea and Japan. To address these problems and suggest management response directions for the survival of large-scale fishing businesses is as follows. First, a sustainable production system should be established through strengthening resource management and promoting international fisheries cooperation. Second, the profitability of fishing management should be improved by introducing a low-cost supplier system and securing a stable labor force. Third, we should improve the leading and quality control of catch, improve the high value-added value of catch through brand development, and secure competitive advantage with imported produce. Finally, the government should establish a cooperative system among private sector, government, and research institutes to push ahead with these tasks and strengthen the competitiveness of the front and rear industries.

  • 현재 온실가스 배출량 산정 방법은 온실가스 저감대책 효과 분석이 불가능하며 차량의 이동특성이 반영이 안 된 실정으로 이를 극복할 수 있는 온실가스 배출량 산정 방법의 필요로 본 연구가 시작되었다. 교통수요 분석을 통해 차종, 교통상황에 따른 HBEFA 배출계수로 배출량을 산정하는 방법을 통해 고양시에 적용하여 분석하였다. 본연구의 지자체단위 교통수요 추정방안을 통해 실질적인 교통 이용특성에 맞는 온실가스 배출량이 산출되었다. 온실가스 지자체별 통행요금, 속도제한 등 온실가스 저감 요인들이 교통수요 모형에 반영되어 온실가스 저감 대책에 대한 효과분석 후 환경영향을 줄일 수 있는 방안을 강구하여 온실가스 저감 대책 마련에 효율적으로 이용될 것으로 판단된다.

한국의 해양안보: 1998년과 2018년 (Maritime Security of the Republic of Korea: year 1998 and year 2018)

  • Security situations are fundamentally and rapidly changing on the Korean Peninsula. Above all, as North Korea(NK) is heightening its nuclear and missile capabilities, Republic of Korea(ROK) is facing an existential threat. At the same time, as China's economic, diplomatic and military power is quickly rising, the balance of power is shifting and strategic competition between the Unite States(US) and China is accelerating in the Asia-Pacific region. Under the pressure of development of these situations, ROK seems to face allegedly the most serious crisis in its national security since the end of the Korean War. In the current grim geopolitical situation, maritime security may become the most difficult security challenge for ROK in the years to come. The purpose of this paper is to compare major changes in maritime security affairs of the ROK during last twenty years from 1998 until now(2018). 1998 was when this journal 『Strategy 21』 was published for the first time by the Korea Institute for Maritime Strategy. Then, this paper tries to identify challenges and risks with which this country has to deal for its survival and prosperity, and to propose some recommendations for the government, the Navy, and the Coast Guard as they are responsible for the maritime security of the country. The recommendations of this paper are as follows: strengthen ROK-US alliance and expand security cooperation with regional powers in support of the maintenance of the current security order in the region; building-up of maritime security capacity in preparation for crisis on the maritime domain with the navy targeting to acquire 'a non-nuclear, balance-of-terror capability, to improve interoperability with the Coast Guard based on 'a national fleet,' and to actively pursue innovation in naval science and technology. Finally, this paper proposes that naval capability the country needs in another twenty years depends on how effectively and rigorously the navy put its utmost efforts towards building 'a strongest navy' today.

미(美) 해군의 해양전략 발전과 우리의 과제 - 항모운용을 중심으로 - (The Development of US Navy's Maritime Strategy and the ROK's Tasks with a Focus on the Roles of Aircraft Carrier)

  • Neighboring powers in the Korean Peninsula have started to develop and operate aircraft carriers or equivalent forces to cope with rising North Korean nuclear and missile threats and also to show its national might. For example, the United States has added a aircraft carrier from the 3rd fleet to western pacific theater of operation, while Peoples Republic of China is undergoing operational test of Liaoning as well as preparing for christening of its 2nd aircraft carrier. Japan is flexing its muscle as well by deploying Izumo capable of operating F-35B to Southeast Asia to participate in multilateral exercises starting this year. It is a high time to know more about aircraft carriers or similar types in terms of maritime strategy and history. The U.S. has had by far the vast amount of experiences in utilizing aircraft carrier that it would be beneficial for us to examine U.S. perspectives and its application in the Korean Peninsula. It will provide us with insights to understand and predict what it would be like in times of crisis in the Korean Peninsula in the perspective of aircraft carrier's involvement. This paper intends to show some aspects of future conflicts in the Korean Peninsula and how the ROK Navy can best be ready for such situation. For research purpose, U.S. maritime strategy has been developed in stages ; establishment phase, WWI phase, WWII phase, Cold war phase, post Cold war phase. Each phase includes such factors as threats, strategic concept, applications, and ways to improve maritime strategy. Finally, the role of aircraft carrier based on past history as well as future conflict shines the importance to have power projection capabilities for the ROK Navy. The intrinsic nature of the navy in the world is to project power ashore just as history proved it.

A Study on the Management Efficiency Effect Factor of Korean Ocean Carriers

  • In this study, the current state of management efficiency of ocean carriers in Korea and the factors affecting them were analyzed. The purpose of this research is to enhance global competitiveness of ocean carriers by presenting suggestions that can improve management efficiency based on the analysis results. The measurement of management efficiency was made using the DEA model. The results of testing the adequacy of the input and output variables used are as follows. Appropriate inputs are total assets, cost of goods sold, charter expenses, sales and general management expenses, and interest expenses. Appropriate variables are sales, operating income, and operating cash flow. According to the analysis results of the DEA model by these variables, inefficient carriers (78%) are nearly four times more than efficient carriers(22%). However, container carriers have the most improved management efficiency compared to 2016 and 2017. According to the panel regression analysis, the charter rate has the greatest negative impact on efficiency (CRS), and the debt rate has a significant negative impact. Thus, it appears that reducing the charter size and the debt-to-sale rate facilitate improvement of the management efficiency of ocean carriers. Additionally, the pre-sales tax return rate, value added rate, total asset turnover rate, and the scale variable and interest coverage rate have a positive (+) effect. Thus ocean carriers should restore their global competitiveness by improving management efficiency by securing stable cargoes increasing sales profitability from the cost management perspective, increasing productivity, and enhancing the efficiency of their total assets through efficient fleet management.

천측을 이용한 방위 보정 장치의 구현 (Implementation of the Azimuth Correction Device using Astronomical Observation)

  • 본 논문에서는 과거부터 사용되고 있는 천측 기법을 현대의 IT기술과 접목시켜, 컴파스의 오차를 줄일 수 있는 방안을 제안하였다. 천측을 이용하여 진북을 추출할 수 있는 알고리즘을 정리하여, 이를 적용할 수 있도록 엔코더와 방위환을 결합하고, 각종 표시기 및 연산을 위해 임베디드 시스템을 설계하여 이를 구현하였다. 그 결과 약 $0.2^{\circ}$ 정도의 오차로 진북을 추출할 수 있었을 뿐만 아니라, 기존에 천측을 통해 대략 5분 이상 소요되던 시간적 불편함도 편의적인 분석과 함께 5초 미만으로 줄일 수 있음을 알 수 있었다. 특히 기존 자이로컴파스의 오차는 물론 IMO의 방위 기준 등을 분석하여 이들의 허용 오차가 $0.5^{\circ}$ 이하라는 것을 제시하여, 본 논문의 결과가 실제 적용에서 각종 컴파스의 오차를 줄일 수 있는 가치 있는 결과임을 확인할 수 있었다.

무선 센서 네트워크를 통한 쿼드콥터들의 편대 비행 기법 설계에 관한 연구 (A Study on the Quadcopters Formation Flight Guidance Law Design in Wireless Sensor Network)

  • 본 논문에서는 무선 센서 네트워크에서 주어진 상황에 따라 다수의 쿼드콥터들이 편대를 유동적으로 구성할 수 있는 비행 기법을 제안한다. 기존 연구에서는 미리 정해진 구조의 편대로만 비행을 하고 센서를 통해 비행체 간의 거리를 알아야만 편대 유지를 할 수 있었다. 또한, 센서에서 발생하는 오차로 인해 비행체 간 거리가 일정하지 않다는 문제점이 발생한다. 본 논문에서는 상대 좌표 값을 기반으로 한 가상 지도를 통해 실내 외, 장애물 등에 영향 받지 않고 쿼드콥터의 현재 위치를 이용하여 주어진 상황에 맞는 편대 비행을 하는 알고리즘을 제안한다. 제안된 알고리즘은 선도기 추종 기법(Leader-Follower Technique)으로 메인 쿼드콥터가 주어진 상황을 판단하여 무선 통신을 이용해 서브 쿼드콥터들에게 명령을 내려 편대의 구조를 정하는 방법이다. 모의실험 결과, 제안한 알고리즘이 기존방식에 비해 어떠한 상황을 감지함에 있어서 편대 비행이 효율적인 것을 확인하였다.

저비용 선박간 통신을 위한 전송률 인지 양방향 릴레이 기법 (Rate-Aware Two-Way Relaying for Low-Cost Ship-to-Ship Communications)

  • 본 논문은 선단 내 해상 통신에서 두 통신 선박이 다중 안테나 릴레이 선박의 도움으로 데이터를 교환하는 양방향 릴레이 네트워크를 고려한다. 상기 네트워크에서 두 통신 선박의 정보 전송률이 다를 때 정보 전송 신뢰도를 높이는 전송률 인지 세 단계 아날로그 네트워크 부호화 기법을 제안한다. 제안 기법은 릴레이에서 직교하게 수신된 각 통신 선박의 신호로부터 향상된 품질의 아날로그 네트워크 부호화 신호를 안테나 수신 전력만을 이용하여 생성함으로써 릴레이를 채널 추정 기능 없이 낮은 복잡도로 구현할 수 있도록 한다. 또한, 제안 기법은 두 통신 선박의 서로 다른 전송률을 고려한 전송률-인지 릴레이 전력 할당 방법을 적용하여 비대칭 전송률을 갖는 데이터 교환의 아웃티지 확률을 크게 줄일 수 있음을 모의실험으로 보였다.
