On CELP type Vocoders G.723.1 6.3kbps/5.3kbps Dual Rate Speech Codec, which is developed for Internet Phone and videoconferencing, uses VAD(Voice Activity Detection)/CNG (Comfort Noise Generator) in order to reduce the bit rate in a silence period. In order to reduce the bit rate effectively in this paper, we first set the boundary condition of the energy threshold to prevent the consumption of unnecessary processing time, and use three decision rules to detect an active frame by energy, pitch gain and LSP distance. To evaluate the performance of the proposed algorithm we use silence-inserted speech data with 0, 5, 10, 20dB of SNR. As a result when SNR is over 5dB, the bit rate is reduced up to about 40% without speech degradation and the processing time is additionally decreased.
In order to establish B. tabaci control in paprika greenhouses a fixed-precision-level sampling plan was developed. The sampling plan consisted of spatial distribution analysis, a sampling stop line, and decision making. Sampling was conducted simultaneously in two independent greenhouses (GH 1, GH 2). GH 1 and 2 were surveyed every week for 22 consecutive weeks, using 19 sampling locations in GH 1 and 9 sampling locations in GH 2. The plant in both greenhouses were divided into top (180-220 cm from the ground), middle (80-120 cm from the ground) and bottom (30-70 cm from the ground) sections and B. tabaci adults and pupae were observed on three paprika leaves at each position and recorded separately. GH 2 data were used to validate the fixed-precision sampling plan, which was developed using GH 1 data. In this study, spatial distribution analysis was performed using Taylor's power law with the pooled data of the top and bottom position (B. tabaci adults), and the middle and bottom positions (B. tabaci pupae), based on a 1-leaf sampling unit. Decision making was undertaken using the maximum of action threshold in accordance with previously published method, and the value was decided by the price of the plants. Using the results obtained in the greenhouse, simulated validation of the developed sampling plan by RVSP (Resampling Validation for Sampling Plan) indicated a reasonable level of precision.

Bemisia tabaci is one of polyphagous insect pests that transmits Tomato Yellow Leaf Curl Virus (TYLCV) and Cassava Brown Streak Disease (CBSD). Insecticides are primarily applied to control B. tabaci, but it has limits due to the development of resistance. As a result, a fixed precision sampling plan was developed for its integrated pest management (IPM). The tomato plants were divided into top (more than 130cm from the ground), middle (70 cm to 100 cm above the ground), and bottom (50 cm or less above the ground) strata, before visual sampling of the larvae of B. tabaci. The spatial distribution analysis was conducted using Taylor's power law coefficients with pooled data of top, middle, bottom strata. Fixed precision sampling plan and control decision-making were developed with precision levels and action threshold recommended from published scientific papers. To assess the validation of the developed sampling plans, independent data not used in the analysis were evaluated using the Resampling Validation for Sampling Plan (RVSP) program.

We propose adaptive detection algorithm to reduce a false alarm by considering the characteristics of the random noise on the detection system based on a seismic sensor. The proposed algorithm consists of the first step detection using kernel function and the second step detection using detection classes. Kernel function of the first step detection is obtained from the threshold of the Neyman-Pearon decision criterion using the probability density functions varied along the noise from the measured signal. The second step detector consists of 4 step detection class by calculating the occupancy time of the footstep using the first detected samples. In order to verify performance of the proposed algorithm, the detection of the footsteps using measured signal of targets (walking and running) are performed experimentally. The detection results are compared with a fixed threshold detector. The first step detection result has the high detection performance of 95% up to 10m area. Also, the false alarm probability is decreased from 40% to 20% when it is compared with the fixed threshold detector. By applying the detection class(second step detector), it is greatly reduced to less than 4%.

The container BIC-code is a transport protocol for convenience in international shipping and combined transport environment. It is an identification code of a marine transport container which displays a wide variety of information including country's code. Recently, transportation through aircrafts and ships continues to rise. Thus fast and accurate processes are required in the ports to manage transportation. Accordingly, in this paper, we propose a BIC-code region extraction and recognition method using multiple thresholds. In the code recognition, applying a fixed threshold is not reasonable due to a variety of illumination conditions caused by change of weather, lightening, camera position, color of the container and so on. Thus, the proposed method selects the best recognition result at the final stage after applying multiple thresholds to recognition. For each threshold, we performs binarization, labeling, BIC-code pattern decision (horizontal or vertical pattern) by morphological close operation, and character separation from the BIC-code. Then, each characters is recognized by template matching. Finally we measure recognition confidence scores for all the thresholds and choose the best one. Experimental results show that the proposed method yields accurate recognition for the container BIC-code with robustness to illumination change.

Vegetation information is a very important factor used in various fields such as urban planning, landscaping, water resources, and the environment. Vegetation varies according to canopy density or chlorophyll content, but vegetation vitality is not considered when classifying vegetation areas in previous studies. In this study, in order to satisfy various applied studies, a study was conducted to set a threshold value of vegetation index considering vegetation vitality. First, an eBee fixed-wing drone was equipped with a multi-spectral camera to construct optical and near-infrared orthomosaic images. Then, GIS calculation was performed for each orthomosaic image to calculate the NDVI, GNDVI, SAVI, and MSAVI vegetation index. In addition, the vegetation position of the target site was investigated through VRS survey, and the accuracy of each vegetation index was evaluated using vegetation vitality. As a result, the scenario in which the vegetation vitality point was selected as the vegetation area was higher in the classification accuracy of the vegetation index than the scenario in which the vegetation vitality point was slightly insufficient. In addition, the Kappa coefficient for each vegetation index calculated by overlapping with each site survey point was used to select the best threshold value of vegetation index for classifying vegetation by scenario. Therefore, the evaluation of vegetation index accuracy considering the vegetation vitality suggested in this study is expected to provide useful information for decision-making support in various business fields such as city planning in the future.
Dispersion pattern for adult citrus red mite (CRM), Panonychus citri (McGregor) using by Taylor's power law (TPL) and Iwao's patchiness regression (IPR) was determined to develop a monitoring method on citrus orchards, on Jeju, in Autumn season, during 2001 and 2002.CRM population was sampled by collecting leaves and fruits. The relationships of CRM adults between leaf and fruit were analyzed by different season. The regression equation for CRM adults between leaf (X) and fruit (Y) was ln(Y+1) : 1.029 ln(X+1) ( $r^2$ : 0.80). The density of CRM was higher on fruit than on leaf according to fruit maturing level. TPL provided better description of mean-variance relation-ship for the dispersion indices compared to IPR. Slopes and intercepts of TPL from leaf and fruit samples did not differ between sample units and surveyed years. Fixed-precision levels (D) of a sequential sampling plan were developed using Taylor's power law parameters generated from adults of CRM in leaf sample. Sequential sampling plans for adults of CRM were developed for decision making CRM population level based on the different action threshold levels (2.0,2.5 and 3.0 mites per leaf) with 0.25 precision. The maximum number of trees and required number of trees sampled on fixed sample size plan on 2.0,2.5 and 3.0 thresholds with 0.25 precision level were 19, 16 and 15 and their critical values T$_{critical}$ at were 554,609 and 659, respectively. were 554,609 and 659, respectively.

Energy aware server clusters aim to reduce power consumption at maximum while keeping QoS(quality of service) compared to energy non-aware server clusters. They adjust the power mode of each server in a fixed or variable time interval to activate only the minimum number of servers needed to handle current user requests. Previous studies on energy aware server cluster put efforts to reduce power consumption or heat dissipation, but they do not consider energy efficiency well. In this paper, we propose an energy efficient cluster management method to improve not only performance per watt but also QoS of the existing server power mode control method based on autonomous learning. Our proposed method is to adjust server power mode based on a hybrid approach of autonomous learning method with multi level thresholds and power consumption prediction method. Autonomous learning method with multi level thresholds is applied under normal load situation whereas power consumption prediction method is applied under abnormal load situation. The decision on whether current load is normal or abnormal depends on the ratio of the number of current user requests over the average number of user requests during recent past few minutes. Also, a dynamic shutdown method is additionally applied to shorten the time delay to make servers off. We performed experiments with a cluster of 16 servers using three different kinds of load patterns. The multi-threshold based learning method with prediction and dynamic shutdown shows the best result in terms of normalized QoS and performance per watt (valid responses). For banking load pattern, real load pattern, and virtual load pattern, the numbers of good response per watt in the proposed method increase by 1.66%, 2.9% and 3.84%, respectively, whereas QoS in the proposed method increase by 0.45%, 1.33% and 8.82%, respectively, compared to those in the existing autonomous learning method with single level threshold.
In most conventional video codecs, such as MPEG-2 and MPEG-4, inter coding is performed with the fixed motion vector resolution. When KTA software was developed, resolution for MVs can be selected in each slice. Although KTA codec uses a variety of resolutions for ME, the selected resolution is applied over the entire pixels in the slice and the statistical property of the local area is not considered. In this paper, we propose an adaptive decision scheme for motion vector resolution which depends on region, where MV search area is divided to multiple regions according to the distance from PMV. In each region, the assigned resolution is used to estimate MV. Each region supports different resolution for ME from other regions. The efficiency of the proposed scheme is affected from threshold values to divide the search area and the entropy coding method to encode the estimated MV. Simulation results with HM3.0 which is the reference software of HEVC show that the proposed scheme provides bit rate gains of 0.9%, 0.6%, and 2.9% in Random Access, Low Delay with B picture, and Low Delay with P picture structures, respectively.
동기식 스트림 암호통신 방식을 사용하는 암호통신에서는 암/복호화 과정 수행시 암호통신 과정에서 발생하는 사이클슬립으로 인해 키수열의 동기이탈 현상이 발생되고 이로 인해 오복호된 데이타를 얻게된다. 이러한 위험성을 감소하기 위한 방안으로 현재까지 암호문에 동기신호와 세션키를 주기적으로 삽입하여 동기를 이루는 주기적인 동기암호 통신방식을 사용하여 왔다. 본 논문에서는 CDMA(Cellular Division Multiple Access) 이동망에서 데이타서비스를 제공할 때 사용되는 점대점 프로토콜의 주소영역의 특성을 이용하여 단위 측정시간 동안 측정된 주소비트 정보와 플래그 패턴의 수신률을 이용하여 문턱 값보다 작은경우 동기신호와 세션키를 전송하는 비주기적인 동기방식을 사용하므로써 종래의 주기적인 동기방식으로 인한 전송효율성 저하와 주기적인 상이한 세션키 발생 및 다음 주기까지의 동기이탈 상태의 지속으로 인한 오류확산 등의 단점을 해결하였다. 제안된 알고리즘을 링크계층의 점대점 프로토콜(Point to Point Protocol)을 사용하는 CDMA 이동망에서 동기식 스트림 암호 통신방식에 적용시 동기이탈율 10-7의 환경에서 주기가 1sec인 주기적인 동기방식에서 요구되는 6.45x107비트에 비해 3.84x105비트가 소요됨으로써 전송율측면에서의 성능향상과 오복호율과 오복호 데이타 비트측면에서 성능향상을 얻었다. Abstract In the cipher system using the synchronous stream cipher system, encryption / decryption cause the synchronization loss (of key arrangement) by cycle slip, then it makes incorrect decrypted data. To lessen the risk, we have used a periodic synchronous cipher system which achieve synchronization at fixed timesteps by inserting synchronization signal and session key. In this paper, we solved the problem(fault) like the transfer efficiency drops by a periodic synchronous method, the periodic generations of different session key, and the incorrectness increases by continuing synchronization loss in next time step. They are achieved by the transfer of a non-periodic synchronous signal which carries synchronous signal and session key when it is less than the threshold value, analyzing the address field of point-to-point protocol, using the receiving rate of address bits information and flag patterns in the decision duration, in providing data services by CDMA mobile network. When the proposed algorithm is applied to the synchronous stream cipher system using point-to-point protocol, which is used data link level in CDMA mobile network, it has advanced the result in Rerror and Derror and in transmission rate, by the use of 3.84$\times$105bits, not 6.45$\times$107bits required in periodic synchronous method, having lsec time step, in slip rate 10-7.
