An Analysis of Fishermen's Preference for the Type of Fishing Quota System by Fish Species (어업인의 어종별 어획쿼터제도 유형의 선호도 분석)

  • In this study, a conjoint analysis was conducted to derive a combination of fishing quota management system by fish species preferred by fishermen. In the analysis, detailed levels were set according to each attribute of the system. For analysis, this study conducted a design question survey for conjoint analysis on 303 fishermen engaged in fishing activities in the offshore and coastal sea. The Conjoint analysis was conducted on all fishermen, offshore fishermen and coastal fishermen. In addition, an analysis was conducted on TAC system participants and non-TAC system participants, and the targets were classified for comparison according to the characteristics of fishermen. Fishermen's preference for the system confirmed for six attribute ("catching fish even if there is no fishing quota", "how to allocate fishing quota", "fishing quota management agency", "upper limit of fishing quota," "Possibility of Trading in the Fishing Quota", and "Application of Other Regulations.") and the detailed level of each attribute. As a result of the analysis of the importance of attributes, fishermen thought that "fishing quota management agency (24.1%)" was very important, and "catching fish even if there is no fishing quota (23.9%)" and "how to allocate fishing quotas (22.9%)" were also given some importance.

  • Today, seaside village has been met with much difficulty from aggravation of fishing conditions including decrease of fishery resources, marine products market opening, reduction of coastal fishing ground. Thus, seaside village tourism can become an useful alternative to revitalize the local community. This study deals with on the tourism activities based on motive of tourist to Seaside Villages in Jeju Island. And it will be find out though the cross analysis of tourism motivation factors and tourism activities factors. With 298 effective responses gathered from an on-site survey. The statistical analysis of the data was conducted using techniques of frequency analysis, factor analysis, cluster analysis, and canonical analysis. The tourism motivation and activities were conformed by Chi-Square Analysis and ANOVA analysis. For the growth of seaside village, many tourist must visit four seasons and tourism facilities and programs will be develop as seaside village experience activities, marine leisure activities, and circumference inquiry activities.

A Study on the IUU Governance System of Regional Fishery Management Organization and Major State (국제 지역 수산 관리 기구와 주요 국가의 IUU 통제제도 연구)

  • The FAO reports that IUU fishing activities have widespread economic, social, and management consequences, including depriving legitimate fishers of harvest opportunities. It affects all fisheries from small scale to industrial. It also affects the ability of governments to support sustainable livelihoods for fishers and, more broadly, to achieve food security. The complexity of IUU requires various measures to combat IUU fishing such as adoption of IUU vessel lists; stronger port State controls; improved monitoring, control and surveillance (MCS); implementation of market-related measures to help ensure compliance; and capacity-building assistance. Trade and market measures reduce opportunities for IUU fishing activities by precluding or impeding access to markets for IUU product in a manner consistent with international law. ICCAT, CCAMLR, and IATTC, have put in place trade tracking programs or catch documentation schemes, and WCPFC is considering such a program. Vessel lists assist enforcement authorities in determining which vessels are or are not authorized to be fishing or conducting fishing support activities in specified areas. A number of RFMOs maintain records of IUU vessels: CCAMLR, IATTC, ICCAT, NAFO, NASCO, NPAFC, WCPFC. Section 608 of the US MSRA calling on the Secretary of Commerce, in consultation with the Secretary of State, and in cooperation with relevant regional fishery management councils and any relevant advisory committees, to take actions to improve the effectiveness of international fishery management organizations in conserving and managing stocks under their jurisdiction. EU IUU Regulation entered into force on 1 January 2010, was intended to regulate the highly complex multi-channel fisheries supply system of the European Community (EC) in an effort to improve global fisheries sustainability.

Comparative Profitability of Women Dominated Fish-based Livelihood Activities in Southwest, Nigeria

  • Women are more disadvantaged than men in many fronts and this confines them to informal sector livelihood activities. Any attempt to improve women's economic status will require information on the organization, cost and returns to investment in the livelihood activities in which they predominate. This is the issue for this study which compared yield performance in artisanal fishing and fresh fish marketing. Primary data collected through multi-stage sampling method were analyzed using inferential statistics, budgeting and regression models. Empirical findings revealed that about 75.0% of fisher folks either had no formal education or acquired only primary school education while 50.0% of marketers had secondary school education. The budgeting model revealed fisher-folks' and marketers' annual net profit to be N2,882,626.00 and N640,227.00, respectively. Profit from fishing was significantly higher than that of fish marketing. At 53.2% for fishing and 40.3% for marketing, returns to investment was better in fishing. Regression model results showed the significant factors influencing returns to each livelihood strategy to include fishing ground, distance covered and years of experience. The major constraint faced by operators of both livelihoods groups was insufficient credit. Despite this, the livelihood strategies were shown to be profitable ventures which contributed to households' consumption expenditure. Organizing women informal sector operators into groups to enhance access to government support and formal credit are recommended for improving livelihood strategy performance.

  • Ocean resources have a very important role to meet the requirements of the people's leisure activities in a limited country, so fishing villages and fishing ports are getting more and more important as a source of supply to satisfy the demands as time goes on. There are various and far-reaching approaches to the fishing villages and fishing ports. However, studies to present the over-all direction of development policy for fishing villages and fishing ports have been short; especially the studies which have been dealing with Busan were verified to be very short relatively. As a result of survey, both officials in charge and residents in fishing villages have an enough understanding of what problems the development of fishing villages have and it's direction of development and spreading effects. In the part of the policy of developing fishing ports, officials answered that insufficient synthetic estimation was main problem in developing the fishing ports, while residents had a high recognition that local fishing ports and small scale fishing ports have had poor progress relatively. In the analysis of difference between two group about the spreading effects of developing fishing villages and fishing ports, they had affirmative opinions rather than negative ones without exemption. As mentioned above, it is a right direction to develop the existing fishing ports as well as new fishing ones to the multi-functional synthetic fishing ports. The specialized development should be made so that the special quality of coastal resources, which fishing villages have, will be made the best use of.

A Study on the Role of Maritime Enforcement Organization As Response of Illegal Fishing (불법어업에 대한 해상집행기관의 역할 및 방향 - 중국어선의 불법어업을 중심으로 -)

  • Today, all the countries of the world newly recognize importance of sea on 70% area of the earth, which are focused on efforts for security of marine territory and fishes resources. On the security concerns of the ocean & fishes resources, Sea are very important on the ground of the importance of the ocean, thus international community has been trying to combat a maritime security threat and illegal fisheries. Coastal states need to have proper state's jurisdiction and exercise it's jurisdiction to response effectively to a maritime security threat and illegal fisheries. Here, many of the coastal states strengthened the rights in Exclusive Economic Zone(;EEZ) naturally, there are made cooperation activities and keen competition in the sea because deepening of complex understanding of the relationship between the surrounding countries with marine surveys & continental shelf development, island territorial sovereignty & marine jurisdiction in overlap of sea area on EEZ. In these circumstances, foreign fishing boats invaded to our territorial waters and EEZ many times. in addition, Chinese fishing boats are going to illegal fisheries naturally. On this point, a powerful crackdown of maritime enforcement organization had no effect on them. Also more and more their resistance gathered strength and tendency of a illegal activities became systematization, group action and atrocity little by little. So this thesis includes a study on the regal regulation, the system and formalities on the control of illegal fishing. And the author analyzed the details of the activities of illegal fishing and boats controlled by Korea Coast Guard(KCG), fishing patrol vessels of Ministry of Maritime Affaires and Fisheries(MOMAF) and Navy etc. from in adjacent sea area of Korea. In relation to this, the policy and activity plan were devised to crackdown to illegal fisheries of foreign fishing boats and then it was enforced every year. According to this, analyze the present conditions of illegal fisheries of a foreign fishing boats on this study, also analyze the present conditions of maritime enforcement organization & found out problems to compared it. protect the territorial waters, at the same time protection of marine mineral resources & fishes resources of EEZ including continental shelf, which has want to study for the role & response of maritime enforcement organization for the protection of fisheries resources and a proper, a realistic confrontation plan of maritime enforcement organization against illegal fisheries of foreign fishing boats.

An Empirical Study to Estimate Fisheries Productivity Using a Statistical Application (어업생산성 추정을 위한 통계적 응용에 관한 실증 연구)

  • It has been one of the critical issues that the researchers properly evaluate the fishing rights foregone by the coastal development activities like wetland reclamation. Particularly, estimating the productivity of concerned fishing rights is known to play a significant role in their monetary compensation. As a result, this paper attempts to develop a statistical model characterized by Cobb-Douglas production function in conjunction with the fisheries' productivity estimation. The primary hypotheses involving their statistical production function are as below : 1. The quantity of fisheries production is hypothesized to be expressed as a function of capital (K) and labor(L) put into fishing activities. 2. The estimated parameters of K and L are hypothesized to satisfy the conventional condition of production function as a form of Cobb-Douglas. These statistical tests reveal that the shellfish farming productivity heavily depends on the acre of mariculture while the input of labor force also considerably affects its productivity. In case of the fixed net fishing productivity, both the factors of capital and labor similarly affect the marginal change in its productivity. En addition, the productivity of shellfish (arming turns out to follow the increasing returns to scale, whereas that of fixed net fishing comes up with the decreasing returns to scale.

A revised ecosystem-based fishery risk assessment incorporating IUU fishing (IUU어업을 고려한 생태계기반 자원평가)

  • Considering the negative impact of IUU fishing on fishery resources and fishery management, a revised approach for estimating risks of the ecosystem-based fisheries assessment (EBFA) of Zhang et al. (2011) was developed that incorporates three components of the IUU (illegal, unreported and unregulated) fishing as penalties. In this study, we introduced ways to develop indicators of IUU fishing suitable for the Korean fishery and apply them to ecosystem-based resource assessment. The indicator for the illegal fishing component was set as the fishing without licenses or permits, and that for the unreported fishing component was set as unreported fishing activities. Indicators for the unregulated fishing component were set as fishing operated by illegal fishing gear, illegal fish capture, fishing operations in prohibited fishing area, and fishing with restrict permits. IUU fishing significantly impacts the stock of target species. Therefore, in this study, the influence of IUU fishing is included in the Species Risk Index (SRI) at the species level, and weights are assigned based on the ratio of the stock, as $SRI={{\sum\limits_j}{\lambda}_j{\cdot}ORI/{\sum\limits_j}{\lambda}_j}+P_f(B_i/B)$. The revised ecosystem-based fisheries assessment method, which considers the impact of IUU fishing, was applied to major fisheries on the south coast of Korea. It is necessary to reduce the non-reporting rate through the expansion of the TAC system and improve the accuracy of statistical compilation. To this end, the electronic fishing reporting system, which is being implemented on all vessels in Korean distant water fishing vessels, should be introduced to the coastal and offshore fisheries as well.

A Study on the Management System and Participatory Self-Management of the Recreational Fishing in Korea (유어낚시의 관리유형과 자율적 관리진흥에 관한 연구)

  • As one of the most popular outdoor leisure activities in the world, recreational fishing has a lof of significant meaning in terms of social, economic, and cultural views. However, both not considering an indiscreet fishing activity and environment and not thinking our next generation, fishing circumstance has been deteriorating more and more. Unlike Korea, most advanced countries enact various recreational fishing management and support policies in order to keep sustainable recreational fishing and develop eco-tourism through cooperation with government, fishing industries and civil organizations. This paper consist of the following contents. First, the study attempted to investigate how to operate management system of the recreational fishing dividing into in - land fishing and sea fishing respectively. And it exhibits issues and troubles of the realities of recreational fishing management and related fishing laws and ordinances in Korea. And then, it examines various fishing management schemes in representative advanced nations; U.S., Germany, and Japan. Also, it analyzes the advantages and disadvantages of respective recreational fishing management systems; market - based license system, qualification - based management system, and self- regulatory based management system. In addition, after these three systems are adopted to Korea's recreational fishing condition, we analyzes whether respective management systems fit or not. As a result of this, the optimal management for recreational fishing is the participatory self - management scheme in Korea. Finally, in order to support recreational fishing promotion and encouragement, issues and complementary policies with respect to recreational fishing are introduced.

A Study on Decisions on Investment Factors in the Development of Local Fishing Harbors (지방어항개발의 투자결정요인 분석 - 충청남도 어항 중심으로 -)

  • In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities.
